Main problems• Times of arrival by hand (in vehicle)• Lack of information
– Fire causes, spread and effect of preventive measures– Damage– Casualties
• Lack of national initiatives • Implement a database system not enough• Requires organisation and data gathering from
partners
EFA Roundtable 11 and 12 september 2008, Brussels
Amsterdam-Amstelland• Objective:
– Data to support community safety– Support Learning from incidents
• Joint venture: FS-AA + CEBES (Fireman)• Web based system
– Easy to use by inexperienced personnel– Automatical import of GMS data– Produces management information at several levels (include CBS journal)– Append written reports of officers in charges
• Problem remains: not all info is available– Set up of a Fire investigation team

National initiatives
• Pilot fire investigation teams– National database fire causes
• Suppression information database: – Only regional initiatives, no national initiative yet– Fire causes database may be extended
• Can take some years
Domestic sprinkler initiatives
EFA Roundtable 11 and 12 september 2008, Brussels
Ricardo Weewer, DCFO / Strategic Advisor
EFA Roundtable 11 and 12 september 2008, Brussels
Objective
• Vision– Domestic sprinklers are (in the long term) the
most suitable means of improving fire safety
• Strategic plan 2008-2012– Promote application of domestic sprinklers– Target: application of domestic sprinklers in at
least ONE newly built domestic building or bloc in 2012
EFA Roundtable 11 and 12 september 2008, Brussels
Initiative
• Starting a network / expert group of actors to promote domestic sprinklers– Cooperation with Rene Hagen (NIFV) and Jan
Vreeburg (KIWA)
• Goals– Reassess and tune the image of D.S.– Explore and address possible counterforces– Extent the promotion campagne, gradual growth of
group
EFA Roundtable 11 and 12 september 2008, Brussels
Starting - participators• Initiators: FS Amsterdam-Amstelland / Netherlands Institute for Safety Nibra
(NIFV) / Water research centre (KIWA)• Dutch fire prevention network• Water company (WATERNET)• European sprinkler association• Dutch association of sprinkler companies (UNETO)• Ministry of building and environment (VROM)• Federation of domestic building associations• Association of insurance compagnies• Association of plumbers• Municipal service of building and environment (DMB)• Fire burns association

Planning
• First personal meetings and introductions: until september
• First meeting: november 2008
• After that: expansion– Mayors / counsel members– ?– Mini conference
EFA Roundtable 11 and 12 september 2008, Brussels
Unexpected opportunity…….• Initiative in Amsterdam:
– monumental block of appartments
• Start innovative pilot• Main challenge: make a policy
including – frequent check of availability in
appartment– Formulate and control
responsibilities of occupants– Reduction of other fire safety
requirements
