To start with, I would like to congratulate all oil sector personnel on the occasion of Eid Al-Fitr, beseeching Almighty Allah to accept our worship and bestow His blessings on us again as we launch a new beginning in the history of the sector to which we all belong.

We at KPC exert tremendous efforts to fortify the Kuwaiti oil sector’s status locally, regionally and internationally, utilizing the immense capabilities we possess, with the greatest of these being our manpower. We are immensely proud of our human resources and expect them to achieve many objectives; for this reason, the senior administration spares no effort in providing the appropriate atmosphere to ensure that the sons of the oil sector can achieve their utmost and continue along the path of development and construction.

Also, we should not forget KPC’s immense capabilities represented by its integrated system for producing, refining and marketing crude oil, not to mention its modern marine fleet of tankers for crude oil and oil products. There is also the distinguished role played by KPC in the petrochemicals industry both inside and outside Kuwait, with Kuwait playing a strategic international part as an OPEC member and one of world’s major exporters of oil and petroleum products. These capabilities and achievements have been harnessed to accomplish KPC strategic objectives, with the company aiming to produce around four million barrels per day (bpd) within the next ten years.

There can be no doubt that all these capabilities put us among the major companies working in the oil field, ensuring that we occupy a distinguished position among them to achieve a leading position in the oil and gas field. This cannot be accomplished, however, without exerting tremendous and sincere efforts and this is what we hope you will join us in achieving, especially given the current unsettled financial situation worldwide.

His Excellency Sheikh Ahmad Al-Abdullah Al-Sabah, Oil Min-ister, the Minister of Informa-tion and the chairman of KPC’s board of directors, recently con-cluded his visit to Hanoi City, the capital of Vietnam.

The minister was escorted by a number of officials, among them Hussein Ismail, the chair-man of Kuwait Petroleum Inter-national (KPI), Sheikh Nawaf Al-Sabah, the DMD of KPC's Legal Affairs Department and General Advisor, Abdulnasser Al-Fulaij, the DMD of Development Ac-tivities with the Kuwait Foreign Petroleum Exploration Compa-ny (KUFPEC) and Suhail Al-Mu-tairi, the DMD of the minister's office. Also included in the del-egation were Ghanim Al-Otaibi, KPI's Manager of Development, Saad Al-Furaih, KPI's Common Projects Manager, Emad Al-Had-laq, KPI's Development Coordi-nator and Torqi Al-Azimi, the Coordinator of KPI's office in Vietnam, as well as Osama Al-Obaid, Chargé d'Affaires at the Kuwaiti Embassy in Vietnam.

The five-day visit, which began on September 20, was paid in response to an invitation from Fu Howang, the Vietnamese Minister of Commerce and In-dustry. The trip aimed to rein-force bilateral Kuwaiti-Vietnam-ese relations in the field of oil and gas, as well as supporting the existing projects between KPC (represented outside Ku-wait by its international arm, KPI), KUFPEC and the Vietnam-

ese state oil and gas company, PetroVietnam (PVN).

Another objective of the visit was to familiarize the delegates with the latest developments taking place in the relevant fields in Vietnam and facilitate solutions to any obstacles hin-dering the project to construct a refinery and petrochemicals factory for producing aromat-ics in Nagi Sun City. There are plans to establish stations to market petroleum products all over Vietnam, given the high projected productivity levels of the refinery of around 200,000 barrels per day (bpd) of Kuwaiti crude oil. The project is located in Nagi Sun City in the Thanh Hoa province of northern Viet-nam, around 180 kilometers south of Hanoi.

The refinery is expected to be operational by the end of 2013 after all the final official approv-als are received in mid-2010. This is Vietnam’s second refinery and aims to meet all the petro-leum product requirements of the local Vietnamese market.

During the visit, H.E. Sheikh Ah-mad Al-Abdullah praised the fa-cilities provided by the Vietnam-ese government to ensure the success of this vital project within the scheduled timeframe.

The minister held several meet-ings with senior Vietnamese of-ficials, starting with H.H. the President of Vietnam Nguyen Minh Triet, as well as the Prime Minister Nguyen Tan Dung, the Minister of Commerce and In-dustry Vu Huy Hoang, the Party Secretary for Than Hoa Province, Nguyen Van Loi, and the chair-man of PetroVietnam’s board of directors, Dinh La Thang.

H.E. Sheikh Ahmad Al-Abdullah also met with the chairman of the board of directors of Tan Hoa Province’s party, Mai Van Ninh, and the Executive Chairman of PortoVietnam, Phung Dinh Thuc.

Thanh Hoa Province, where the Nagi Sun refinery is located, to find out the latest developments of activities related to the project in the coming phase.

Furthermore, Sheikh Ahmad Al-Abdullah expressed his sat-isfaction with the results of the high-level meetings which were crowned by the continuous suc-cess and support provided by the Vietnamese government, saying that he hoped to develop bilat-eral relations and maintain high levels of cooperation between the Vietnamese government and partners to ensure success for their common ventures.

The minister took advantage of the opportunity to encourage Kuwaiti personnel to take over the implementation of the proj-ect, also urging them to com-plete the project according to the scheduled timeframe to ac-complish its targeted objectives.

He also lauded the efforts exert-ed by KPI and KUFPEC to achieve KPC’s strategy through carrying out these vital projects in rapidly developing areas, saying that these efforts helped to increase the additional value of Kuwaiti crude oil, guaranteeing a good market for Kuwaiti oil, as well as increasing Kuwait’s income.

• Discussing means of coopera-tion between the two coun-tries in the field of oil and gas services.

• Becoming familiar with the new developments in the mu-tual projects between Kuwait and Vietnam, in addition to facilitating solutions to any obstacles impeding these projects.

• Following up the implemen-tation of an accord signed by H.H. Sheikh Nasser Al-Mo-hammed with Vietnamese officials to grant a number of Vietnamese students scholar-ships in oil and gas-related subjects.

• Providing the necessary sup-port and the appropriate op-portunities for exploration and drilling activities inside Vietnam carried out by KUF-PEC and PetroVietnam Co.

Meanwhile, the Vietnamese side expressed its continuous readi-ness to support various joint projects between KPC and Petro-Vietnam, especially in the areas of exploration and refinement.

After returning from Denmark, His Excellency the Minister of Oil and of Information Sheikh Ahmad Al-Abdullah Al-Ahmad Al-Sabah expressed his satisfaction with Ku-wait Petroleum International’s (KPI), Denmark branch, particularly prais-ing the steps taken there to save money and improve performance.

Commenting on Kuwait Petroleum Corporation’s (KPC) future projects, Sheikh Ahmad said, “Whenever op-portunities are available to us, we will turn to the markets and study them to discover their economic benefits and the proper decision will be taken in line with that.”

The Oil Minister also revealed that he had reached an agreement with the Parliamentary Finance Commit-tee to submit oil projects for more consultation between the two au-thorities, in addition to informing the Audit Bureau of them from the very beginning to avoid impeding their future implementation.

H.E. Sheikh Ahmad Al-Abdullah affirmed that the Oil Ministry and KPC are implementing several de-velopment projects to enable them to provide employment opportuni-ties for young Kuwaitis, both inside and outside Kuwait, saying that this will ultimately benefit Kuwaiti society and particularly the national economy.

Talking about the recent OPEC meeting in Vienna, H.E. Sheikh Al-Abdullah said that the decision to maintain the same production lev-els had been expected due to the data highlighted before the meet-ing; amongst this information was the improvements witnessed in some economic sectors. He added that OPEC’s member countries were urged at the meeting to comply with the production quotas decid-ed at the previous meeting in Alge-ria after some members increased their production quotas above the approved level. He indicated that there was a 68 percent level of commitment to the decisions taken

at the meeting, with Kuwait and Saudi Arabia both reaching a 98 percent level of commitment, while the United Arab Emirates’ level of commitment reached 99 percent.

As part of KPC’s constant efforts to create a positive atmosphere within its own facilities and those of its subsidiaries, His Excellency the minister of Oil and of Infor-mation Sheikh Ahmad Al-Abdul-lah Al-Sabah, who is also the chairman of KPC’s board of direc-tors, has announced his approval of a decision to grant KPC per-sonnel who hold engineering or technical academic qualifications grade 17 status. The decision was taken with the approved criteria governing these matters and also covers all KPC’s subsidiary com-panies, with oil sector manag-ers also being granted grade 20 status. Both decisions come into effect on October 1, 2009. The decision followed the publica-tion of a study into the positions and duties of engineers, techni-cians and managers, in addition to gaining the approval of the concerned committees, which approved the recommendations that resulted from the study.

H.E. Sheikh Al-Abdullah revealed that the responsible bodies in the sector are seriously studying the possibility of granting grade 17 status to personnel who hold academic qualifications in areas other than the technical and en-gineering fields. In accordance with his instructions on this issue, the study has been submitted to the relevant committees for ap-proval of the necessary action in this regard, after emphasis be-ing placed on the recommenda-tions issued as a result of another study conducted into managing directors.

The minister voiced hope that this decision would play a part in improving oil sector employees’ work environment and circum-stances, helping them to achieve the desired objectives. He also expressed his appreciation of the efforts exerted by oil sector staff working in various locations, praising their great dedication to serving Kuwait.

KPC held a farewell celebration on Wednesday September 30, 2009 to mark the retirement of Jamal Al-Nouri, the Managing Director of the Planning Sector.

MD of KPC’s Governmental, Parlia-mentary, Public and Media Relations Department, with a large number of Al-Nouri’s colleagues from various sectors also turning up to wish their associate all the best in his retire-ment.

In his inaugural speech at the event, Al-Shuwaib praised Al-Nouri’s efforts throughout his career with KPC, in-dicating that he was among the se-nior officials who had shown great enthusiasm for developing young staff members’ professional capabili-ties in each position he had held.

In his own address, Al-Nouri graciously thanked all KPC staff, modestly insist-ing that the successes he had achieved throughout his career could not have been achieved without the tremen-dous efforts of his colleagues and co-workers.

At the end of the celebration, Al-Shu-waib presented Al-Nouri with a number of commemorative plaques and retire-ment gifts on behalf of the employees of the Planning Sector and other KPC sectors and departments; among the most prominent gifts was a volume entitled ‘Fragrances From An Aromatic Biography,’ which is a collection of numerous warm expressions of admi-ration and appreciation written by a number of leaderships on top of them was the Oil Minister Sheikh Ahmad Al-Abdullah, besides a large number of KPC personnel in various positions.

KPC’s CEO Mr. Saad Al-Shuwaib on Sunday September 27, 2009 received a number of well-wishers, who visited the oil sector Diwaniya to congratulate him on the occa-sion of Eid Al-Fitr.

The celebration was attended by all the oil sector companies’ man-aging directors, their deputies, a large number of senior officials and other employees, all wishing to congratulate the chairman on

this joyful Islamic occasion and exchange good wishes with their colleagues.

The event’s family atmosphere re-flected KPC’s eagerness to support the fostering of a familial spirit among its personnel. As well as strengthening social relations, the celebration also helped to create a positive and affirmative atmosphere helping the company to achieve further success and progress.

The concluding event marking the completion of the Holy Qur'an memorization contest was recently held in Al-Kandari Mosque in Jabriya, in cooperation with Jabriya Cooperative Society.

The event was held under the auspices of Sheikh Talal Al-Khalid, MD of the Governmental, Parliamen-tary, Public and Media Relations.

A large number of contestants, along with their parents and guardians, as well as members of the arbitration committee and Jabriya Co-op’s board of directors attended the event, which began with reci-tations of some Holy Qur'an verses by a number of the contestants.

After this, the contestants thanked the officials in-volved in sponsoring the event, which encourages participants to memorize the Holy Quran and apply its instructions.

Sheikh Talal later gave a speech, in which he stressed the importance of actively incorporating the Holy Qur'an’s message and instructions in everyday life, especially in a period like the present day, which is filled with doubts and temptation. He emphasized the important role of such contests in encouraging memorization of the Holy Qur'an and contemplation of its verses.

At the end of the event, Sheikh Talal distributed the awards to the winning contestants.

Faisal Al-Jaber honors “The Best Suggestion Contest” winners

Sheikh Faisal Al-Jaber Al-Sabah, DMD of KPC’s Gov-ernmental, Parliamentary, Public and Media Relations Department and the chairman of Awards and Recogni-tion Committee, recently honored KPC's winners of “The Best Suggestion Contest” at a prize-giving ceremony. The contest, which attracted numerous entries, was held to strengthen the performance of HSE staff.

The contest demonstrated KPC’s wish to show its appre-ciation for and reward staff members’ innovative ideas, as well as reflecting the company’s enthusiasm for sup-porting interaction with the employees who contribute to such initiatives.

A large number of employees took part in the contest by submitting creative and original ideas in the field of Health, Safety and the Environment (HSE). All the sugges-tions were considered by the arbitration committee, that were impressed with the caliber of all the entries, with the following staff members winning the highly competi-tive contest:

• Ola Hussein submitted a proposal to better separate and define the parking spaces in KPC parking lot by building artificial barriers between the spaces, as well as erecting clear traffic direction signs in the area

• Mubarak Al-Banwan proposed the introduction of first aid boxes on each floor of KPC building, as well as sug-gesting the launch of a monthly competition to select the highest achieving floor in the corporation, not just the best office.

• Abdulraouf Hatata recommended that some of the large glass walls at the oil sector entrance be converted into doorways, as well as proposing that pictures or other decorative objects should be hung on the remain-ing glass walls to prevent people walking into them by mistake.

In his concluding address at the prize-giving ceremony, Sheikh Faisal said that such competitions helped in cre-ating an effective spirit of teamwork among employees, which is an important part of providing a healthy and pro-ductive working environment.

For the second successive year, the Kuwait Petroleum Corporation (KPC) recently sponsored the launch of the Kuwait Scientific Exhibition’s competition for young student innovators, with this year’s contest tak-ing place under the theme, ‘Yes, I Can.’

KPC’s participation in the event is in line with a direc-tive issued by His Excellency Sheikh Ahmad Al-Abdul-lah Al-Sabah, the Minister of Oil and of Information, and the chairman of KPC’s Board of Directors, who is keen to encourage and support young people’s achievements.

The competition has two stages; the first, registering student projects to be entered in the contest, will last until November 2. After this, the best 100 of these projects will be selected, with the second stage in-volving the 100 students chosen attending workshops held in the Marina to help them implement their proj-ects. The winners will be announced on March 6, 2010.

The inaugural celebration was attended by Ali Mu-rad, the manager of KPC’s Public Relations Depart-ment, who emphasized that KPC is eager to support any venture that aims to develop the society to help

it harness the latest international advanced technol-ogy. Murad said that this proactive role was demon-strated by the company’s continuous interaction with civil society institutions and its eagerness to support all activities that help to develop young people’s skills and capabilities, pointing out that young people are the society’s real investment in the future.

The senior PR official said that this contest meets these objectives, motivating young people to do their utmost in the fields of science and mathematics in order to be pioneers in every area, leading KPC to join the team due to the company’s enthusiasm for fulfill-ing its social responsibilities.

Ali Murad and Mohammed Al-Zamanan, the man-agers of KPC’s Public Relations and Media Rela-tions Departments respectively, recently visited the headquarters of the Kuwait Society for the Dis-abled to deliver fuel coupons and gifts provided by KPC for individuals with special needs.

The visit sprang from KPC’s belief that its social role is not less important than its economic one, with this principle enshrined in KPC’s regulations which direct it to play a supportive role in sup-porting and sponsoring national institutions and public bodies.

Murad and Al-Zamanan were received at the so-ciety’s headquarters by its chairman, Hashim Taqi, who praised KPC’s efforts and eagerness to sup-port and sponsor the society. He also lauded the company’s eagerness to help overcome any ob-

stacles facing the society, asserting that these ef-forts are borne of the responsible attitude shown by KPC’s administration towards such institutions and bodies.

Marking a special local custom that is part of the rich spiritual atmosphere of the holy month of Ramadan, KPC held its annual ‘Gairgean’ celebration on September 5, 2009 at the oil com-plex’s reception area. A large number of staff and their families attended the event, which demonstrated KPC’s appreciation of this lovely age-old custom.

As well as enjoying music provided by ‘Bu Tabela’ folk group, the children participated in competitions and cultural games and enjoyed a number of recreational activities before lining up to re-ceive their ‘Gairgean’ treats, with their beaming smiles showing their enjoyment and delight at the time-honored celebration.

The image was redolent of tradition, reviving memories of their forefathers’ similar childhood joy at the occasion and empha-sizing the importance of maintaining rich and historic cultural traditions of this nature.

At the end of the festivities, the children expressed their great enjoyment of the event and their gratitude for the colorful and creative Gairgean gifts they had received.

KPC takes every opportunity to ce-ment the social relations among its personnel and reinforce the team-work spirit. For this reason, some of its departments recently commem-orated the annual ‘Graish’ celebra-tion, with the International Market-ing Department holding its ‘Graish’ party on Sunday August 16, 2009.

The event was attended by the de-partment MD Abdullatif Al-Houti, who said in his opening speech that the holy month of Ramadan is the season of the year during which Muslims increase the num-ber of their good deeds. He advised all those attending the event to be keen on good deeds, pure repen-tance and keeping in touch with relatives on the maternal side, as well as to be generous in giving alms and charity to the poor and needy.

To spiritually refresh those attend-ing the event, Imam Bader Al-Hajraf stressed the necessity for being psychologically prepared for receiving the holy month of Rama-dan, saying that each Muslim must seriously worship Almighty Allah in order to be included among those who are released by Him from Hell during this holy month. Al-Hajraf urged all those present to make a point of performing their nighttime prayers, recite the holy Qur’an, un-

derstanding its meanings and apply its instructions in their daily lives.

The Planning and Training Depart-ment, meanwhile, held its ‘Graish’ celebration in the Oil Complex Di-waniya on Thursday August 20. All the department staff attended the event, headed by departmental MD Jamal Al-Jouri. In his opening speech, he stressed the importance of reinforcing the social and broth-erly ties among personnel, saying that this was beneficial to every-one.

At the end of the celebration, the staff members were also informed of the department’s board of di-rectors’ recent approval of KPC’s

general strategic directives up until 2030.

KPC’s last ‘Graish’ celebration was held by the Internal Auditing Cen-tral Department. The event was attended by all the department’s employees and its DMD, Tariq Al-Roumi. In his speech to the at-tendees, Al-Roumi emphasized the importance of maintaining the ‘Graish’ celebrations, saying that this is a part of cultural heritage, which must be preserved since it aims to reinforce a spirit of being part of one family and to strength-en social relations, which lead to stronger communication and bonding between people.

OAPEC: The Organiza-tion of Arab Petroleum Exporting Countries

An outline:

The Organization of Arab Petroleum Exporting Countries (OAPEC) was established on January 9, 1968 in accordance with an international accord signed between Saudi Ara-bia, Kuwait and Libya. The accord stated that the organization would be headquartered in Kuwait, while OAPEC’s establishment was attribut-ed to the directives of the leaders of the ten member countries, including its three founders; Saudi Arabia, Ku-wait and Libya, along with the Unit-ed Arab Emirates, Bahrain, Algeria, Syria, Iraq, Qatar and Egypt.

In accordance with the definition given in its founding text, OAPEC is an internationally recognized re-gional specialist organization, which was established through an accord between countries involved in oil production and export. It aims to ensure cooperation between these nations, unifying their efforts to accomplish the best ways of de-veloping all fields of the petroleum industry, in addition to utilizing its resources and capabilities to cre-ate common integrated projects through the desired Arab economic integration.

Projects launched by OAPEC: OAPEC established four compa-nies, which are intended to provide a solid basis for common work and

Arab economic integration in the oil industry. These companies practice their activities as independent au-thorities through their boards of di-rectors, with most of them attaining excellent results.

These companies are:

• The Arab Marine Company for Transporting Oil

• The Arab Company for Building and Maintaining Ships

• The Petroleum Investment Arab Company

• The Arab Company of Oil Services

OAPEC also founded the Arab Oil Institute for Training.

OAPEC’s activities at the Arab and international levels: OAPEC organizes and implements various activities at both the Arab and international levels; at the Arab level, the Secretariat-General ar-ranges regular technical courses and annual meetings related to issues concerning oil discovery, drilling and production.

The meeting of Oil and Gas Industry heads is held every two years to de-velop senior executive, technical and administrative abilities. In addition, OAPEC plays an effective role in sev-eral regional conferences and semi-nars concerning the oil industry.

Arab Energy Conference: The ministers’ council of OAPEC has emphasized the importance of continuous cooperation with non-OAPEC member Arab countries, which is facilitated through Arab Energy Conferences. The council also took a decision in May 1977 to support the holding of such confer-ences. Additionally, OAPEC and the Arab Fund for Economic and Social Development supervise such confer-ences to provide practical ways for

all Arab countries to connect ener-gy with development. To day, only eight conferences have taken place, with the last being held in Jordan in May 2006, while the ninth Arab Energy Conference is scheduled to take place in Qatar in May 2010.

Internationally, OAPEC exerts tre-mendous efforts to support and im-prove its relations with the outside world to put forward the Arab na-tions’ case on issues related to en-ergy and development, supporting collaboration between producers and consumers and ensuring that member nations are familiar with the latest scientific developments in order to benefit from them. All these objectives are met through participation in the ‘World Energy Conference,’ the ‘World Gas Con-ference’ and the ‘French Institute of Petroleum’ conference, along with the Oxford seminar on energy stud-ies and the specialist agencies affili-ated to the United Nations (UN).

OAPEC also participated in estab-lishing and subsidizing the Oxford Institute for Energy’s studies; the institute, which was established in November 1982 in cooperation with OPEC, is related to Oxford University, and studies the economic, political and social cases of energy, focusing particularly on the requirements of the developing countries, including the oil-exporting nations.

OAPEC publications: The Sec-retariat-General regularly issues re-ports and magazines, distributing them to all the concerned organiza-tions and media bodies, as well as making them available to the public. These publications include the Sec-retary General’s annual report, the annual census report, the monthly news and the “Oil and Arab Coop-eration” magazine, among others.

والخ�س���راوات لأنها غنية بالبوتا�س���يوم الذي يحفظ الماء في الج�سم،

م���ع مراع���اة التقليل من الدهون والمقليات والأملاح، والح�س���ول على

القدر الكافي من النوم”.

�أ�صا�صي لتعزيز �صحة �لإن�صان

Under the auspices of KPC’s HSE, Awards and Recognition Committee, an awareness lec-ture entitled ‘Fast for a good health’ was held in the oil sec-tor’s auditorium on Wednesday August 24, 2009.

The lecture was delivered by Dr. Abdullatif Al-Mor, the chairman of Ahmadi Hospital’s Health Unit, who began by pointing out that the physi-cal and psychological benefits of fasting for Muslims are in-numerable, explaining that all the body’s internal systems are given a rest during fasting, helping them to renew their ac-tivities in preparation for performing their biological functions. In addition, he went on, fasting helps the body to get rid of toxins, helping the faster to feel physically and psychologically healthier and making him or her stronger and more energetic.

Dr. Al-Mor affirmed that health and faith are two faces of one coin, adding that there are several pieces of evidence indicating this in the Holy Qur’an and citing the Prophet Muhammad’s (PBUH) hadith, which said that human beings’ health is a bless-ing about which each person will be asked at Doomsday.

Indicating that all scientific studies have proved that fasting is a principal element in reinforcing human health, Dr. Al-Mor con-firmed that, according to World Health Organization (WHO) data, fasting prevents around 7.5 million cases of cancer, as well as reducing around 80 percent of cardiac disease risks. He explained that these are natural consequences of fasting since fasters refrain overindulging in food and drink or smoking dur-ing their fast.

Al-Mor said, however, that some habits can negatively affect fasters’ health, such as:• Eating and drinking too much after the time for breaking

the fast arrives • Eating the Sohour meal (the final meal before daybreak)

early, leading to prolonging the period of hunger and thirst• Disobeying doctors’ instructions and failing to take pre-

scribed medicine • Maintaining disorganized hours during Ramadan and rear-

ranging one’s sleep schedule• Overindulging in fatty and sugary foods• Focusing on watching TV shows and serials and neglecting

spiritual worship during Ramadan

At the end of his lecture, Dr. Al-Mor listed a few tips to reduce the feeling of thirst during the fasting period, indicating that fasters should drink between eight and 10 glasses of water dai-ly between the Iftar (fast-breaking) meal and the Sohour meal, as well as eating lots of fresh fruit and vegetables since these are rich in potassium, helping the body to retain water. He also urged fasters to reduce the amount of fatty and fried food, as well as salt in their diets. He also emphasized the importance of getting enough sleep.
