SECTION 015633

SECURITY

PART 1 GENERAL

1.01 SUMMARY

A. Comply with and adhere to the Facility’s security regulations.

B. The Rochester Psychiatric Center contractor guidelines are provided at the end

of this specification. All contractors are to sign the guidelines, then return the

signed documents to the facility.

1.02 DAILY OPERATIONS

A. Tools and Tool Classifications:

1. Tool Check In: Before the start of work, an inventory of tools and

materials shall be forwarded to Facility’s Representative for review.

a. As part of the security check and screening process all tools,

materials, and vehicles entering a secured area are subject to

search.

b. Contractors working inside the Facility area shall maintain

inventory logs of all tools and other equipment on a daily basis.

c. These inventory logs shall shall be available for immediate

inspection upon request by facility personnel.

d. A daily copy of the inventory shall be verified.

e. Contractors must notify the Director’s Representative and

Facility’s Representative immediately if a tool is discovered

missing. Facility escorts or other facility designee shall verify

inventory.

2. Contractor shall check tools in and out of the facility and assume

responsibilities for checked tools-.

a. All authorized tools when not in immediate use shall be stored in

an approved locked toolbox, or other secured areas where

directed by the designated facility representative.

b. All extremely hazardous tools present a higher risk to a secure

setting. These tools are as follows:

1) Bolt-cutters.

2) Locksmith tools.

3) Powder-activated tools (e.g., ram-set, Hilti, etc.).

4) Pneumatic nailers.

5) Rescue saws (K-12 type, gasoline or electric).

6) Torches (all cutting--mixing gauges & torch heads).

7) Metal cutting blades and/or disc.

8) HEPA Masks, N-95 Masks, M-17 Protective Masks,

self-contained breathing apparatus, respirators, and

filters. All disposable respirator masks must be

accounted for, inventoried, and disposed of properly.

9) Blueprints are regarded as tools and should be handled

accordingly. All blueprints are to be secured, accounted

for, and turned over to the Facility at the conclusion of

the project.

3. In the event that tools and equipment shall be retained on site, tools shall

be collected and secured in an area whenever possible the door cores

shall be changed and the contractors shall retain the keys to the specific

storage area.

a. If residents occupy the area, the tools and equipment shall be

removed daily at the conclusion of the work day.

4. The contractor is required to have lockable tool carts and a written

inventory of tools and materials (daily) attached to the lockable cart.

5. When the contractor is working in the Forensic unit (F1, F2, F3 and C1),

they may only bring the tools and materials they need for the day. No

lockable carts are permitted in those wings.

ROCHESTER PSYCHIATRIC CENTER

GENERAL INSTRUCTIONS TO CONTRACTORS

When working at the Rochester Psychiatric Center, CONTRACTORS and their

employees must adhere to the following rules of conduct necessitated by the

special conditions present in a psychiatric hospital.

Patient Issues:

1. Mistreatment in the form of physical, verbal, or psychological abuse of patients will not be

tolerated under any circumstance. Even at their invitation, sexual relations with a patient is considered statutory rape and is a

felony. 2. Lock all secure doors after passing through them. Do not allow a patient to pass

through secure doors with you. Should a patient exit an area through a door that

is normally locked as the CONTRACTOR’s staff passes through the door, Safety

must be notified immediately at extension 1400.

All doors must be secured at all times. The Contractors will not permit patients to get off the elevator in the basement areas. Should a patient get into the basement, Safety must be contacted at extension 1400.

3. Patients have a right to privacy. Any knowledge of our patient’s identity

diagnosis, or treatment learned by the CONTRACTOR or staff must not be divulged to others outside the course of CONTRACTOR’S work at the CENTER.

4. Recording devices (cameras, cell phones with cameras, PDAs with cameras, video

cameras, audio recorders, etc.), are not permitted on the facility grounds, regardless of whether or not patients are in the immediate vicinity of the user. These prohibitions are

necessary to protect our patients’ privacy. 5. The use of personally owned cell phones is not permitted in any areas accessible to

inpatients or outpatients.

If a contractor or vendor is required to maintain in contact with his/her principals via cell phone, or otherwise needs to use a cell phone while on facility premises to perform services for the facility, an exception can be made on behalf of the Executive director by the primary RPC department head responsible for the contractor (i.e., Plant Superintendent, Chief of Safety, etc.) The exception will specify the locations where the cell phone may be used without risking violations to patient privacy and information security.

6. CONTRACTOR’S staff are prohibited from having any personal financial transactions with

the patients, mailing letters, or packages, for patients or deliver same to them.

7. Matches, lighters, or lighter fluid are not to be sold, given, or left available to patients.

Operational Issues: 8. Upon arriving on campus, CONTRACTORS are to report to Work Control Center,

Monday - Friday, 7:30 a.m. – 4:00 p.m. to be issued an identification badge and any needed keys.

9. Any issued keys and identification badges are to be returned to Work Control or Safety

(depending on the contract) with any paperwork regarding the work performed by 4 p.m. Should the project require CONTRACTOR’S presence after 4 p.m., an extension must be approved by the Work Control Center before 4 p.m. and Safety should be notified at extension 1600.

10. All CONTRACTOR staff shall wear a facility-issued identification badge that is clearly

displayed when in a facility building. 11 CONTRACTORS are requested to advise the Work Control Center or Business Office if

patients or CENTER employees interfere with or delay progress of their work or operations.

12. Access construction and demolition sites only from those entrances identified in a pre-job

conference.

13. Check with the Work Control Center before drilling into or removing any part of a

structure.

Prohibitions: 14. No weapons, ammunition, or dangerous instruments, guns, knives, etc., (except tools,

see #26) are to be brought on the grounds of the CENTER.

15. RPC is a tobacco free campus. No tobacco products are to be used on the facility

grounds (this includes e-cigarettes).

16. The transportation or use of intoxicants or illegal substances on CENTER property is

prohibited.

Vehicles: 17. The CENTER speed limit on campus grounds is 20 MPH and shall be strictly enforced.

Pedestrians on roadways have the right of way at all times.

18. Vehicle parking will be only in approved areas. Illegally parked vehicles will be ticketed. 19. All vehicles must have ignition keys removed at all times when not in use. Hospital keys

or vehicle keys are under no circumstances to be given to patients, even for a very brief time.

20. Operate all vehicles in a safe manner, and always have a signal person outside his/her

vehicle in view of the vehicle’s rearview mirrors to give directions while backing.

Safety Issues:

21. Any emergency (fires, accidents, injuries) should be reported to the Safety Office at

extension 1400. CONTRACTOR and staff should familiarize themselves with all fire exits and pull stations.

22. FIRE DRILLS: All staff, visitors and CONTRACTORS are required to participate in the

Center’s fire drills when they are conducted in areas where contractor/staff are present. There are NO EXCEPTIONS.

23. CONTRACTORS shall take all necessary precautions for the safety of patients, employees, and the public. CONTRACTORS shall erect signs warning of any environmental dangers. Heavy construction areas must be posted and roped off as necessary.

24. Any compressed gas cylinders must be fastened securely in an upright position away

from any source of heat or flame. All potentially explosive materials must be kept out of patient buildings unless expressly permitted by the Chief Safety Officer.

25. Material Safety Data Sheets (MSDS) to be provided to the Chief Safety Officer for any

product as required by the Right to Know Law.

26. If the work being done creates dust, smoke, or use of spray paint, the smoke-heads in

that area must be covered. The covers will be removed when the work has been completed for the day. CONTRACTORS are to notify the Safety Department at extension 1600 prior to reducing the level of life safety.

27. All tools, materials, etc., should be secured in work areas so that they will not be

accessible to or hazardous to patients. 28. Be responsible for taking necessary and appropriate precautions to protect from injury all

persons entering the workplace. 29. The Rochester Psychiatric Center requires CONTRACTORS to identify hazardous

materials products utilized and stored while work is being completed at the Facility. Inasmuch, a “Contractor Protocol for Storage of Hazardous Material” instruction sheet and report form is attached (Appendix A). It is the CONTRACTOR’S responsibility to update the initial form whenever any change is made and to provide WCC Office with a copy of said form.

30. Abide by Occupational Safety and Health Administration (CFR 1910 and CFR 1926)

regulations, Life Safety Code Guidelines, and Workers' Compensation Bureau safety requirements.

Other:

31. Toilet areas for CONTRACTOR personnel will be designated by the Work Control Center or Safety (depending on the contract). Patient toilets shall not be used.

32. The Facility’s Storehouse will not receive, or sign for CONTRACTOR materials.

33. CONTRACTORS and their employees are invited to use the CENTER'S vending machine operations.

34. CONTRACTORS must review and sign the attached “Contracted Entity Certification”

form.

Forensic Unit: If the particular construction project involves work to be completed in the Forensic Unit, the

following general instructions to contractors are to be enforced:

35. A list of all personnel who will be working on the unit must be submitted prior to arriving to start the job. When CONTRACTOR’S staff enters the unit, they must have proper identification. This will ensure that the proper employee is cleared for this unit.

36. Every CONTRACTOR must sign in and wear a "Forensic Unit" identification badge at all

times when they are on the unit working.

37. An inventory of all tools must be given to the security officer on duty. When

CONTRACTOR’s staff leaves the Unit. CONTRACTOR will be held accountable for every tool brought into the Security office. ALSO, NO GLASS CONTAINERS OR CHEWING GUM WILL BE ALLOWED.

38. In some cases CONTRACTOR’S staff might be required to be locked in an area. A

Safety Officer will check on them periodically, and a radio will be issued for communications.

5. ALL PHYSICAL ATTRIBUTES OF EQUIPMENT AND DEVICES ARE BASED ON THOSE MANUFACTURERSLISTED IN THE SPECIFICATIONS AND/OR THE EQUIPMENT SCHEDULES.
