Funding opportunity announced by FEMA in December
2016
Funding decisions announced July 2017
• 29 of 141 total state and local applications funded nationwide, for
a total of $35,940,000
• 5 Texas projects funded (most of any state) for a total of
$5,397,521:

CCTA DEFINITION
Complex coordinated terrorist attacks are acts of terrorism that:
Involve synchronized and independent team(s) at multiple locations
sequentially or in close succession
Are initiated with little or no warning
Employ one or more weapon systems: firearms, explosives, fire as
a weapon, and other non-traditional attack methodologies which
are intended to result in large numbers of casualties.

Sampling of strengths identified• Rescue Task Force (RTF) and rapid deployment are being
implemented in several jurisdictions throughout the region.
• Law enforcement is conducting a “Stop the Killing, Stop the Dying” campaign. Through this training, officers are provided training versions of the actual equipment they have been assigned.
• Advanced Law Enforcement Rapid Response Training (ALERRT) Active Attack Integrated Response (AAIR) training is conducted throughout the region.

• Preventing responder vehicle and apparatus parking from
restricting ingress and egress from the scene of an
incident.
• Public messaging campaign on what weapon carrying
civilians should do with guns during a CCTA response.
• Challenges associated with a lack of a direct number for
loved ones to call to search for victims or for agencies to
call with requests for information.

2019 Texas Emergency Management Conference
The $1,076,336 CCTA Grant was awarded to the SETRPC on July 13, 2017.
Five entities were awarded the CCTA Grant in the State of Texas.

Total DPS grant award: $659,556
Project Purpose:
• Facilitate regional and local gap identification, planning, training,
and exercise related to CCTAs
• Increase statewide awareness of CCTA challenges, coordination
requirements, and best practices
• Increase the number of regional and local jurisdictional CCTA
gap assessments, plans, training events, and exercises
• Address the critical need for a “one-stop” resource for CCTA
regional and local preparedness through development of a
“Texas CCTA Preparedness Toolkit” designed to facilitate local
and regional CCTA gap identification, planning, training, and
exercises

Key Activities and Deliverables
• Develop a single-location CCTA Preparedness Toolkit including
references, templates, and guides supporting whole community CCTA
preparedness that are tailorable to regional and local needs
• The Toolkit will be posted to www.preparingtexas.org in order to make it
widely available to stakeholders and planners throughout the state
• Validate the CCTA Toolkit materials by assisting two jurisdictions with
CCTA preparedness efforts using the Toolkit, culminating with tabletop
exercises in each jurisdiction

• TEEX project team, with guidance from DPS, developed the
Texas CCTA Preparedness Toolkit, posting materials at:

• Materials include reference library materials; threat and
vulnerability assessment guides; plans and planning templates;
SOP developments templates; checklists; training and exercise
guides; etc.

Phase 3: Validate Toolkit Materials (April 16, 2019 – April 15, 2020)
• TEEX helps two local jurisdictions assess their current CCTA
preparedness levels and needs, and establish specific planning
objectives.

Cedar Park, TX (Pop. 75,200+)
• TEEX conducts two facilitated workshops with each jurisdiction, using
the Toolkit to help them develop CCTA plans, checklists, SOPs, training
plans, and exercise plans.
• TEEX assists each jurisdiction as they plan, conduct, and evaluate a
tabletop exercise addressing a CCTA scenario
• TEEX solicits comments on Toolkit materials to gain additional feedback
and recommendations
• TEEX develops and/or updates existing Toolkit materials, as needed

Phase 4: Update Toolkit Materials (April 16, 2020 – July
15, 2020)
• TEEX uses the results of the engagements in Phase 3 to update
and add to the materials in the CCTA Toolkit
• Depending on lessons learned, updates could include:
Providing additional instructions or recommendations in Toolkit templates
Highlighting particularly challenging coordination requirements
Developing new SOP or checklist templates
• Successful completion of this phase and grant closeout reports
will complete the project and begin the longer-term process of
using project results to enhance CCTA preparedness across
