MELBOURNE, (PTI) A Sikh candidate, who is running for a place inthe city council of Hamilton in New Zealand, has had one of hiselection billboards defaced with the word ISIS plastered over it inblack paint. Yugraj Singh Mahil, the first Sikh to run for a place onHamiltons city council, was pictured on the billboard with anothercandidate Anna Casey-Cox, Radio New Zealand reported.Both are first time candidates in the citys east ward, standing aspart of the Community Voice group. Mahil said the campaign hadbeen going well until he received the news that one of his billboardsin the suburb of Hillcrest was graffitied with the word "ISIS"."Its more than insulting. People mostly change the appearance ofthe person but tagging such a group is very harsh, very distressful,"he was quoted as saying. Mahil said in his 17 years in Hamilton hehad never faced this sort of behaviour. "I think this is due to theturban; that happens sometimes, people get confused, they thinkonly Muslims wear turbans," he said. Ontario - Ontario is providing $6.5 million to improve the fire safety ofcommunity service agency facilities where some of Ontario's mostvulnerable people receive services. Types of projects willinclude:" Fire alarm system upgrades" Installation of fire doors and separations" Sprinkler system installations.This investment brings the total funding to improve fire safety in de-velopmental and community service agency facilities to more than$15 million since 2014-15. Inflation rises 1.3% in Julyafter jumping 1.5% in JuneOTTAWA - The Consumer Price Index (CPI) rose 1.3% in the 12 monthsto July, after increasing 1.5% in June. Excluding gasoline, the CPI wasup 1.9% year over year in July, matching the gain in June.Prices rose in six of the eight major components in the 12 months toJuly, with the shelter and food indexes contributing the most to theyear-over-year gain in consumer prices. The transportation index,which includes gasoline, and the clothing and footwear index de-clined on a year-over-year basis in July.The transportation index was down 0.2% in the 12 months to July,after rising 1.1% in June. Gasoline prices declined more year overyear in July (-14.0%) than in June (-8.5%); on a monthly basis, gaso-line prices fell 5.6% in July. On a year-over-year basis, the purchaseof passenger vehicles index (+5.4%) and the city bus and subwaytransportation index (+2.1%) rose less in July than in June.The clothing and footwear index decreased 0.4% year over year inJuly, after posting a 1.2% gain in June. This turnaround was partlyattributable to a decline in the women's clothing index in the 12 monthsto July (-0.4%), following a year-over-year increase in June (+2.2%).Compared with the same month a year earlier, shoppers also paidless for children's clothing and men's clothing in July.Food prices were up 1.6% in the 12 months to July, after rising 1.3% inJune. Prices for food purchased in stores increased 1.1% year overyear in July, following a 0.8% gain the previous month. Consum-ers paid 5.0% more for video and audio subscription services in Julycompared with the same month a year earlier. INDIA TO REMIND DEVELOPED BLOC AT G-20BEIJING, (IANS) India will raise the issue of climate change at theupcoming G-20 Summit in China where it will remind developed na-tions about their commitment to mobilise $100 billion for developingcountries, a top government official said recently. "There will be em-phasis on appealing to the countries to carry forward the commitmentto the issue of climate change and climate change finance," Eco-nomic Affairs Secretary Shaktikanta Das told IANS."There was a $100 billion commitment which has been made bydeveloped countries -- that 100 billion is nowhere near sight. Wewould like to again stress the impor tance of developed nations mak-ing available that $100 billion," Das said while speaking to IANS onthe sidelines of Indo-China Financial Dialogue.Six years ago, developed countries had committed $100 billion todeveloping nations for cutting their greenhouse-gas emissions. Thedeveloped bloc has to provide the sum by 2020. "And this $100 billionshould be new and additional source of financing. It should not be thereclassification of existing flow of finance," he added.Das said that India will also push for structural reforms at the two-daysummit, beginning from September 4 at Hangzhou in China. "Ouremphasis is to appeal to the world community to continue with thepolicy of structural reform. That's the only way you can survive andsustain the economic growth," Das said."In India, as you know, our track record in the last two years is verystrong. We have done huge amount of liberalisation in FDI (ForeignDirect Investment) policy. With regard to FDI, we are the most openeconomy in the world today," he added. Das hoped the summit wouldbe inclusive as it was being held in Asia. But Modi's hard saffron campaign in Gujarat in July 2001, boosted bythe post-Godhra pogrom, succeeded. He won 127 seats in a House of182. Clearly, compared to UP, Gujarat is more communalism prone. Wit-ness the 1969 Gujarat riots in which, according to a commission ofinquiry, 527 Muslims perished. Hitendra Desai of the Congress was theChief Minister.Also, the Modi campaign had the tailwind rising from the Gujarat pogromof February 2002. Rajnath Singh's UP campaign predated the riots. AmitShah must have pondered this deeply when he crafted the 2014 Parlia-ment elections particularly in UP. Deep saffron in the air does not by itself

suffice for electoral delivery. Riots too are sometimes required.So, Amit Shah raised the communal pitch in UP to the levels of postGodhra Gujarat. The Muzaffarnagar riots of August-September 2013served this purpose. Amit Shah came up trumps. BJP won 73 of the80 seats in UP.It is only reasonable to assume that the par ty will maintain commu-nal temperatures from tepid to torrid until the elections in February.Steps towards harmony in the Kashmir valley or on the India-Paki-stan track will unsettle the political thermostat programmed towardsthese electoral ends.If this is the unstated script, the BJP-PDP three-legged race will con-tinue. In the meantime Ram Madhav, BJP's agile point man for Kash-mir, will keep whispering soothing mantras in the PDP's ears. TheBJP-PDP alliance will ride the tiger until it devours them.Whenever the valley flares up, a grand delusion afflicts pundits inNew Delhi, that Kashmir can be sor ted out by talking to "all sides" inthe state. There is an aversion to look at the complex triangular real-ity. In 1947-48 we trapped ourselves in a triangle. New Delhi-Srinagar,India-Pakistan, Hindu-Muslim are one complex of issues. You cannottouch one line of this triangle without affecting the other two. Thisformula is cast in stone.Vajpayee had the stature nationally, and in the Sangh Parivar, to take aholistic view of this triangle. Prime Minister Manmohan Singh picked upthe thread until he ran into Pakistani recalcitrance. He and some of hisPakistani interlocutors knew that agreement is possible without anyterritorial bargain provided the triangle is kept in focus.

INVESTING $16 MILLION TO IMPROVECARE IN EMERGENCY ROOMS

ONTARIO - Ontario is providing more than $16 million to help patients receive quicker access to care inhospital emergency rooms across the province. The province will provide funding to 20 municipalitiesacross Ontario for 300,000 dedicated emergency room nursing hours at 49 hospitals this year.Dedicated nurses will work exclusively on receiving low-acuity patients from ambulances, which willallow paramedics to respond to other 9-1-1 calls in the community rather than waiting in the emergencyroom. Patients arriving at hospitals by ambulance with life-threatening conditions continue to be givenpriority by hospital staff. Municipalities who have received funding for these dedicated emergency roomnurses have already repor ted seeing improvements in delays and emergency room wait times.Investing in this initiative is par t of the government's plan to build a better Ontario through its PatientsFirst: Action Plan for Health Care, which provides patients with faster access to the right care, better homeand community care, the information they need to live healthy, and a health care system that is sustain-able for generations to come."I'm pleased that we can continue to invest in this initiative at hospitals across the province. NEW DELHI, (IANS) The Aam Aadmi Par ty (AAP) on Monday attackedthe central government for playing with the future of thousand of stu-dents of the Footwear Design and Development Institute (FDDI) anddemanded a probe into the alleged degree scam."The FDDI and the Mewar University of Rajasthan signed a Memoran-dum of Understanding (MoU) in July 2012 to provide diploma/degreecourses to the students by closing the regular courses," AAP leaderRaghav Chadha told repor ters here."The FDDI signed the MoU without following any legal procedures,"he said. "But the RTI (Right to Information) responses receivedfrom the UGC (University Grants Commission) clearly said thatthe Mewar University cannot issue degrees to the students of theFDDI."According to the AAP leader, the RTI queries were filed by thestudents of the institutes. The FDDI, which comes under the Min-istry of Finance, has over 12 branches across the country and isone of the premier institutes in the leather industry. The MoU be-

Sisodia attacks PM on 'killer' Chinese manjha, demands ban on importNEW DELHI, (IANS) Demanding that the central government put an immediate ban on the import of "killer Chinese manjha" (kite string),Delhi Deputy Chief Minister Manish Sisodia on Monday targetted the Prime Minister, saying the Centre is working with the "Chinesemafia". "The central government is bringing Chinese manjha in the country by working with the Chinese mafia. Due to this, several deathswere repor ted throughout the country and Delhi while several birds were injured," Sisodia said in the Delhi legislative assembly duringa discussion on the sharp impor ted Chinese manjha.The sharp kite string has claimed three lives, including of two children, in the national capital on August 15 during a kite-flying festivalhere. "Modi should answer under what circumstances did he permit the impor t of killer Chinese manjha. It's because he had to enjoy aswing ride with the Chinese President near the river bank," Sisodia said sarcastically, referring to Modi and President Xi Jinping sittingon a swing on the bank of the Sabarmati river in Ahmedabad in September 2014.

AAP foremost in fighting with Centre for demands: KejriwalPANAJI, (IANS) Delhi Chief Minister Arvind Kejriwal on Sunday said the AAP, a serious contender in next year's Goa assembly polls, will"fight" with the Centre over the issue of special status for Goa, and added that his par ty was "the best" when it comes to fighting with theNarendra Modi-led government over demands.The Aam Aadmi Par ty co-founder, who is in the coastal state on a three-day campaign visit, said: "If the BJP wanted to do it (awardspecial status to Goa), then they would have done it by now, because they are in government in both places. What is stopping them? Ifthey are not doing it, then we will have to fight for it. And we are at the foremost when it comes to this kind of a fight. The whole countryknows that we are the best when it comes to fighting against the Centre."He said this while interacting with women's groups at the 'Goa Dialogues' meet in Margao, 35 km from Panaji. Akali Dal, SGPC welcomepruning of blacklist of NRIsCHANDIGARH, (IANS) The pruning of the blacklist of Non-Resident Indians (NRIs) by the central government, whichwill enable the earlier blacklisted people to visit India, wason Sunday welcomed by Punjab's ruling Shiromani AkaliDal and the Shiromani Gurdwara Parbandhak Committee(SGPC), the mini-parliament of Sikh religious affairs.The Ministry of Home Affairs recently pruned 212 namesfrom the list of 324 people. Most of those figuring on thisblacklist were NRIs from Punjab who were accused of hav-ing links with the separatist Khalistan movement in the 1980sand 1990s. Majority of them live in the US, Canada and someEuropean nations.Punjab had witnessed militancy, with hardliners seeking aseparate Sikh nation, in the 1980s and early 1990s. A reso-lution was passed unanimously by the members of AkaliDal-Bharatiya Janata Par ty alliance, SGPC and DSGMC, at ameeting held here on Sunday, thanking Prime MinisterNarendra Modi for getting the blacklist pruned."This initiative on the par t of the GoI (Government of India)would be instrumental in assuaging the bruised feelings andtormented psyche of Sikh community and their families,"the resolution said. Punjab Congress president AmarinderSingh had earlier sought the pruning of the 'blacklist' of theSikh immigrants living in various countries."All those who went abroad for political asylum were notanti-national as most of them were actually the job seekers.Barring some anti-national elements, those who used thealibi of political asylum actually wanted to seek jobs andthere is nothing wrong in allowing them to visit India,"Amarinder had pointed out. The Akali Dal had also soughtpruning of the blacklist maintained by the MHA saying thatsome names were not required for any crime in Punjab.

The Aam Aadmi Par ty (AAP) leaderalso promised action against those responsible for the deathof two Goan tribal youth in 2011, who were burnt to deathfollowing police action against a tribal congregation.Kejriwal, who is on a three-day visit to Goa, was addressinga 'Goa Dialogues' meet, where he also discussed a range ofissues related to the Scheduled Castes and the ScheduledTribes populations in the coastal state."Tribal voices in Goa were suppressed; police action wastaken. All this happens when a government is against thebackward people. You can see this in Gujarat and UttarPradesh," Kejriwal said while addressing the meeting inQuepem village, 50 km south of Panaji. "Rohith Vemula wasforced to commit suicide. Those who did this, they will bepunished, especially in the case where the two youths werekilled." Kejriwal said if the AAP comes to power, funds meantfor tribal welfare will not be diver ted."Tribals will be asked where the funds will be used andthey will be used as per their wish. Tribals will decidewhat is to be done with the money allotted to them inmeetings just like this," he said. The AAP leader alsosaid that his par ty was for reservations for ScheduledTribes (ST) and Scheduled Castes (SC) communities asprescribed in the Constitution."It is necessary and it should be continued until the SCand ST atrocities do not stop.
