31/05/2020 Clarence City Council PLN- 2020/009095 – MULTIPLE DWELLINGS (2) – 15 Malunna Rd, Lindisfarne Dear Emerald, In response to your correspondence dated 19.05.20 I have addressed your requests as follows:

1 Payment of the prescribed fee. Owner has organized payment

2 Information detailing how the proposal complies with 10.4.2 P1 of the Clarence Interim Planning Scheme 2015 (the Scheme) in relation to the setback of the proposed unit from the secondary frontage on the western side of the site.

(a) Neighbouring property at 13 Malunna has a 1.5m setback to this secondary frontage, which is consistent with our proposal. (b) N/A

3 Please provide information that demonstrates the proposed deck extending south from the proposed dwelling would be adequately screened to minimise overlooking of the existing dwelling, as required by 10.4.6 P1.

The POS space for the existing dwelling is located to the front which is further than 6m away and consistent with A1(c). The deck overlooks a landscaped frontage not utilized for outdoor relaxation. This has been noted on the site plan for reference.

4 Please provide a revised site plan that demonstrates sufficient and appropriate onsite parking as required by E6.6.1 A1/P1.

Site Plan has been updated to outline the parking spaces associated with the existing dwelling. A Performance request for the reduction of visitor parking is below; (a)car parking demand; a. The proposed dwelling has only three bedrooms and is being furnished with two car parking spaces. This is a greater ratio of cars to likely occupants than for other potential buildings with a greater number of bedrooms (b) the availability of on-street and public car parking in the locality; a. 15 Malunna Road is a corner block, so has frontage along Malunna Road proper, so enjoys approximately 35 metres of road frontage. (c) the availability and frequency of public transport within a 400m walking distance of the site; a. Metro bus routes operate along Lindhill Avenue and East Derwent Highway, both of which are approximately 200m from this address. (d) the availability and likely use of other modes of transport;

a. Bicycles and motorcycles are potential other means of transport, as are Uber and taxis. (e) the availability and suitability of alternative arrangements for car parking provision; a.15 Malunna Road enjoys existing driveway frontage to a dead-end section of Malunna Road, which only has frontage to one other house and offers adequate off street parking options. (f) any reduction in car parking demand due to the sharing of car parking spaces by multiple uses, either because of variation of car parking demand over time or because of efficiencies gained from the consolidation of shared car parking spaces; a. The prospective occupants of this new unit will only increase demand of carparking by one if all occupants have vehicles (g) any car parking deficiency or surplus associated with the existing use of the land; a. Existing nature strip adjacent to the existing driveway is approximately 4m wide. It has no pedestrian footpath. The existing driveway can accommodate two cars by straddling the property boundary without impediment to the public. (h) any credit which should be allowed for a car parking demand deemed to have been provided in association with a use which existed before the change of parking requirement, except in the case of substantial redevelopment of a site; a. not applicable (i) the appropriateness of a financial contribution in lieu of parking towards the cost of parking facilities or other transport facilities, where such facilities exist or are planned in the vicinity; a. not applicable (j) any verified prior payment of a financial contribution in lieu of parking for the land; a. not applicable (k) any relevant parking plan for the area adopted by Council; a. not applicable (l) the impact on the historic cultural heritage significance of the site if subject to the Local Heritage Code; a. not applicable
