Produce projections/statistics of the national consumption and imported fuels from Mexico and it also provides with strategies to the savings of millions of dollars with the substitution of these importations to the production of ethanol.

Conclusions and Recommendations It is concluded that free software development

applied to education and research are Information and Communication Technologies that contribute in the improvement of education quality and in the decrease of the inequality of the digital gap.

It is recommended a case and control study, and an evaluation of the grades obtained in a thematic unit specially where open software was used as a support for teaching in Higher Education Institutions.
