    1.0 INTRODUCTION

    1.1 GENERAL:-

    The Regional works Commander, Coast Guard region (NW), Gandhinagar

    intended to construct Coast guard station at vadinar, Gujarat. The Construction of

    Coast guard Jetty at OOT Vadinar is to be carried out as a deposit work by Kandla

    Port Trust. Kandla Port Trust has accepted the proposal for the constructing of a

    Jetty length 175 m along with approach road to the jetty of length 190 m. IIT

    Madras, Chennai agreed to prepare Detailed Project Report (DPR) and Feasibility

    study for the project. The site visit was made on 16th and 17th June 2014 with the

    officials of Indian Coast Guard and Kandla Port Trust. On basis of the

    requirements and specification of Indian Coast Guard –Vadinar the Detailed

    Project Report for construction of Coast guard Jetty at OOT Vadinar is prepared.

    1.2 SITE LOCATION & PORT LIMIT :

    Vadinar is small coastal town located in Jamnagar district of the state

    of Gujarat, India. The offshore oil terminal of the Kandla Port Trust (K. P. T.) is

    located in Vadinar and contributes in a large way to the total earnings of this

    major port. Vadinar is now notable due to the presence of two refineries which are

    close by - one promoted by Reliance Industries and the other by Essar Oil Ltd.

    A salt production unit is located in Vadinar. The famous Narara Island, which is

    part of Marine National Park, is situated 7 kilometers away from town. Two

    single-buoy moorings (SBM) of the Kandla Port Trust offshore oil terminal of

    the Indian Oil Corporation are located at this port along with a similar buoy of the

    Essar refinery.

    The proposed Coast Guard Jetty is subjected to the Kandla Port Trust

    conservancy. The Jetty is located at pathfinder inlet creek, lies between the two

    islands, Kalubhar Tapu and Narara Bet. The port limit on the land side lies 2 km

    from Nichoni creek, situated 3 km towards south from the proposed Coast Guard

    Jetty. The port limit on the sea side lies at the 30 m contour, situated 5.9 km

    towards north from the proposed Coast Guard Jetty. The port limit exist from

    22°29'11"N - 69°39'7"E , 22°29'14"N - 69°41'9"E in the sea side and 22°25'25"N-

    69°39'33"E , 22°25'25"N - 69°41'11"E at the land side.

    2.0 SITE CONDITION

    2.1 Metrological Data

    In 1988, India Meteorological Department introduced the 16 parameter power

    regression and parametric models and started issuing forecasts for the southwest

    monsoon rainfall over the country as a whole. IMD introduced new statistical

    forecasting system based on ensemble technique for the south-west monsoon

    season (June to September) rainfall over the country as a whole. The local area

    forecast station is situated at Rajkot which takes care of all kind of Meteorological

    functions.

    2.1.1 CLIMATE

    Vadinar has a hot semi-arid climate, there are three defined seasons. The summer

    season lasts from March to May and is extremely hot, humid, but dry. Rainy

    season with extremely erratic monsoonal rainfall that averages around 630

    millimeters. Tropical cyclones sometimes affects the region during this period.

    The winter season is from October to February remains hot during the day but has

    negligible rainfall, low humidity and cool nights to be by far the most comfortable

    time of year.

    2.1.2 TEMPERATURE

    The temperature at vadinar is similar to the temperature recorded at Jamnagar, the district head quarters. The

    average high temperature recorded is 320C and average low temperature recorded is 260C The average

    temperature at all seasons is given in the table 1.

    2.1.3 RAINFALL AND VISIBILITY

    The Rainy season with extremely erratic monsoonal rainfall that averages around

    630 millimeters. The Tropical cyclones sometimes affects the region during this

    period. The following table shows the rainfall data of Jamnagar, district head

    quarters located very near to vadinar. Throughout the year the visibility is good,

    as the fog is infrequent at the sea in all seasons. However a minimum of 10 to 15

    days can be considered as foggy days.

    2.2 OCEANAGRAPHIC DATA

    Oceanographic data of vadinar is obtained by several studies conducted by Indian

    Oceanographic Data Center in and around coast of Jamnagar, Okha and Dwaraka. The

    data’s are classified as Sea water temperature, salinity tides, wind, wave, current, sea bed

    level and they are as follows

    2.2.1 SEA WATER TEMPERATURE

    Actual sea surface water temperatures close to shore can vary by several degrees

    compared with these open water averages. This is especially true after heavy rain, close

    to river mouths or after long periods of strong offshore winds. Offshore winds cause

    colder deep water to replace surface water that has been warmed by the sun. The average

    2.2.2 TIDE

    Tide timetable for vadinar is generated in local time in India. Tidal variation: (+)

    5.72 m to( -) 0.11m.

    3.0 CONNECTIVITY & EXTERNAL INFRASTRUCTURE:

    3.1 CONNECTIVITY

    3.1.1 Road Connectivity:

    The proposed Coast Guard Jetty is subjected to the Kandla Port Trust conservancy,

    which has an existing offshore oil terminal is well connected to the state highway.

    The existing approach road to the proposed site is adjacent to the four-lane state

    highway (SH-6).

    3.1.2 Rail Connectivity

    The nearest rail connectivity to the proposed Coast Guard Jetty is Modpur Railway

    Station, which is situated 32 kms from proposed site. Jamnagar a major commercial

    junction is 47 km for the proposed Coast guard Jetty.

    3.1.3 Air Connectivity:

    The airport is situated near Jamnagar and 39 kms away from the proposed coast

    guard jetty. Jamnagar has a aerial connectivity from Mumbai and Delhi.

    3.2 EXTERNAL INFRASTRUCTURE

    3.2.1 POWER SUPPLY

    The proposed coast guard jetty is situated under the Kandla Port Trust

    conservancy which has which has an existing offshore oil terminal is well

    equipped with proper power backups. Further to the existing power supply

    additional requirements are cited below are required. K.P.T shall provide the

    Power supply for the proposed jetty purely on rental basis.

    3.2.2 WATER SOURCES

    The water supply to vadinar is tapped from Sasoi Dam which is situated 43 km from the site,

    not only satisfies the water supply to residence but also fulfills the requirements of industries

    situated nearby. This acts as the vital water resource. K.P.T shall provide the water supply for

    the proposed jetty on a rental basis / free of cost depending on its administrative policies. The

    water demand for the proposed Coast Guard Jetty has been worked out in the Table 6 below

    for next 25 years, depending on the requirement demand may increase. However a pumping

    station shall be provided for to the transfer Raw & Portable water.

    4.0 SURVEY AND INVERSTIGATION

    4.1 BATHYMETRIC SURVEY

    The bathymetry survey was conducted by Marine Department (OOT Vadinar) of

    Kandla Port Trust, between 28/11/2010 to 1/12/2010. The bathymetry survey was

    conducted at Pathfinder Inlet which is situated in between two islands, Kalubhar

    Tapu and Narara Bet. The Approach channel is of 23 m in depth and turning

    circle is 20 m in depth. The bathymetry near the proposed landing jetty is around

    14.0 m in depth. IIT Madras insists that there should be fresh bathymetry

    conducted at the time of detailed design.

    4.2 SOIL INVERSTIGATION REPORT:

    Soil investigation was conducted by Kandla port trust in the year 1989 for the Oil

    Berthing Jetty. A total of 22 bore holes where bored at the site. The bore hole data

    has been furnished by Kandla Port Trust (vadinar). The key plan of bore hole

    data is mentioned below Fig: 4

    n value of the soil investigation shows that it 37 and its attained at 60 feet.

    A fresh soil investigation should be conducted near the proposed jetty at an interval of 25 m,

    with a minimum of 15 boreholes. The bore holes should be both marine and land bore holes.

    The soil investigation results shall be in both soft and hard copy satisfying the IS codal

    requirements.

    6.0 DESIGN OF SHIPS

    The Design of ships are considered as per the requirements given by Indian Coast

    Guard Vadinar. They are as follows:

  • 7.0 LAYOUT OF THE PROPOSED COASTGUARD JETTY:

    The proposed Coast Guard Jetty is subjected to the Kandla Port Trust conservancy. The

    Jetty is located at pathfinder inlet creek, lies between the two islands, Kalubhar Tapu

    and Narara Bet. The port limit on the land side lies 2 km from Nichoni creek, situated 3

    km towards south from the proposed Coast Guard Jetty.

    After the joint inspection with the all above officials from K.P.T, Coastguard, Essar

    and IIT madras the location was finalized. The proposed coastguard jetty would be

    20m from the existing damaged Essar Jetty towards North. Area to be reclaimed is

    50 m length towards the sea from the entrant point of the proposed Jetty (outer

    boundary of Essar reclaimed area and 100m of length parallel to shoreline (towards

    North), which are to be reclaimed for housing the proposed infrastructure facilities

    such as Guard room , Power house, Security check, Arms storage (on war foot basis)

    and Parking space.One existing common mud road (15 m width) of length

    approximately 300 m from KPT complex exists which is maintained commonly by

    both K.P.T & Esaar. KPT & Essar accepted to use this mud road as approach to the

    proposed coast guard jetty. Another approach road can also be formed from the

    backup area of K.P.T. adjacent to back up area of Essar.

    7.1 GENERAL ARRANGEMENT OF JETTY :-

    The Landing jetty is 175 m x 13 m of dimensions. A Total of 105 pile are pilled. The

    dia of piles are 1.2m. The spacing between c/c is 5m both transverse and

    longitudinal. The approach jetty is 190m x 9m of dimensions. A total of 78 piles of

    1.2 m dia is pilled for approach jetty. The spacing between c/c is 7.5 m transverse

    and 5m longitudinal.

    8.0 PORT FACILITIES

    The buildings catering to port, users, amenities etc are placed close to the gate.

    They shall be planned as a multiple complex because of their non - related

    functions The parking area is located towards the north west of proposed jetty

    and it is envisaged that this shall primarily serve as waiting bay and movement

    will be regulated into operational area. Workshop stores, maintenance bay and fire

    station are suitably located near the p a r k i n g a r e a .

    8.1 Buildings

    The estimated building areas required for the proposed coast guard jetty are

    provided in Table Below:

    The general specifications for all the building works shall be as follows:

    • The work shall be carried out as per General Technical Specifications for

    Building Works of the State of Gujarat or C.P.W.D.

    • The minimum grade of reinforced concrete shall be M 20 conforming to

    IS: 456-2000 for columns, foundations and superstructure unless

    otherwise specified.

    • The reinforcement shall be high strength deformed bars of grade Fe415

    conforming to IS: 1786 - 1985.

    • All structural steel shall conform to IS: 226/IS: 2062 - Grade A.

    • Proper Anti Corrosive Treatment (ACT) shall be done for the

    reinforcement before placing.

    • Construction joints shall be provided for buildings exceeding the length of

    40m.

    • Loose Pockets in foundations shall be removed and filled up with PCC mix

    (1:4:8).

    • Back filling shall be done with granular soil in layers not exceeding

    200mm and each layer shall be well compacted as per specifications.

    • All reinforcement shall be sheared only. Flame cutting is not permitted.

    All bars shall be bent at normal temperature.

    • The flooring shall be 40mm thick Kota stone polished, with under layer of

    30mm thickness in cement concrete mortar 1:2:4, as per specifications.

    • All outdoor paved areas shall be cement concrete 1:2:4 - 40mm thick

    laid in one layer, finished with floating coat of neat cement as per

    Technical Specifications.

    • All woodwork shall be of teak wood.

    9.0 Tugs and Port Crafts.

    The following port crafts are proposed for marine operations:

    9.1 Tugs

    The main activity of harbour tug is providing assistance to vessels entering /

    leaving the harbour, turning of the vessel in the harbour and the berthing /

    unberthing operations. The coast guard vessels are capable of self-berthing and

    there is no need of tugs for berthing activity. However if required K.P.T shall

    provide tugs on rental basis / free of cost depending on its administrative policies.

    9.2 Pilot-cum-Survey Boats:

    Pilot boats transfer pilots to and from the incoming / outgoing vessels. It is

    recommended to provide one all weather type pilot launcher. The pilot launch

    should be a twin screw with 15 to 20m overall length and of steel construction. The

    speed range shall be 15-20 knots. This pilot launch will be provided with survey

    equipment and it can be used for hydrographic surveys and for buoy lights

    maintenance. It is observed that K.P.T has already deployed Pilot-cum-Survey

    Boats &it is recommended to use those boats, if necessary one Pilot-cum-Survey

    Boats shall be engaged specifically for Coast guard if only the traffic for existing

    K.P.T berth is high.

    9.3 Channel Marker Buoys

    the existing buoys are sufficient; the coast guard vessels shall use the existing

    facilities.

    9.4 Le adi ng Lights / Lines

    It is necessary to mark the centre line of the channel with leading lights to ensure

    safe day and night navigation of vessels visiting the port.

    The leading lines may meet the following

    criteria: Useful range -

    Navigation channel

    Visibility range - 20 nautical miles

    The Leading lines and Leading lights are designed in accordance with IALA

    Guidelines and recommendations and the details are as follows:

    The leading lights will be controlled by a sun-switch to ensure that the lights

    operate only during darkness or bad visibility. Power supply will be provided by

    batteries, to be recharged by solar panel systems mounted on the supporting

    structure, and/ or by power supply from the port distribution system. The

    battery banks shall be sized to ensure 24 hours continuous operation of the lighting

    system. Since, it is observed that the existing K.P.T berth has sufficient and well

    maintained leading lights that can be utilized by coast guard vessels.

    One set of transit lights are proposed to be provided, which will allow the ship to

    be able to align with the centre of the turning circle after entering the harbour

    basin. The details of these transit lights are as follows:

    Transit Light Towers will be built of Concrete / Steel framework. Since these

    facilities are provided by K.P.T, coast guard vessels shall utilize the same.

    10.0 Conclusion and Recommendations:-

    The Proposal for Construction of Jetty at off Shore oil terminal, vadinar has been

    finalized as 175x 13m landing jetty and 190x9m approach jetty. The location of jetty

    shall been on a reclaimed earthen structure of 25 x 100m. The parking area s hall

    primarily serve as waiting bay and movement will be regulated into operational area.

    The administrative building, port building and other amenities shall be in the

    prescribed reclaimed area limits. This Detailed Project Report cum feasibility report

    has been prepared on the basis of the data furnished by the client, observations on site

    visit, considering IS codal requirements and client requirements, the construction of

    Coast Guard Jetty and it’s allied infrastructure are feasible. The proposal and Cost

    estimation proposed by IIT Madras are only for project feasibility and for obtaining

    project grants. For execution of work a detailed design should be carried out, and the

    cost estimate shall be based on the detailed design. IIT Madras strongly recommends

    to conduct a fresh soil investigation near the proposed jetty and reclamation area at

    the time of detailed design since the soil investigation data available are very old. A

    fresh bathymetry shall also conducted at the approach channel and near the berthing

    areas.
