Oil and Gas Institutional Review PDC carried out an institutional review under the Petroleum Technical Assistance Project (KEPTAP) of Kenya’s Petroleum and non-Petroleum Institutions. The objective of KEPTAP was to strengthen the capacity of the Government of Kenya to manage its petroleum sector and wealth for sustainable development impact. The project involved reviewing current practices of each institution in the petroleum and non-petroleum sectors and benchmarking relevant countries with international standards to determine effective strategies that could be implemented in the petroleum sector as part of the broader capacity building process. The deliverables were subsequently presented in several workshops where PDC engaged with stakeholders involved in the proposed strategy for the institutional framework.

Gas Development Master PlanPDC completed a major gas development master plan for the Ministry of Planning covering all aspects of the Indonesian gas industry. This included exploration and production, gas transportation, LNG and gas distribution. Specific project tasks included the analysis of domestic demand and preparation of forecasts under different price scenarios, construction of a gas development master plan model to be used to identify an optimal infrastructure investment plan under alternative scenarios, and policy notes covering government actions to develop downstream gas markets, the market structure and, in particular, ownership and operation of pipeline pricing policies, incentives for switching to natural gas among households and road transport users and the role of the private sector in developing the gas market through public-private partnerships.

Provision of Consultancy Services for Feasibility Study for Inland Bulk LPG Storage and Bottling FacilitiesKenya Pipeline Company wished to update the earlier 2004 PDC study carried out by the Ministry of Energy so that Kenya Pipeline Company could construct standard LPG storage and bottling facilities. This study reviewed the LPG Market and infrastructure design. It prepared conceptual designs for various LPG site layouts.

Developing Fiscal and Technical Regulations for Unconventional ResourcesPDC prepared the fiscal regime for developing unconventional resources in Colombia for the Department of National Planning thorough technical review of available resources undertaken and how these resources could be developed. A comparison was made of the fiscal terms for five countries which provided potential amendments and a financial model was developed which allowed the proposed Colombian unconventional resources fiscal terms to be evaluated. The economic model provided details of how revenue was to be shared between the government and the private contractors.

Petišovci Gas Field commerciality reportPDC was awarded a contract by Ascent Slovenia Limited to prepare a Commerciality Study of the Petišovci tight gas field, Slovenia. The work conducted by PDC involved providing a commerciality report covering the study of the Slovenia gas supply and demand, gas pricing and transportation, considering well productivity and development production profile, providing preliminary design and project schedule as well as a preliminary cost estimate and economic evaluation.

Gas Field Evaluation for LNG SupplyPDC’s team of technical consultants carried out a technical due diligence study in association with another consultant on a gas field in Papua New Guinea for a potential LNG development using a floating LNG facility. PDC performed a subsurface study reviewing seismic data and geological models to obtain in place reserves figures with PDC’s engineers evaluating recovery factors and production profiles and commerciality of the asset.

Development of Residential Gas Distribution and LPG DistributionPDC led a group of consultants in a project to develop a regulatory framework for Residential Gas Distribution and LPG Distribution. This entailed developing a high-level regulatory framework and clear guidelines to guide all stakeholders in creating gas networks to supply residential consumers and in opening up the LPG distribution market to competition. The developed regulation identified roles, responsibilities and functions of the entities and specified regulations and other rules governing geographical coverage, obligations, licensing arrangements, tariffs, tendering, and standards.

Review of Exploration and Production TermsPDC completed a study for NOCK which reviewed the country’s E & P terms with a focus on making changes which would make Kenya attractive for international oil and gas companies. The study also reviewed the role NOCK played in the country’s oil and gas industry and what future role it could play. As part of the study, PDC analysed the fiscal regimes of seven countries to assess the impact of terms on gas production and also with the aim of establishing industry best practices. PDC also undertook a review of the country’s gas resources (potential gas fields) and set up a plan for a revenue management system. Following the review, additional terms were recommended which would incentivise the development of gas discoveries.

PDC also prepared an assessment of potential local content arising from the oil and gas industry activities and an international comparison of the approach to local content requirements.

Field Master Plan PDC prepared a field master plan for the super-giant offshore oilfields of Umm Shaif and Zakum. Included in the scope of work was four further offshore oilfields which were to be developed at a later stage. The overall project was based on increasing ADMA-OPCO’s production from 600,000 bopd to 1,000,000 bopd. A particularly important part of the project was that PDC incorporated facility limitations with complex reservoir simulation output. The Field Master Plan included a large amount of information on the fields which had been scattered throughout the Company. Project schedules using Microsoft Project were prepared for short, medium and long terms. Cost schedules were also provided for the short and medium term. The work has now been incorporated into ADMA-OPCO Corporate Planning Procedures.

Re-development PlanPDC carried out a series of projects for YPF involving developing both static and dynamic models of a number of oil and gas fields. The studies entailed an integrated field-wide technical and commercial evaluation of the re-development of the Lunlunta Carrizal oilfield. The projects were prepared as part of a plan agreed by the President of Repsol and the President of Argentina to increase investment in the sector. PDC was awarded a further contract to carry out the detailed reservoir evaluation and development plan for the field. This involved further development of the static model using Petrel. This static model was used to build a full field ECLIPSE reservoir simulation model. The project involved the use of a multi-disciplinary team involving petroleum engineers, geophysicists, petrophysicists, geologists, drilling and facilities engineers and a petroleum economist. The project was managed by our London office, and client involvement was encouraged through the use of peer reviews at our offices and in the country.

Gas Distribution and Transportation ServicesPDC led a project to assist the Natural Gas Authority on the development of the gas transportation network providing technical, commercial and regulatory input. PDC reviewed the gas transportation agreements and tie-in agreements. PDC is also assisted in the preparation of gas distribution franchises preparing much of the bid documents and being involved in the award process.

Field Development PlanThe development plan was approved by both the field partners and the National Agency for Mineral Resources. Following the approval of the development plan, PDC was awarded a project management contract for the design, procurement and construction of the field facilities which included a central processing facility and 40km of coated pipeline. PDC provided project management for the development of three onshore gas fields in Romania. The project also included the construction of a 14km 10” pipeline to link with the National Transmission System. PDC coordinated overall design and carried out procurement of the pipe and provided project supervision. PDC also managed the land acquisition and leasing programme in connection with the pipeline.
