The Minister for External Affairs Prof. G. L. Peiris held a series of briefings at the Ministry of External Affairs on 1st and 2nd February for the Colombo-based Heads of Diplomatic Missions relating to the progress made by the Inter-Agency Committee (IAC) in implementing the interim recommendations of the Lessons Learnt and Reconciliation Commission (LLRC). The Attorney General Mohan Pieris, in his capacity as the Chairperson of the IAC participated in the discussions. Minister Peiris recalled that the Lessons Learnt and Reconciliation Commission had been established by President Mahinda Rajapaksa pur- suant to the Warrant dated 15 May 2010 with a view to healing the wounds created in the minds of the people as a result of the protracted conflict in order to bring about reconciliation and unity among the people of Sri Lanka. The LLRC had commenced its public sittings on 11 August 2010. On 13 Sept. 2010, the LLRC had submitted its interim recommendations, Prof. Peiris said. The interim recommendations were based on exten- sive testimony received by the LLRC during its interaction with affected civilians following field visits to several locations in the conflict-affected areas, including places of detention, rehabilita- tion and IDP welfare centres. According to the LLRC, the objective of the interim recommenda- tions is to highlight issues which deserve the urgent attention of the GoSL. The Minister stated that the Government of Sri Lanka in recognition of the importance of the issues highlighted by the LLRC endorsed the adoption of its recommendations. By Cabinet Paper dated 27 October 2010, the Inter-Agency Committee (IAC) had been established to imple- ment the recommendations of the LLRC through practical measures and to strengthen the related processes that are already underway, the diplo- mats were told. The IAC consists of the Secretary to the Ministry of Defence, Secretary to the Ministry of Public Administration and Home Affairs, Secretary to the Ministry of Justice, Secretary to the Ministry of Economic Development, Secretary to the Ministry of Rehabilitation and Prison Reforms, Secretary to the Ministry of External Affairs and the Secretary to the Presidential Task Force. It is chaired by the Attorney General. Minister Peiris told the diplomatic commu- nity that since its establishment, the IAC had met regularly under the chairmanship of the Attorney General to review and implement the recommendations of the LLRC. They related to measures to be adopted in the following broad areas. Detention Land issues Law and Order Administration and language issues Socio-economic and livelihood issues Minister Prof. Peiris and the Attorney General detailed the action taken by the IAC in each of the above areas to bring relief to civil- ians. The AG informed the heads of mission that he had personally visited the affected areas the previous week to review the progress that had been initiated by the IAC. The Attorney General also confirmed that shortly, the IAC would issue a detailed report of its progress so far and continue the process of implementation of the recommendations of the IAC, while awaiting the final report of the LLRC. Peiris BY ZACKI JABBAR The UNP on Thursday (Feb. 3) alleged that the government was planning to terminate the services of about 60,000 officers and men with- out even providing them with a pen- sion. Addressing the media in Colombo, Kurunegala District UNP MP Dayasiri Jayasekera accused what he called an ungrateful Mahinda Rajapaksa regime of discarding those who had valiantly fought for the country. Jayasekera said that it was a crime to deprive 60,000 army personnel of their pension rights. The UNPer lashed out at the gov- ernment for what he called shabby treatment meted out to Gen. Sarath Fonseka, who had successfully spear- headed the battle against the LTTE. MP Jayasekera said that the army had been forced to sell vegetables, instead of performing its proper role. Accusing the government of fail- ing to take tangible measures to con- trol the rising cost of living, MP Jayasekera warned that the Rajapaksa regime could face a situa- tion similar to that in Egypt, where Egyptian leader Hosni Mubarak was under pressure to quit. The public were struggling to make ends meet, while the government squandered taxpayers’ money on tamashas and for the upkeep of ruling party politi- cians, Jayasekera alleged asking the Rajapaksa to stop boasting of its war victory over the LTTE almost two years after the conclusion of the war. He said the people were hungry and they did not want to hear Rajapaksa’s old records. The UNP would hold a candle light vigil at Punchi Borella today (Feb. 4) to pressure the government to release Gen. Fonseka, Jayasekera from prison, Jayasekera said adding that the UNP had decided to boycott Independence Day celebrations to register their protest against politi- cally motivated imprisonment of a war hero. Jayasekera ridiculed the govern- ment for harassing the former Army Chief, while the LTTE’s former arms procurer Kumaran Pathmanathan aka ‘KP’ was living in luxury. The MP described ‘KP’ as the government’s blue eyed boy. The UNP could defeat the govern- ment at the March 17 elections to 301 local government bodies, MP Jayasekera said claiming that the UNP’s campaign had been well received at the grassroots level and the party was confident of achieving a resounding victory. The President and Central Bank were using the purported ‘development and prosperity’ tag to confuse the people in the hope that they would not link the issue of Rs. 5000 note directly to infla- tion, he said Dr. de Silva said: “In fact the whole song and dance about issuing an entire new series is to obfuscate the addition of the Rs. 5,000 note. The truth is that when the UPFA came to power in April 2004 the Colombo Consumer Price Index or in other words the basket that measures inflation was at 111.6 points. By January 2011, the CCPI had climbed to 231.2. This means that the price level during this period had increased by 107 percent or more than doubled. In other words the purchasing power of the Rupee has halved. Therefore the need for the Rs. 5,000 note is clear to any person who is able to see through the government prop- aganda. If one spent Rs. 2,415 to purchase some amount of food and other items when this government came into office, today that person needs Rs. 5,000 to pur- chase the same amount.” Sri Lankans could not be fooled all the time even though the President and Central Bank seemed to think otherwise, he said. Military spokesman Maj. Gen. Ubaya Medawela told The Island that personnel had to serve the army for 22 years to secure pen- sion rights. Those who had desert- ed for various reasons couldn’t be considered for pensions, Maj. Gen. Medawela said urging deserters to take advantage of an opportunity to quit military service honorably. He said that those who ignored the latest offer would have to undergo rehabilitation and learn some trade in case they were arrested. A gas leak led to an explo-sion yesterday (3) at the prem-ises of Colombo DockyardPLC causing minor injuries to14 people who were treated atthe company medical centreand accident service.

The explosion was causedby a gas leak and the compa-ny’s Managing Director/ CEO

Mangala Yapa said the rootcauses of the industrial acci-dent would be investigated soas to prevent a reoccurrence ofsuch an accident in the future.
