Executive Summary This report provides a summary of Roads and Maritime Services’ consultation with the community and key stakeholders in March 2018 on proposed intersection improvements at Devlin Street, Blaxland Road and Parkes Street, Ryde.

The NSW Government is funding this proposal as part of its $300 million Urban Roads Pinch Point Program, which aims to reduce congestion and improve travel times on Sydney’s busiest road corridors.

Currently, motorists are experiencing long delays travelling through the intersection of Devlin Street, Blaxland Road and Parkes Street. This is particularly the case during peak periods. The aim of this proposal is to improve traffic flow through the intersection by reducing queue lengths and improving safety.

The proposal includes:

• installing an additional northbound lane from Victoria Road to Blaxland Road • removal of the existing maintenance access on Devlin Street southbound • maintaining the existing storage length for the southbound right turn lane to Parkes Street • installing a raised median on Devlin Street • removal of bus priority lane on Devlin Street • adjusting utilities, driveways, footpaths, street lighting, drainage, signage and road markings.

Benefits would include:

• travel time savings for motorists using the intersection, particularly during peak periods • reduced queue lengths and traffic delays due to a better flow of traffic through the intersection • improved safety at the intersection, including a reduction in rear-end crashes.

Roads and Maritime invited feedback on the proposal in March 2018. We received feedback from 24 people, with eight people supporting the proposal, five people against the proposal and 11 people who did not state a preference. Key matters raised include:

• additional northbound lane • bus priority lane removal • pedestrian safety • traffic light issues.

A summary of community feedback and Roads and Maritime responses can be found in Table 2 of this report. We have directly responded to all community members and stakeholders who provided feedback.

Decision

Roads and Maritime would like to thank everyone who provided feedback on this proposal. After considering all responses, along with the proposal’s aims and design requirements, we have decided to proceed with the proposal, subject to the following change to the original design proposal:

• the bus priority lane on Devlin Street will not be removed as had been proposed.

We will continue to keep the community and stakeholders informed as the project progresses.

1. Introduction

1.1. Background

The NSW Government is funding this proposal as part of its $300 million Urban Roads Pinch Point Program, which aims to reduce congestion and improve travel times on Sydney’s busiest road corridors.

Currently, motorists are experiencing long delays travelling through the intersection of Devlin Street, Blaxland Road and Parkes Street, Ryde. This is particularly the case during both the morning (7:00am-8:00am) and afternoon (4:30pm-5.30pm) peak periods. During peak periods increased traffic demand on Devlin Street results in queuing traffic that extends greater than 590 metres.

The aim of this proposal is to improve traffic flow through the intersection by reducing queue lengths and improving safety.

Benefits of the proposal would include:

• travel time savings for motorists using the intersection, particularly during peak periods • reduced queue lengths and traffic delays due to a better flow of traffic through the intersection • improved safety at the intersection, including a reduction in rear-end crashes.

1.2. The proposal

Roads and Maritime proposes to increase the capacity of the intersection by reducing queue lengths and improving safety.

The proposal includes:

• installing an additional northbound lane from Victoria Road to Blaxland Road • removal of the existing maintenance access on Devlin Street southbound • maintaining the existing storage length for the southbound right turn lane to Parkes Street • installing a raised median on Devlin Street • removal of bus priority lane on Devlin Street • adjusting utilities, street lighting, drainage, signage and road marking • adjusting driveways and footpaths.

We have included a map to show the location of the proposed intersection improvements.

2. Consultation approach 2.1. Consultation objectives

We consulted with the community and key stakeholders on the proposal to:

• seek comment, feedback, ideas and suggestions for us to consider when making a decision • build a database of interested and concerned community members with whom we can continue

to engage during the proposal’s development and delivery.

2.3. How consultation was done

We distributed 4,500 letters (Appendix A) to local residents and businesses (Appendix B) inviting feedback on the proposal. Copies were also provided to key stakeholders. Community members and stakeholders were encouraged to provide their feedback and make comments via email, mail or phone contact with the project team. Table 1, below, outlines the communication tools used to inform the community about the proposal.

3. Consultation summary 3.1. Overview

Roads and Maritime invited feedback on the proposal in March 2018. We received feedback from 24 people, with eight people supporting the proposal, five people against the proposal and 11 people who did not state a preference. A summary of community feedback and Roads and Maritime responses can be found in Table 2 of this report.

Roads and Maritime has provided responses to all feedback received on this proposal, as detailed in Table 2 of this report. The responses have been provided directly to the person who commented, as well as in this report, which will be made available to the public through the Roads and Maritime website www.rms.nsw.gov.au. All comments have been considered to help Roads and Maritime make decisions on this proposal.

Proposal justification It is unclear how the proposed changes will make substantial improvements to the traffic congestion problems along this section of Devlin Street and Lane Cove Road.

The NSW Government is funding improvements at the intersection of Devlin Street, Blaxland Road and Parkes Street to improve traffic flow through the intersection by reducing queue lengths and improving safety. Currently, motorists are experiencing long delays travelling through the intersection, particularly during both the morning and afternoon peak periods. The through lanes on Devlin Street reduce from three lanes to two prior to the intersection with Victoria Road, which reduces lane capacity and increases traffic demand on Devlin Street, which has been observed to extend to over 590 metres. The changes proposed will mean that the third through lane on Devlin Street will extend through the intersection and provide travel time savings for motorists and reduce queue lengths.

This is a car-centric proposal which will not benefit pedestrians, cyclists or motorists in the long term neither in safety or travel times.

The Pinch Point Program focuses on short to medium term solutions. The proposed improvements provide a low cost, high benefit solution to congestion at this intersection. The proposal aims to improve traffic flow for all road users using the intersection by reducing queue lengths and improving safety.

Benefits of the proposal include:

• travel time savings for motorists using the intersection, particularly during peak periods and special events

• reduced queue lengths in particular in the northbound direction on Devlin Street.

• reduced traffic delays due to a better flow of traffic through the intersection

This proposal will encourage the growing rat-run down Parkes Street, right after Melville Street and up to Blaxland Road.

Additional northbound lane

How is this additional lane being achieved without taking further land from the Ryde Civic Centre and will the access point to the Top Ryde City Shopping Centre be retained?

The proposal will not require any acquisition of land from the Ryde Civic Centre site or adjustment to the Top Ryde City Shopping Centre carpark entrance. The additional northbound lane on Devlin Street will be provided by utilising the existing painted median space and reconfiguring the existing lanes on Devlin Street. Meaning that the road will not be realigned closer to bridge columns. Additionally, the pedestrian bridge across Devlin Street and in front of Top Ryde City Shopping Centre will not be impacted by the proposed improvements and access will be maintained.

On Devlin Street northbound, north of Parkes Street, an additional lane is highly unlikely to safely fit between the current road and the pedestrian overpass columns. Will access to the pedestrian overpass be maintained?

The additional northbound lane is very much needed. However, vehicles turning left/right from Victoria Road down the ramp to Devlin Street may find it more difficult to merge into the main northbound traffic, causing longer queues along Victoria Road. How will this issue be mitigated?

The northbound merge from Victoria Road onto Devlin Street has been modelled and the improvements outlined in this proposal will not cause longer queues on Victoria Road. The merge has been designed to all current standards and in the current proposal will provide an improved merging length prior to the intersection. Additional signage will also be implemented to inform motorists using the intersection. The provision of an additional lane will not remove

the dangerous merge point between traffic coming off the Victoria Road overpass to join Devlin Street northbound and traffic already on the new additional lane in Devlin Street northbound.

Additional northbound lane (continued)

Traffic flow on the new additional northbound lane in Devlin Street would be improved if the traffic coming off the Victoria Road overpass had to give way.

Southbound lanes The Victoria Road southbound onramp/Morrison Road intersection needs to be addressed.

The purpose of this proposal was to seek feedback on the proposed intersection improvements on Devlin Street, Blaxland Road and Parkes Street. The Victoria Road southbound onramp/Morrison Road intersection is out of scope for this project.

The project doesn’t address the three southbound lanes becoming two lanes just prior to Morrison Road.

Blaxland Road

The Blaxland Road and Devlin Street intersection would be improved if the second lane was straight ahead only.

The traffic modelling and surveys determined that there is a high demand for the right hand turn from Blaxland Road eastbound into Devlin Street. Removing the right turn arrow from the shared through and right turn lane on Blaxland Road would be detrimental to the performance of the intersection.

It needs to be made clearer for motorists travelling along Blaxland Road towards Eastwood, prior to the Devlin Street, Blaxland Road and Parkes Street intersection, that Eastwood traffic needs to be in lane two.

Traffic flow would be improved if the second lane, of the four westbound lanes on Blaxland Road at the Devlin Street, Parkes Street and Blaxland Road intersection, was straight ahead only. At present lane two is the busiest lane and traffic often backs up beyond Church and Tucker Streets.

Bus priority lane Removing the bus priority lane actively discourages more efficient road use.

Road and Maritime has considered community feedback on the negative impact to the community of removing the bus priority lane on Devlin Street. Based on community feedback and further investigation we have decided not to proceed with this proposed work. The existing situation for the kerbside southbound lane will remain as a left turn only lane and existing short bus lane will be maintained.

The removal of bus priority lane downgrades public transport effectiveness to marginally increase the travel times of private cars.

Improving bus travel times and reliability is a stated key goal of Sydney's Bus Future 2013, with the Bus Priority Infrastructure Program meant to increase and enhance priority measures such as signal priority and bus lanes. However, the proposal states that the southbound bus priority lane will be removed without any explanation as to why this is being done. What data analysis was used to provide travel time benefits for general traffic and public transport during peak and off-peak hours?

The removal of the bus priority lane is not a good solution. Buses need this exit lane.

Any improvements should not be at the expense of those travelling on buses. It is already quicker to drive than to catch a bus. What will it achieve to make bus journeys longer?

If southbound traffic use lane one (the existing bus lane) on Devlin Street, then access to Victoria Road on ramp for turning right to Parramatta will be blocked by queueing traffic.

Bus priority lane (continued)

The ‘Left Only’ lane on Parkes Street should have a 'Buses Exempt' sign so that buses can travel straight ahead to the Top Ryde inbound bus stop.

The traffic modelling and surveys determined that adding the “Buses Exempt” sign to allow buses to travel straight from the dedicated left turn on Parkes Street to Blaxland Road is not warranted.

Bus issues There seems to be a one lane reservation on the southbound lanes (eastern side) of Church Street. With increased buses on the A3 (M41, 533, 458) perhaps a new bus lane could be extended here?

The purpose of this proposal was to seek feedback on the proposed intersection improvements on Devlin Street, Blaxland Road and Parkes Street. Extending the bus lane is outside the scope of this project.

The bus lane should be extended and a car lane should be made into a bus lane to improve the traffic flow for buses and encourage people to take public transport. This would reduce the number of cars on the road and improve traffic flow.

Pedestrian safety What improvements are there for pedestrian safety near the Ryde Civic Centre? Pedestrians legally crossing the road are at risk from cars turning left at speed into Parkes Street.

All elements of this project have been reviewed for safety and have been designed to improve the safety of all road users and pedestrians. NSW Police is responsible for monitoring the road network so users comply with all road rules and regulations. We encourage members of the public to report speeding, dangerous driving or unsafe behaviour on the road network to the police. Please contact Ryde Local Area Command on 02 9879 9699, who will determine whether targeted enforcement activities may be appropriate.

Can a pedestrian bridge at Church Street and Blaxland Road intersection be built? The traffic lights do not seem to take into consideration the timing for pedestrian to cross the traffic lights, which causes traffic jams.

A pedestrian bridge at the intersection of Church Street and Blaxland Road is out of scope for this project. Your concern regarding pedestrian crossing time has been referred on to the Traffic Management Centre at Transport for NSW for their consideration.

Pedestrians cannot walk safely on the Devlin Road side of the Top Ryde City Shopping Centre (where all the banks and dance studio are). Can concrete barriers be installed here to stop cars running off the main road onto the footpath?

The purpose of this consultation was to seek feedback on the proposed intersection improvements on Devlin Street, Blaxland Road and Parkes Street. Installation of concrete barriers at this location is out of scope for this project. Your safety concerns have been referred to Network and Safety Services at Roads and Maritime for their consideration.

Could additional pedestrian bridges be built at Top Ryde City Shopping Centre? It is a dangerous intersection to cross, especially for children and the elderly.

The purpose of this consultation was to seek feedback on the proposed intersection improvements on Devlin Street, Blaxland Road and Parkes Street. Building additional pedestrian bridge(s) at the intersection of

Pedestrian safety (continued)

Can the traffic phasing at the intersection be modified to allow pedestrians to cross safely? Pedestrians cross in between the intersections, making the road dangerous for pedestrians and motorists.

Traffic lights in NSW are controlled by the Sydney Coordinated Adaptive Traffic System (SCATS), which allocates the length of green time based on real time traffic flow. Sensors beneath the road measure the flow and density of traffic approaching the lights in each direction and the green time is allocated accordingly. The length of time the light stays green varies in response to changing traffic conditions. This allows the traffic light phasing to operate at maximum efficiency. Minimum time frames are built into the system to allow adequate time for pedestrians to cross safely.

An additional lane will make it more difficult, and take longer, for pedestrians to cross the road.

There are no changes to the length of pedestrian crossings as part of this proposal. Pedestrians will continue to use the pedestrian bridge to cross over Devlin Street.

A raised median strip would make it impossible for a person in a wheelchair or pushing a pram to cross the road.

Raised medians have only been proposed along Devlin Street, both north and south of the Devlin Street, Blaxland Road and Parkes Street intersection. Pedestrians crossing Devlin Street are required to use the existing pedestrian bridge. Lifts at the pedestrian bridge provide a safe and accessible crossing for all. No raised medians are proposed on Blaxland Road or Parkes Street, so there will be no impact to pedestrians crossing the road at these locations.

Cyclist safety A safe and protected bicycle lane should be created to encourage people to cycle instead of using their cars.

Roads and Maritime Services is currently working with the City of Ryde on cycle path upgrades in this area. Please also refer to the City of Ryde Bicycle Strategy and Masterplan: www.ryde.nsw.gov.au/Council/Plans-and-Publications/Ryde-Bicycle-Strategy-and-Masterplan for more information.

Footpath issues Removing the footpath along Devlin Street would have a significant negative impact on the residents of the surrounding residential.

The maintenance access path on the eastern side of Devlin Street will be closed, from the ramp access to the car park to the off road ramp to Victoria Road, due to the unsafe width of this path. The existing footpath on the western side of Devlin Street will remain and the proposal will only require minor adjustments in some areas.

Traffic lights in NSW are controlled by the Sydney Coordinated Adaptive Traffic System (SCATS), which allocates the length of green time based on real time traffic flow. Sensors beneath the road measure the flow and density of traffic approaching the lights in each direction and the green time is allocated accordingly. The length of time the light stays green varies in response to changing traffic conditions. This allows the traffic light phasing to operate at maximum efficiency. The new intersection improvements and upgraded traffic signals have been designed to control and balance the competing needs of traffic in all the directions.

The traffic light phasing at the Devlin Street, Blaxland Road and Parkes Street intersection needs to be reviewed, particularly during peak periods.

Can the traffic lights at the Devlin Street, Blaxland Road and Parkes Street intersection be adjusted to work together with the nearby Church Street traffic lights for better timing and traffic flow?

The traffic lights at the intersection of Blaxland Road, Tucker Street and Church Street need adjusting, especially at the end of school day, between 3:00pm-3:30pm, and then between 5:00pm-7:00pm.

Matters regarding the intersection of Blaxland Road, Tucker Street and Church Street are not part of this proposal and considered out of scope for this project.

Maintenance access area Is the maintenance access path being removed to widen lane one on Devlin Street, as it is very narrow at this point.

The maintenance access path in the southbound verge on Devlin Street tapers down to a reduced substandard width of around 500 mm on the off ramp to Victoria Road. The proposal is to remove the existing path on the southbound verge on Devlin Street and utilise the existing width to accommodate the realigned nearside traffic lane.

Construction What is the rough timing of construction should the project be determined?

The project is currently in design phase. Community consultation feedback will inform progression of the proposal. Further communications will be provided to the community and stakeholders as the project progresses.

Environmental issues Will the Roads and Maritime Services plan for the corner of Parkes Street see any removal of trees or reduction of green space next to the Masonic Centre or put at risk the historic sandstone wall in the small park space?

Roads and Maritime has developed this project’s design to reduce the number of trees, shrubs and vegetation that will need to be removed, in order to enable road widening to fit in the additional proposed lane. A Review of Environmental Factors (REF) has been prepared to assess the environmental impacts of the proposal and to

outline the measures that must be taken in order to manage and mitigate these impacts. The proposal will not put at risk the wall within the park and the trees within this space will only require trimming.

Environmental issues (continued)

There will be a significant negative impact on local residents due to increased noise levels.

Roads and Maritime will carry out the work in compliance with the Environmental Management Plan and implement standard safeguards to help reduce the overall impact on the community. The standard action and mitigation measures as provided in the Roads and Maritime Construction Noise and Vibration Guideline will be applied. A noise impact assessment has been carried out. The noise levels to surrounding properties are unlikely to increase existing levels after completion of the project.

Other suggestions

Instead of median strips why not have a modular unit like the crawler system on the Harbour Bridge?

Due to the dominant northbound traffic flow at the intersection of Devlin Street, Blaxland Road and Parkes Street a tidal flow system would not be warranted at this intersection.

Could the loop road at Parkes Street, next to Ryde City Council Building, which is very dangerous, be turned into a straight road coming up from Bowden Street towards Blaxland Road intersection?

The purpose of this consultation was to seek feedback on the proposed intersection improvements on Devlin Street, Blaxland Road and Parkes Street. Changes further to the west of the intersection are out of scope for this project, and are the responsibility of the City of Ryde.

The Church Street and Devlin Street underpass should be continued through to Price Street opening into Lane Cove Road.

The purpose of this proposal was to seek feedback on the proposed intersection improvements on Devlin Street, Blaxland Road and Parkes Street. Extending the Church Street and Devlin Street underpass is out of scope for this project.

Relocate Council Chambers to the old Ryde Bowling Club site, or to the car park site at the rear of existing site (across the road) at Belmore Street. Alternatively, tunnel out Council Chambers to allow traffic to enter Blaxland Road easily.

Access to Blaxland Lane from Devlin Street should be closed.

Changes to access around Blaxland Lane are currently being investigated as part of this proposal. We will keep the community and stakeholders informed as the project progresses. Make Belmore Lane a one way out onto Parkes

Street (one way just for the section between Blaxland Lane and Parkes Street).

Transit lanes (T2 or T3) should be imposed to encourage more people to car share and move more people in cars.

The purpose of this proposal was to seek feedback on the proposed intersection improvements on Devlin Street, Blaxland Road and Parkes Street. Introducing transit lanes is out of scope for this project.

A dedicated turning lane for cars turning left into Parkes Street is needed.

Traffic modelling and surveys determined that there is a high demand for the northbound traffic from Victoria Road along Devlin Street, which is the priority for this project.

Traffic from Tucker Street regularly blocks the Blaxland Road, Tucker Street and Church Street intersection.

It is an offence to queue across an intersection. A vehicle that blocks an intersection is breaking the law and risks being fined. The enforcement of traffic laws remains a primary responsibility of the NSW Police Force. This includes motorists disobeying road rules. Roads and Maritime encourages you to contact Ryde Local Area Command on 02 9879 9699, who will determine whether targeted enforcement activities may be appropriate.

After considering all responses, along with the proposal’s aims and design requirements, we have decided to proceed with the proposal, subject to the following change to the original design proposal:

• the bus priority lane on Devlin Street will not be removed as had been proposed.
