PROPOSAL DOCUMENT, CLARIFICATION AND ADDENDUM

Quotations are invited from the interested bidders for the enclosed scope of work in two part

bid. Part-1 technical & unpriced part of the work and Part-2 Priced commercial part.

Only experienced Bidders who are qualifying in bid -qualification criteria given in

Section E (Page 4 of 16 & page 5 of 16) only should quote .

The Tender document is organized in five sections as follows.

A PROPOSAL DOCUMENT

1.1. Bidder shall sign & stamp each page of the tender document as token of his

acceptance and submit the same along with his offer.

1.2. Tender documents shall remain the property of SDSC SHAR and shall not be used

for any another purpose without the consent of SDSC SHAR.

1.3. The Tender shall be completely filled in all respects and shall be tendered together

with requisite information & Annexure. Any offer incomplete in any particulars is liable

to be rejected.

1.4. The Tender (Unpriced Techno-commercial bid) with a complete set of the required

documents shall be up-loaded in ISRO e-procurement website.

1.5. The Tender shall be submitted on-line before the time limit for bid submission

specified in the Letter Inviting Bid.

1.6. Supplier shall submit the open authorisation on-line within the time limit specified in

the Letter Inviting bid.

1.7. The Tender will be opened on the date and on the time specified in the Letter Inviting

Bid online or as soon thereafter as convenient. Proposal not received in time will not

be considered.

1.8. Bidders shall set their quotations in firm figures and without variations/additions in the

terms of the Proposal documents.

1.9. AMBIGUITY

Should there be any ambiguity or doubt as to the meaning of any of the tender

clause/condition or if any further information is required, the matter shall be

immediately brought to the notice of Head, Purchase & Stores of SDSC SHAR in

writing.

B. PREPARATION OF BIDS

Site Visit

Bidder is advised to visit & examine the site and its surrounding to familiarize himself of

the existing facilities & environment and shall collect all other information which may be

required for preparing & submitting the Bid and entering into the contract. Claims and

objections due to ignorance of existing conditions or inadequacy of information will not

be considered after submission of the Bid and during implementation.

Validity of Offer

Bid shall remain valid for acceptance for a minimum period of 4 (four) months from the

due date of submission of the Bid. The Bidder shall not be entitled during the said period

to revoke or revise his Bid or to vary the Bid except and to the extent required by SDSC

SHAR in writing. Bid shall be revalidated for extended period as required by SDSC SHAR

in writing. In such cases, unless otherwise specified, it is understood that validity is

sought and provided without varying either the quoted price or any other terms &

conditions of Bid finalized till that time.

Cost of Bidding

All direct and indirect costs associated with the preparation and submission of bid shall

be to Bidder's account and SDSC SHAR will in no case be responsible or liable for those

costs, regardless of the conduct or outcome of the bid process.

Applicable Language/ measurements

The bid and all correspondence incidental to and concerning the bid shall be in the

English Language. For supporting document and printing literature submitted in any

other language, an accurate English Translation shall also be submitted. Responsibility

for correctness in translation shall lie with the Bidder. All the measurements shall be

given in metric system.

Arrangement of Bid

The Bid shall be neatly presented on white paper with consecutively numbered pages.

It should not contain any terms and conditions which are not applicable to the Bid. The

Bid and all details submitted by the Bidder shall be signed and stamped on each page

as token of acceptance, by a person legally authorised to enter into agreement on behalf

of the Bidder. (Corrections / alteration, if any, shall also be signed by the same person).

Schedule of Prices

The schedule of prices shall be read in conjunction with all the sections of tender

document. The price must be filled online in the same format of ‘Schedule of Prices’ in

Section E (Page 3 of 16). No copy of price bid shall be enclosed along with other

document and upload the same anywhere in the e-procurement portal.

Documents Comprising the Bid

Bids shall be arranged in the following order.

1.1.1 Part – I: Technical and Unpriced Commercial Part

Technical and unpriced commercial part shall comprise the attachments, specifying

attachment number arranged in the order as follows:

(a) Submission of bid letter.

(b) Demand draft of Rs.1 lakhs as Earnest money Deposit (EMD).

(c) Power of attorney in favour of authorised signatory of the bid / proposal

documents.

(d) All the annexure in Section-E enclosed in proposal duly filled, signed and

(e) Bid qualification criteria for supply of Goods cum passenger elevator and all

supporting documents.

(f) General arrangement drawings of elevator, machine components and lift well

components

(g) Write-up on the procedure proposed to be followed for erection &

commissioning of elevator.

(h) Unpriced copy of schedule of prices with all other commercial terms, taxes,

duties, exemption certificates and conditions duly filled (Prices to be kept

blank), signed and stamped.

(i) Audited balance sheet including profit and loss account for last three financial

years showing annual turnover shall be given

(j) Latest income tax certificate.

(k) Latest solvency certificate for value of 40 lakhs from a scheduled bank.

(l) Description of the procedures adapted for material procurement, fabrication &

control assembly with deviations from technical specification and proposed

design modifications.

(m) Data sheets for all the equipment & checklists enclosed in proposal duly filled,

signed & stamped.

(n) Technical literature & data sheets of equipment / machinery used by him and

any other document as mentioned in the proposal.

(o) Site work execution plan

(p) Bar chart for supply & erection schedule indicating the date of completion of

various activities so as to complete the execution of the contract within the time

frame stipulated in the tender specification.

(q) List of items which require Customs duty exemption certificate from SDSC

SHAR.

(r) List of essential and recommended spares shall be given

1.1.2 Part – II: Priced Commercial Bid

Priced commercial bid shall be filled online in the price bid format. Schedule of prices

also to be filled in the online format and no separate document shall be attached.

Deviations in terms and conditions, assumptions, conditions, discounts etc. shall be

stipulated in format specified in the portal. SDSC SHAR will not take cognizance of any

such statement and may at their discretion reject such bids.

C. BID SUBMISSION

Bids duly filled in by the Bidder should invariably be submitted as stipulated in the

Letter inviting bid online. Bids shall be submitted in the following manner.

1.1 Part – I: Unpriced Techno-Commercial Part of the Bi d for the Work

Complete Techno–commercial part of the bid shall be filled online in the “vendor

Specified Terms’ form of the e-tender. Any documents related (demand draft for

tender fee & EMD ), technical literature, guarantee / warrantee certificates and any

other relevant documents as per the tender shall be scanned in lower resolution

format and uploaded to the e-tender under ‘Documents solicited from Vendor’ form

only in ISRO e-procurement portal (https://eprocure.isro.gov.in). In case the

space for uploading is not sufficient, hard copy of the balance documents shall be

submitted before due date. Envelope of technical bid shall be marked with following:

The deviation statement and checklist shall be filled online, without which the bid will

not be considered.

Part – II: Price Part of the Bid for the Work

Price bid shall be filled in the on-line ‘price bid’ form of the e-tender only in ISRO e-

procurement website https://eprocure.isro.gov.in . The cost and other prices shall be

filled in the respective forms available on-line in the e-portal. Any other terms and

conditions given in this part shall not be considered and if insisted upon by the Bidder, bids

are liable for rejection.

a) SDSC SHAR may open Part – I of the bid on the due date of opening subject to meeting

the minimum evaluation criteria. Price Bids (Part-II) of technically and commercially

acceptable offers shall be opened at a later date.

b) SDSC SHAR reserves the right to reject any or all the Bids without assigning any reasons

thereof.

c) Any bids/offers with price details in Techno-Commer cial Offer (Part –I) shall be

rejected.

d) SDSC SHAR reserve rights to place order for either full quantities of all items or partial

quantities and partial items based on the unit rates available.

D. VENDOR EVALUATION FORMAT

SDSC SHAR seeks response to the given questionnaire for assimilating data which would

be used for evaluating the capability of the supplier for executing the referred work. Hence,

the supplier is requested to provide only genuine data and any discrepancy found at a

later point of time may result in rejection of the supplier from purchase process. Furnishing

of data cannot be construed as automatic qualification for participation in the tender.

Questionnaire should be signed by a responsible and authorized person of the Company

/ Agency.

Schedule of general particulars / vendor evaluation format shall be filled as per Section: E

(Page 7 of 16 & Page 8 of 16). Schedule of Bidders experience and details of present

works being executed are to be filled as per Section: E (Page 10 of 16 & Page 11 of 16).

Note: In order to consider as valid experience, all the experience has to be supported with the technical details, completion certificate and purchase order.

E. DETERMINATION OF RESPONSIVENESS

SDSC SHAR will scrutinize tenders to determine whether the tender is substantially

responsive to the requirements of the tender documents. For the purpose of this clause,

a substantially responsive tender is one which inter-alia conforms to all the terms and

conditions of the entire Tender document without any deviations and reservations. The

decision of SDSC SHAR shall be final in this regard.

F. EARNEST MONEY DEPOSIT

1) The tenderer shall remit Rs.1 lakh as Earnest Money Deposit (EMD) in the form of

demand draft (DD) with the tender, failing which the tender will not be considered.

2) The EMD shall be remitted by a DD from any nationalized bank in favour of

Accounts Officer Satish Dhawan Space Centre SHAR, payable at SBI, Sriharikota.

3) Cheque will not be accepted towards EMD.

4) EMD by the unsuccessful tenderer will be refunded after the finalization of tender.

EMD shall not bear any interest.

5) EMD of the successful tenderer will be refunded after receipt of performance

security.

6) DD number and other reference details shall be filled on-line, and the original DD

shall be sent to Head, Purchase & Stores, Satish Dhawan Space Centre SHAR,

ISRO, Dept. of Space, Govt. of India, Sriharikota – 524124, before the tender due

date.

G. BID EVALUATION

1) During evaluation, SDSC SHAR may request bidder for any clarification on the bid

or additional documents.

2) Techno-commercial discussion shall be arranged with bidder, if needed. Bidder

shall depute his authorised representatives for attending discussions. The

representatives attending the discussions shall produce authorisation from his

organisation to attend the discussion and sign minutes of meeting on behalf of his

organisation if required. The authorised representative must be competent and

empowered to settle/decide on all technical and commercial issues.

3) Bidder must provide the point by point compliance to the technical specifications

along with deviations as per “schedule of deviations” attached in section E (Page

9 of 16). The tender will be rejected, if the deviations are not acceptable to the

department.

4) Performance of bidder on similar nature of works executed/ under execution shall

be taken into consideration before selecting the bidder for opening his price bid.

5) The time schedule for completion is given in the Tender document. Bidder is

required to confirm the completion period unconditionally.

6) If necessary, to arrive at evaluated prices, wherever applicable, loading on total

quoted prices shall be done.

7) SDSC SHAR reserves the right to accept a bid other than a lowest and to accept

or reject any bid in full or part without assigning any reasons. Such decisions by

SDSC SHAR shall bear no liability whatsoever consequent upon such decision.

8) SDSC SHAR reserves the right to split the order or alter the quantities specified

based on prices quoted for part work or unit rate quoted by bidder.

9) The bidder, whose bid is accepted by SDSC SHAR, shall be issued a Letter Of

Intent (LOI) /Purchase Order (PO) to proceed with the work. Bidder shall confirm

acceptance by returning a signed copy of the LOI/PO.

1. INTRODUCTION

SDSC SHAR invites tenders in online process by e procurement from reputed firms with

proven ability for “Design, Manufacturing, Supply, Installation, Testing and

Commissioning of Goods cum Passenger, Machine room less (MRL) elevator at

6C assembly bay” as per the specifications.

2. SCOPE OF WORK AND TECHNICAL SPECIFICATIONS

The detailed scope of work and technical specifications are given in Sections B & C of

tender document. The general terms and conditions are given below.

3. SUPPLIER's OBLIGATIONS & FUNCTIONS

3.1. SPECIFICATIONS AND DRAWINGS

The Supplier shall execute the works in compliance with the provisions of

CONTRACT, good engineering practices and codes requirements.

3.2. SUBMISSION OF TECHNICAL DOCUMENTS

Supplier shall prepare and submit to SDSC SHAR for approval of following

documents and drawings:

3.2.1. Technical literature & data sheets of equipment used by him.

3.2.2. Design calculations for the drive, counterweight, drive system elements, buffer

type and size.

3.2.3. General arrangement drawings and assembly plan of supplier site.

3.2.4. Details of testing plan

3.2.5. Erection sequence schedule along with erection drawings.

3.2.6. No activity shall be executed unless approval of SDSC SHAR is obtained. The

above documents shall be submitted in a format approved by SDSC SHAR.

3.3. DESIGN VERIFICATION & SUPPLY

Supplier shall carry out Design verification and supply the elevator in accordance

with the scope, technical specifications and terms & conditions of contract.

3.4. DELIVERY AND STORAGE

3.4.1. Dispatch Instructions given in the Contract shall be strictly followed. Failure to

comply with the instructions may result in delay in payment apart from imposing

any other charges, like liquidated damages etc. as may be deemed fit.

3.4.2. The Supplier shall be responsible for transporting all the equipment to site,

unloading and storage.

3.4.3. No equipment shall be delivered without obtaining dispatch clearance from

SDSC SHAR.

3.4.4. All the equipment shall be properly packed to avoid any damage during

transportation / handling / storage.

3.4.5. The equipment received at site shall be stored at a place assigned for this

purpose.

3.4.6. Supplier shall take proper care while storing the equipment and shall provide

watch & ward at his own cost.

4. INSTALLATION & TESTING

4.1. GENERAL

4.1.1. Supplier’s staff shall include adequate number of competent erection engineers

with proven experience on similar works to supervise the erection works and

sufficient skilled, unskilled and semiskilled labour to ensure completion of work in

time.

4.1.2. Supplier's erection staff shall arrive at site on date agreed by SDSC SHAR. Prior

to proceeding to work, Supplier shall however, first ensure that required/sufficient

part of his supply has arrived at site.

4.1.3. Erection of equipment may be phased in such a manner so as not to obstruct the

work being done by other Suppliers and / or operating staff who may be present

at that time.

4.1.4. During erection, Department's quality team / their engineer will visit site from time

to time with or without Supplier’s engineer to establish conformity of the work with

specification. Any deviations, deficiencies or evidence of unsatisfactory

workmanship shall be corrected as instructed by Department.

4.1.5. Supplier shall carry out work in a true professional manner and strictly adhere to

the approved drawings. Any damage caused by Supplier during erection to new

or existing building / environment shall be made good at no extra cost to

Department.

4.2. RECORDS

Supplier shall maintain records pertaining to the quality of erection work in a format

approved by Department. Whenever erection work is complete, Supplier shall offer

erected equipment for inspection to Department's engineer who along with

Supplier's engineer will sign such records on acceptance.

4.3. SAFETY

Supplier shall follow the standard safety regulations / codes and shall take necessary

measures at his own cost.

4.4. ERECTION & CONSTRUCTION POWER

4.4.1. Electrical power and available material handling equipment will be extended by

SDSC SHAR on free of cost. Reasonable quality of normal Construction power

will be made available at one point (415V, 3 phase, 50 Hz). However onward

distribution shall be by the supplier. Installation of necessary energy meters,

switchgear & distribution system, etc. for Construction power in a safe manner in

strict conformity with local rules & regulations will be responsibility of supplier.

4.4.2. During non-availability of power, supplier shall make his own arrangement of

alternate power source at their cost.

4.5. WORK RULES AT SDSC-SHAR

The work shall be carried out on SDSC-SHAR working days only or permission to

be obtained from the contract manager for late hours / holidays.

4.6. SITE CLEARANCE

Upon completion of work, supplier shall remove all his equipment and material from

the site within one month or time mutually agreed. Supplier at all times shall keep

site in clean condition and remove all unwanted material at regular intervals. In case

supplier fails to remove all their equipment and material within the mutually agreed

time, it is deemed that SDSC SHAR will arrange to remove the same at Supplier’s

cost.

4.7. ACCOMMODATION

4.7.1. Accommodation will not be provided by SDSC SHAR to Contractors.

4.7.2. Supplier shall make their own arrangement for accommodation, transportation &

canteen facility for all his staff, technicians, labour & workers.

4.8. MEDICAL FACILITIES

No medical facilities will be provided by SDSC SHAR. Supplier shall make their own

arrangement at their own expenses for medical facilities for site personnel.

4.9. WORK PROGRAMME

Supplier shall prepare a detailed programme schedule for review / approval by

SDSC SHAR. Supplier as per exigencies of work shall revise and update

programme periodically.

4.10. SUB-CONTRACTS

4.10.1. No work shall be sub-contracted without prior approval of SDSC SHAR.

4.10.2. Supplier shall be responsible for the proper execution of any sub-contract placed

by him in connection with this purchase order.

4.10.3. Supplier shall furnish to SDSC SHAR the copies of all un-priced sub-orders

showing promised delivery dates and places.

4.11. CHANGES AND MODIFICATION TO SPECIFICATIONS, D RAWINGS AND

QUALITATIVE / QUANTITATIVE REQUIREMENTS

4.11.1. Supplier shall obtain approval from SDSC SHAR before initiating the action for

procurement of bought out items.

4.11.2. During the fabrication review, supplier has to carry out the mutually agreed

modifications to meet the overall requirement.

5. RECORD OF DRAWINGS AND O&M MANUALS

5.1. Supplier shall submit 3 hard copies & one soft copy of all the approved drawings

incorporating any modification / changes made during the execution of CONTRACT.

All these drawings shall be marked as 'As Built'.

5.2. Supplier shall submit 3 hard & one soft copy of O&M manual. These manuals should

indicate weekly, monthly and yearly maintenance schedule and other instructions

necessary for safe maintenance of equipment.

5.3. Submission of the drawings and manuals shall be a precondition for releasing of any

final payment due to Supplier.

6. CUSTOMS DUTY

6.1. As per Notification No. 05/2018 CUSTOMS Dt. 25.01.2018 ISRO is eligible to pay

reduced rate of customs duty @ 5% + IGST 5%. (We will provide Customs Duty

Exemption Certificate in case of Import Orders/ imported supplies/ High Sea

Sales).The customs duty that becomes payable even against production of customs

duty exemption certificate (limiting to the items as per the foreign exchange

component indicated in the price schedule) will be reimbursed on production of

documentary evidence (copy of assed Bill of entry & TR-6 Challan). Hence this

component need not be included in the quoted price.

6.2. Customs clearance and other formalities at the destined port within the country shall

be handled by the Supplier at his own cost. Further the transportation from the port

to the work of Supplier or site shall be arranged by Supplier at his own cost.

7. Taxes

As per Notification No. 47/2017-Integated Tax (Rate) Dt: 14.11.2017 issued by Ministry

of Finance (Dept. of Revenue), SDSC SHAR is eligible to avail a reduced rate of

IGST@5% for the procurements made by the Dept. of Space (DOS) being a Public

Funded Research Institution. We will provide IGST Concessional Certificate.

The Supplier shall arrange comprehensive risk coverage at his own cost covering the

value of equipment including transportation to the site from manufacturer’s works,

storage at site, installation, testing and commissioning at site. The period of such

coverage shall be up to contractual completion period or any extension granted by

Department thereof.

8. INCOME TAX

Income tax at the prevailing rate as applicable and if applicable from time to time shall

be deducted from the supplier's bills as per Income Tax Act and a certificate issued (TDS

Certificate).

9. SECURITY DEPOSIT

You shall submit a sum equivalent to 10% of the purchase order / contract value as per

specimen format enclosed on Rs.100/- Non Judicial Stamp paper in the form of bank

guarantee from a Scheduled/Nationalized Bank towards the satisfactory

completion/successful execution of the purchase order/contract within 10 days of release

of PO and shall be valid till satisfactory completion/successful execution of the purchase

order/contract plus SIXTY days. SD will not carry any interest and it will be returned to

you once the Purchase Order / Contractual obligation is successfully executed. In case

of non-performance / poor performance, the Security Deposit shall be forfeited. If you are

not submitting the SD within the stipulated period, this PO liable to be cancelled in addition

to any other action against you.

10. PACKING AND FORWARDING

10.1. The Supplier shall arrange to have all the material suitably packed as per the

standards and as specified in the contract. Unless otherwise provided for in the

contract, all containers (including packing cases, boxes, tins, drums, and wrappings)

used by the Supplier shall be non-returnable.

10.2. All packing and transport charges, transit handling costs, transit risk coverage and

transport fees of agents employed at the place of delivery or elsewhere, shall be

deemed included in the price to be paid to the Supplier.

11. ARBITRATION

In the event of any question, dispute of difference arising under these conditions or any

conditions contained in the Purchase Order or in connection with this contract, (except

as to any matters the decision of which is specially provided for by these conditions) the

same shall be referred to the sole arbitration of the head of the Purchase Office or some

other person appointed by him, it will be no objection that the arbitrator is a Government

Servant that he had to deal with matter to which the contract relates or that in the course

of his duties as Government Servant he had expressed views on all or any of the matters

in disputes or difference. The award of the arbitrator shall be final and binding on the

parties of this contract.

a. If the arbitrator be the head of the purchase office.

i. In the event of his being transferred or vacating his office by resignation

or otherwise, it shall be lawful for his successor-in office either to

proceed with the reference himself, or to appoint another person as

arbitrator, or.

ii. In the event of his being unwilling or unable to act for any reason, it shall

be lawful for the Head of the Purchase Office to appoint another person

as arbitrator: or

b. If the arbitrator be a person appointed by the Head of the Purchase Office in

the event of his dying, neglecting or refusing to act, or resigning or being unable

to act, for any reason, it shall be lawful for the Head of the Purchase Office

either to proceed with the reference himself or to appoint another person as

arbitrator in place of the outgoing arbitrator.

Subject as aforesaid, the Indian Arbitration and Conciliation Act, 1996 and the

rules there under and any statutory modifications thereof for the time being in

force shall be deemed to apply to the arbitration proceedings under this

Clause. The arbitrator shall have the power to the extent with the consent of

the Purchaser and the Contractor the time making and publishing the award.

The venue of arbitration shall be place as the purchaser in his absolute

discretion may determine. Work under the Contract shall, if reasonably

possible, continue during arbitration Proceedings.

c. In case order is concluded on the Public Sector Undertakings, the following

Arbitration Clause will be applicable.

In the event of any dispute or differences relating to the interpretation and

application of the provisions of contracts, such dispute or difference shall be

referred by either party to the Arbitration of one of the Arbitrator in the

Department of Public Enterprises to be nominated by the Secretary to the

Government of India in-charge of the Bureau of Public Enterprises. The Indian

Arbitration and Conciliation Act, 1996 shall not be applicable to the Arbitration

under this clause. The award of the arbitrator shall be binding upon the parties

to the dispute provided, however, any party aggrieved by such award may

make a further reference for setting aside or revision of the award to the Law

Secretary, Department of Legal Affairs, Ministry of Law & Justice, Government

of India. Upon such Additional Secretary when so authorized by the Law

Secretary whose decision shall bind the parties finally and conclusively. The

parties to the dispute will share equally the cost of arbitration as intimated by

the arbitrator.

12. APPLICABLE LAW AND JURISDICTION

The laws of India shall govern this purchase order for the time being in force. The Courts

of Andhra Pradesh, India only shall have jurisdiction to be with and decide any legal

matters or disputes what so ever arising out of the purchase order.

13. FORCE MAJEURE

Should a part or whole work covered under this purchase order be delayed due to

reasons of Force Majeure which shall include legal lockouts, strikes, riots, civil

commotion, fire accident, quarantines, epidemic, natural calamities and embargoes the

completion period for work, equipment referred to in this agreement shall be extended

by a period not in excess of the duration of such Force Majeure. The occurrence shall

be notified within reasonable time.

14. GUARANTIES

The Supplier shall guarantee that the equipment furnished by him is in conformance with

the requirement of the specifications. Goods covered by the contract shall be free from

defects in materials or workmanship for a period of Twelve months from the date of

successful commissioning & acceptance by Department.

15. WARRANTY

The bidder shall provide 12 months warranty for the entire system for a defect liability,

after final official handing over at his cost. During this period, supplier has to provide and

adhere to the following:

15.1. He has to attend preventive maintenance (3 preventive maintenance) visits and

breakdown maintenance calls (2 break down maintenance) in a year. All the

defective components have to be replaced or rectified on one to one basis during

maintenance.

15.2. Break down maintenance should be responded within 24 Hours’ time and shall be

completed within 24 Hours after respond.

15.3. Department will not provide any transport/accommodation.

15.4. In case vendor failed to attend and repair the system within 7 days from the date of

reporting the problem, Department will reserve right to forfeiting the BG apart from

withheld of any payment payable to the vendor.

15.5. Where defects in items are remedied under warranty, the period for which the

warranty operates shall be extended by such period, as the items were not available

to SDSC SHAR. Where defect items are replaced by new ones, the full warranty

period stipulated in the purchase order shall apply to such replacement items as from

the date of their delivery.

16. POST WARRANTY COMPREHENSIVE ANNUAL MAINTENANCE CO NTRACT

Party shall provide comprehensive annual maintenance contract (CAMC) for 5 years

after completion of warranty period. The party shall quote the cost of CAMC for each

year separately. During comprehensive annual maintenance contract party shall

maintain/replace the item which becomes faulty damaged or worn out and make the

elevator in normal operation mode. During CAMC Minimum no. of spares shall be as

per the Section C (page 27 & 28) which are covered During CAMC. In each year party

shall attend 3 preventive maintenance and 2 break down maintenance.

17. SCHEDULE OF PRICE

17.1. CONTRACT price shall include all costs of “Design, Manufacturing, Supply,

Installation, Testing and Commissioning of Goods Cu m Passenger, machine

room less Elevator at 6C assembly bay” , shop testing, packing, forwarding,

transport to site, unloading, storage, all risk coverage, erection, installation, testing

& evaluation and commissioning of equipment, CAMC including any other cost for

proper and complete execution of the CONTRACT.

17.2. CONTRACT prices shall also include all travelling expenses, living expenses,

salaries, overtime, benefit and any other compensation for engineers, supervisors,

skilled, semiskilled workmen, watch and ward staff, labours and other staff employed

by the Supplier, cost of tools and tackles required for erection and other consumable

material required, and all taxes, duties, and levies as applicable on the date of

submission of bid.

17.4. Supplier shall quote the prices similar to price bid format enclosed as Section–E

(Page 3 of 16)

17.5. The rate quoted shall be on FOR SDSC SHAR, Sriharikota basis.

17.6. The taxes applicable for supply, transportation and erection & commissioning shall

be indicated separately in the price bid. If the offers submitted by the tenderers are

silent on taxes, it will be presumed that quoted rates are inclusive of taxes & duties

and no claim in this regard will be entertained later.

17.7. Department is exempted from Customs Duty and Excise Duty necessary Exemption

Certificate will be provided by the Department. This may be taken into account while

quoting.

18. DISCOUNTS

Tenderer shall not indicate any discount separately and quoted price should be after

deducting the discount.

19. MODE OF PAYMENT

All the payments due to Supplier will be made in Indian currency by crossed “Account

Payee” cheque sent to the registered office of the Supplier. Bidders can submit the

banker details and payments can also be made through ECS.

20. TERMS OF PAYMENTS

General guideline TERMS OF PAYMENTS are as indicted below. Any deviation to these

payment terms to be brought out.

20.1. FOR SUPPLY OF ELEVATORS

20.1.1. 20% of supply cost as advance against submission of bank guarantee for an

equal amount from a reputed nationalized/scheduled bank and shall be valid till

Contract completion period. Format of Bank guarantee shall be obtained from

Department after award of contract.

20.1.2. 70% of supply cost payment against receipt of complete material at Purchasers

/ Department site, along with GST (including of advance portion).

20.1.3. 10% of supply cost after successful assembly, commissioning & acceptance by

Department of equipment and system covered under contract and against

submission of Performance bank guarantee of equal amount valid till warranty

period plus 2 months claim period.

20.2. FOR INSTALLATION, TESTING AND COMMISSIONING OF ELEVATOR

AT SITE

20.2.1. 100% of erection, testing and commissioning cost after successful

commissioning of the equipment and system covered under contract along

100% GST against submission of PBG valid for warrantee period.

20.3. FOR COMPREHENSIVE ANNUAL MAINTENANCE CHARGES

20.3.1. Bidders will have to quote necessarily for comprehensive annual maintenance

charge which will be applicable after completion of 1year warranty

20.3.2. 100% after completion of maintenance in each year. Periodicity of the claim shall

be at every each year after completion of 3 preventive maintenance and 2 break

down maintenance in each year. Party shall also attend to rectify the problem (if

any) arises between the consecutive preventive maintenance at no additional

cost.

21. PERFORMANCE BANK GUARANTEE

21.1. The supplier shall guarantee for the performance of the equipment by providing bank

guarantee in favour of the Department for an amount equivalent to 10 % (ten

percent) of the total value of this contract valid till the warranty period of the

contract plus 2 months claim period.

21.2. The performance bank guarantee shall be submitted by the supplier with in fifteen

days from the date of accepting the equipment as per the CONTRACT. Format

for the performance bank guarantee shall be obtained from the Department.

23. LIQUIDATED DAMAGES

In the event of the Supplier failing to complete the work within the delivery period

specified in the contract agreement or in extension agreed thereto, Department shall

reserve the right to recover from the Supplier as liquidated damages, a sum of 0.5

percentage per week or part thereof of the undelivered portion of the total contract

price of equipment or work. However, the total liquidated damages shall not exceed

10.0 percentage of the total Contract price. The LD reckoning date shall be 5 months

onwards for supply portion from the date of release of purchase order and after 2

months from date of site clearance by Department for installation, testing and

commissioning.

24. DISCLOSURE AND USE OF INFORMATION

24.1. If the documents supplied by SDSC SHAR are marked “Strictly Confidential” ,

supplier shall take all necessary steps to ensure the same.

24.2. Supplier shall guarantee that all information and data received during execution of

Purchase Order from SDSC SHAR shall be classified as “confidential” within the

meaning of the Official Secrets Act and will not be divulged to any third party without

prior written permission of SDSC SHAR. All drawings & documents shall be returned

after execution of work.

24.3. No publicity of any kind whatsoever regarding this work shall be given without prior

clearance from SDSC SHAR.

25. ACCEPTANCE AND REJECTION:

On completion of the work or part of the work as specified in the contract, the

representative of the Department referred to, shall check as soon as possible, but in

any event within one month of notification of readiness for acceptance that the work

performed complies with the contract requirements as regards quantity and quality.

In the event of rejection of any of the articles, whereby the Supplier feels himself

aggrieved, he may within eight days of the receipt of notification of rejection and before

such articles have been removed from the place of inspection, give the Department

notice of objection. Such objection shall be considered by a Board of Appeals of the

Department. The Department shall, without prejudice to the arbitration clause in the

contract, take a decision upon presentation of the Board's findings.

On completion of tests, the members of the Inspection Organisation of the Department

or Inspection agency appointed by Department shall prepare a report, which must be

countersigned by the Supplier.

26. SUSPENSION:

26.1. Department may notify the Supplier to suspend performance of any or all of his

obligations under the Contract. Such notice will specify the reasons for suspension

and the effective date of suspension. Supplier there upon shall suspend the

performance of such obligations until ordered in writing to resume performance of

Contract by Department.

26.2. If Supplier’s performance or his obligations remain suspended or the rate of progress

is reduced, then, the time of completion will be suitably extended and all costs

incurred by Supplier as a result of suspension or reduction in rate of progress will be

paid to Supplier provided that the suspension or reduction in the rate of progress is

not by reasons of Supplier's default or breach of Contract.

27. CANCELLATION

27.1. GENERAL RULE

The Department shall have the right at any time to cancel a contract either wholly or

in part by giving written notice by registered mail. From the time of receipt of the

written notice, the Supplier shall undertake to observe the instructions of the

Department as to the winding up of the contract both on his own part and on the part

of his sub-suppliers.

27.2. WITHOUT FAULT OF SUPPLIER

In the case of cancellation of a contract by the Department without any fault of the

Supplier, the Supplier shall on receipt of Department's instructions forthwith take the

necessary steps to implement them. The period to be allowed to implement them

shall be fixed by the Department after conclusion with the Supplier and, in general,

shall not exceed three months.

Subject to the Supplier confirming, Department shall take over from the Supplier at

a fair and reasonable price all finished parts not yet delivered to the Department, all

unused and undamaged material, bought-out components and articles in course of

manufacture in the possession of the supplier and property obtained by or supplied

to the Supplier for the performance of the contract, except such material, bought-out

components and articles in course of manufacture as the supplier shall, with the

agreement of the Department, elect to retain.

27.3. WITH FAULT OF SUPPLIER:

The Department reserves the right, after full consideration of all relevant

circumstances, including the observations of the supplier, to cancel a contract in any

of the following circumstances.

27.3.1. In the event of the Supplier's failure to meet

(i) The Technical requirements of the Supplier.

(ii) The Progress and/or delivery requirements.

27.3.2. If the Supplier has not observed the provisions of the contract concerning the

disclosure and use of information provided by the Department.

27.3.3. If the Supplier fails to comply with the provisions of the contract concerning the

equipment, supplies and technical documents made available by the

Department.

27.3.4. If the Supplier transfers his contract without the Department's authorization or

concludes sub-contracts against the Department's explicit directives.

27.3.5. In the event that Supplier unjustifiably repudiates the Contract or fails to ship or

dispatch all or part of the goods ordered for reasons other than those attributed

to the Department’s actions or as provided in the Force Majeure clause, the

Department may, by giving an appropriate notice in writing to the Supplier, fix a

Date of Essence by which the Supplier must complete the dispatch in full. If the

Supplier fails to do so, the Department, in addition to his right to recover

Liquidated Damages in terms of the Contract, shall also have the right to cancel

this Contract and make substitute purchases from other sources. If the goods

are in a partial state of fabrication, Department may have the fabrication

completed by other means, in which event Supplier shall be liable to Department

for the additional expenses incurred thereby, but shall not have any claim on

savings, if any, in such cases.

In the event of such cancellation, the Department shall unless otherwise specified

in the contract, only pays.

contractual value of items delivered and accepted under the contract before

receipt of notification of cancellation, or to be accepted under the special

A fair and reasonable price in respect of such work as has been carried out prior

to the receipt by the Supplier of notification of cancellation.

28. FRAUDULENT PRACTICES, BRIBERY AND CORRUPTION OF GOV ERNMENT SERVANTS

The contractor represents and undertakes that he has not given, offered or promised

to give, directly or indirectly any amount, gift, consideration, reward, commission, fees,

brokerage or inducement to any person in service of the department or otherwise in

procuring the contracts or forbearing to do or for having done or forborne to do any

act in relation to the obtaining or execution of the contract or any other contract with

the Government for obtaining a contract or showing or forbearing to show favour or

disfavour to any person in relation to the contract or any other contract with the

government. Any breach of the aforesaid undertaking by the contract or any one

employed by him or acting on his behalf or for his benefit (whether with or without the

knowledge of the contractor) or the commissioning of any offence by contractor or any

one employed by him or acting on his behalf, as defined in chapter IX of the Indian

Penal code, 1860 or the prevention of corruption Act. 1947 or any other Act enacted

for the prevention of corruption shall, without prejudice to any other legal action, entitle

the Department to cancel the contract either wholly or in part, and all or any other

contracts with Contractor and recover from the Contractor such amount or the

monetary value thereof and the amount of any loss arising from such cancellation

without any entitlement or compensation to the Contractor. The Department will also

have the right to recover any such amount from any contracts concluded earlier

between the contractor and the Government of India. The contractor will also be liable

to be debarred from entering into any contract with the Government of India for a

minimum period of five years. A decision of the Department to the effect that a breach

of the undertaking had been committed shall be final and binding on the Contractor.

1.0 SCOPE OF ENQUIRY

1.1. This specification covers design, engineering, supply, manufacture/procurement,

inspection and testing at BIDDER’s and/or his SUB-VENDOR’s works, packing,

transportation from place of manufacture to site, unloading and storage at site,

cleaning, installation, testing, commissioning and performance testing at site for

1 no. of 1020 kg capacity machine room less (MRL) Elevator with microprocessor

based controller and associated accessories, for goods and passenger travel

between assembly platform levels,7 nos. (G+6) of 6C Building of Indian Space

Research Organization (ISRO), at Satish Dhawan Space Centre SHAR,

Sriharikota, SPSR Nellore District, Andhra Pradesh, India.

1.2. It is not the intent to specify completely herein all the details of design,

construction of the equipment, erection, commissioning and testing requirements.

However, the component / assemblies / equipment shall conform in all respects

to high standards of engineering design and workmanship and be capable of

performing in continuous commercial operation up to the BIDDER’s guarantee

ensuring high degree of reliability, ease of operation and maintenance of the

equipment in a manner acceptable to the Department who will interpret the

meaning of drawings and specifications and shall be entitled to reject any work or

material which in his judgment is not in full accordance therewith.

1.3. The extent of supply under the contract includes all items shown in the drawings,

notwithstanding the fact that such items may have been omitted from the

specifications or Schedules. Similarly the extent of supply also includes all items

mentioned in the specification and/or Schedules, notwithstanding the fact that

such items may have been omitted in the drawings.

1.4. In the event of conflict between requirements of any two clauses of the

specification documents or requirements of different codes/standards, specified,

the more stringent requirement as per the interpretation of the Department shall

apply.

1.5. All necessary co-ordination with regard to sub-contracted equipment shall be

carried out by the BIDDER. The Department will communicate only with the

BIDDER for all matters pertaining to this contract.

2.0 DETAILED SCOPE OF WORK

2.1. Equipment and Accessories:

2.1.1. Design, engineering, supply, erection, testing and installation of 1020 kg capacity Goods cum Passenger machine room less (MRL) Elevator with microprocessor based controller with 7 (G+6) landings

2.1.2. Contractor shall give complete list of spares with along with manual for operation of the elevator for including the spares listed in Section C (page 27 & 28).

2.1.3. GA drawings, wiring diagrams, maintenance checklists, charts, test reports and certificates as required by the applicable clause of this specification.

2.2. Services:

2.2.1. The scope of work under this enquiry includes complete erection, testing

and commissioning of the equipment and CAMC covered by the specification

2.2.2. For the erection and complete commissioning as per this specification, all

the necessary insulated wiring in conduits or tubing together with necessary

fittings, metal boxes, troughs and ducts, trailing cables, suitable earthing for

equipment and lift etc, shall be supplied and installed by the contractor in

conformity with the Indian Electricity Rules or IS code as and where required.

2.2.3. Scaffolding required for the erection and commissioning of the components

shall be arranged by the contractor.

3.0 EQUIPMENT AND SERVICES TO BE PROVIDED BY ISRO

3.1. The purchaser (ISRO) will arrange to provide in 0.0 m EL electrical panel room,

following sources of supply:

3.1.1. 415 V ± 10% variation, 50 Hz ± variation, 3 phase, 4 wire system.

3.1.2. 230 V ± 10% variation, 50 Hz ± variation, 1 phase, grounded system.

4.0 POST INSTALLATION MAINTENANCE

Contractor has to provide free maintenance of the elevator and its various systems

for a period of one year under warranty. The period of this free maintenance will be

deemed to commence from the date of completion of installation and acceptance

of the elevator by purchaser. This date of commencement shall remain unchanged

irrespective of use of elevator. After completion of warranty period, the contractor

has to conduct maintenance of the elevators for a period of 5 years under CAMC.

CAMC will consist of 3 preventive maintenance and 2 break down maintenance in

each year and any necessary adjustment and lubrication of the equipment by

competent people under the direction and supervision of the contractor. The

required spare parts are to be furnished by the party as per the list of the spares

(Section C: page 27 of 28) covered under CAMC. All works have to be performed

during the working hours on working days.

Contractor shall make his own arrangement for the transportation of men and

material to the site during period of CAMC maintenance. The purchaser shall not

bear any direct or indirect cost borne by the contractor during the period of CAMC

maintenance. Accommodation shall be provided for maintenance supervisory staff

at SDSC hostel on chargeable basis subject to availability.

GENERAL INFORMATION

6.1. The elevator will be installed inside the facility to facilitate movement of men and material to various levels in 6C Building.

6.2. Elevator shall operate from lower most portion of the building (0.0 m) to the top level (19.24m) and shall be located at identified location inside the building. The lift well is made of RCC. The size of lift shaft is shown in drawing attached. The Elevator size shall be finalized based on the lift shaft dimensions.

6.3. The Machine Room is located at the top of the elevator shaft at 24m level. It shall not be used as the proposed elevator is of machine room less( MRL) elevator

6.4. The elevator shall be equipped with all standard safety systems such as Bell and Cranking in case of power failure, limit switches, indicators, over speed safety governor for car, emergency light fittings, etc.

6.5. The elevator shall be provided with all the latest gadgets as applicable to modern elevator

7.0 GENERAL PERFORMANCE REQUIREMENT

7.1. The elevator shall be designed for arduous duty conditions and shall be suitable for continuous 24 hours round-the-clock operation

7.2. The maximum roof top deflection of the source under cyclonic winds, when the elevator is non-operational, is approx. 1/500 of the total height of the structure. It shall be ensured that the elevator and guide system, are operational after such an event.

7.3. Trouble –free performance of the elevator incorporating the operational, control and safety requirements, as specified, is to be guaranteed.

7.4. The supplier under this specification shall assume all responsibility in proper design and operation of each and every component of the elevator as well as the elevator as a whole.

8.0 DESIGN CONSTRUCTION & PERFORMANCE REQUIREMENT

• The elevator shall be designed to lift the payload in addition to weight of the car itself and other accessories.

8.2. Wire ropes • The number of wire ropes and size of wire rope shall be so chosen that

highest factor of safety is achieved as per standard

8.3. Car frame • Lift car shall be carried in a complete frame of steel which shall be

sufficiently rigid to withstand the operation of the safety gear without permanent deformation to the car frame. The car structure shall be of stainless steel with latest self- design supplier shall forward the designs available so as to select the best suited one after receiving order.

• Four renewable guide shoes with renewable linings or set of roller guides shall be provided, two at the top and two at the bottom of the car frame. Self-lubrication provision shall be provided for the guide shoes

8.4. Car Enclosure • The car shall be enclosed on all sides by means of car body and door. The

sides of the car shall be lined with heavy stainless steel gauge sheet panels with latest designs properly braced and reinforced. The enclosure shall be flush on the inside and securely fastened to the platform.

• The car shall be equipped with stainless steel hand rails on three sides, fan with grills and suitable lighting. All latest fittings shall be incorporated.

• Lighting inside the car shall be through LED downlights with sufficient illumination levels and light fittings shall be flush with the ceiling. The light shall be left ‘ON’ during the whole time of use. Light control shall be provided on COP

• Necessary provisions shall be made for adequate ventilation of the car. Ventilation openings shall be provided in the enclosure walls as per requirement of IS: 14665 Part 2. A separate switch has to be provided in the car for the fan installed in car. Sufficient air flow shall be ensured inside the whole of the elevator. For meeting this requirement, one no. of fan shall be provided. To reduce noise levels inside the car, blower type air circulators also may be considered.

• The enclosure of the lift car shall with stand a thrust of 35 kg applied normally at any point, excepting any vision panel, without permanent deformation. Glass shall not be used in the lift car except for the following purposes:

• The car frame and other equipment of elevator shall be given a primer coating using zinc rich primer and polyurethane enamel topcoat to last at least 5 years at the sea coast corrosive environment.

8.5. Car platform • It shall be constructed of structural steel shapes securely fastened with

steel flooring covered with stainless steel chequered plate top. The platform shall be designed on the basis of rated loads evenly disturbed. The car floor shall comprise a smooth but non-slippery surface.

• Since the car levelling devices will be used, substantial aprons of sufficient depth shall be fitted to the car floor to ensure that no space is permitted between the threshold and the landing while the car is being levelled to a floor

8.6. Car Roof • Car roof shall be covered with sheet metal to prevent dripping of lubricants

from ropes-sheave bearings. The top flooring shall be of steel. A three pin plug socket with a switch for head lamp shall be fitted on the top of the car for use during maintenance. The roof shall be strong enough to support at least two persons.

8.7. Car Door • The elevator car shall be provided with telescopic opening/centre opening

horizontally sliding type doors based on site codition.

• The door of elevator shall open at all the platform levels on one side only

• Car door shall be made up of stainless steel to match that of the car design. It shall have a clear opening of 900mm wide X 2000mm high.

• Car and door panels shall be stainless steel hairline finish. Design shall be submitted to Department prior to fabrication.

8.8. Hoist way doors • Horizontally sliding type stainless steel doors having a clear opening of

900mm wide X 2000mm (min) high shall be provided at each of the landings for elevator door.

equivalent arrangements shall be furnished for transmitting motion from one door panel to the other.

• All required materials for landing entrance, e.g. extracted stainless steel/aluminium sills, strut angles, headers etc., shall be provided.

8.10. Door operators for car door & hoist way doors • The doors operation shall be automatic power opening and power closing.

Necessary provision for electric type door operators shall be furnished. The car door and the hoist way door shall be mechanically connected and shall move simultaneously during opening and closing. Necessary door cushioning devices shall be furnished.

• The car door and the hoist way door shall open automatically when the car stops at landings. Should the electric power fail, the door operator shall be so designed that the doors can be manually opened and the same shall be possible only at landings.

• Necessary safety devices shall be furnished to prevent the movement of the car until the car door and hoist way door are closed properly.

• Necessary switches shall be furnished in the car to control the operation of the doors.

• Car door operator shall function smoothly without jerk, high noise etc.

8.11. Car self-levelling device • The elevator shall be equipped with automatic self- levelling devices to

bring the car to the floor landings. These self-levelling devices shall correct for over-travel or under-travel and rope stretch.

8.12. Control & operation • The elevator control, i.e., the system governing starting or stopping the

elevator machine, determining the direction of travel, regulating the rate of travel, regulating the rate of acceleration and deceleration, and controlling running speed of the moving through VVVF drive Control.

• The operation of the elevator i.e., method of actuating the control shall be Selective collective Automatic Operation as per clause 3.41.3 of IS: 14665-2000 Part 2, with and without attendant and VIP operation. All accessories required for the collective operation as outline therein, namely selector and its driving shall be furnished complete.

8.13. Automatic Rescue Device • The elevators shall be provided with suitable Automatic Rescue Device

(ARD) system. In case of power failure, the lift shall stop at the nearest floor level and door shall open automatically.

• ARD shall be interfaced with the limit switches of lift shaft, so that ARD shall not violate any safety interlocks of the elevator.

• A timer shall be installed in the ARD to cut-off power supply from battery bank to drive with following conditions:

a) Timer shall get activated after incoming power interruption

b) ARD shall come into operation, move the car to the nearest landing and keep the doors open

c) After 10 minutes of power interruption, power supply from battery bank shall be isolated

d) If incoming power is resumed, power supply between battery bank and ARD shall be enabled and timer shall be reset.

e) Battery power rating shall be such that minimum three rescue operations shall be performed without recharging

8.14. Safety Gears • The elevator shall be ensured with one or more safety devices capable of

stopping and sustaining the lift car with full rated load in the car at governor tripping speed. The counterweight also shall be provided with the safety device to ensure that it is stopped in case of accidental over-speeding/over travel.

• When the safety gear is applied, no decrease in tension of the governor rope or no motion of the car/ counterweight in the descending direction shall release the safety gear.

• Elevator shall be installed with fireman’s drive for safety. Logic of the fireman drive proposed shall be submitted in detail along with the offer.

• Car shall be fitted with overload sensing device. If overload is sensed, the controller shall not allow the car door to close. Also audio alarms shall be made to alert about overload

• The safety gears shall meet the requirements of IS 14665,Part-4

8.15. Car operating panel • In the car, the supplier shall furnish an operating panel containing push

buttons, numbered according to the landing levels; two position key-operated switch, marked to indicate “with attendant and “without attendant” an emergency call button connected to a bell to serve as an emergency signal, push button or switches for Fan, door open, door close and other push buttons and other switches as required. • Car operating panel shall contain LCD panel display showing car movement direction, landing level, elevator capacity etc. all the buttons shall be tell-tale type with LED lamps.

• In the car telephone module shall be provided with wiring.

• Car shall be fitted with a chime to indicate arrival of landing.

• Car Operating Panel shall display visual warnings for overload, ARD operation, etc.

• Stop button shall be on top corner of COP and shall be in active mode

8.16. Push button station and call-registered tell-tale l ights at hoist way • A single ‘up’ or ‘down’ push button at terminal landings and ‘up’ and ‘down’

push buttons at each intermediate landings including call register lights for push button shall be provided. These shall remain illuminated until the call is answered.

• Push button stations shall have display of the car position. Alternatively, display of the car position shall be provided above the landing door level.

• Call register lights shall be of LED seven segment display type.

• All the call buttons, switches, LCD displays shall be of IP 54 rated.

• The enclosure of push button stations shall be made of SS sheets.

8.17. Safety shoe device on car door • Safety shoe device shall be furnished on car door. Safety shoe shall extend

to the full height on the closing edges of the both halves of the car door. The arrangement shall be such that should the safety shoe sense a person or an object while the door is closing, the car and the hoist way door shall return to the open position the doors shall remain open for a predetermined interval and then close automatically.

• The device shall be based on infra-red sensing.

8.18. Terminal buffers • The terminal buffers shall be furnished for stopping the car and the counter

weight at the extreme ends of travel. All structural steel members required to install the buffer shall be supplied under this specification.

• Elevator pit is provided above pile caps of about 1.5 m height RCC foundation. Hence terminal buffers can be installed directly over the pit surface. Fixing of buffers using anchors/ fasteners or suitable means is in the scope of the contractor.

• A ladder shall be provided on the bottom floor to the pit.

8.19. Load plate • A load plate giving the rated payload of the elevator shall be fitted in the

car in conspicuous position. The rated load shall be given in kilograms

8.20. Counter weights and counter-weight frames • Counter-weight sections shall be mounted on structural metal frames so

designed to retain the weights securely in its place

• Counter-weight frames shall be guided on each guide rail by upper and lower guiding members attached to the frame.

• A substantial metal counter-weight guard of required length shall be provided at the bottom of the hoist way

• Balancing rope/chain between car and counterweight shall be noise proof. Rubber moulded balancing wire/chain shall be provided.

8.21. Guides for car and counter-weight

• Car and counter-weight guides shall be of rigid steel and shall be continuous throughout the entire length and shall be provided with adequate steel bracings and stiffeners. Guide for both car and counter –weight shall meet the requirements of IS: 4666. Necessary lubrication device for rails shall be provided.

• Support for car and counterweight guides shall be derived from RCC structure of lift shaft. Supports shall be fixed to the RCC using anchor fasteners of sufficient pull out capacity, depending on the loads experienced due to guide rails.

8.22. Terminal limit switches and final limit switches • Terminal limit switches for normal operation shall be provided to slow-

down and stop the car automatically at terminals landings and final limit switches shall be furnished to automatically cut off the power and apply the brake, should the car travel beyond the terminal landings.

• A stop switch shall be fixed on the pit at suitable height

8.23. Controller and traction machine • The design ambient temperature for these equipment shall be taken as

40°C. The motor insulation shall be class B or supe rior. Space heater with thermostat shall be provided where necessary.

• Protective relays shall be furnished on the controller to protect against phase reversal, low voltage and phase failure. Overload and other protective relays shall also be furnished for traction motor.

• An automatic voltage regulator shall be installed on the input side of the panel (if required for voltage regulation)

8.24. Controller • Controller shall house all equipment accessories required for satisfactory

and trouble free operation, protection and control of the lift.

• Controller shall consist of vertical panels, self-supporting and floor mounted type.

• All equipment shall be so mounted in the panel that removal and replacement of any equipment may be accomplished individually without dismantling or interfering with other equipment mounted on / within the panel and panel shall have necessary cooling arrangement.

• All cables terminals shall be suitably marked. The wiring for the control circuits shall be separated from that of the main power and lighting circuits by running it in separate trunking or conduits.

• Memory switches/ devices shall be installed in lift shaft such that controller can recover the car position from the next nearest landing.

• For testing purpose, a control station shall be fitted on top of the car and when this is in use it shall not be possible to control the car from any other position. Necessary interlocks for this shall be included. The station shall also have emergency stop switch and switches for up / down movement of car in inspection mode. Also in inspection mode, car shall not move until all safety devices are in position

• The controller schematic diagram and complete wiring diagram of the elevator shall be supplied during commissioning

• Interface device for programming the I/O cards, EPROM etc. shall be supplied along with the elevator.

8.25. Contactors • Magnetic contractors for starting, stopping, etc., shall be furnished and they

shall match the duty requirement of the drive equipment

• The contactors shall be solenoid –operated, electro-mechanical (air break) type.

8.26. Switches & Fuses • Isolating switches shall be triple pole/ double pole, air break, heavy-duty

type, capable of safely breaking the full load current of the associated feeder.

• All fuses shall be HRC, link type. Rewirable fuses shall not be accepted. Fuses shall have rupturing capacity corresponding to rated system fault level.

• Control circuit shall be protected by individual control fuse (HRC- Link type) of suitable rating.

8.27. Cables • All power cables for fixed wiring inside the premises shall be 1100V grade,

Copper conductor , PVC insulated and sheath conforming to IS: 1554 (part-1)-1998 armored or unarmoured depending upon application.

• All flexible flat cable shall be EPR insulated and CSP sheathed or better.

• Control cable shall be 1100V grade, copper conductor PVC insulation and sheath conforming to IS: 1554 (part-I)-1988. Cable shall be armored or unarmoured depending upon application.

• Cables for the elevator shall be FRLS type.

• Trailing cable shall be of reputed make with 20% spare terminals.

8.28. Earthing • All electrical equipment, conduit/tray etc. shall be effectively grounded in

accordance with Indian Electrical rules. Earthing conductors are to be connected with earthing grid of the building.

8.29. Electrical Specifications

a) The scope of supply includes all equipment of power and controls to meet the

functional requirement as per the control philosophy of the elevator

operations.

b) Main power will be made available by SDSC SHAR at one point for the entire

power and control requirement. Distribution of power from this point to a power

panel and from there to the control panel is in the scope of the supplier.

c) Any other voltage/ power conditioning/ power regulation/ EMI protection

required for Electrical and Controls supplied by the supplier, shall be provided

by the supplier

d) Enough number of I/O’s shall be provided by the supplier so that 20% spare

I/O’s are available after commissioning of the equipment.

e) Motor selection shall be such that at full load operation, motors shall not draw

more than 80-90% of its rated load current. It shall be provided with overheat

protection.

f) The equipment offered shall also conform to rules and regulations of Fire

Insurance Authority.

g) Available power supply is 415 V ± 10%, 3 Ph, 4 wire, frequency 50 Hz ± 5 %

and auxiliary supply is 240 V, 50 Hz, AC.

h) All the electrical equipment should conform to latest standard BIS codes and

the practices followed for design, installation, testing, commissioning,

operation and maintenance. Tests shall also conform to international

standards IEC/VDE/DIN/BS. The supplier shall submit all the relevant test

certificated to ISRO.

i) During testing of elevators and critical operations inside building, generator

power shall be provided by Department. Resistors suitable for generator

supply shall be provided for the braking operation of the drive.

j) Motors shall be of Siemens/ mona / kinetic make only.

k) VVVF drive for the controller shall be of Yaskawa/ fuzitek make only. No other

make VVVF drive is acceptable.VVVF drive parameters as per programme

shall be submitted to the user. As build drawing corresponding paper

indicating wiring diagrame shall be submitted to the user, minimum 2 sets of

copy of drawing shall be given.

l) Power Cables shall be of NICCO/ IACL/ Universal Cables/ Fort Gloster / KEI/

Incab/ Uniflex Cables/ Havells make only.

m) Electrical and control cables shall be Delton Cables/ Paramount Cables/

Uniflex Cables/ NICCO/ KEI polycas /RPG make only.

o) All cables shall be of FRLS type. Power cables shall be armoured.

p) All the switches, junction boxes, electrical motors in lift shaft and car shall be IP

54 and above rated.

Other than the above brands if supplier proposes any other brand complete

Technical details catalogue test certificate shall be submitted for SDSC SHAR

Approval

9.0 SCOPE OF WORK IN ERECTING

The scope of work of the supplier covered under this specification shall be as follows:

9.1. Tenderer shall submit the GA drawings including the load details along with the offer.

9.2. Receipt and unloading of the material/ equipment at site with their own men, material, tools and tackles. Demurrage on wagons, if any, due to delay in unloading shall be borne by the supplier.

9.3. Transporting with their own transporters from place of unloading to storage and unloading at storage. Building proper stores and storing in weather protected storage till the completion of erection of the equipment.

9.4. All the supports /beams for guide car, counter weight, machine support beams and erection beams, which are required for erection of lift shall be supplied & erected by the supplier. Only lift well with walls all round will be made ready at site. Necessary provisions for erection of these beams shall be indicated by the supplier along with the technical bid.

9.5. Loading at storage and transportation to the site of erection.

9.6. Unloading at erection site , unpacking of packages and listing damaged / short supply items

9.7. Filling/ applying initial fill of lubricants and oil after cleaning with cleaning fluid.

9.8. Erection, painting, testing and commissioning of the elevator complete with all structural mechanical and electrical equipment.

10.0 OBLIGATIONS OF THE DEPARTMENT

Subject to availability and timely fulfilment of supplier’s obligations, the department shall make available the following:

• Test load shall be supplied by the department. However transportation, loading and unloading of the same from other shops of Department to the test site and returning them back to the shop after the load test is over all be the responsibility of the suppliers.

11.0 STORAGE

• The supplier shall construct his own covered and weatherproof storage with proper illumination , handling facilities and watch and ward staff etc. the supplier shall prepare and maintain proper inventory list clearly showing the receipt and dispatch of inventory and materials available in the stores. The supplier shall store all the equipment / component of elevators and other materials in the store till completion of erection.

12.0 ERECTION

• Erection work involves installation of all elevator components in their identified place of installation.

• The supplier shall carry out the erection and commissioning of complete lift along

with all mechanical , electrical and structural components

• All scaffolding works for installation of elevator shall be carried out by the supplier. Scaffolding materials shall also be arranged by them.

• Any packing / shims required to provide for proper alignment of guide rails, pulleys drive frame etc. shall be provided by the supplier.

• No permanent bolting or welding shall be done until proper alignment has been made.

• All erection and installation work shall be carried out strictly as per the relevant code of practice and manufactures instruction manuals, within the required accuracy.

• Necessary adjustment to the structure, guides, insert plates etc. of the lift well, if required shall be carried out by the supplier for satisfactory installation and operation of the lift.

• Any modification, rectification or repair to the members or equipment which have been damaged during transit, storage and handling shall be made good by the supplier, free of cost, to ensure proper assembly and functioning of the equipment

• Major/Minor civil and structural work for fixing and grouting of drives, guides rails, support structures, panels, switches, cables, signal lamps, still plates etc. shall be within the scope of department. Details of civil works shall be communicated by the contractor to SDSC SHAR department based on requirement for fixing of equipment’s and erection and commissioning. Water and electricity will be provided free of cost for erection and commissioning of elevator.

• All site welds with the lift well structure shall be carried out carefully by only qualified welders so as not to damage the parent structure specially the load bearing members. Electrodes of approved quality and specification shall only be used.

13.0 PAINTING

After erection the elevation shall be painted as follow:

• Damaged and defective shop coats shall be touched up with the same type of paint as used for shop coat.

• Requisite quantity of paint and paint accessories of specified quality shall be supplied.

• Before commencing painting of steel which is delivered unpainted, surfaces shall be dry and thoroughly cleaned from all loose mill scales rust and foreign matters.

• The specified protective treatment shall be completed after erection. All bolt heads and the site welds after de-slagging shall be cleaned. Damaged or deteriorated

paint surfaces shall first be made with good with same type of paint as that of their shop coat. Surfaces, which be in contact after site assembly shall receive a coat of paint (in addition to any shop priming) and shall be brought together while the paint is still wet.

• Where the steel has received a metal coating in the shop, the coating shall be completed at site so as to make it continuous over any welds or blots. This shall be subject to the approval of the department. Blots, which have been galvanized or similarly treated, are exempted from this requirement.

• All fasteners shall be galvanised.

• Surfaces which will be inaccessible after site assembly shall receive the full specified protective treatment before assembly.

14.0 ACCEPTANCE TEST

• The supplier shall inform sufficiently in advance regarding readiness of acceptance tests and commissioning.

• The test shall be carried out in presence of the representative of the department.

• After elevator erection is completed, visual inspection will be jointly made by the manufacturer and the representative of the department. The defects and shortcomings found during visual inspection shall be rectified by the contractor. Where ever required shop tests for performance shall be conducted.

• After the supply has been connected and before the elevator is put into normal service, the following tests as per IS: 4666-1980 shall be carried out.

• Tests to determine the insulation resistance between power and control lines are the earth

• Earthing tests

• Test to determine that the motor, brake, control equipment, door locking devices and limit switches and control system function properly. Brake shall be tested with 25% over load with car at rest

• Test to determine that the lift car raises and lowers the rated load

• Tests to determine that the safety gear stops the lift with rated load.

• Prior to commencement of test, detailed procedure of the tests shall be finalized in consultation with the representative of the department.

• Functioning of all the call buttons and safety interlocks of the elevator.

• Car level acceptance test: Car shall stop at all levels of floors within ± 12 mm of the landing level. The level shall be achieved with no-load, half the rated load and full load.

15.0 PACKING, TRANSPORTATION & SAFE STORAGE OF ITEMS AT SDSC SHAR

a) The supplier shall be responsible for transporting all the equipment to site,

unloading and storage.

b) The equipment received at site shall be stored at a place assigned for this

purpose.

15.1. GENERAL ERECTION PROCEDURE

a) Equipment delivered at site to be inspected and checked as per Packing List.

Different units to be placed on respective positions and to be leveled &

aligned. Packing plates/ shims to be used as required.

b) Levels of equipment to be rechecked.

16.0 INSPECTION, TESTING AND COMMISSIONING AT MANUFACTUR ER’S WORKS

a) The manufacturer shall conduct all tests required to ensure that the equipment

furnished shall conform to the requirements of this specification and

applicable codes.

b) Other test certificates for the controller, equipment, push button stations shall

be provided to the purchaser.

c) Manufacturer shall inform the purchaser in case of major shop tests sufficiently

in advance so that the representatives of purchaser shall witness the tests (if

required).

17.0 INSPECTION, TESTING AND COMMISSIONING AT DEPT. SITE

After erection and commissioning at site, the equipment shall be subjected to

test as per applicable codes and standards to prove satisfactory performance

and safe operation.

After supply has been connected and before elevator is put into normal

operating service the following tests as per IS 4666-1980 shall be carried out.

a) Tests to determine the insulation resistance between power and control lines

and the earth.

b) Earthing test

c) Test to determine thet the motor, brake, control equipment, door locking

devices and limit switches and control system functioning properly. Break

e) Test determine that the lift car rise and lowers the rated load.

f) Test to determine that the car achieves the rated speed.

g) Test to determine that the safety gear stops the lift with the rated load.

h) Prior to commencement of test, detail procedure of tests shall be finalised in

consultation with representative of SDSC department.

i) Operation and maintenance manuals shall be provided during commissioning

of the elevator

m) Door safety sensor: apart from door, sensor shall not allow the door to close

within its sensing area.

n) Thermistor controller: when the temperature of any unit reaches

predetermined high temperature warning provision shall be provided in terms

of sound or light.

o) Landing sensors: 2 different speed control landing sensors for safe landing

shall be ensured in order to avoid inaccurate landing either in up or down

direction.

p) Door opening: After the car stops only then door open button shall be

activated.

q) Overload sensor: on overload sensor shall detect and after detection it shall

not allow the car to move up or down.

r) Out of door opening: Door shall not be open in case of car platform and

landing platform are not even. Sounder can be incorporated

s) Floor locking: in case of any emergency floor can be locked preventing

19.0 QUALITY ASSURANCE PLAN

19.1. Tenderer shall have an established and effective Quality Assurance plan during

manufacturing the system. The SR & QA plan shall be submitted for approval of

ISRO.

19.2. Tenderer shall perform Reliability Engineering study to ensure safe & reliable

operation of Systems/Equipment.

19.3. Tenderer shall ensure that the item supplied is absolutely safe for use in the

stipulated work environment and conform to applicable safety norms and

standards

19.4. Safety Analysis shall be performed with objective of elimination of operational

hazards, making the design fail safe by providing safety/ operational interlocks,

monitors, self-diagnostic features , alarm annunciation etc.

19.5. During manufacture, fabrication assembly, testing and delivery, the vendor shall

strictly comply with Quality Assurance instruction including Cleanliness Control,

procurement Control, Design change Control, Deviation Control, Failure

Reporting & Analysis, Calibration Control, documents control & Training

requirements.

latest revision of relevant standards and requirements in respect of accuracy,

response time, performance, dimensions, materials of construction,

manufacturing, safety, reliability & quality assurance, inspection and testing.

20.2. The supplier shall keep essential commissioning items available at Sriharikota

during commissioning phase, a list of such spares shall be furnished in four

weeks after order placement.

20.3. The supplier shall ensure continued availability & supply of all the items/

equipment to be supplied under this package along with required spare parts of

the supplier make for a period of at least 15 years from the date of contact. For

bought out items, the clause shall be applicable for 10 years only.

20.4. All the equipment and accessories to be supplied under this package shall be

new & from the latest product range of the supplier.

20.5. The Supplier shall list out all the equipment along with their components/ parts,

including make, type, model number and the other details for the approval of

SDSC SHAR. Any deviation from it after approval shall be permitted.

20.6. All correspondences /documents shall be in English language and the data /

calibration details shall be submitted in Metric Units only.

20.7. The supplier shall indicate any assumption made in respect of specification, data

of any other details that have not been mentioned in this order but considered

necessary for sizing & selection of equipment to meet the specified application

requirements. All such assumptions will not be binding on ISRO unless

expressly agreed upon. The supplier, under these conditions, shall supply

equipment based on the data accepted to ISRO without any commercial

implication.

20.8. All necessary facilities including tools, tackles, testing equipment, instruments,

accessories, system fluid, manpower assistance etc. shall be provided by the

supplier to enable inspection of equipment by ISRO during its manufacture/

fabrication/ assembly & inspection.

20.9. The supplier shall be responsible for adherence to all the applicable rules,

regulations & requirements of statutory bodies of the Andhra Pradesh State

Government and Central Government of India, as required.

21.0 COMPLIANCE TO STANDARDS

All the items supplied or used shall be new and of first quality and shall be

manufactured/ fabricated and tested in accordance with the latest editions of the

relevant Indian / Intentional Standards. All components shall be manufactured in

accordance with the relevant standards published in the country of manufacture after

allowing for the specific aspects under the Indian site conditions such as

tropicalisation etc. Any components or systems where no specific standards are

applicable shall be fabricated as per the instructions and directions of the purchaser

or its authorized nominee.

22.0 QUALITY OF MATERIALS AND WORKMANSHIP

All equipment, materials and articles incorporated in the work should be new, free

from defects and of the most suitable grade for the purpose intended. All work under

this contract shall be performed in a skilful and workman-like manner and shall be

consistent with the best practices of the industry.

If at any time SDSC SHAR (ISRO) notifies that any such equipment, material, article

or workmanship fails to meet the foregoing standards, the contractor shall promptly

take all the remedial steps required to meet those standards.

23.0 OPERATION INSTRUCTION AND PROCEDURE

The Supplier has to submit the ‘brief step-by-step operation procedure’ as conceived

by the designer for approval at detailed design stage itself. After testing and

commissioning stage the updated document shall be submitted for final clearance and

approval. Three copies of the same shall be supplied. Permanent physical

identification, which are legible, clearly visible at any stage of operation etc. and

markings shall be given on the system where the operator has to carry out his work.

Procedure should be well detailed and it should identify all checkpoints before carrying

out any operation. For each operation, a checklist has to be made for systematic

check-up and operation.

Operation manual shall include all minute activities and checkpoints in very detailed

manner. The manual also shall include trouble shooting, possible causes and

remedial measures to be adopted.

Operation manual should include block diagrams showing clearly identification marks,

operations and checklist number for each system. It shall also mark clearly possible

areas of interference and the problem areas corresponding to the each point in the

checklist. These diagrams may preferably be A3 size sheets or bigger.

BID QUALIFICATION CRITERIA FOR SUPPLY OF MACHINE RO OM LESS (MRL) ELEVATOR

Bidders who are qualifying / meeting following Technical and financial criteria are eligible to participate in the bid for supply of Elevator. Bidder shall furnish all the information mentioned in the criteria with documentary proof and submit along with quotation. Bids of the parties which are not meeting the following criteria will not be considered for evaluation and will be rejected without seeking any further clarifications.

A. Technical Qualification Requirements :

The bidder shall meet the following technical qualifying requirements and shall submit relevant certif icates to establish his credentials.

1. The Bidder shall be an organization with 5years experience in having executed contracts for supply, erection, testing and commissioning of Elevator.

2. The firm shall have successfully completed Design, Manufacturing, and Installation, Testing and Commissioning of at least 5 nos. of 1000 kg or higher capacity Machine room less (MRL) elevators for high-rise buildings with minimum 3 landings in the past 3 years. Bidders shall provide relevant certificates from the end users along with the submission of bid for consideration of bid document.

B. Financial Qualification Requirements :

1. The Bidder should have annual turnover of not less than a value of Rs.50lakhs per year last three financial years ending with 31.03.2019

2. IT/ TDS certificate shall be submitted with Loss & Profit for last three years. Also Bidder shall submit audited statement of financial status for last three years.

1.OFFERS SHALL BE SENT ONLINE ONLY USING STANDARD DIGITAL SIGNATURE CERTIFICATE OF CLASS III WITH ENCRYPTION / DECRYPTION. THE TENDERS AUTHORISED ONLINE ON OR BEFORE THE OPEN AUTHORISATION DATE AND TIME ONLY WILL BE CONSIDERED AS VALID TENDERS EVEN THOUGH THE BIDS ARE SUBMITTED ONLINE.

2.THE TENDERER MUST AUTHORISE BID OPENING WITHIN THE TIME STIPULATED IN THE SCHEDULE BY SDSC SHAR. OTHERWISE THE ONLINE BID SUBMITTED WILL NOT BE CONSIDERED FOR EVALUATION. PHYSICAL COPY WILL NOT BE CONSIDERED EVEN THOUGH IT IS RECEIVED BEFORE THE BID SUBMISSION DATE. In case of two-part tenders, parties shall submit their offers as follows:-

1) Part-I – Techno-commercial Bid (No price details shall be mentioned in this bid and shall not upload the details of price along with the techno-commercial bid) 2) Part-II – Price Bid

In view of Two Part Tender, the Offers submitted contrary to above instructions will be summarily rejected. 3.In case, the tenderer is not interested to participate in the tender, the tenderer shall submit regret letter giving reasons, failing which future enquiries will not be sent. 4.Offer Validity: The validity of the offers / tenders should be 90 days (in case of single part tender) and 120 days (in case two part

tender) from the date of opening of the tenders. Tenders with offer validity less than the period mentioned above, will not be considered for evaluation. 5.GST - GST and/or other duties/levies legally leviable and intended to be claimed should be distinctly shown separately in the tender. TYPE OF REGISTRATION:REGULAR 6.Customs Duty - SDSC-SHAR is eligible for 100% Customs Duty exemption as per Notification No. 050/2017 539 (b) Dt: 30.06.2017.

This may be taken into account while quoting for import items, if any. In case tenderers offering items considering customs duty exemption, they should also indicate the bill of materials and price, separately, with Customs Duty component and terms and conditions thereto. 8.Advance Payment - Wherever advance payment is requested, Bank Guarantee from any Nationalized Bank/Scheduled Bank should be

furnished. In case of advance payments, if the party is not supplying the material within the delivery schedule, interest will be levied as per the Prime Lending Rate of RBI plus 2% penal interest. Interest will be loaded for advance payments/stage payments as per the prime lending rate of RBI and will be added to the landed cost for comparison purpose. In case of different milestone payments submitted by the parties, a standard and transparent methodology like NPV will be adopted for evaluating the offers.

9.Liquidated Damages - In all cases, delivery schedule indicated in the Purchase Order/Contract is the essence of the contract and if the party fails to deliver the material within the delivery schedule, Liquidated Damages will be levied @ 0.5% per week or part thereof subject to a maximum of 10% of total order value. 10.Performance Bank Guarantee - Performance Bank Guarantee for 10% of the order value should be furnished in the form of Bank

Guarantee from nationalized/scheduled bank or by Demand Draft valid till warranty period plus sixty days as claim period.

11.Security Deposit – Security Deposit for 10% of the order value is mandatory, if the ordered value is Rs.5.00 lakhs and above. Party shall furnish the Security Deposit in the form of Bank Guarantee from nationalized/scheduled bank or by Demand Draft valid till

completion of the contract period plus sixty days towards claim period for faithful execution of the contract. 12.BANK GUARANTEE FOR FIM: Supplier has to submit Bank guarantee for equal value of Free Issue of Materials (FIM) issued by the Department from Nationalised / Scheduled Bank valid till receipt and acceptance of supply and satisfactory accounting of FIM plus sixty days as claim period.

13.The delivery period mentioned in the tender enquiry, IF ANY, is with the stipulation that no credit will be given for earlier deliveries and offers with delivery beyond the period will be treated as unresponsive. 14.The Department will have the option to consider more than one source of supply and final orders will be given accordingly.

15.The bidders should note that conditional discounts would not have edge in the evaluation process of tenders. 16.Non-acceptance of any conditions wherever called for related to Guarantee/ Warranty, Performance Bank Guarantee, Security Deposit, Liquidated damages are liable for disqualification. 17.Wherever installation/ commissioning involved, the guarantee/warrantee period shall reckon only from the date of installation and

commissioning. 18.Purchase/Price Preference will be extended to the MSMEs under the Public Procurement Policy for MSMEs formulated under the Micro, Small and Medium Enterprises Development Act, 2006 and instructions issued by Government of India from time to time. Vendors who would like to avail the benefit of MSME should clearly mention the same and submit all the documentary evidences to substantiate their claim along with tender itself.

19.The drawings, specifications, end use etc., given by the Centre/Unit along with the tender enquiry are confidential and shall not be disclosed to any third party. 20.SPECIAL CONDITIONS FOR SUBMITTING QUOTATIONS IN FOREIGN CURRENCY BY THE INDIAN AGENTS

The Tenderer should submit the following documents/information while quoting:- a)Foreign Principal's proforma invoice/quote indicating the commission payable to the Indian Agent and nature of after sales service to be rendered by the Indian Agent. b)Copy of Agency agreement with the Foreign Principal and the Indian Agent, precise relationship between them and their mutual

interest in the business. c)Registration and item empanelment of the Indian Agent. d)Agency Commission will be paid only Indian Currency.

e)Compliance of the tax laws by the Indian Agent. 21. High Sea Sales- Against High Sea Sale transactions: a.Offers shall be on all inclusive basis including delivery upto Sriharikota at the risk and cost of the supplier. Customs Clearance is the responsibility of the supplier and at his cost and risk.

b.100% payment will be made within 30 days after receipt and acceptance of the items at our site. c. GST as applicable d.Customs Duty Exemption Certificate and other relevant documents required for Customs clearance will be provided.

e.High Sea Sales Agreement furnished by the supplier in accordance with the terms and conditions of our purchase order will be signed and issued by SDSC-SHAR. 22.The following information/ documents are to be submitted wherever applicable.

The following tenders shall be summarily rejected from the procurement process a.Tenders received from vendors who have not qualified in terms of their registration. b.Tenders received against publishing of a limited tender in the CPP portal.

c.Tenders of vendors who have been removed from the vendor list or banned/debarred from having business dealings. d.Unsolicited tenders from vendors. e.The tenders which materially depart from the requirements specified in the tender document or which contain false information.

f.The tenders which are not accompanied by the prescribed Earnest Money Deposit. g.The tenders of vendors who have not agreed to furnish Security Deposit, Performance Bank Guarantee and Liquidated Damages. h.The validity of the tenders is shorter than the period specified in the tender enquiry.
