Intent for the New AFM

Position: Nested under JDP 3-40

Sits alongside US Army¶s FM 3-24

Target Audience: The ICSC(L) student, coy comds and SO2s. They all

have extensive operational experience

Purpose:1. µHand-rail¶ for understanding COIN tactical

considerations ± µhow to think, not what to think¶2. to inform the wider audience of the Army¶s approach

to counterinsurgency and to shape developmentagendas and debate
