Design Competition Application Guidelines (proposal) [Public Restroom Near the Akamon (provisional title)] Organizer The University of Tokyo Primary Purposes The existing public restroom, located just inside from the symbolic Akamon on the campus of the University of Tokyo, needs to be remodeled. This brings the opportunity to consider public and health interests, both promoted by the University. Accordingly, we have decided to organize a design competition to invite ideas broadly from the students and researchers of the University for the new public restroom. The public restroom, although a small-scale facility, will be viewed as a symbolic facility, representing, among others, an inclusive society. Design Competition Application Guidelines (proposal)

[Public Restroom Near the Akamon (provisional title)]

Organizer The University of Tokyo Primary Purposes The existing public restroom, located just inside from the symbolic Akamon on

side of the Akamon) Site Area Approx. 25 m2 (5.0 m x 5.0 m or so) (Refer to Attachments 1 ~ 4 for details)

Requirements Entrants must fulfill the following requirements when designing the public restroom that will be built on a new site near the Akamon, thereby remodeling the existing dilapidated restroom. 1. Architectural Conditions

Required Toilet Facilities Two toilet compartments

Both toilet compartments must be wheelchair-accessible. Ostomate facilities must be installed in at least one of the

toilet compartments. Ideas for other necessary functions may be proposed by the

entrants. Required dimensions of each toilet compartment must be

determined according to the functions adopted.

The public restroom must be designed to offer easy access to a diverse range of people including the elderly, the physically challenged, and persons accompanied by infants.

Floor level of public restroom should be assumed to be the same as that of the wood deck attached to the Communication Center.

Overhanging eaves of a cantilever structure from the designated site boundary are acceptable, thereby avoiding installation of posts in the ground outside the designated site boundary.

Moving the existing ramp to the Akamon side is acceptable, but no other structures should in principle be relocated.

Proposals for lighting schemes for the area outside the site boundary are acceptable.

2. Attention to Campus Planning The design proposal should pay attention to creating harmony with the

surrounding environments including the Akamon, Communication Center, and the General Library.

The building façade should be of materials whose underlying tone changes sympathetically over time, projecting an ambience that is in keeping with the historic aspects of the Hongo Campus.

Attention should be paid to the preservation of existing trees (trimming branches is acceptable).

Prizes (no more than four entries in total)

First Prize (1 entry) <Prize Money JPY 200,000> Award of Excellence (no more than three entries) <Prize Money JPY 50,000 per entry> Prize Winners will receive an award certificate.

Handling of the First Prize Winning Design

The first prize winner will commence the detailed design stage in collaboration with architects who are subcontracted separately by the University. When producing the detail design, however, it should be noted that the proposed design of the first prize-winning entry may be altered by the University under circumstances that are influenced by regulations, construction period, costs, technical issues, outcomes of deliberations by the Campus Planning Office members, and other factors.

Announcement of the Winners and Willing Design Proposals

The results of the evaluations will be notified to the winners and, at the same time, will be uploaded on this website.

Eligibility of Entrants

Entrants shall be students or researchers of the University at the time of the deadline for submitting design proposals (submissions may be made by students or researchers who are members of faculties, graduate schools, graduate school departments, or research laboratories of which the competition judges are members.)

Entrants may submit a design proposal as an individual or a group (an individual or a group shall not submit multiple design proposals, and an individual must not be a member of any groups submitting design proposals.)

Entries Friday, 13 November 2020 ~ Thursday, 10 December 2020 Registration is required in advance using the entry registration form A registration card (with registration number provided) and a survey

drawing will be sent to entrants by the Secretariat Office via email within five days (excluding Saturdays and Sundays) after registration of entries has been completed.

Period for Submitting Design Proposal

10:00 Tuesday, 5 January 2021 ~ 17:00 Monday, 11 January 2021

Submission Requirements

PDF data (should be no larger than 10 MB) (one single-sided A3 sized sheet of paper)

Diagram illustrating the concept of the design proposal and explanatory text should be provided.

Be sure to include a floor plan, an elevation plan, and a cross section plan. (Entrants may freely set the scale of each plan)

Languages used should be Japanese or English. Submission Methods

The registration number is to be written in the top right-hand corner of the front page of the design proposal (any information, other than the registration number, which might identify the entrant must not be written on the design proposal).

The design proposal and the registration card should be submitted by uploading to the URL designated in the email sent to entrants when delivering the registration card (submissions by hand, postal mail, and motorcycle courier will not be accepted).

Evaluation Methods

First phase evaluation (middle of January 2021): Five or so design proposals will be selected from the submitted entries. The shortlisted entrants will be individually notified of the results.

Second phase evaluation (middle of February 2021): The shortlisted entrants will make a presentation to the Evaluation Committee (a model may be used) and engage in a Q&A session. Japanese or English may be used. The presentation and Q&A session will be conducted either face-to-face or online or a combination of face-to-face and online, while taking into account upcoming social conditions and the entrants’ preferences.

Winners of the First Prize (one entry) and the Award of Excellence (no more than three entries) will be decided (at end of February 2021).

Receiving Enquiries

Period for Receiving Enquiries: Friday, 13 November 2020 ~ Monday, 30 November 2020 In principle enquiries received outside this period will not be accepted.

Enquiries should be made only by registered entrants, who should send an email to the Secretariat Office whose contact details are given below with the email title “Enquiry about the Competition for the Public Restrooms near the Akamon.” Enquirer’s name and registration number should be provided in the main text section of the email. Question contents should also be written in the main text section or should be saved as a PDF file and attached to the email.

Replies to enquiries will be uploaded to this website about one week after

the enquiry period has ended. Others The design proposal should be based on unpublished work only and a

proposal for a design that has already been delivered will not be accepted. All or a part of a design proposal should not infringe other people’s

copyrights. In case where an entrant is found liable for copyright infringements and/or other allegations after the prize has been awarded, the entrant shall assume full responsibility for the consequences.

The copyright of the design proposal remains the property of the entrant; however, rights to announcements and publicity of the design proposal are held by the organizer.
