FOREWORD

The Developers Manual is an initiative by the Water Corporation in response to feedback from the development industry for greater standardisation of requirements for water, sewerage and urban drainage developments. The manual is made up of topics extracted from the technical manuals that deal with administrative rather than technical requirements. In bringing these requirements together considerable effort has been made to standardise, clarify and simplify them. The terminology of the manual reflects the reality that the only agreement the Water Corporation has is with the Developer, not with any Consulting Engineer or with any Contractor.

Please use the “Request/Suggestion for Change” form on page iii if you have other ideas on improvements that we could make. Any feedback is welcome and all suggestions for improvement will be carefully reviewed and acknowledged.

This manual refers to the Water Corporation Technical Manuals and or Design Standards for technical information relating to water, sewerage and drainage works. These manuals will be updated in the future to remove information that is in this new manual and bring them in line with it where necessary. Should material in a technical manual or Design Standard conflict with information in this manual, this manual takes precedence.

1. Glossary of Terms

In this Manual the following words and expressions shall have the following meanings. These meanings do not necessarily comply with the meanings given in the Water Corporation Act and other Water Corporation publications.

Agreement The formal legal document between the Developer and the Corporation with respect to fulfilling the WAPC conditions for a designated area of subdivision (known as the Agreement Area).

Alignment The line on which the pipes are laid and measured from the adjacent cadastral boundary.

As-constructed Document

The document on which details of the constructed works are recorded and submitted to the Corporation.

Asset Inspector An officer of the Corporation responsible for assessing and or inspecting the works.

Beneficiary Lot Lots that acquire water supply or wastewater service availability, as a result of an extension of the reticulation, without the owner having paid, or been deemed to have paid, Headworks Contributions.

Clearance to Work Permit

A permitting procedure to authorise a contractor to conduct work on, or near a designated asset, other than where the personnel carrying out the work are being directly supervised by a person who has operational control of the asset.

Construction Engineer The Engineer or Engineering Firm appointed by the Developer to manage the construction of the Works.

Contour Plan The plan provided by the Design Engineer showing contours of existing surface levels or finished surface levels.

Contract The agreement between the Developer and the Contractor for the execution of the works.

Contractor A person or organisation bound to execute the works under a contract.

Contract Price The amount payable to the Contractor for the execution of a contract.

Corporation The body corporate known as the Water Corporation, Western Australia.

Design Drawings The drawings prepared by the Design Engineer, showing the proposed works.

Design Engineer The Engineer or Engineering firm appointed by a Developer to prepare design drawings and documents for submission to the Corporation.

Design Standard The Corporation’s Design Standard relevant to the works being undertaken as defined in Clause 2.2.

Developer The person or organisation that has made an agreement with the Corporation to provide drainage, water or sewerage infrastructure.

Development Staging Plan

The plan showing the total land holding controlled by the Developer and the planned stages of development of the holding.

Distribution Main A water supply pipeline to which standard services are not normally connected.

Easement A defined area of land over which the Corporation has a right to enter for purposes defined by agreement or statute and subject to any conditions/restrictions implied therein. Such purposes can include for example, access, construction, maintenance and repair.

Engineer A person qualified to be a Chartered Professional Engineer, and who has appropriate engineering experience.

Final Acceptance Certificate

A certificate issued by the Corporation at the end of the Warranty Period provided conditions have been met as detailed in Section 27.

Final Inspection Clearance

A letter issued by the Asset Inspector confirming that the Works are acceptable. (See Clause 22.7.7)

Final Takeover Inspection

The inspection prior to Takeover as detailed in Clause 22.7.

Inspection Any activity undertaken to assess the condition of the works.

Main Drain An existing or proposed drain within the Metropolitan Area that is declared under legislation and controlled by the Corporation.

Main Sewer A wastewater collection sewer to which connections are not normally made.

Precalculated Cadastral Plan

A surveyor’s precalculated cadastral plan of the proposed subdivision development.

Preliminaries To Works

The procedure necessary to address the Corporation’s Statutory requirements for General and Major Works.

Region An area of the State designated as a Corporation Region.

Regional Office The principal office of that Region.

Reticulation The pipelines and appurtenant works constructed to provide a water supply or sewerage service to a subdivision development.

Shall A mandatory requirement.

Should A requirement to be adopted unless circumstances justify a variation.

Specification The document containing the technical clauses to be read in conjunction with the design drawings for the works.

Standard Drawings Registered Corporation drawings, which are intended to reduce the amount of work involved in the preparation of drawings though some additions may be required before submission.

Takeover When the Corporation assumes ownership of the works and the Warranty commences. (See Section 25)

Technical Manual The Corporation’s technical manual relevant to the works being undertaken as defined in Clause 2.2.

Warranty Period The period commencing from Takeover as defined in Section 26.

2. Introduction

2.1 Scope

This Manual explains the administrative requirements for the provision of works that are covered by an agreement, for the works to be incorporated into the Corporation’s schemes and taken over by the Corporation, from the preliminary investigation stage to the final acceptance of works by the Corporation. Works consist of the following categories:

a) Water and sewerage reticulation involving land subdivision

b) Water and sewerage reticulation mains extensions not involving land subdivision

c) Water and wastewater pumping stations and pressure mains

d) Water tanks

e) Main sewers and water distribution mains, and

f) Urban main drainage works.

g) Water and wastewater treatment plants.

2.2 Technical and Other Manuals

This manual should be read in conjunction with the Technical Manual or Design Standard relevant to the type of works being undertaken together with other appropriate Water Corporation manuals or standards as listed below:

• for water reticulation works the Water Reticulation Manual • for water distribution mains the Water Distribution Manual • for sewerage reticulation works the Wastewater Manual Volume 1 and the Water

Services Association of Australia Sewerage Code • for wastewater pumping stations Design Standard Number 51 • for drainage works the Urban Main Drainage Manual • for electrical works the Electrical Manual of Standards • for any works if nominated by the Water Corporation the Engineering Design

Process Manual • for drawing standards the WCX CAD Standard (formerly WCX Pack) • for vacuum sewerage the Vacuum Sewerage Manual • for all works the External Approvals Manual (includes Preliminaries to Work)

Where this manual conflicts with another manual or standard this manual takes precedence (not applicable where the works are nominated by the Water Corporation as being subject to the Engineering Design Process Manual).

2.3 Roles and Responsibilities

2.3.1 Developer

The developer is the proponent of the works.

The developer is responsible for:

a) carrying out the requirements of the Agreement with the Corporation for these works

b) appointing a Design Engineer, a Construction Engineer and a Contractor to carry out the works in accordance with this manual and the Technical Manuals and Design Standards.

2.3.2 Design Engineer

The role of the Design Engineer is to achieve a design for the works that is accepted by the Corporation.

The Design Engineer is responsible for carrying out that design in accordance with relevant manuals and standards.

The Design Engineer must be a registered holder of all current and relevant manuals, codes and standards.

2.3.3 Construction Engineer

The role of the Construction Engineer is to manage the construction of the works.

The Construction Engineer is responsible for arranging the construction of the works to meet the requirements of the relevant manuals, codes and standards.

2.3.4 Notification

The Developer should inform the Corporation in writing of the names of its Representative, Design Engineer and Construction Engineer. Where such advice is not received, information supplied by engineering organisations will be accepted in good faith as being in accordance with the Developer’s wishes.

The Corporation reserves the right to accept or reject nominations based on its assessment of the capability, capacity and past performance of the nominated party.

4. Fees

The following fees are payable by the developer to the Corporation. Fees will remain valid for the life of the submission.

4.1.1 ‘Water Reticulation Planning’ Fee – is a payment for water supply reticulation planning which is based on 3.75% of the Water Corporation’s estimate of the construction cost of the works. This fee is payable for all water supply reticulation submissions accepted, irrespective of whether the works proceed or not.

4.1.2 ‘Connection to Existing Works’ Fee – is a payment for the Corporation to connect new infrastructure to the Corporation’s existing system. These fees are dependent upon the type and size of connections and are payable prior to the connection being undertaken.

(a) For water works, in situations where an invoice has not already been received, the Construction Engineer shall apply to the Submission Contact for a determination of the fee amount.

(b) For sewerage and drainage works the Construction Engineer shall apply to the Customer Technical Services in the Regional Office for a determination of the fee amount. For sewerage and drainage works the fee may include the installation and removal of a physical isolation e.g. a plug.

4.1.3 ‘Review of Design’ Fee – is a payment for the Corporation to review design submissions for headworks infrastructure ie: wastewater pumping stations, water supply distribution mains, urban main drainage works etc. Whether or not a Review of Design Fee is payable should be discussed during the Preliminary Investigation stage of the project (see Section 6).

6. Preliminary Investigation

To ensure that the concept and capacity of the proposed works are compatible with the Corporation’s overall planning requirements, the Design Engineer shall discuss the broad planning concepts of the design with the Water Corporation Submission Contact. If a vacuum sewerage system is proposed in lieu of gravity or other alternative servicing proposals they must ensure that this planning is acceptable to the Water Corporation. The requirements shall be discussed at an early stage in the planning of the development. Any requirements that will be imposed by other Authorities on the operation of the works must be discussed and agreed to by the Corporation.

7. Land Requirements

7.1 General

7.1.1 All easements, reserves and land to be owned by the Corporation required for a project shall be shown on the design drawings.

7.1.2 Where easements or reserves outside of the developer's land holding are required, written agreement in principle to the arrangements proposed to acquire these easements or reserves is required.

7.1.3 Land requirements for permanent or temporary works shall be discussed with the Corporation Submission Contact (Clause 5.1) at an early stage in the planning of the development, prior to the Initial Submission.

7.1.4 Where necessary the Corporation will require the Design Engineer to produce any documentation necessary to acquire land.

7.1.5 All land requirements shall be satisfied prior to the takeover of the works.

8. External Approvals

8.1 General

At an early stage in the preparation of a submission the Design Engineer shall give attention to the requirements for reference to external agencies as detailed in the Corporation’s External Approval Manual [including the Corporation’s (Statutory) requirements for Preliminaries to Works action as required by the Water Agencies (Powers) Act 1984].

8.1.1 Particular attention and early discussion needs to occur where a design proposal is adjacent to, within or crosses a reserve or asset under the control of either the Mains Roads Department (MRD), Public Transport Authority (PTA), Western Power or Telstra..

8.1.2 Prior to discussing a proposal with these bodies all alternatives should first be considered and input on your design invited from the Corporation before any formal approvals are sought. An impact statement and a ranking is required for each of the options considered

8.2 Preliminaries to works

The Design Engineer shall determine the category of the Works as described in Sections 86 to 97 of Water Agencies (Powers) Act 1984 and shall satisfy the requirements of Guideline 1.2 of the Corporation’s External Approval Manual.

Works can be categorised as General, Major or Exempt. Major works are generally carried out by the Corporation and therefore not included in this manual. Most works will be General works and the remainder will be Exempt works.

8.3 Objections

Objections to the proposed works that cannot be resolved by the Design Engineer shall be referred to the Submission Contact (Clause 5.1). All objections shall be resolved prior to commencement of construction.

8.4 Completion required for acceptance of Final Submission

Completion of all requirements of Preliminaries to Works, including full resolution of objections, is a mandatory condition for acceptance of the Final Submission. (See Clause 14).

9. Design Requirements

9.1 Design Submissions

Designs for the works shall be submitted by a Design Engineer.

9.2 Drawing Certification

Each drawing (and document) forming the submission shall be signed by an Engineer who has the authority to act on behalf of the Design Engineer making the submission.

9.3 Design Responsibilities

Compliance with the Corporation’s Technical Manuals and Design Standards and with statutory requirements shall be the responsibility of the Design Engineer. Acceptance by the Corporation of a submission shall not relieve the Design Engineer of this responsibility or the responsibility for any discrepancies, errors or omissions in the submission or for the adequacy of the design.

9.4 Drafting Standards

9.4.1 For all works, drafting shall generally be in accordance with Australian Standard 1100, Part 101.

9.4.2 For works in categories a) and b) of the Scope (Clause 2.1), drawings shall be suitable for microfilming. Where available, a digital copy of the drawings will be submitted along with the required number of hard copies. In particular, a digital copy of the precalculated cadastral plan will expedite the incorporation of information into the Corporation’s Facility Mapping System. The digital file to be in MGA94 coordinates.

9.4.3 For works in categories c), d), e), f) and g) of the Scope (Clause 2.1), drawings shall conform to the Corporation’s WCX CAD Standard (formerly WCX Pack) . The standard is available from Infrastructure Development Branch, phone contact 9420 2294.

9.5 Standard Drawings

Standard Drawings are available in the Technical Manuals and Design Standards. Additional hardcopies or digital copies are available by fax request to the Infrastructure Development Branch at 9420 2203.

9.6 Example Drawings

For Wastewater Pumping Stations Example Drawings shall be used. These can be purchased in digital form by completing the application at Attachment 3 and forwarding it to you Submission Contact.

10. Initial Submission

The major purposes of the initial submission are for the Corporation to:

• ensure that the planned works conform with the overall planning; and • ensure that the preliminaries to works have commenced.

10.1 Requirements for the Initial Submission

General The initial submission shall consist of:

10.1.1 The Submission Cover Sheet. (See Clause 0)

10.1.2 The Initial Design Checklist

10.1.3 Two copies of the Design Drawings. (See Clause 11.4)

10.1.4 A letter from the owners of land, other than the Developer, agreeing in principle to the granting of any easement or reserve considered by the Corporation to be necessary for the works.

10.1.5 One copy of the Development Staging Plan for staged developments. (See Clause 11.5)

10.1.6 One copy of a Supplementary Survey Plan in cases where there is a likelihood of conflict of services or variations from the standards in the Technical Manuals or Design Standards. (See Clause 11.6)

10.1.7 One copy of the approved structure plan for the area

Drainage Additionally, submissions for Drainage works shall contain:

10.1.8 One copy of the Local Water Management Strategy for the area

10.1.9 One copy of the Urban Water Management Plan for the area

10.1.10 A letter that includes:

• A reference to the Department of Water’s drainage strategy for the area.

• A statement setting out the Developer’s understanding of who is responsible for funding of any proposed future connection of a catchment to any part of the drain covered by this submission.

10.1.11 A letter from the appropriate waterway/wetland catchment management agency (eg. Swan River Trust) detailing its comments on the drainage proposal where appropriate.

10.1.12 One copy of a soils investigation report where an investigation is required.

10.1.13 One copy of the summary of the proposed pollutant removal processes and mechanisms within the drainage system including sizing calculations, where appropriate.

10.1.14 Two copies of the technical specification. The technical specification shall consist of the technical clauses covering the work, or a statement shall be included in the covering letter confirming that the specification is the same as one previously submitted.

Wastewater Pumping Stations Additionally, submissions for Pumping Station works shall contain:

10.1.15 Confirmation that water, electricity, telephone services and an all weather access road will be available in the road reserve in front of the pumping station.

Vacuum Sewerage Additionally, submission for Vacuum Sewerage Systems shall contain:

10.1.16 A statement from a supplier of an approved vacuum valve, as listed in the DS36 Product Atlas stating that the supplier has received the system design prepared by an approved designer. The statement must guarantee the hydraulics of the system and confirm that the guarantee is transferable to the benefit of the Water Corporation. The Review must be carried out by a suitably experienced Engineer and the Engineer must be explicitly identified in the statement referred to above.

Currently approved vacuum valves are;

• Airvac (contact Watercon as local agent)

• Flovac (contact Flovac Vacuum Sewerage Systems)

Low Pressure Sewerage 10.1.17 Low-pressure sewerage systems incorporating grinder pumps . are

not currently accepted for wide scale use. They may be accepted for “splitting” of blocks that are currently serviced by this method. This has typically only occurred where the sewer was installed under the Infill Sewerage Program.

Any other proposals for use of this system are to be referred to the Land Servicing Manager.

11. Design Standard Variation Requests

11.1 General Given that the Corporation’s Design Standards are developed to ensure that fit for purpose assets capable of achieving their economic design life with minimal operating and maintenance costs are delivered, a request for a variation will need to be comprehensively justified.

11.1.1 Requesting a Design Standard Variation The Design Engineer shall submit a request to vary a Design Standard in writing to the Submissions Contact. The request shall, at a minimum address the following: • A Design drawing detailing the variation/s • A statement detailing the reasons / circumstances prompting

the request • An assessment of the impacts and benefits for both the

Corporation and their client • Details of the options considered to negate the need for the

variation

11.1.2 Considerations to be Made Before a Design Standard Variation is Submitted Design Standard variations that are requested for any of the following reasons will generally not be considered by the Corporation:

• Substandard site investigation activities resulting in obstacles or constraints of a non-latent nature

• Seasonal impacts that will resolve themselves with time • Where the Design Engineers assessment is for significant

impact to the Corporation’s fundamental objectives • Where the request relates purely to the financial benefit of the

proponent • Where the request is lacking in some or all of the requirements

set out at 11.1.1

11.2 The Submission Cover Sheet

The Submission Cover Sheet for the initial engineering submission shall be in the following format:

3 Planning Considerations 3.1 The design complies with current Water Corporation planning 3.2 The design allows for all interconnecting flows (current and future)

4 Influencing Factors 4.1 Where the proposal is dependent on the delivery of headwork’s assets, the design of headworks assets

are at a stage where they are capable of acceptance by the Corporation. 4.2 The design makes appropriate allowance for existing or proposed physical features of influence ie:

retaining walls, trees, other services, building etc.

4.3 In the case of designs in existing established areas, the route has been surveyed and the locations of other services and obstructions that may impact on the design have been established.

4.4 Where the design requires the approval of other parties (ie; DEC Clearing Permits, affected landowners, other service providers) a strategy to obtain these has been developed.

5 Design Criteria 5.1 Without compromising the planning, the design meets the fundamental objectives of:

a) minimising access chambers b) minimising sewer depths c) minimising sewer length d) maximising the locating sewers in public land

5.2 The design incorporates the most appropriate Access Chamber types and running traps where required.

5.3 All lots served have sewer junctions at a location and depth suitable to correctly serve the lot/s and boundary traps where required.

5.4 All fill requirements are denoted (ie: if design based on contours appropriate tolerances have been applied)

5.5 All sewer grades are within acceptable tolerances 5.6 All sewers terminate at the extremity of the land served unless future extension does not need to be

catered for.

5.7 Connections to existing works have been appropriately designed (ie: flow to flow where called for) and isolation from live works requirements have been considered and designed appropriately.

5.8 The design applies standard alignments OR non-standard alignments have been approved by both the Water Corporation and other service providers.

5.9 The design considers the proposed construction technique and/or constraints. 5.10 For designs proposing a variation to the Design Standard a formal request has been made to the Water

Corporation for approval.

11.4 Design Drawings

Technical requirements for the Design Drawings are given in the appropriate Technical Manuals and Design Standards.

The Design Drawings shall include the following:

11.4.1 The Locality Plan (drainage only)

11.4.2 The site plan.

11.4.3 The construction drawings.

11.4.4 The design data plan (sewerage & drainage only).

11.4.5 The major event plan for drainage (only if required by Water Corporation)

For water reticulation works and small sewerage works the site plan and the construction drawings may be combined.

11.5 The Development Staging Plan

The Development Staging Plan is only required for staged developments. A Development Staging Plan need only be submitted with subsequent stages if planning has been revised or if requested by the Corporation. The Development Staging Plan shall show:

11.5.1 The total land holdings controlled by the Developer in the area.

11.5.2 Integration with the Corporation’s scheme plan.

11.5.3 Any subdivisions and existing roads.

11.5.4 The sequence of stages.

11.5.5 Proposed final contours or, if appropriate, levels for the area.

11.5.6 Integration / implementation of drainage planning with the proposed staging of development

11.6 The Supplementary Survey Plan

If requested for water and wastewater submissions, the Supplementary Survey Plan shall show any additional survey data obtained for the design of the works such as details of all other existing and proposed services, and significant features such as trees etc.

For drainage submissions a Supplementary Survey Plan shall be provided and include as a minimum

11.6.1 Finished surface levels at critical low points in the catchment

11.6.2 The extent and level of proposed fill

11.6.3 Contours of proposed earth works

11.6.4 Road levels where substantially different from ground level

11.6.5 Details of existing or proposed water mains sewers, gas mains, underground cables and other services.

11.6.6 Seasonal and design water levels in the drainage system and compensating basins.

12. Review of Initial Submission

12.1 Acceptance

The submission will be checked for conformity with the Corporation’s overall planning requirements. The submission will be:

12.1.1 Accepted. If the submission is acceptable to the Corporation, it will be stamped as accepted, the Corporation reference numbers and one copy of the drawings will be returned to the Design Engineer. The Design Engineer will then be in a position to proceed with the final submission, or

12.1.2 Accepted with amendments. If the submission is acceptable to the Corporation with minor amendments, it will be stamped as accepted conditional to the amendments being made, or

12.1.3 Rejected. If the initial submission is not acceptable to the Corporation, the Corporation will reject the submission and request that the design be reconsidered.

12.2 Amended drawings

When drawings are amended and resubmitted, they shall be distinguished from previous submissions by a new revision identifier. A brief description and date of the amendment shall be included in the title block.

13. Objections to the Corporation’s Requirements

If a Design Engineer objects to a planning or design decision made by the Corporation, the objection shall be stated in writing. The objection shall be addressed to the Corporation Submission Contact (see Clause 5.1), quoting Corporation and WAPC references and all relevant information. At the request of the Design Engineer, unresolved objections shall be referred by the Submissions Contact to the Manager Development Services Branch.

14. Final Submission

The Final Submission includes:

• the provision of final plans, incorporating references provided by the Corporation and any amendments required as a condition of acceptance

• the finalisation of Preliminaries to Works.

14.1 Requirements of the Final Submission:

The final submission shall consist of the following documents:

14.1.1 The Submission Cover Sheet. (See Clause 15.1)

14.1.2 Copies of the Design Drawings, calculations and specifications as detailed in Clause 15.2.

14.1.3 An agreement in writing formalising the arrangements for the provision to the Corporation of any land, reserves or easements required for the works.

14.1.4 A list of the existing lots serviceable as a result of the works. The list shall show the lot numbers and land use eg residence, industrial units, stables etc. (NB property owners names and addresses are not required)..

Drainage In addition, final submissions for drainage shall include:

14.1.5 Maintenance agreements negotiated with the Local Authority in accordance with the requirements in the Technical Manual and Design Standards.

14.1.6 A copy of the letter of acceptance from the Local Authority stating that all aspects of the submission including where applicable, environmental, social implications and the provisions for major storm events, are to the Local Authority's requirements.

14.2 Approval from Western Australian Planning Commission

Final Submissions for works associated with land subdivision will not be accepted by the Corporation prior to subdivision conditional approval from Western Australian Planning Commission.

15.2 Drawings

Technical requirements for the Design Drawings are given in the Appropriate Technical Manuals and Design Standards. Drafting standards are specified in Clause 9.4.

15.2.1 For all works the Design Drawings shall comprise:

(a) Six hard copies of the site plan. (b) Six hard copies of the construction drawings. (c) Two hard copies of the design data plan (sewerage & drainage

only). (d) Two hard copies of the major event plan for drainage (If

required by Water Corporation).

For water reticulation works and small sewerage works the site plan and the construction drawings may be combined.

15.2.2 In addition, for works in categories c), d), e) f) and g) of the Scope (Clause 2.1) the Design Drawings shall include an electronic copy of the above drawings (site plan, construction drawings and design data plan).

15.3 Addition Information

In addition, the Final Design Submission Drawings for Urban Main Drainage works may include when requested:

(a) One copy of the design calculations. (b) Two hard copies of the specifications plus an electronic copy. (c) An electronic copy of the computer model used.

16. Acceptance of a Final Submission

16.1 General

16.1.1 The plans will be signed by the Corporation to indicate that the final submission has been accepted.

16.1.2 One copy of the accepted drawings of the final submission will be returned to the Design Engineer.

16.1.3 The acceptance of a final submission will remain valid for a period of 12 months from the date of acceptance. If construction has not started within this period the acceptance will lapse and the submission shall be re-submitted.

16.1.4 If the construction is divided into more than one stage and work on some of the stages has not commenced within 12 months of the date of acceptance, then acceptance for these stages will lapse and a new submission will be required.

16.1.5 Acceptance by the Corporation of the submitted documents shall not relieve the Design Engineer of the responsibility for any

discrepancies, errors or omissions in the documents, adequacy of the design or conformance with the relevant Technical Manual or Design Standard.

17. Alterations to an Accepted Final Submission

Once the Corporation has accepted a final submission, any alterations to the design shall be discussed with the Corporation and determination as to whether a new submission is required shall be made by the Corporation.

Requests for minor realignments of pipelines or relocation of access chambers, valves and connections within the requirements of the Technical Manuals and Design Standards shall be discussed with the Asset Inspector. Requests for any other changes shall be discussed with the Submissions Contact.

18. Pre-Start-Up Meeting Requirements

18.1 General

18.1.1 At least 5 working days before construction of the Works commences the Developer shall provide in writing to the Submissions Contact of the Corporation (Clause 5.1):

(a) The name of the Construction Engineer and contact details. (b) The name and contact details of the Contractor and or

subcontractors. (c) The contract price for the works, as defined in the Scope

(Clause 2.1). For works in categories a), b), e) and f) a total cost only is required. For works in categories c), d) and g) a breakdown of costs shall be given. See Section 29.

(d) The proposed date for commencement of work.

18.1.2 Before construction commences the Construction Engineer shall ensure:

(a) The Final Submission has been accepted by the Corporation. (b) A Clearance to Works (CTW) Permit has been obtained, when

required, from the Corporation (Customer Service Delivery). (See Section 28)

(c) The Contractor employs personnel who have appropriate skills, and if required by the Corporation accreditation, for the performance of the tasks in which they are involved. Accreditations required shall be designated in the relevant Technical Manual or Design Standard,.

18.2 Notice of Proposed Works

18.2.1 Where property, other than that owned by the Developer, will be affected by construction of the proposed works, the Construction Engineer shall ensure that written notice has been given to the occupiers of such property at least 10 days prior to commencement of work that will affect the property.

19. Start-Up Meeting

19.1 General

19.1.1 The Corporation will advise the Construction Engineer when the plans have been received by the Inspections Contact (Clause 5.2).

19.1.2 Prior to the commencement of the works the Construction Engineer shall contact the Inspections Contact and arrange for the assignment of an Asset Inspector. From this point forward arrangements are to be made directly with the assigned Asset Inspector.

19.1.3 Prior to the commencement of the works the Construction Engineer shall arrange and attend a ‘Start-Up’ meeting with the Asset Inspector. The ‘Start-Up’ meeting shall be held at the site of the proposed works.

19.1.4 The Construction Engineer shall ensure that a record of the meeting is made. This record shall detail the key information and agreements reached.

19.1.5 The following issues shall be addressed at the ‘Start-Up’ meeting:

• Dates for commencement and completion of construction; • Method of isolating the new works from the existing works during

construction; • Inspection Plan, detailing which parts of the works (including

testing) the Asset Inspector will inspect, when these inspections are proposed to take place, and any requirements necessary to facilitate these inspections;

• Nomination of additional staff who will access the site of the proposed works, to carry out inspections;

• Contact and reporting arrangements including signing of site inspection reports;

• Arrangements for the protection of Corporation Assets; • Arrangements for the connection of new work to existing

infrastructure. • Arrangements for inspection and testing processes. • Milestone meetings at which joint attendance is required. • Commissioning plan.

19.1.6 A copy of the meeting record shall be forwarded to the Asset Inspector prior to the first inspection.

20. Construction Requirements

20.1 General

20.1.1 If a change of Contractor becomes necessary, the Construction Engineer shall notify the Corporation of the new Contractor’s name and contact information as provided for in Clause 18.1.1(b).

20.1.2 Any requirements of the Corporation regarding the Contractor’s work shall be directed to the Construction Engineer, not to the Contractor.

20.1.3 Work shall be carried out in accordance with the requirements of the relevant Technical Manual or Design Standard, relevant Acts and By-laws and this manual.

20.1.4 The Construction Engineer shall ensure that the Contractor is aware of, and agrees to comply with, the requirements of any authority in regard to the protection, diversion or relaying of any service affected by the works.

20.1.5 The Construction Engineer shall ensure that the Contractor is conversant with any agreement with any Authority such as the Department of Aboriginal Affairs or Ministry for Planning into which the Design Engineer, the Developer or the Corporation may have entered.

20.1.6 The Construction Engineer shall ensure that the Contractor verifies by survey the location and level of the point of connection to the existing system.

20.2 Protection of Corporation Assets

20.2.1 Corporation assets shall not be disturbed without the approval of the appropriate Regional Office on each and every occasion. OR Excavation or construction work shall not be carried out in close proximity to any existing Corporation asset until:

• A joint inspection of the asset has been carried out by the Corporation and the Construction Engineer to ascertain the condition of the asset; and

• The Asset Inspector has been given two working days notice of the intention to commence work.

20.2.2 The Construction Engineer shall ensure that adequate measures are taken to protect the Corporation’s assets from damage during construction of the works.

20.2.3 If any damage occurs to existing assets the Construction Engineer shall immediately notify the Corporation and the cost of repairs will be charged to the Developer.

21. Isolation of New Works (Sewers and Drains Only)

The purpose of isolating non-commissioned sewers from live sewers is to provide a safe working environment for construction, testing and inspection of the new work. Where the non-commissioned sewer system is not isolated from the live sewer, entry to and work within the new sewer system is subject to the provisions of Australian Standard AS2865, “Safe working in a confined space”.

21.1 General

21.1.1 The Construction Engineer shall make the necessary arrangements for the new works to be isolated from the live sewer prior to the commencement of construction and ensure that the isolation is maintained until the Final Inspection Clearance has been issued by the Asset Inspector (See Clause 22.7.7).

21.1.2 The new works shall be either not connected (physical break) or shall be physically isolated from the live sewer. A physical break is the preferred method and should be used wherever practical.

21.1.3 Where a physical break is not practical, the Construction Engineer shall apply to the Corporation (Customer Technical Services) to have the live sewer sealed off prior to construction and removed following the issue of the Final Inspection Clearance of the works.

21.1.4 The Water Corporation will notify the Construction Engineer in writing when the line has been isolated (seal installed and ready for testing) and again when the isolation has been removed.

21.1.5 Where the live sewer has been plugged (150 or 225mm sewers), the Construction Engineer shall arrange for the plug to be tested to 50 kPa for one minute with no drop in pressure. The test shall be conducted on the “upstream” side of the plug prior to any entry by Corporation staff. The test shall be logged in the Construction Engineer’s Log of Inspections and Tests.

21.1.6 Where the live sewer has been sealed with a plastic membrane and brickwork (Sewers 300mm and above), the Construction Engineer shall establish a testing schedule acceptable by Worksafe to ensure that the isolation is effective.

22. Inspection of Works During Construction

22.1 General

22.1.1 The Construction Engineer shall make provision for access by Corporation Officers or representatives of the Corporation to inspect the works during construction.

22.1.2 The Asset Inspector (including additional staff) shall have access to the site at any time provided the Construction Engineer or Contractor is on site.

22.1.3 Inspections by the Corporation do not in any way relieve the Construction Engineer of the responsibility for ensuring that

construction of the works is in accordance with the design documents and that it complies with the requirements of the Technical Manual or Design Standard.

22.1.4 The Construction Engineer shall arrange for the provision of all personnel and equipment required for scheduled inspection and testing.

22.2 Construction Engineer’s Log of Inspections and Tests

22.2.1 The Construction Engineer shall ensure the works are inspected and tested to ensure that the requirements of the Technical Manual or Design Standard are satisfied. The Construction Engineer shall ensure a log of all inspections and tests undertaken are maintained. The log shall record the following information:

• Inspections and/or tests witnessed of the works, which were considered satisfactory. To this effect the Construction Engineer shall sign the following statement on the Construction Engineer’s log: “I am satisfied that the above inspection and tests have been carried out.”

• Inspections and / or tests witnessed of the works, which were considered unsatisfactory.

• Any remedial action undertaken to the works as a result of an unsatisfactory inspection prior to re-inspection.

22.2.2 A copy of the Construction Engineer’s inspection log and test results shall be available to the Asset Inspector on site. The log shall include but not be limited to the date, time, item tested, type of test, result of test and the witness.

22.2.3 The person witnessing the inspection and /or test shall sign the log.

22.3 Notification of Inspectors

22.3.1 The Construction Engineer shall notify the Asset Inspector when the stages of construction that were agreed at the ‘Start-Up’ meeting are about to be achieved. These stages may be revised during the construction period by mutual agreement.

22.3.2 Notification shall be made at least one full working day in advance of the stage of construction being reached.

22.3.3 If the Asset Inspector cannot complete an inspection due to the condition of the works, re-inspection costs may be charged to the Developer.

22.4 Site Safety

22.4.1 Asset Inspectors will comply with the Contractor’s site safety procedures while on site.

22.4.2 Asset Inspectors will not enter sites that they consider unsafe by Worksafe Standards.

22.4.3 Should construction proceed without the Asset Inspector having the opportunity to carry out an inspection because of unsafe conditions, a final inspection will not be undertaken until any inspection cancelled because of unsafe conditions has been successfully completed and the construction approved.

22.4.4 Where safety issues relating to the inspection cannot be resolved between the Construction Engineer and the Asset Inspector they shall be referred to Worksafe for advice/resolution.

22.5 Progressive Site Inspections by Asset Inspector

22.5.1 The Construction Engineer shall give no less than 1 working day’s notice of any request for a Progressive Site Inspection.

22.5.2 On arrival at the site the Asset Inspector shall advise the person in charge of the site prior to conducting any inspection.

22.5.3 At each inspection the Asset Inspector will complete a Site Inspection Report. The report shall describe the works inspected and any non-conformances identified.

22.5.4 The Site Inspection Report shall be signed on site by the person agreed to at the “Start-Up” meeting.

22.5.5 The Asset Inspector shall provide a copy of the Site Inspection Report to the person agreed to at the “Start-Up” meeting.

22.5.6 Works will not be connected to existing assets until payment of all associated fees has been made and a Final Inspection Clearance has been issued.

22.6 Pre-takeover Inspection

22.6.1 Prior to booking a Final Takeover Inspection the Construction Engineer Shall undertake a Pre-takeover Inspection.

22.6.2 A Pre-takeover Inspection Checklist Shall be completed by the Construction Engineer and provided to the Asset Inspector with all of the Test Logs prior to the Final Takeover Inspection.

22.7 Final Takeover Inspection

22.7.1 When the works have been completed the Construction Engineer shall arrange a Final Inspection with the Asset Inspector.

22.7.2 The Construction Engineer shall provide no less than 2 working days’ notice of any request for a final Inspection. Where the works include the construction of a Sewerage Pumping Station the Construction Engineer shall supply to the Asset Inspector delivery dockets for the following key components:

22.7.2.1 Pumping Station Segments detailing Manufacturer and Class of Pipe

22.7.2.2 Pumping Station Top Slab detailing Manufacturer, Type and Class of Covers

22.7.2.3 Sluice, reflux and knife gate valves detailing Manufacturer, Class and the Australian Standard to which it was designed.

22.7.3 Prior to the Final Takeover Inspection the Asset Inspector shall confirm with the Construction Engineer the requirements to enable the inspection to be carried out.

22.7.4 The Asset Inspector and the Construction Engineer shall jointly inspect the works.

22.7.5 Where the number and/or seriousness of non-conformances indicates that the works have not been adequately inspected and/or tested by the Construction Engineer, the Asset Inspector may terminate the Final Inspection and require the Construction Engineer to carry out his own inspection of the works before again making arrangements for a Final Takeover Inspection.

22.7.6 At the conclusion of the Final Inspection the Asset Inspector will complete a Site Inspection Report. The report shall describe the works inspected and any non-conformances identified.

22.7.7 Where the works are deemed to be acceptable the Asset Inspector shall arrange for a Final Inspection Clearance to be issued to the Construction Engineer.

23. Connection to Existing Assets

23.1 General

23.1.1 Connections or alterations required to the Corporation’s existing infrastructure because of new works shall be by prior arrangement with the Corporation. All such work shall be at the Developer’s expense. The Corporation reserves the right to undertake all such connections or alterations.

23.1.2 The Construction Engineer shall make the necessary arrangements for the payment of fees for the connection of the new works to the existing assets (see Section 4).

23.1.3 When the works are deemed to be acceptable, the Asset Inspector shall initiate the connection of the new works upon the request from the Construction Engineer.

23.1.4 New works will not be connected to existing assets until payment of all associated fees has been made and a Final Inspection Clearance has been issued.

24. Recording of As-constructed Information

24.1 General

24.1.1 The As-constructed information shall be certified "As-constructed", signed and dated by an engineer who has the authority to act on behalf of the organisation that is responsible to the Corporation for the construction of the works and by the surveyor (who is eligible for membership of I.E.M.S.A. or I.S.A.) responsible for the survey. The As-constructed details shall be in accordance with the relevant Technical Manual or Design Standard or this manual.

24.2 Submission Requirements of As-constructed Information

24.2.1 The completed and signed As-constructed information shall be submitted to the As-constructed Information Contact (see Clause 5.3).

24.2.2 One copy of the As-constructed information shall be submitted

24.3 As-constructed Information

Water Reticulation works The As-constructed information Shall consist of:

24.3.1 The As -constructed plan in accordance with the typical information provided in Water Corporation Design Standard 63.

24.3.2 The latest precalculated cadastral plan (in MGA94 Coordinates only) for large areas, otherwise a hard copy for small subdivisions.

Wastewater Reticulation works (the information / instruction below amends and / or supplements that contained in Wastewater Manual Volume 1)

24.3.3 The As -constructed plan in accordance with the typical information provided at Attachment 4 of this Manual.

24.3.4 All aspects of Section 6 of the Water Corporations Wastewater Manual Volume 1 must be complied with, other than the As-constructed plan mention at 24.5.3 replacing all references to Field Notes.

24.3.5 The latest pre calculated cadastral plan (in MGA94 Coordinates only) for large areas, otherwise a hard copy for small subdivisions.

24.3.6 A contour plan if earthworks have been carried out that has changed a contour by 0.5 metre or more.

Wastewater pumping stations and pressure mains, main sewers water tanks, water distribution mains and urban main drainage works

24.3.7 Marked up Design Drawings, signed by the Construction Engineer and an electronic copy of the as-constructed documents.

24 3 8 As Constructed information must comply with the requirements of the relevant Technical Manuals or Design Standards.

Should the submission be assessed as not meeting the above criteria with regard to completeness and correctness there will be no acceptance date recorded or capture commenced until requested information is received.

25. Takeover of the Works

25.1 General

25.1.1 Only whole projects, as defined by a submission, will be considered by the Corporation for Takeover.

25.1.2 The Developer shall remain fully responsible for the works until the date of written notification of Takeover from the Corporation.

25.1.3 A prerequisite to Takeover is that the works are the subject of an agreement between the Developer and the Water Corporation.

25.2 Requirements for Takeover

Subject to connection to the existing system being available, Takeover is achieved when:

25.2.1 A Final Takeover Inspection has been completed and a Final Inspection Clearance has been issued by the Asset Inspector.

25.2.2 The Construction Engineer has certified that the works have been constructed in accordance with the documents accepted by the Corporation and the requirements of the Technical Manual or Design Standard.

25.2.3 The As-constructed information has been submitted to the As-constructed Contact and has been validated. The Corporation will validate the data within 10 working days of its submission, if the information is correct.

25.2.4 The Construction Engineer has certified that restoration has been performed to the satisfaction of any affected property owner and authorities.

25.2.5 Any fees required have been paid.

25.2.6 All land requirements have been satisfied.

25.2.7 The Corporation has cleared the subdivision agreement requiring these works.

25.2.8 The Corporation has notified the Developer in writing that Takeover has been achieved.

25.3 Date of Takeover

The date of Takeover will be taken to be the date that all the requirements of the previous Clause have been completed.

26. Warranty Period

26.1 General

26.1.1 The Warranty Period Shall commence on the date of take-over.

26.1.2 The Warranty Period Shall be for 1 year.

26.1.3 During the Warranty Period, the Corporation Shall be responsible for operational maintenance of the works in accordance with normal practice.

26.2 Remedial Repairs during Warranty

26.2.1 During the Warranty Period the Developer Shall be responsible for ensuring that satisfactory remedial repairs arising from faulty design, workmanship or materials are carried out.

The cost of any consequential damage and claims resulting from such defects Shall be charged to the Developer.

26.2.2 During the Warranty Period, the Corporation may, at its discretion carry out remedial repairs where the fault affects the service to customers and/or public safety. The Corporation will notify the Developer of the work carried out as soon as practicable where the remedial repairs are attributable to the construction of the works. The cost of the remedial repairs Shall be charged to the Developer.

26.3 Remedial Repairs post Warranty

26.3.1 Where remedial works carried out by the Corporation are determined to be attributable to a design or construction error or omission the cost of the remedial works Shall be charged to the Developer.

26.3.2 Remedial works Shall include, but not be limited to, the absence of infrastructure components (ie: missing sewer junctions), incorrect installation (ie: inadequate bedding or compaction) and inadequate separation of any component of the works from other infrastructure (ie: inappropriate separation distance between water and electricity assets).

27. Final Acceptance Certificate

27.1 General

27.1.1 Prior to the end of the Warranty period the Corporation will assess whether there are any defects. If so, the Asset Inspector will notify the Developer of the list of defects. Otherwise, the Asset Inspector

will issue the Developer with the Final Acceptance Certificate, within seven days before the end of the Warranty Period.

27.1.2 Providing that any defects identified in Clause 27.1.1 have been rectified to the satisfaction of the Corporation, a Final Acceptance Certificate shall be issued by the Corporation.

• Water mains (especially RC, AC, CI etc) • Pressure mains • Main sewers • Piped Water Corporation main drains • Pump stations (pipework, pits, electrical cables, alarm lines etc) REQUIREMENT FOR A PERMIT IS ESSENTIALLY A PRODUCT OF: • Type of asset • Proximity and depth of excavation in relation to an existing asset • Soil conditions • Construction method CLEARANCE TO WORK PERMITS WILL BE REQUIRED WHERE: 1. Open excavating parallel to or crossing an existing water main, pressure main, main sewer or

piped drain at an acute angle (less than 450 ) where the integrity of the asset may be impacted by the Works. (e.g. within 2 metres of an asset and greater than 1 metre below the invert of an asset). Note: there may be instances where this citeria is not appropriate and the desiginer must therefore consider the type of asset, proximity of the sewer, difference in invert levels and soil conditions. If any doubt exists the specific circumstances should be referred to the Region for assessment.

2. Crossing under an existing asset where the clearance between the assets will be minimal (say <500mm).

3. Any crossing under a water main with a diameter greater than 200mm. 4. Excavating in or around pump station sites as buried assets and services are not necessarily in

accordance with that shown on 'as-constructed' plans. 5. Any connection to an existing asset. 6. All Works in the vicinity of RC mains should be referred to the Region for special consideration. Most failures have occurred as a result of the loss of support to RC or AC water mains and are preventable if a "cut and cap" is arranged at the appropriate time. IF ANY DOUBT EXISTS THE DESIGNER / CONTRACTOR SHOULD REFER THE SPECIFIC CIRCUMSTANCES FOR ASSESSMENT BY THE REGION.

29. Attachment 2: Breakdown of Costs

As per Clause 18.1.1(c)it is required that a breakdown of costs, into the components shown below, be provided for works in the following categories.

29.1 Category C – Water and Wastewater Pumping Stations and Pressure Mains

• Civil Works: Includes all civil costs associated with site preparation and concrete structures (Water - pump blocks, footings, floor pads, ducting etc. Wastewater – wet well, floor pad, overflow storage, oxygen dissolver etc.) and any building (irrespective of material used for the building), as well as the costs of any cranes, sound proofing etc.

• Machinery: Mechanical equipment – included costs of pumps, valves and interconnecting pipework (excluding manifolds).

• Electrical Installation: Includes cost of motors, switchboards, HV equipment, instrumentation, telemetry and control systems.

• Pipework and Fittings: Costs of pipework, valves, pits, surge vessels etc located outside of the pumping building but within the site.

• Fencing

• Roads: Costs of roads and parking areas, with separate entries for sealed and unsealed roads if applicable.

• Pressure Mains: Cost of pipework from the boundary of the site to the discharge point.

29.2 Category D – Water Tanks

• Tank Name: Including material and capacity of tank, and for elevated tanks the tank height.

• Tank Structure: Includes all costs associated with site preparation, tank construction, stilling tubes and cathodic protection. For elevated tanks also includes the cost of the stand.

• Pipework and Fittings: Costs of pipework, valves, pits etc located outside of a radius of three (3) from the tank but within the site.

• Fencing

• Roads: Costs of roads and parking areas, with separate entries for sealed and unsealed roads if applicable.

• Instruments: Telemetry, Mag Flow Meters etc (if applicable)

29.3 Category G – Water and Wastewater Treatment Plants

Breakdown of costs to be assessed on an individual basis.
