DEVELOP Enhancing Community Support 2013—2014 EXECUTIVE SUMMARY

Executive Summary The Annual Review & Financial Accounts Report presents a summary of DEVELOP Enhancing Community Support activities and projects during the 2013—2014 financial year. The report also presents legal aspects, as well as general information regarding the organisation and its financial statements.

Although numbers only reflect partially the work carried out by the organisation, we would like to highlight some of our achievements from this period:

Group Support: 225 Group support sessions, and 151 people total attended our 20 Training Sessions.

Equalities Support: 104 Different groups were supported on Equalities issues.

Volunteer Centre : 16 Groups have signed the Wiltshire Valuing Volunteers Promise, and Volunteer Centre Wiltshire registered 1,400+ new volunteers.

Corporate Community Engagement: 5 Local businesses signed to the CCE initiative.

Mentor Supported Volunteering: 12 Mentees were supported into volunteering, and the project was awarded the Approved Provider Standard Award, being the first project of this type to achieve this recognition.

B&NES: A total of 36 people benefitted from our training courses. The report also features case studies from MHA Fairways, South West Alliance Nomads (SWAN), and Ian Adams, a volunteer case study. We have also included quotes from several of the groups and individuals DEVELOP has supported during this year. DEVELOP would also like to highlight the work of its dedicated team of volunteers which are also featured on the report. Finally, we would like to thank all the voluntary and community groups who kindly provided with quotes, photographs and their experiences to be included in the report.

About DEVELOP Enhancing Community Support Providing services and a voice to voluntary organisations & community groups to support and enhance their development

DEVELOP Enhancing Community Support is an independent organisation which operates across Wiltshire and the surrounding areas. We are a registered charity set up, owned and run by local groups to support, develop and enhance local voluntary and community action.

DEVELOP has three quality standards in place:

DEVELOP is also a member of NCVO (The National Council for Voluntary Organisations).

The NAVCA Quality Award, the VCQA Volunteer Centre Quality Award, both of which are externally accredited, and the PQASSO Quality Award which is internally assessed. DEVELOP has also met the Approved Provider Standard (APS), a national quality standard specifically designed for mentoring and befriending projects.

A Reflection on the Year and Plans for the Future James Moody, Chair of Directors

The Bigger Picture

It gives me great pleasure to introduce our Annual Report for 2013—2014, which I’m sure you will agree, illustrates the tremendous work that has been undertaken over the last year in providing support and leadership across the voluntary and community sector in Wiltshire. Over the last twelve months DEVELOP has continued to evolve and embed its service offer across the county working with a wide variety of groups and individuals to help them achieve their goals. Understanding the bigger picture is essential and DEVELOP is focused on playing its part in helping Wiltshire’s communities to become vibrant and resilient. Our integrated blend of service delivery places us in a uniquely beneficial position to be able to offer a wide range of support and services to help voluntary and community groups ensure that they are well informed; actively networked to other groups, services and sectors, participating in opportunities as they arise,

having a voice in local affairs and delivering services that are really needed in Wiltshire.

2014 is going to be a very exciting time for DEVELOP following our recent restructure to ensure we are lean, with a strong focus on understanding the needs of communities and delivering what they need. Volunteering, group support, working with business and providing leadership across the sector will be at the heart of our approach as we work hard to help the sector and Wiltshire’s communities reach their full potential.

Public Benefit Statement

We have referred to the guidance in the Charity Commission’s general guidance on public benefit when reviewing our aims and objectives and in planning our future activities. In particular the trustees consider how planned activities will contribute to the aims and objectives they have set. Throughout the following pages of this report we detail our aims, objectives and activities and our achievements against the aims for the charity.

Structure, Governance and Management

Our Structure

DEVELOP Enhancing Community Support is a voluntary organisation with a membership. DEVELOP is a registered charity and company limited by guarantee and is governed by a Board of Directors, who are also the trustees of the charity. The members elect the Board of Directors at the Annual General Meeting once a year. The Board of Directors set the goals and policies for the direction and development of the organisation. The organisation employs a number of paid staff and uses volunteers in order to carry out front line work with local organisations. This team is headed by the Chief Executive Officer who oversees the operational day to day work of the charity, working closely with the Chair of the Board of Directors.

Governing Document

The charity is controlled by its governing document, a deed of trust, and constitutes a limited company limited by guarantee, as defined by the Companies Act 2006.

Risk Management

The trustees have identified and reviewed the risks to which the charity is exposed and ensure appropriate controls are in place to provide reasonable assurance against fraud and error.

Appointment of Trustees

As set out in the Articles of Association, directors (trustees) are appointed by the members at the AGM. Members also elect the Chair and Treasurer at the AGM. All members are invited to nominate directors prior to the AGM, advising them of the retiring directors and requesting nominations for the AGM.

Trustee Induction and Training

Potential New directors attend an induction meeting with the Chief Officer and are given a pack containing information about the organisation and details of the responsibilities of a trustee. To progress their application potential directors then attend a meeting of the Board of Directors. Directors are invited to attend training events to facilitate their understanding of their role and to meet DEVELOP staff members to gain knowledge of what the organisation does on a day to day basis.

Organisation

The Board of Directors administers the charity. The board meets bi-monthly and there are two sub-committees, the Finance Sub Committee and the PQASSO Steering Group, which meet more regularly. The Chief Executive Officer is appointed by the directors to manage the day to day operations of the charity. To facilitate effective operations the Chief Executive Officer has delegated authority, within the terms of delegation approved by the directors, for operational matters.

Related Parties

DEVELOP Enhancing Community Support is a member of the National Association for Voluntary and Community Action (NAVCA), the National Council for Voluntary Organisations (NCVO), Volunteering England and the South West Forum. Close links are maintained with our funding organisations: Wiltshire Council and NHS Wiltshire.

Organisation Background and History

DEVELOP is an independent organisation which operates across Wiltshire from an office base in Chippenham. We are a registered Charity set up, owned and run by local groups. We were first established in 1980 as CVS North Wiltshire. In July 2009 we changed our name from CVS to DEVELOP Enhancing Community Support to reflect the changing environment in which we work.

Projects and Funding

During 2013 –2014 the organisation was funded by Wiltshire Council and Wiltshire NHS. DEVELOP has also received a one off payment for the Transforming Local Infrastructure (TLI) project.

DEVELOP started Bath & North East Somerset CVS in 2004 and the service came to an end in 2012. DEVELOP provided a paid for funding service and a training programme for voluntary and community groups in B&NES during 2013– 2014. We were a member organisation of the West of England Infrastructure Consortium and were funded to run the Chairs/Treasurers’ and Chief Officers’ Networks. The Voluntary Sector Steering Group and Voluntary Sector Forum set up by DEVELOP to engage the sector in the LAA process had seven seats on the

Local Strategic Partnership for representation for the

voluntary and community sector. This model has been recognised as good practice by CapacityBuilders and has attracted funding and the model will be used in North Somerset and South Glos. Government Office South West (GOSW) have also recognised this as a model of good practice and included it in a Report about voluntary sector involvement in the LAA process.

Both DEVELOP in Wiltshire and B&NES were instrumental in developing and launching the local Compact and Codes of Good Practice. The Compact is a set of principles through which the Voluntary & Community Sector and the Statutory Sector agree to work. The Chief Executive Officer is Vice Chair on both the Wiltshire Compact Board and the Resilient Communities Partnership. DEVELOP was the lead body in establishing The Learning Curve, a training and development organisation for the voluntary sector.

DEVELOP is one of the three organisations which form the Transforming Local Infrastructure (TLI) Project which aims to support infrastructure charities to work in partnership more effectively. DEVELOP works in partnership with Community First and Wessex Community Action on this project.

Group Support - Supporting Communities

We can support your constituents by offering the following: Want to start a new group but don’t know how? Want to expand, change, liven up your existing group or organisation? Want to support your trustees or management committee more effectively or recruit more trustees? Worried your policies and procedures might be out of date? Want more groups to know what you do – need to network? Have an idea to share with others - a joint project idea, an event, sharing premises? Our Group Support team is here to help.

Funding Support

We offer a range of funding support to help local groups increase their fundraising capacity and develop the skills they need to maximise their fundraising success. This support is available free of charge to voluntary and community groups in Wiltshire. During 2013—2014 DEVELOP offered a chargeable funding service to groups in Bath and North East Somerset.

Volunteer Centre Wiltshire - Finding Volunteers

Our Volunteer Centre Wiltshire team offer help and information to individuals and organisations across Wiltshire to support and maintain volunteer opportunities. We work across all Sectors (Public, Private and not for Profit) to develop and promote volunteering in Wiltshire. We support individuals who are looking for a suitable volunteering opportunity, we’ll help to match them to the best placement we can. We support organisations to find volunteers and provide good practice information and support.

Equalities Support - Information on Equality

The DEVELOP Equalities Service acts as a single source of equality information and support for the voluntary and community sector in Wiltshire. We run a regular cross-sector Wiltshire Equality Network, and themed information and networking meetings. We run an Equalities Panel, which has been designed to support and facilitate effective signposting of enquiries. We provide equalities information, news and resources. We support individual groups representing both single or multiple equality characteristics.

Resources - Practical & Interactive

Members of DEVELOP gain a variety of benefits, of which access to the members only area of our website is included. We call it the Resource Bank - in the resource bank there are factsheets, guides and toolkits, all of which aim to help in the day to day running of voluntary or community groups. Our team is always working on new resources which are beneficial to many voluntary and community groups. We also offer a variety of practical resources such as Job Advertising, Room Hire, the Directory of Voluntary Organisations in Wiltshire and a library collection.

Training & Events - Information & Networking

We run a variety of events to enable local voluntary and community groups to come together. Our regular events include Voluntary Sector Forum, Information and Networking meetings, Wiltshire Equality Network, Volunteer Managers’ Network, and other meetings on issues of interest throughout the year. We also provide relevant training sessions for the sector and can offer bespoke training on request.

News & Updates - Keeping You Informed

Our famous E-bulletin. We produce a weekly e-bulletin roundup of the latest news & updates relevant to the voluntary sector. A regular bulletin with two distinct sections, Wiltshire news and general news is sent out fortnightly with a unique bulletin on the other fortnights. The current circulation is approx. 2,700+ recipients and the e-bulletin is also posted on our website in the news area.

The Annual Customer Satisfaction Survey produced positive results and on the whole

people were happy with the support they had received. One area to improve is the clarity of what we do as not every group we worked with was aware of the full range of services we provide. A variety of the results can be seen below.

Group Support Achievements Training, Information and Networking Events, Wiltshire Voluntary Sector Forum, Supporting New and Emerging Groups, Funding Support, Policies and Procedures, Human Resources Support

Information and Networking

DEVELOP ran 3 Geographical Information and Networking Events covering North Wiltshire, West

Wiltshire and South Wiltshire. 79 people attended at least one of these events, with the South Wiltshire event being the most popular with 36 attendees. Organisations benefitted from finding out what support needs their group could access; promoting their own service and having their views listened to. It also helped DEVELOP identify groups that we were not currently working with and enabled us to get in touch with these grass roots organisations. The following feedback was received for the three main Information and Networking events:

• 100% of attendees felt they were better informed to support their organisation in Wiltshire. • 100% said their organisation will use the knowledge to benefit their service users. • 100% said they had the opportunity to network effectively.

Voluntary Sector Forum Network

DEVELOP ran 4 Wiltshire Voluntary Sector Forum Network meetings on the Social Value Act and the Benefits of Networking, and Clinical Commissioning Groups and Healthwatch. 75 people attended at least one of these events over the year representing 72 different organisations.

Simon Mayell from the South West Forum spoke at the Network meetings themed the Social Value Act and Networking and has said “It was a pleasure to speak at the recent Voluntary Sector Forum… It was great to hear from them about their work and their experience of commissioning processes, social value and measuring and demonstrating impact. I look forward to the next opportunity to work with the DEVELOP team and the organisations in your network.”

Feedback from the Network meetings themed Clinical Commissioning Groups and Healthwatch has demonstrated the impact these events had had on the knowledge of the attendees. Attendees were asked their level or knowledge on the subject before and after hearing from the speakers, and all of them expressed that their level of knowledge was significantly increased after the presentations.

Group Support

The areas where group were supported the most included Training and Events, Funding Support, Formation of New and Emerging Groups, Governance and Trustee Support, and Strategic Contributions to Documents, Reports or Meetings.

Eight voluntary and community groups were able to receive professional HR support from DEVELOP with our HR Manager. This is a fantastic resource for voluntary and community groups to be able to access, usually free of charge.

DEVELOP has supported 17 different new and emerging groups in Wiltshire. This has included

assisting groups with trustee support, giving information about constitutions, DBS checks and insurance, supporting groups with their marketing, and providing organisational health checks.

The website provided instant downloadable factsheets on setting up a group. Information was also available through one-to-one meetings, emails, telephone and by post.

Working with Open Minds

609 pieces of work have been carried out, between April 2013 and March 2014, with 255 different groups.

Equalities Achievements The DEVELOP Equalities Service acts as a single source of equality information and support for the voluntary and community sector in Wiltshire

DEVELOP has supported 104 different groups this year with equality related enquiries.

The most common areas of work included general group support and providing information on equalities. More specific pieces of support included undertaking research, updating equalities policies and procedures, assisting with the wording of publicity or other documents, and strategic planning of equality solutions. DEVELOP has supported groups in most of the nine protected characteristics. The majority of groups supported are generic groups which support all characteristics. Disability, Age and Race groups were the most supported groups covering a single equalities characteristic. Please see graph above for the full results.

Bespoke Equalities Training Courses

DEVELOP ran 4 bespoke equalities training courses over the year to 45 attendees. One general course was delivered and attended by 4 people. Unfortunately other general courses were cancelled due to low bookings, DEVELOP is trying to address this by emphasising the need and importance of equalities training going forward. Feedback from equalities training includes: “My training had all been prior to 2010. it was very useful to understand the 2010 act and its protected characteristics” and “It will make a difference and I will be able to tailor patient care to the individual patient to allow the patient to make informed decisions to their care”.

Equalities Information and Networking Events Four equalities clusters (Information and Networking Events) were set up and delivered each on a different theme: People of Islamic Faith; Black, Asian and Minority Ethnic (BAME); Age; and Keeping Equalities on the Agenda. The aims of the Cluster meetings are to provide targeted support to organisations and individuals based on specific community or thematic issues. These clusters were attended by 35 people in total.

Wiltshire Equality Network DEVELOP ran two Wiltshire Equality Network events. The first Network meeting was themed Age: Overcoming Barriers and Building Cross-Generational Relationships which was attended by 16 people. The second Network meeting was themed Disability Awareness: Making a Positive Impact which was attended by 15 people. 100% of attendees at these events have stated that the information and knowledge gained would benefit their organisation.

Wiltshire Equality Network

“I have been attending Wiltshire Equality Network meetings since they started. Over the years I have made some great, local contacts

with organisations that can support either our residents or staff, or have been able to help us

shape some of our policies. I have also been able to help others, through being a point of contact for housing issues. Without this service I feel the local networks will be lost. This year has already seen the closure of Equality South West and I am concerned that Equality issues are slipping down the agenda. WEN provides an umbrella for us all

to get together. I appreciate the support that WEN has offered GreenSquare Group.”

Partnerships

DEVELOP have worked in partnership with various community and voluntary groups in Wiltshire. One example is undertaking research on Diverse Communities in partnership with Wiltshire and Swindon Users Network and assisted the group with accessing diverse groups and acting as a broker to enable an introductory relationship to these groups. Support was offered around best practice with regards to diverse community engagement and we ensured BAME groups in Wiltshire were fully involved in the research that was carried out.

Volunteer Centre Achievements Help and information to individuals and organisations across Wiltshire to support and maintain volunteer opportunities

Volunteer Centre Wiltshire has had a very successful year and seen a significant increase in face to face and telephone enquiries which has increased by 75% compared to the previous year. 323 individual volunteers have been placed over the year who will be supporting voluntary and community groups in Wiltshire. Other highlights include:

All of these statistics have increased apart from the number of Do-It! enquiries which may be due to a new Volunteer Online Registration Form being introduced.

502 pieces of group support on volunteering have been carried out over the year. The most common areas of work have been around insurance and the changes to the DBS system. Examples of other areas of support include giving guidance on the management of trustees, developing policies and procedures, and developing role descriptions.

Volunteer Centre Wiltshire has focused on three themed weeks the last year. This included Volunteers Week (June 2013), Trustees Week (October 2013) and Student Volunteers Week (February 2014). Each of the themed weeks saw an increase in publicity around these areas to promote and encourage volunteering. For Trustees Week groups were able to access a free factsheet on Recruiting New Trustees to assist groups with their recruitment.

Wiltshire Valuing Volunteers Promise

During the past year 16 groups have signed up to the Wiltshire Valuing Volunteers Promise increasing the total number to 27. The Promise is designed to promote and encourage good practice and is a sign of the groups stating they want to demonstrate a level of quality support to their volunteers by committing to the principles of Choice, Inclusion, Support, Safety, Reimbursement and Reward.

Over the Christmas period DEVELOP advertised and

promoted 12 volunteering opportunities specifically related to the festivities. These included being a host for international students for a couple of days or just on Christmas Day, and serving Christmas lunch at care homes, fire station, town hall, and other similar venues.

Corporate Community Engagement Bringing together businesses, public sector bodies and, voluntary and community groups .

Over the last year CCE has been busy brokering opportunities between employers and local charities.

Examples of the support give to charities include CPUK who made a donation of cereals to a local food bank and have also donated some fantastic office furniture which went to a number of different groups; ARI Fleet printed the Annual Reports for local group Doorway; and Amey provided wet weather clothing and Personal Protective Equipment to a volunteer who was undertaking a gardening role. The volunteer would have been unable to participate in their volunteering role without this equipment so their donation was gratefully received.

As well as supporting groups through the use of resources, businesses also give up their time and carry out volunteering. In August 2013, CPUK took part in a group employee volunteering day at Southwick Park. Staff helped to clear the pond area which included chopping and sawing, and also involved manning the bonfire and keeping it alight!

CCE rang two workshops at Wiltshire Voluntary Sector Assembly 2013 themed “Building Relationships with the Private Sector” and these were attended by 38 people in total. The workshop looked at the benefits of working with businesses and how the gaps can be bridged between the two sectors. Feedback from attendees included :

“Gave me confidence to go out into the private sector as a 2-way process for benefit of organisation and our charity”.

The Wiltshire Responsible Employer Network (WREN)

WREN is focused on four commonly accepted elements of conducting business and operations: Community, Environment, Workplace and Marketplace. WREN has in place its flagship Corporate Community Engagement (CCE) initiative which aims to bring businesses and charities together. 15 organisations were part of WREN during 2013—2014.

Mentor Supported Volunteering Helping those with additional needs to find volunteering opportunities with the support of a mentor

The Mentor Supported Volunteering Project (which came to an end in September 2013) and has helped place 12 mentees into volunteering opportunities which they would not have been able to do before the project. The pilot project also successfully placed 13 mentors with mentees.

The mentors attended regular training and 9 workshop sessions were held over the year as well as one training session specifically for new mentors. Workshop topics included Effects of Long Term Unemployment, Recognising Deteriorating Mental Health, Lone Working, and Learning Interview Skills. One of the mentees said after a workshop “I have more confidence to deal with an interview after taking part in this workshop”. In total 234 hours were spent providing training to the mentors who were

successful in completing a rigorous application process.

Overall the project successfully fulfilled its aims by increasing the confidence and skills of the mentees. Most of the mentees were able to find their own volunteering placements, simply due to them

participating in the project. Many of the mentees thanked the project, and especially their mentors, for the support they have been given during the project.

At the end of the project DEVELOP held a special thank you event for the mentors and their contribution to the project. Mentors were awarded certificates and enjoyed listening to speakers from Wiltshire Probation Trust and Wiltshire Wildlife Trust, who were also able to offer information about other mentoring projects in Wiltshire.

Simone Lord, Volunteer Centre Manager, said: “Some of the mentees now have increased self-awareness and knowledge, and now know better what they need and do not need, for example whether or not they need a mentor in future, as well as an increased sense of realism”.

B&NES Achievements Offering fundraising training and support on a paid for basis to voluntary and community groups in Bath & North East Somerset

In April 2013 we changed the branding of the ‘THRIVE’ service to DEVELOP Funding Support in B&NES. This was in line with bringing the other DEVELOP services together under the same branding.

DEVELOP have supported 42 different groups in BANES over the last year. 4 different groups have been given specific one-to-one funding information and advice from the Project Development Worker.

DEVELOP is supported by numerous volunteers and they provide fantastic support to the organisation.

Office Volunteers We have four office volunteers:

Bob Gaywood: Has been volunteering with Develop since 1993, for 20 years!! He credits volunteering for giving him structure to his week and keeps him active.

Michael Tucker: He helps with any mail-outs by labelling envelopes and putting documents inside ready for franking and other general office tasks. He enjoys coming into Develop as he feels the people here are like his extended family.

Catherine Beale: Catherine volunteers one morning a week with Develop. She helps Develop with tasks like keeping the office supplies replenished, getting mail-outs ready and general office help.

Rose Outen (Started October 2013): Rose is our HR volunteer and scans supervision notes, and keep files in order, and helps new members of staff when they join DEVELOP. She volunteers one day a week.

These four volunteers gave us a total of 462 hours of service during the year!

Mentor Volunteers The Mentor Supported Volunteering project (more information on page 21) this year brought DEVELOP

many new volunteers, between the, they have given us an estimated total of 484 hours.

Trustees Trustees are the people in charge of DEVELOP. They play a vital role, volunteering their time and working together to make important decisions about the charity's work. We have listed the Trustees names on page 5. We would like to thank our Trustees for all the time and effort they put in over the whole year, together our board donated

an estimated 1344 hours of volunteer time in this last

year.

MHA Fairways A Case Study about the impact the services of DEVELOP have made on a Wiltshire charity

MHA has over 90 care homes around the country to provide residential and dementia care, and they currently have 7,000 employees and 4,000 volunteers.

MHA pride themselves on treating their volunteers as important assets to the organisation and value any input they can give.

Jo Goodwin was new to her position as Volunteer Coordinator for MHA Fairways and had seen advertised in the local community and heard from other colleagues from around the country, that Volunteer Centres can help significantly in attracting volunteers or targeting the right areas. Jo looked on the DEVELOP website and was keen to see what other training and networking events DEVELOP provided.

DEVELOP supported Jo through one to one support, at geographical Information and Networking events and training sessions.

Jo felt she received support from the first Information and Networking meeting that she attended, which she thought was brilliant. Jo met people from other local groups who were also trying to attract volunteers. Jo had a fantastic lead when she spoke to a gentleman from a local church and will now coordinate with him to potentially attract and increase MHA’s volunteer base at Chippenham as well as advertising through Volunteer Centre Wiltshire.

Jo received group support from DEVELOP and said that the “one to one support with Lucinda (DEVELOP Development Worker) has been great as she has guided me in all different areas for example, where I can publicise and attract volunteers”.

Jo was also supported on the difference between managing volunteers to that of employees and the clear difference there must be but also being mindful that they are a very important part of the organisation and to include them in circulars and other matters that are going on in the wider organisation.

With the support Jo received, she has been able to check all the right policies and procedures are in place for their volunteers.

Ian Adams, A Volunteer Case Study

Ian volunteers at the Revelation Christian Resource Centre in Chippenham and is enjoying meeting people and doing something useful.

In May 2012 he was knocked off his bike on his way to work and sustained a brain injury. Due to this injury he has been unable to return to his previous job and he felt he needed something to get him out of the house and meeting people again. He believes that staying at home with nothing to do wasn’t doing him any good or helping his recovery.

Ian’s wife and his support worker both suggested volunteering so he contacted the volunteer centre. He came in and met us the Volunteering Advisor, having talked about the various options and decided that he would benefit from working with one of our volunteer mentors before he started volunteering. His mentor’s support has been really helpful in providing motivation and keeping the momentum of looking for an opportunity going. He also thinks that both the mentor and the process really helped increase his confidence. The church has always been important in Ian’s life and he found out about the opportunity at Revelation Christian Resource Centre through another volunteer at the centre.

Ian’s main role at the Resource Centre is serving customers but he also catalogues new books and does other tasks as required. Ian gets particular satisfaction when he is able to give customers helpful advice especially when they come back and ask for more recommendations from him. He also feels that having to organise his day and giving it structure has helped him. Another benefit for Ian is that he is given the chance to think for himself and use his initiative, which has increased his self-esteem.

Ian found that going through the mentoring process was very helpful and really improved his confidence levels which had taken a huge knock after his accident. He is enjoying the fact that he can put the people skills he built up during his career to good use and really enjoys the interaction with everyone he comes into contact with, from the toddlers to the older customers especially if he can help put a smile on their face.

South West Alliance of Nomads The South West Alliance of Nomads (SWAN) helps make links and create better relationships and understanding among the settled and travelling communities throughout the South West.

CASE STUDIES

Roger Redding, Chair of The South West Alliance of Nomads (SWAN), has been supported by DEVELOP and been able to bridge the gap between the local authorities and gypsy and traveller communities so the community can have a voice.

“It would be very sad if there wasn’t an organisation such as DEVELOP to make that

initial contact between the stakeholder, in our case the gypsy and travellers, and the council.

It would be a great disadvantage if there wasn’t a bridge between the council and the

local people on the ground”.

Roger spoke to Carl Davis, Development Officer for Equalities, and explained what impact DEVELOP’s support has made to the organisation and the local gypsy and traveller community.

Roger first heard about DEVELOP after receiving an email about one of our group meetings which he attended. Roger liked the fact DEVELOP is a local organisation and has contact with the local council and other local groups, compared to the larger national groups from whom he is also able to receive support.

The work DEVELOP has provided has enabled Roger to put the views of the gypsy and traveller community across to the local authorities. The new government is endeavouring to give funding with regards to the replenishment of old sites or the building of new sites which Roger says is a major issue.

The organisation is now in a position to hopefully assist and give information to the local authorities regarding the needs of the gypsy and traveller community and assist in the assessments of building new sites, and other topics relevant to the community.

Communications & Resources DEVELOP provides a vast amount of information to VCS groups and provides a variety of equipment and resources they are able to use

DEVELOP sends out a weekly e-bulletin to 2,700+ contacts. There is a main e-bulletin sent out fortnightly which includes local Wiltshire news and information as well as a general news section which contains items relating to HR, Finance, National VCS news, etc. On the alternate weeks DEVELOP sends out a ‘unique’ mailing, which is used to highlight a single piece of news such as an important event or work we are carrying out.

DEVELOP produces a number of factsheets each year which are available via our Resource Bank on the website. 56 factsheets were available to voluntary and community groups over the last year and topics included:

DEVELOP offer practical resources such as equipment hire and printing services which are available to voluntary and community groups. Over the last year DEVELOP have completed 24 drop-in printing jobs and 10 larger pieces of printing, such as an organisations’ newsletter. Equipment hired included an over-head projector and display boards.

Hiring the equipment provides a cheaper alternative for groups who may not be able to buy such equipment.

The Financial Statements The Financial Statements of DEVELOP Enhancing Community Support for the Year Ended 31st March 2014

Incoming resources were £439,751 (2013 £506,403) a reduction of £66,652. Resources expended were £502,439 (2013 £536,219) a reduction of £33,780. Funds expended therefore exceeded incoming resources for the year by £62,688 (£2013 £29,816). This excess of income over expenditure was funded from reserves available for the purpose with £22,697 being drawn from unrestricted reserves and £39,991 from restricted reserves. Like many organisations we have had a decrease in our income during this financial year. However our focus has been on maintaining much needed good quality services. With a couple of contracts coming to an end, Bath and North East Somerset Council and Corporate Social Responsibility (CSR) work with the private sector we reviewed our policy on working in these two areas. We used development money in our Reserves to pilot work in Bath and North East Somerset to test the appetite in the Voluntary Sector to pay for services. We also continued the CSR post to see if this could be developed into income generation. The use of reserves in this way helped us manage a deficit budget. Reserves Policy The Trustees have established the level of reserves to ensure that, in the event of ceasing to operate, the organisation would be able to meet its statutory obligations to its staff and enable an orderly conclusion of activities. The policy of the charity is to accumulate, where possible; reserves equivalent to approximately 25% of the annual charitable expenses for these purposes. Develop Enhancing Community Support will continue to carry out an annual reassessment of its reserves policy to ensure that it remains relevant to its current and future position. The reserves were used to support the continued development of the core services offered by Develop during a period of transition. They were also used to support the transition of services in B&NES and explore alternative social enterprise initiatives. Restricted funds stand at the end of the financial year at £21,869. Unrestricted funds stand at £139,052 of which £42,394 are designated to cover statutory commitments in the event of closing down. Investment Policy The charity receives income on an annual basis through grants and other sources. It plans activities over a one to three year time span and budgets to expend all the anticipated income. The only funds of the charity that are not expendable within 12 months of receipt are reserves, and any grants or contracts for activities over a longer period. Its policy for investment is to retain funds as cash and place them on bank deposit at the best rate obtainable.

I report on the accounts for the year ended 31 March 2014 set out on pages thirty-one to forty.

Respective Responsibilities of Trustees and Examiner

The charity's trustees (who are also the directors for the purposes of company law) are responsible for the preparation of the accounts. The charity's trustees consider that an audit is not required for this year (under Section 144(2) of the Charities Act 2011 (the 2011 Act)) and that an independent examination is required. Having satisfied myself that the charity is not subject to audit under company law and is eligible for independent examination, it is my responsibility to:

- examine the accounts under Section 145 of the 2011 Act - to follow the procedures laid down in the General Directions given by the Charity Commission (under Section 145(5)(b) of the 2011 Act); and - to state whether particular matters have come to my attention.

Basis of the Independent Examiner's Report

My examination was carried out in accordance with the General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a 'true and fair view ' and the report is limited to those matters set out in the statements below.

Independent Examiner's Statement

In connection with my examination, no matter has come to my attention:

(1) which gives me reasonable cause to believe that, in any material respect, the requirements

- to keep accounting records in accordance with Section 386 and 387 of the Companies Act 2006; and - to prepare accounts which accord with the accounting records, comply with the accounting

requirements of Sections 394 and 395 of the Companies Act 2006 and with the methods and principles of the Statement of Recommended Practice: Accounting and Reporting by Charities

have not been met; or

(2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

1. ACCOUNTING POLICIES

Accounting convention The financial statements have been prepared under the historical cost convention, and in accordance with the Financial Reporting Standard for Smaller Entities (effective April 2008), the Companies Act 2006 and the requirements of the Statement of Recommended Practice, Accounting and Reporting by Charities.

Incoming resources All incoming resources are included on the Statement of Financial Activities when the charity is legally entitled to the income and the amount can be quantified with reasonable accuracy.

Resources expended Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.

Charitable activities Charitable expenditure comprises those costs incurred by the charity in the delivery of its activities and services for its beneficiaries. It includes both costs that can be allocated directly to such activities and those costs of an indirect nature necessary to support them.

Governance costs Governance costs include those costs associated with meeting the constitutional and statutory requirements of the charity and include the audit fees and costs linked to the management of the charity.

Allocation and apportionment of costs Support costs have been allocated to activity cost categories on a basis consistent with the use of the resources.

Tangible fixed assets The charity has decided not to capitalise its fixed assets with a cost of £800 or less Depreciation is calculated to write down the costs of fixed assets over their estimated useful life on a straight line basis. Assets are currently being written down over periods varying between 1 and 10 years.

Taxation The charity is exempt from corporation tax on its charitable activities. The company is not registered for VAT and accordingly any irrecoverable VAT is included in the expenditure concerned.

Fund accounting Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees. The closing down fund is unrestricted funds, held to cover the costs that would be incurred in the event of complete closure.

Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.

Further explanation of the nature and purpose of each fund is included in the notes to the financial statements.

Pensions The company makes pension contributions of 6% of gross pay into the group/stakeholder pension scheme for some of its employees. These contributions are charged to the Statement of Financial Activities in the period in which the liability arises.

Operating lease Rentals payable under operating leases are charged to the Statement of Financial Activities as incurred over the term of lease.

18. MOVEMENT IN FUNDS – continued

Purposes of restricted and designated funds

Closing down fund: It is held to cover the costs that would be incurred in the event of complete closure. This

amount is based on 3 months running costs together with redundancy costs.

Building repair and maintenance fund: This is a contingency against any major repair and maintenance work on

the Chippenham offices which are held on a full repairing lease.

BNES CVS: The fund was established in 2004 for running a CVS in Bath. The project ended in June 2009. The

balance is to be used to enhance any further activities in Bath & North East Somerset. During the year the Trus-

tees decided to fund the activities out of the general reserves.

BNES Compact: This is a three years project established in 2004 by a grant from Bath & East Somerset Council

to set up Compact and the funding was received during that year.

PRGS: Funded by Wiltshire Council to promote volunteering. The funding ended on September 2013.

CVSNW IT: This was a grant for computer equipment and IT support.

Networks: This is a project which provides a means of linking together trustees and chief officers of voluntary

organisations for mutual support and sharing of good practice. It started in April 07 and finished at the end of

March 2010. The remaining balance is to be used to cover the depreciation.

Third Sector: This is a 3-year project commissioned by the Bath & North East Somerset Council to support the

development of the third sector organisations in Bath & North East Somerset area. The project finished in

September 2012.

Grow set-up: Fund provided by the Wiltshire Council for setting up the Grow project.

ECBL: Fund provided by the Wiltshire Council and Wiltshire Police. The project is to provide equalities service to

the community in Wiltshire.

CSR: Funded by Wiltshire Council to develop an employer supported volunteering scheme. The funding ended

on March 2013.

TLI-Volunteering: a grant from Transforming Local infrastructure (delivery by Big Lottery) to support service

which tackles and overcomes infrastructure barriers to volunteering for young people and those with addition-

al support needs. The project ended on September 2013.

TLI-Human Resources: a grant from Transforming Local infrastructure (delivery by Big Lottery) to research for a

collaborative model to support groups in Wiltshire. The project ended on September 2013.

WIC-CEO Network: A residue from WIC to provide VCS assembly events to support the chief officer network.

19. ULTIMATE CONTROLLING PARTY

The trustees consider that the charity is jointly controlled by the trustees and that there is no ultimate control-

ling party.
