Réseau sur la reconoissance des qualifications

Soutenir la mise en place, dans les pays du Sud de la Méditerranée, de centres nationaux d'information sur lareconnaissance des qualifications et préfigurer un réseau méditerranéen des centres nationaux d'information.

Faisant suite aux recommandations du Comité intergouvernemental chargé de l'application de la Conventioninternationale sur la reconnaissance des études, des diplômes et des grades de l'enseignement supérieur dansles Etats arabes et les Etats européens riverains de la Méditerranée, ce projet pilote s'inscrit dans la perspectivede l'établissement d'un réseau d'échange d'informations entre les pays membres de la Convention.Le projet vise à soutenir la mise en place, dans quatre pays du Sud de la Méditerranée (Algérie, Egypte, Maroc etTunisie), de centres nationaux d'information sur la reconnaissance des qualifications et l'assurance qualité, ens'appuyant sur l'expérience de l'UNESCO et du Conseil de l'Europe, ainsi que des centres ENIC-NARIC de quatrepays européens (France, Italie, Pays-Bas et Slovénie). Le projet consistera à:-réunir une documentation de référence et réaliser des états des lieux nationaux, dans une première phase depréparation méthodologique;-conduire sur cette base une réflexion sur les stratégies nationales et régionales en matière de reconnaissancedes qualifications et d'assurance qualité, afin de rechercher la meilleure adéquation entre les futurs centresd'information et leurs contextes nationaux, et de déterminer en conséquence leurs missions, statuts et fonctions;-réaliser ensuite une formation au fonctionnement de centres nationaux d'information, avec des visites d'étudesen Europe suivies d'un atelier en Egypte, pour soutenir la mise en route opérationnelle des futurs centres;-enfin, en préfiguration du réseau méditerranéen, consolider, lors de la conférence finale, le travail en réseaueffectué dans le cadre du projet pilote et préparer son élargissement aux autres pays membres de la ConventionMéditerranéenne.Tout au long du projet, une attention particulière sera portée à la mise en place de méthodes et d'outils pour untravail en réseau, avec en particulier l'ouverture d'un site internet et la création d'une liste de discussion.

Chacun participant sera leporte parole des "bonnes pratiques" et deviendra un acteur de diffusion despratiques. Higher Education for Good Governance: Inventory of Academic Resources

The first objective is the elaboration of an inventory of academic resources on governance in Morocco, Algeria,Tunisia, Jordan, the Palestinian territories and Lebanon. The second objective is the dissemination of thisinformation through the web site of the European Thematic Network in Public Administration (www.epan.eu.org)and a specific publication. Finally, the evaluation and comparison of reports will permit the elaboration of aworking plan to improve the knowledge on governance in the region. This working plan will be implementedsubsequently through different instruments, including the different Tempus actions.

In the long term, POLIBIUS aims to establish a permanent network of academicinstitutions working in the field of governance as a way to improve teachingand research on governance in the Mediterranean partners of the EU. Thisproject will strengthen local sources of knowledge on governance throughinternational networking and exchanging of best practices. By the connection ofseparate efforts, POLIBIUS will exploit synergies and multiply the impact of academic efforts in the knowledge about governance in the region.
