Cluster 02 is comprised of the Detroit Shoreway, Edgewater, Cudell and West Boulevard Statistical Planning Areas (SPAs). These neighborhoods are situated on Lake Erie west of downtown Cleveland. The Metroparks’ Edgewater Park sits in the northeast section of this cluster. The cluster continues to the western edge of the City where Cleveland meets the City of Lakewood.

Building CapacityIt is important to note that the OFCC uses three key variables to begin to determine or analyze the capacity of a school building and they include:1. Different formulas for new schools and existing schools, as well as for the type of student the school
serves, e.g., (Pre-K, K-8, middle school or high school). These grade groups have varying capacity requirements.
2. The number of students by grade the school will serve. This number will dictate how many students can be served in a building.
3. The type and number of special programs (non-regular education) that require special support spaces, amenities, etc. to deliver educational programming. Also, other large support spaces like cafeterias, gymnasiums, locker rooms, libraries, etc., vary by building and must be evaluated on a case-by-case basis.

Louis Agassiz Louis Agassiz is well attended and draws primarily from the neighborhood in which it is located. It is a 40,000-‐square foot landmarked building that should be maintained.
Louisa May Alcott Maintain NO RANK NEEDED Marion Seltzer Could build a new 400-‐seat school on the current site. Swing students during

Max S. Hayes High School

Old Max S. Hayes School site
Option 1: Consider a land swap with the city for equivalent parcel to consider building a new westside high school. Option 2:Possible westside high school site. Consider building a new 500-‐student high school on the former Max S. Hayes site and consider whether to maintain the annex for 300 additional students.
Watterson-‐Lake Watterson-‐Lake students could stay in place until a new Waverly is ready. Then Watterson-‐Lake students would move into the new Waverly and the Watterson-‐Lake building would close. In partnership with local leaders, the Watterson-‐Lake site could be sold for redevelopment (see Waverly discussion).
Waverly Could build a new 550-‐student school on the Waverly site to replace Watterson-‐Lake and Waverly schools. Swing Waverly students during construction of the new school.
Wilbur Wright Wilbur Wright building would be maintained and appropriate work done to receive influx of McKinley students who would transition to the Wright building which is larger and can accommodate additional students.
