Following areas are proposed for priority in Public Information Infrastructure sector during the XIIth Plan:

Establish a unified and secure National Information Infrastructure for government 1. services across the country as a national resourceEvery Panchayat to have at least 100 Mbps connectivity in next two years2. Build an integrated strategy to best leverage our existing assets such as BSNL, 3. MTNL, etc. Focus on spectrum management; need for addressing conversion from circuit to packet switching; developing supercomputing capabilities and operat-ing system as well as modelling capabilities; there is also a need to focus on building next generation data centres.

In light of the above, the conclave discusses the following:The learning from the Common Infastructure Set-up under NeGP (CSC, SWAN & SDC) thus far. • Is the vision articulated above adequate or there is a need for revision?• Identify models that could possibly be used for building and servicing the desired infrastructure effectively during the 12th Plan.• What kind of mechanisms need to be evolved to ensure that the services delivery and applications keep pace with such infra-• structure deployment and the overheads of technology obsolecence and/or underutilization are minimized.

The next Infosys from India is possibly going to come from the remittances and payments space as the market is totally un-derserved and in great need of overhaul. Given this, there are several eco-systems at work to develop this market. These are:

Banks Plus their channel (BCs, Telcos, Retail Chains etc.) eco-system.1. Telco/Technology Plus their channel eco-system (e.g. Nokia Money, M-Pesa Model etc.)2. In the information led economy, while the role of digital inclusion is creating an enabling environment for an improved human develop-ment index, an equally important role is that of digital deepening – enhanced usage of ICT by all stakeholders more so corporate India and businesses to remain competitive and to deliver enhanced economic output to fuel the inclusive growth. Corporate sector in India is one of the lowest consumers of ICT. About the only concerted driver for use of ICT from a policy stand point thus far has been initiatives driven by the Ministry of Finance (and the financial sector) that make compulsory the usage of ICT for accounting, tax systems, stock exchanges, banks etc.

This conclave discusses:What would be the next big policy driver? • Is there any learning from other countries?• Are their unmet sectoral needs in India for which applications do not exist?• How can an application eco-system be created specifically to cater to SME’s?•

Digital inclusion means both inclusive ICT and the use of ICT to achieve wider economic inclusion objectives. It focuses on participation of all Individuals and communities in all aspects of the information society. Digital inclusion policy aims at reducing gaps in ICT usage and promoting the use of ICT to overcome exclusion, and improve economic performance, employment opportunities, qual-ity of life, social participation and cohesion. It proposes to ensure that technology is not part of the barrier to inclusion.

Minorities, weaker sections and women are some of the most digitally excluded communities in India. In light of the above, the conclave discusses the following:
