Hans Ruppe f

Am 26. November 1962 ist Hans Ruppe im Alter von 55 Jahren an einem unerwarteten

Herzinfarkt gestorben. Um ihn trauert nicht nur die Mozartstadt Salzburg, wo er geboren wurde, arbeitete und verschied, sondern auch die musikbibliothekarische Welt. Er war der

Begründer der ersten öffentlichen Musikbücherei in Österreich. Vom Mirabellschloß aus, wo

er Leiter der Salzburger Stadtbücherei war, redigierte er Die Musikbüdierei, das Organ der

öffentlichen Musikbüchereien. Als Generalsekretär der Commission Internationale des Biblio

thèques Musicales Publiques war er ein indeenreicher und tatkräftig wirkender Vertreter des

öffentlichen Musikbüchereiwesens auf allen Kongressen der AIBM.

Wir verlieren mit ihm einen liebenswürdigen Kollegen, dem unser menschliches Andenken,

unsere fachliche Anerkennung und unser unbegrenzter Dank über das Grab hinaus bleibt.

Le congrès suédois de 1962

Vom 13. bis 18. August 1962 fand in Stockholm und Uppsala der VI. Internationale Kon

greß der Internationalen Vereinigung der Musikbibliotheken statt. Er war gekoppelt mit einem

Kongreß der Scandinavian Musicological Society und einer Tagung der Musikalischen Infor

mationszentren. Tagungsort waren der schöne Neubau der Kungliga Musikaliska Akademien

und die Universität in Uppsala. Die offizielle Eröffnung des Kongresses wurde bereichert durch Ansprachen und Gruß

botschaften des Präsidenten der IVMB Folke Lindberg, des Präsidenten der Kungliga Musika

liska Akademien Carl-Allan Moberg, des Direktors der Universitätsbibliothek Uppsala Tönnes Kleberg und des Vizepräsidenten des Internationalen Musikrates Vladimir Fédorov.

In Uppsala begrüßte Seine Magnifizenz, der Rektor der Universität, Professor Torgny Seger stedt die Gäste. Die öffentlichen Vorträge und die Referate der einzelnen Sektionen des

Kongresses werden den Mitgliedern der IVMB in dieser Zeitschrift zugänglich gemacht werden.

Aus der Generalversammlung und den Sitzungen des Exekutivkomitees und des Büros ist

folgendes festzuhalten:

1. Folke Lindberg (Stockholm), Präsident seit dem letzten Kongreß in Cambridge, übergab sein Amt an Vladimir Fédorov (Paris), der vom Büro zum Präsidenten ernannt worden

war. Seine Ernennung wurde vom Exekutivkomitee ordnungs- und satzungsgemäß bestä

tigt. Zu Vizepräsidenten ernannte das Büro John H. Davies (London), Frits Noske (Amster

dam) und Brooks Shepard jr. (New Haven), zum Generalsekretär Harald Heckmann

(Kassel) und zum Generalschatzmeister Wolfgang Rehm (Kassel).

2. Der Generalsekretär gab einen Bericht über die Zeit von 1959 bis 1962. Der Bericht wird

in dieser Zeitschrift an anderer Stelle abgedruckt.

3. Der Bericht des Generalschatzmeisters wurde in dessen Abwesenheit vom Generalsekretär

vorgetragen und kommentiert. Die Generalversammlung billigte diesen Bericht, nachdem

der Haushalt zwar ausgeglichen ist, eine Erweiterung der Zeitschrift Fontes artis musicae

auf drei Hefte im Jahr aber nicht ohne eine Erhöhung der Beiträge möglich ist, die ja vom

Exekutivkomitee und Büro schon 1961 in Lausanne beschlossen worden war. Unter Berück

sichtigung der Tatsache, daß seit Jahren trotz erheblicher Steigerung aller Kosten keine

Beitragserhöhung gefordert worden war, beschloß die Generalversammlung, die Beiträge auf folgende Summen festzusetzen:

Einzelmitglieder 15 Schweizer Franken (bisher 10 SFr)

Korporative Mitglieder 30 Schweizer Franken (bisher 20 SFr)

Die Regelung tritt mit Rücksicht auf die Bibliotheken, die eine kurzfristige Änderung aus

budget-technischen Gründen nicht vollziehen können, erst am 1. Januar 1964 in Kraft.

Der Jahrgang 1964 soll gleichzeitig als erster Jahrgang mit drei Heften erscheinen.

4. Exekutivkomitee und Büro hielten es für zweckmäßig, folgendes zu beschließen:

Die Vereinigung hat als Organe: Die Generalversammlung (General Assembly, Assemblée

Générale), das Exekutivkomitee (The Executive Committee, Le Comité Exécutif), das

Direktorium (The Council, Le Conseil) und den Vorstand (The Board, Le Bureau).

Diese Änderung soll einmal einer besseren Entsprechung der französischen, englischen und

deutschen Formulierungen der entsprechenden Paragraphen unserer Satzung dienen, zum

anderen aber auch innnerhalb des bisherigen Büros (Board) die Gruppe derjenigen, die die

technische Arbeit zu bewältigen haben, als Vorstand (Bureau, Board) zusammenfassen und

damit satzungsgemäß legalisieren, was sich in jahrelanger Übung als praktisch erwiesen

hat. Mitglieder dieses Vorstandes (Le Bureau, The Board) sollen sein:

Der Präsident, der jeweils letzte Altpräsident (Past-President, Ancien Président), die drei

Vizepräsidenten, der Generalsekretär und der Generalschatzmeister.

Das Direktorium bilden diejenigen Mitglieder der IVMB, die früher das Büro (The Board)

darstellten; außerdem die früheren Altpräsidenten (Past-Presidents, Ancien Présidents).

Die Generalversammlung hat das Direktorium ermächtigt, in diesem Sinne jetzt schon

interimistisch zu verfahren. Bei der nächsten Generalversammlung soll ein entsprechender

Antrag zur Abstimmung vorgelegt werden.

5. Für die künftigen Veranstaltungen der IVMB bestehen folgende Pläne:

1963 eine Arbeitstagung in Italien (Mailand, 28. Mai—1. Juni) 1964 eine Arbeitstagung in Dänemark (evtl. Aarhus) 1965 ein Kongreß in Frankreich (evtl. Dijon) 1966 eine Arbeitstagung in Norwegen (evtl. Bergen)

6. Exekutivkomitee und Direktorium (Conseil) bestätigten gerne die Gründung einer Inter

nationalen Kommission musikalischer Informationszentren als 6. Arbeitsgruppe innerhalb

der IVMB.

Unsere Vereinigung ist auf zahlreichen Arbeitstagungen und Kongressen in vielen Ländern

überaus gastfreundlich aufgenommen worden. Der schwedische Kongreß stand auch in dieser

Hinsicht seinen Vorgängern in nichts nach. Die Kongreßteilnehmer waren Gäste des schwedi

schen Radios Stockholm, des STIM (Schwedische Gesellschaft der Komponisten, Autoren und

Verleger), der Stadt Stockholm, der Stadt Uppsala und der Universität Uppsala. Die Teil

nehmer hatten Gelegenheit, zwei ausgezeichnete instruktive Ausstellungen zu sehen:

eine mit den musikalischen Kostbarkeiten der Kungliga Musikaliska Akademiens Bibliotek

und eine mit einem kleinen Ausschnitt aus den reichen Schätzen der Universitets Bibliotek

Uppsala, die von Gösta Morin (Stockholm) und Ake Davidsson (Uppsala) betreut waren.

Zwei Konzerte von Radio Stockholm gaben Gelegenheit, eine intimere Kenntnis älterer

und neuerer schwedischer Musik zu gewinnen, und eine Opernaufführung im reizenden Drott

ningholm-Hoftheater mit Haydns L'infedeltà delusa ließ ein Stück alter, großer musikalischer

und architektonischer Kultur wieder aufleben.

Unsere Vereinigung schuldet denen großen Dank, die in die Gestaltung des gelungenen Kongresses viel Mühe und Arbeit investiert haben. Von ihnen müßten in erster Linie genannt werden: Folke Lindberg, unser Altpräsident, Gösta Morin, der Präsident der schwedischen

Gruppe und dessen Mitarbeiterin Cari Johansson. Großer Dank gilt überdies Folke Lindberg für die Umsicht und Initiative, mit der er sein Amt als Präsident unserer Gesellschaft in den

verflossenen drei Jahren geführt hat.

The Sixth International Congress of the International Association of Music Libraries took place in Stockholm and Uppsala from 13 to 18 August 1962. It was combined with a congress of the Scandi navian Musicological Society and a meeting of Musical Information Centres. Sessions were held in the beautiful new building of the Royal Academy of Music in Stockholm and at the University of Uppsala.

The official opening of the Congress was enhanced by the speeches and addresses of welcome of the President of IAML, Folke Lindberg, the President of the Royal Academy of Music, Carl-Allan Moberg, the Director of the University Library at Uppsala, Tonnes Kleberg, and the Vice-President of the

International Music Council, Vladimir Fédorov. In Uppsala His Magnificence the Rector of the Uni

versity, Professor Torgny Segerstedt, welcomed the visitors. The public proceedings and reports of the individual sections of the Congress will be made available to IAML members in the next issue of Fontes.

From the General Assembly and the meetings of the Executive Committee and the Board, the

following should be observed:

1. Folke Lindberg (Stockholm), President since the last Congress in Cambridge, retired in favour of

Vladimir Fédorov (Paris), who was nominated as President by the Board. His nomination was

confirmed by the Executive Committee in accordance with their regulations and statutes. The

Board nominated John H. Davies (London), Frits Noske (Amsterdam), and Brooks Shepard Jr.

(New Haven) as Vice-Presidents, Harald Heckmann (Kassel) as General Secretary, and Wolfgang Rehm (Kassel) as General Treasurer.

2. The General Secretary reported on the period from 1959 to 1962. This report is printed elsewhere in this issue.

3. In the Treasurer's absence, his report was given out and commented upon by the General Secretary. The General Assembly approved the decision that, after the budget has been balanced, an extension of the periodical Fontes artis musicae to three issues a year is possible but not without raising the

subscriptions, which had already been decided by the Executive Committee and the Board at

Lausanne in 1961. Taking into consideration the fact that, in spite of the considerable rise in all

costs, subscriptions have not been raised for some years, the General Assembly decided to raise

subscriptions to the following amounts:

Individual members 15 Swiss francs (formerly loSfr.)

Corporate members 30 Swiss francs (formerly 20 S fr.) In the case of libraries, which cannot make changes in their budgets at short notice, the increase will only come into force on 1 January 1964. This will also be the first year in which three issues of the review will appear.

4. The Executive Committee and Board considered it expedient to decide on the following: That the Association should consist of: the General Assembly (die Generalversammlung, Assemblée

Générale), the Executive Committee (das Executivkomitee, le Comité Exécutif), the Council (das

Direktorium, le Conseil) and the Board (der Vorstand, le Bureau). This change should make for

a better understanding of the French, English and German definitions in the relevant paragraphs of our statutes; it should also bring together the group of those members of the former Board

(Büro) who have accomplished technical work as the Board (Vorstand, Bureau), and thereby legalise

by statute what has proved itself practical from some years experience. Members of this Board

(Vorstand, Bureau) will be:

The President, the last Past-President (Altpräsident, Ancien Président), the three Vice-Presidents,

the General Secretary, and the General Treasurer.

The Council consists of those members of IAML who formerly constituted the Board (Büro), plus the former Past-Presidents (Altpräsidenten, Ancien Présidents). The General Assembly has authorised the Council to proceed provisionally in this capacity. At

the next General Assembly a suitable motion will be put to the vote.

5. Future arrangements for IAML consist of the following plans: 1963 a meeting in Italy (Milan, May 28—June 1) 1964 a meeting in Denmark (possibly Aaarhus) 1965 a congress in France (possibly Dijon) 1966 a meeting in Norway (possibly Bergen)

I. The Executive Committee and Council (Direktorium, Conseil) gladly endorse the foundation of

an international committee of Musical Information Centres as the sixth Working Committee within

IAML. Our association has been extremely hospitably received at numerous meetings and congresses in

many countries. In this respect the Swedish Congress has been in no way inferior to its predecessors. The delegates to the Congress were guests of the Swedish Radio Stockholm, STIM (the Swedish Society of Composers, Authors and Publishers), the City of Stockholm, the City of Uppsala, and the University of Uppsala. The delegates had the opportunity of seeing two excellent and instructive exhibitions:

one consisting of the musical treasures in the Royal Academy of Music and the other consisting of

a small selection from the valuable treasures of the University Library at Uppsala which had been

arranged by Gösta Morin (Stockholm) and Âke Davidsson (Uppsala). Two concerts by Radio Stockholm presented the opportunity to gain a more intimate knowledge of

Swedish music of different periods, and a stage performance of Haydn's L'infedeltà delusa in the

charming Court Theatre at Drottningholm revived a famous, old work in an historic setting. Our association owes especial thanks to those who have taken so much trouble and put so much

work into the organisation of the successful congress. Among them we must single out for mention:

Folke Lindberg, our Past-President, Gösta Morin, the President of the Swedish Group, and his colleague Cari Johansson. In addition Folke Lindberg deserves special thanks for the foresight and initiative

with which he has filled his post as President of our Society during the past three years.

Du 13 au 18 août 1962 s'est déroulé, à Stockholm et à Upsal, le 6e congrès de l'Association inter

nationale des bibliothèques musicales. En même temps avaient lieu un congrès de la Société Scandinave de musicologie et une réunion de travail des Centres internationaux de documentation musicale. Les

séances se tinrent dans les beaux bâtiments neufs de la Kungliga musikaliska Akademien et à

l'Université d'Upsal. Le congrès fut ouvert par les discours et allocutions de bienvenue du président de l'AIBM, Folke

Lindberg, du président de la Kungliga musikaliska Akademien, Carl-Allan Moberg, du directeur de la

Bibliothèque universitaire d'Upsal, Tonnes Kleberg, et du vice-président du Conseil international de

la musique, Vladimir Fédorov. A Upsal, Sa Magnificence le professeur Torgny Segenstedt, recteur de

l'Université, souhaita la bienvenue à ses hôtes. Les membres de l'AIBM trouveront les conférences

publiques et les communications des différentes sections du congrès reproduits dans le prochain numéro de la présente revue.

Voici ce qu'on peut retenir des décisions prises par l'Assemblée générale et lors des séances du

Comité exécutif et de celles du Bureau.

1° Folke Lindberg (Stockholm), président depuis le dernier congrès de Cambridge, a transmis ses fonctions à Vladimir Fédorov (Paris), nommé président par le Bureau. Sa nomination a été confirmée, conformément au règlement et aux statuts, par le Comité exécutif. Le Bureau a nommé John H.

2° Le secrétaire général a lu son rapport d'activité sur la période de 1959 à 1962. Ce rapport sera

publié dans ce même numéro de la revue.

3° Le rapport du trésorier général a été lu et commenté, en son absence, par le secrétaire général. L'Assemblée générale a approuvé ce rapport, le budget s'équilibrant et la périodicité de la revue

Fontes artis musicae ne pouvant être portée à trois numéros par an qu' en augmentant les cotisa

tions. Cette augmentation avait déjà été décidée par le Comité exécutif et le Bureau, à Lausanne,

en 1961. Aussi, considérant que, depuis des années et malgré une hausse importante des frais, les

cotisations n'avaient pas été augmentées, l'Assemblée générale a décidé de fixer leur montant

comme suit:

Membres individuels 15 FS (jusqu'ici 10 FS) Collectivités 30 FS (jusqu'ici 20 FS)

Afin de tenir compte des impératifs budgétaires interdisant à certaines bibliothèques des change ments à court terme, cette modification n'entrera en vigueur que le 1er janvier 1964. Cette même

année 1964 sera aussi la première où Fontes paraîtra en 3 fascicules annuels.

4° Le Comité exécutif et le Bureau ont jugé utile de prendre les décisions suivantes:

L'association a désormais pour organes directeurs: l'Assemblée générale (General assembly,

Generalversammlung), le Comité exécutif (Executive committee, Exekutivkomitee), le Conseil

(Council, Direktorium) et le Bureau (Board, Vorstand). Cette modification a pour but d'une part de permettre une concordance plus exacte entre les formu

lations française, anglaise, allemande des paragraphes en question, et d'autre part de regrouper en conseil de direction (Bureau, Board, Vorstand), tous ceux qui, au sein du Bureau, tel qu'il existait

jusqu'ici, avaient à effectuer le travail technique et de légaliser ainsi, statutairement, ce qui s'était

révélé commode dans la pratique des dernières années écoulées.

Seront membres du bureau (Board, Vorstand): le président, le dernier en date des anciens prési dents (Past-president, Altpräsident), les trois vice-présidents, le secrétaire général et le trésorier

général. Le Conseil est composé des membres de l'AIBM qui formaient jusqu'ici le Bureau (Board, Büro),

et, en outre, des anciens présidents (Past-presidents, Altpräsidenten). L'Assemblée générale a donné pouvoir au nouveau Conseil d'agir dès maintenant, par interim,

dans ce sens. Une proposition correspondante sera mise aux voix lors de la prochaine Assemblée

générale.

5° Pour les années à venir, l'AIBM prévoit les réunions suivantes:

en 1963 une réunion de travail en Italie (à Milan, 28 mai—1er juin) en 1964 une réunion de travail au Danemark (peut-être à Aarhus) en 1965 un congrès en France (peut-être à Dijon) en 1966 une réunion de travail en Norvège (peut-être à Bergen).

6° Le Comité exécutif et le Conseil (Council, Direktorium) ont volontiers confirmé leur accord pour la création, au sein de l'A. I. B. M., d'une nouvelle Commission internationale de travail, celle des

Centres de documentation musicale.

Notre association a toujours été reçue avec la plus franche hospitalité par les pays qui l'invitaient à

tenir chez eux ses réunions de travail ou ses congrès. Le congrès suédois n'a pas été inférieur, sur ce

plan, aux précédents. Ses membres ont été tour à tour les hôtes de la Radiodiffusion suédoise, de la STIM

(Société suédoise des auteurs, compositeurs et éditeurs), des municipalités de Stockholm et d'Upsal et de

l'Université de cette dernière ville. Il leur fut donné de visiter deux remarquables expositions fort

instructives: l'une offrait les trésors musicaux de la Kungliga musikaliska Akademiens Bibliothek,

l'autre une petite partie des richesses musicales de la Bibliothèque universitaire d'Upsal, la première

présentée par Gösta Morin (Stockholm), la seconde par Âke Davidsson (Upsal).

Deux concerts de la Radiodiffusion de Stockholm nous firent faire plus ample connaissance avec

la musique suédoise ancienne et moderne, et une représentation lyrique dans le ravissant théâtre de

la cour à Drottningholm fit revivre, avec L'infedeltà delusa de Haydn, une civilisation musicale et

architectonique au passé plein de grandeur.

Notre association doit une très vive reconnaissance à ceux qui ont pris tant de peine et mis tant

de zèle à préparer ce congrès si réussi. Parmi ceux-ci, il convient de nommer en premier lieu: Folke

Lindberg, notre ancien président, Gösta Morin, président du Groupe suédois et sa collaboratrice, Cari Johansson.

En outre, nous tenons à exprimer notre gratitude à Folke Lindberg pour la prudence, mais aussi

l'esprit d'initiative, avec lesquels il a rempli sa fonction de président de notre société au cours des

Rapport du Secrétaire Général (1959-1962)

1959 konnte mein Amtsvorgänger Frits Noske in Cambridge der Generalversammlung der

IVMB melden, daß die Gesellschaft 687 Mitglieder zähle; 1955 waren es 183 gewesen. Die

Kurve der Mitgliederbewegung ist inzwischen weniger steil. Die Konjunktur hat sich gewisser maßen normalisiert: Wir stehen derzeit bei 797 Mitgliedern. Besonders aktiv waren die Län

dergruppen von Canada, Dänemark (der es 1960 gelang, sich als eigene Ländergruppe zu

konstituieren) und Schweden.

Frits Noske sprach seinerzeit die Hoffnung aus, daß die Zeitschrift Fontes artis musicae

möglichst bald zu einer Vierteljahresschrift heranwachsen würde. Wir sind inzwischen in

unseren Erwartungen etwas bescheidener geworden und begnügen uns mit der Hoffnung, daß

sie bald dreimal im Jahre erscheinen könne.

An Publikationen der IVMB sind neben den Heften der Zeitschrift Fontes erschienen: der

Bericht über den Kongreß in Cambridge (1959) zusammen mit dem Bericht des Kongresses der

Galpin Society und der II. Band der von der Commission du Code de Catalogage betreuten

Serie, den Yvette Fédoroff redigiert hat.

Vertreter dieser Commission nahmen an der International Conference on Cataloguing

Principles der International Federation of Library Associations vom 9.—18. Oktober 1961 in

Paris teil.

Die Commission des Phonothèques hat enge Kontakte mit dem Comité permanent de

l'Union Internationale pour la protection des œuvres littéraires et artistiques und dem Comité

Intergouvernemental du droit d'auteur de l'Unesco angeknüpft, um über die Entwicklung auf

diesem, die AIBM sehr betreffenden Gebiet auf dem Laufenden zu bleiben und evtl. An

regungen dazu geben zu können.

Besondere Erfolge zeigte die Zusammenarbeit mit der Internationalen Gesellschaft für

Musikwissenschaft (International Musicological Society), die zusammen mit der IVMB vier

größere wissenschaftliche Unternehmungen betreut:

1. Das Répertoire Internationale des Sources Musicales mit zwei zentralen Sekretariaten,

einem in Paris und einem in Kassel, sowie zahlreichen nationalen Arbeitsgruppen in Europa und den U. S. A.

2. Die Serie Documenta Musicologica, die die faksimilierte Edition von wichtigen älteren

Musikhandschriften und Musikdrucken betreibt.

3. Die Serie Catalogus Musicus, die sich um den Druck musikbibliographischer Verzeichnisse

bemüht und die hofft, in diesem Jahr mit ihrem 1. Band erscheinen zu können.

4. Ein Polyglottes Wörterbuch, das die wichtigsten fachmusikalischen Ausdrücke in den fünf

Sprachen Deutsch, Englisch, Französisch, Italienisch und Spanisch verzeichnen soll.

Vertreter der IVMB nahmen an einer Sitzung des Répertoire Internationale des Sources

der Arbeit auf dem amerikanischen Kontinent dienen sollte. Eine andere Sitzung des Réper

toire Internationale des Sources Musicales am 28. April 1962 in Basel diente vor allem der

zentralen Planung und der Klärung des Budget. Audi hier waren Vertreter der IVMB beteiligt.

Das Répertoire Internationale des Sources Musicales konnte im Jahre 1961 als 2. Band der

Gesamtserie den Band I der auf zwei Bände angelegten Publikation The Theory of Music front

the Carolingian Era up to 1400, redigiert von Joseph Smits van Waesberghe, Peter Fischer

und Christian Maas, vorlegen.

Unsere Vereinigung hielt je eine Arbeitstagung vom 12. bis 17. September 1960 in Amster

dam und vom 26. bis 30. Juni 1961 in Lausanne ab. Über beide Veranstaltungen wurde in der

Zeitschrift Fontes artis musicae ausführlich berichtet. Bei der Amsterdamer Tagung hatte

unsere Gesellschaft die Ehre, eine Gruppe von Vertretern nationaler musikalischer Informa

tionszentren als Gast bei sich zu haben, die auch in Stockholm mit uns zusammen war und sich

inzwischen zu einer eigenen internationalen Arbeitsgruppe innerhalb unserer Vereinigung

konstituiert hat.

In 1959 my predecessor Frits Noske was able to report to the General Assembly of IAML in

Cambridge that the Society had 687 members; in 1955 it had 183. The curve in the flow of incoming members has become less steep meanwhile. The tide has to some extent normalised itself. We now

stand at 797 members. The national groups in Canada, Denmark (which succeeded in starting its own

national group in 1960) and Sweden have been particularly active.

Frits Noske in his tum expressed the hope that it would soon be possible to extend the periodical Fontes artis utusicae to a quarterly. In the meantime we aTe being somewhat more modest in our

expectations and satisfy ourselves with the hope that it will appear three times during the year.

Independently of the periodical Fontes, the following IAML publications have appeared: Proceedings of the Congress at Cambridge (1959) together with the Proceedings of the Congress of the Galpin

Society, and Vol. II of the series entrusted to the Committee of the Code of Cataloguing, which Yvette

Fédoroff has edited.

Representatives of this Committee took part in an International Conference on Cataloguing Prin

ciples arranged by the International Federation of Library Associations in Paris from 9 to 18 October

1961.

The Committee of Record Libraries has made some contact with the permanent committee of the

International Union for the protection of literary and artistic works and the UNESCO Intergovern mental Copyright Committee in order to be kept informed about developments in this sphere which are

of great concern to IAML, and to be able to give possible encouragement to them.

Particular success appertains to the collaboration with the International Society for Musicology

(Internationale Gesellschaft für Musikwissenschaft) who with IAML have agreed on the following four

considerable musicological undertakings:

1. The International Inventory of Musical Sources with two central secretariats, one in Paris and one

in Kassel, as well as numerous national working groups in Europe and U.S.A.

2. The series Documenta Musicologica which constitutes the facsimile edition of important old

manuscripts and printed music.

3. The series Catalogus Musicus which is concerned with the printing of bibliographical music cata

logues, and of which it is hoped the first volume will appear this year.

4. A polyglot dictionary which will list the most important technical musical expressions in five

languages: English, French, German, Italian and Spanish.

Representatives of IAML took part in a meeting of the International Inventory of Musical Sources

in Washington on 13 and 14 September 1961, which had as its main purpose the start of work on the

American continent. Another meeting of the International Inventory of Musical Sources in Basle on

28 April 1962 was mainly concerned with the central organisation and the announcement of the

budget. Representatives of IAML also took part here.

The International Inventory of Musical Sources was able to publish in 1961, as the second volume

of the classified series, Vol. I of the important two-volume publication The Theory of Music from the

Carolingian Era up to 1400, edited by Joseph Smits van Waesberghe, Peter Fischer and Christian Maas.

Our association held a meeting in Amsterdam from 12 to 17 September 1960 and another in Lau

sanne from 26 to 30 June 1961. Concerning both, details were fully reported in the periodical Fontes

artis musicae. At the Amsterdam meeting, our Society had the honour to have as its guests a group of

representatives of national Musical Information Centres, who were also with us at Stockholm and

have constituted themselves meanwhile into their own international working committee within our

association.

En 1959, Frits Noske, mon prédécesseur, pouvait annoncer à l'Assemblée générale de l'AIBM à

Cambridge, que l'association comptait 687 membres. En 1955 il n'y en avait que 183. Entre temps, le

rythme des inscriptions s'est un peu ralenti. Nous comptons actuellement 797 adhérents. Les groupes

de pays tels que le Canada, le Danemark (qui a pu se constituer, en 1960, en groupe national autonome)

et la Suède ont été particulièrement actifs.

Frits Noske avait exprimé alors l'espoir que la revue Fontes artis musicae puisse bientôt paraître

trimestriellement. Nous sommes devenus, entre temps, plus modestes, et nous nous contenterons d'es

pérer qu'elle pourra bientôt paraître à raison de 3 numéros par an.

Outre les fascicules de la revue Fontes, l'AIMB a fait paraître les travaux suivants: le rapport du

congrès de Cambridge en 1959, publié en même temps que celui du Congrès de la Galpin Society, et

le 2e tome de la collection patronnée par la Commission du Code de catalogage, tome rédigé par

Yvette Fédoroff.

Des représentants de cette dernière commission ont pris part, à Paris, du 9 au 18 octobre 1961, à

l'International conference on cataloguing principles de la Fédération internationale des associations

de bibliothécaires. La Commission des phonothèques a été en contact étroit avec le Comité permanent de l'Union

internationale pour la protection des oeuvres littéraires et artistiques et avec le Comité intergouver

nemental du droit d'auteur de l'UNESCO, afin d'être tenue au courant des décisions prises en ce

domaine si proche de l'AIBM, et de pouvoir au besoin faire toute suggestion utile.

La collaboration avec la Société internationale de musicologie a été particulièrement fructueuse.

Quatre grandes entreprises sont dues à cette collaboration:

1° Le Répertoire international des sources musicales, avec ses deux Secrétariats centraux, l'un à Paris,

l'autre à Cassel, et ses nombreuses équipes de travail nationales en Europe et en Amérique;

2° la collection Documenta Musicologica, qui a pour but de publier en fac-similé les principaux manuscrits et imprimés musicaux anciens;

3° la collection Catalogus Musicus destinée à publier des inventaires et ouvrages bibliographiques

musicaux, et dont le premier tome devrait paraître cette année;

4° un lexique polyglotte comprenant les plus importants termes techniques musicaux en cinq langues:

allemand, anglais, français, italien, espagnol.

Des représentants de l'AIBM ont participé du 13 au 14 septembre à une réunion du Répertoire international des sources musicales, à Washington, destinée surtout à initier nos collègues américains

au travail du R. I. S. M. Une autre réunion du Répertoire international des sources musicales, à Bâle,

le 28 avril 1962, fut consacrée principalement à l'organisation du travail au sommet, ainsi qu'aux

questions budgétaires. Là aussi, il y eut des représentants de l'AIBM.

Le Répertoire international des sources musicales a pu présenter, en 1962, le tome 2 de sa série

RISM (Stockholm, le 15 et le 17 août 1962)

Deux séances furent consacrées à Stockholm aux travaux du R.I.S.M.: une séance purement techni

Le but de la première de ces séances était la recherche des mesures qui permettraient au RISM de

faire face aux difficultés financière actuelles. La seconde de ces séances s'est occupée des

problèmes en cours: état d'avancement des travaux de la série méthodique (2 volumes parus; 4 volumes

sous presse; 9 volumes en préparation); bilan annuel des résultats obtenus par les équipes nationales

et par la Centrale de Cassel chargées de la série alphabétique générale (ces résultats peuvent être

considérés comme hautement satisfaisants; plus de 100.000 fiches classées; près de 1300 bibliothèques sur le chantier, mais le travail sera encore long et, dans certains cas, difficile); problèmes techniques de recensement, de rédaction, de présentation.

L'une des conférences publiques du Congrès même de l'AIBM avait également pour objet les

travaux du RISM: le prof. CL Sartori fit un tableau vivant, précis et objectif des heurs et malheurs du

Radio Commission

Ten members attended meetings on August 15th and 17th, including first personal appearances of

the music librarians of Helsinki Radio and Deutschlandsender, D.D.R. Greetings and apologies for

absence were received from a further six radios. Items discussed included long-term deposit of hire-materials, mutual exchange of information and

materials in the field of non-protected music, the use of electronic tapes in association with normal

orchestral material, financial support for R.LS.M., and the current negotiations between the Inter

national Publishers' Association (Music) and the European Broadcasting Union regarding standard

contracts.

An exploratory joint meeting was held on August 17th with the newly-affiliated Music Information

1. Rapport du Président sur l'activité de la Commission depuis sa dernière réunion à Lausanne en

juillet 1961: plusieurs membres de la Commission avaient participé en septembre 1961 à Washington (USA) à des réunions communes avec des collègues américians qui ont été mis au courant des travaux de la Commission; deux délégués de la Commission avaient été officiellement invités à suivre à Paris, en octobre 1961, les travaux de la Conférence internationale sur les principes de

catalogage.

2. Code de catalogage des enregistrements sonores. Ce Code avait été soumis par la Commission des

phonothèques à l'examen de la Commission du Code de catalogage. Cette dernière avait décidé,

après examen, de le faire étudier par un groupe d'experts: allemand, américain, anglais, français et suédois. De nombreuses observations ont été ainsi recueillies par la Commission. Une refonte du Code est en cours. Cette refonte une fois définitivement approuvée, le Code pourra paraître comme vol. V de la série des Codes de catalogage de la musique.

3. La rédaction du vol. III de la Série des Codes, le Full Code est également en cours. Un texte plus complet, qui tiendrait compte des résultats de la Conférence internationale sur les principes de

catalogage, sera élaboré par Mme V. Cunningham et distribué aux membres de la Commission

pour examen. Il fera l'objet d'une discussion à la prochaine réunion de la Commission à Milan.

Quatre nouveaux membres feront désormais partie de la Commission du Code: Mme N. Alekseeva

(URSS), représentant la Commission des codes de la Bibliothèque Lenin, Mlle J. Pemberton (Grande

Bretagne), Mme E. Zanetti (Italie) et le Dr. K. Dorfmüller (Allemagne).

International Committee of Record Libraries

(Stockholm, 15th, 17th August 1962)

At the opening of the first session, M. Fédorov made an announcement on behalf of the Board of I. A. M. L. 1. A. M. L. has expressed the wish that the Committee, profiting from the creation of the extensive scheme for an International Federation of Libraries of Recorded Sound (M. Décollogne, rapporteur), should proceed with its own reorganisation. With this object, the Board of l.A.M.L.

proposes: — That its International Committee of Record Libraries (Commission internationale des phonothèques)

shall henceforth be entitled the International Committee of Music Record Libraries (Commission internationale de phonothèques musicales)

— That it accepts as President, Vice-President and Secretary-General respectively: Dr. H. Spivacke, Mlle C. Marcel-Dubois and Herr E. Maschat

— That it draws up its own regulations according to which it would carry out its functions in future. The Committee, having adopted the proposal of the Board of I. A. M. L. without opposition, passed

to the business of the day.

I. Reports from the Presidents of the following Sub-Committees were read and discussed.

1. Acquisition and exchange of recordings. Mr. Saul made a summary of his own paper on

exchange of recordings.

2. A handlist of existing discographies in the B. B. C. gramophone library was distributed to all members attending the Committee. The latest edition of the Bulletin of the British Institute of Recorded Sound also contains a list of discographies, many of which are not in that presented by the President of this Sub-Committee.

3. Dr. Spivacke read extracts from his paper on the Preservation of recordings and much interesting discussion followed.

4. A list of record libraries in the British Isles was presented by the President of this Committee

together with one of libraries in East and West Germany submitted by Herr Werner (Berlin) and Herr Maschat (Munich).

5. Reports were not received from Dr. Köhler on cataloguing, on legislation from Dr. Chamrat, on international loan from Mr. Ph. L. Miller (New York Public Library). Dr. Spivacke suggested that the Bulletin of the British Institute of Recorded Sound could be used as a means of

disseminating information contained in certain papers prepared by the Sub-Committees, e. g. List of discographies, List of record libraries, etc. The Secretary of the B. I. R. S., Mr. Saul, was

then asked if there would be any objection to this proposal; he said he was gratified and

honoured to be asked, and that, now the B.I. R. S. has obtained a subsidy from the British

Government, this might be practical. The President then called for a motion on this proposal. There were no dissensions.

II. M. Gérard Michel presented information and pamphlets about Filmorex: a method of microfilming and automatic selection of data. Discussion followed but it was generally thought by members of

the Committee that such a method was more suitable to medical and similar practices than for

gramophone records.

III. M. Décollogne distributed translations in English, French and German of the Statutes for a future

International Federation of Libraries of Recorded Sound. Much discussion followed, but members

preferred to study the proposal first.

IV. Dr. Herbert Schermall read his paper on Deutsche Musik-Phonotkek Berlin, on the structure, tasks

and plans of this institute. Discussion followed.

V. Mr. Saul spoke of the legality of the copying of gramophone records.

VI. The proposed reconstruction of the rules of the Record Committee was discussed, but it was

agreed to hold this matter in abeyance pending the formation of a Committee to go into more

details. No dissensions.

Continuing this discussion of the Record Libraries Committee within the l.A.M.L. and the

proposed statutes of the Fédération Internationale des Archives Sonores, Dr. Spivacke pointed out

that it was difficult to see how these two bodies would work before the statutes of F.I. A. S. were

agreed and ratified.

After lengthy discussions and further intervention by M. Fédorov, the following resolution was

adopted: — Having considered the resolution adopted by the Board of I. A. M.L., on 30 June 1961 at

Lausanne, — Having taken note of the proposed rules of the future International Federation of Libraries of

Recorded Sound, whose constitution is in course of preparation under the aegis of I. A. M. L.

That the Board of l.A.M.L. be asked:

1.to examine the proposed regulations and to approve the same

2. to convene, in a provisional working committee, representatives of the associations and groups who would be future members of the new federation, with the object of producing a finalised

set of statutes

3. to be represented on this working committee by three members, of whom one would be

für öffentliche Musikbibliotheken zwei Zusammenkünfte und war am 4. Symposium des Kongresses mit

einem Spezialreferat beteiligt. Bei der ersten Zusammenkunft der Kommission am Mittwoch, dem

Begrüßung die Notwendigkeit einer Intensivierung der internationalen Zusammenarbeit. In diesem

Zusammenhang wurde nach einer regen Diskussion der einstimmige Beschluß gefaßt, die Länder

gruppen der Association internationale des Bibliothèques musicales um die Gründung von nationalen

Arbeitskomitees für öffentliche Musikbibliotheken zu bitten.

Der Schriftleiter Hans Ruppe der als Organ der internationalen Kommission dienenden Zeitschrift

Die Musikbücherei, die als Beiheft zu Bücherei und Bildung erscheint, gab einen Überblick über die

Entwicklung und Wirkung der Zeitschrift. Er richtete noch einmal die dringende Bitte an die Länder

vertreter, Arbeitsberichte über die Tätigkeit ihrer öffentlichen Bibliotheken und ihnen wichtig erschei

nender SpezialVeröffentlichungen über das Musikbüchereiwesen ihres Landes zu geben. Ferner scheint es

wichtig, die öffentlichen Musikbüchereien laufend über musikalische Neuerscheinungen zu unterrichten.

Die soll in Form von Sammelbesprechungen geschehen. Es wurde angeregt, einen Inhaltshinweis auf

die Musikbücherei jeweilig in den Fontes artis musicae zu veröffentlichen. Außerdem sollen den Arbeits

berichten Resümees in englischer Sprache angeschlossen werden.

Im Zusammenhang mit den Bemühungen, die Katalogisierungsvorschriften für Musikalien zu ver

einheitlichen, konnte die Landesgruppe der Deutschen Demokratischen Republik ihre in Leipzig erschienenen Regeln für die alphabetische Katalogisierung der Musikalien vorlegen.

Der holländische Vertreter Frits Noske referierte über einen vom Studienzentrum für Musik

bibliotheken herausgegebenen Standaardcatalogus van Muziekwerken. Da ähnliche Versuche auch von

anderen Ländergruppen angestellt wurden und werden, soll im Endziel eine international brauchbare

Grundliste von Musikalien erarbeitet werden.

Eine kurze Diskussion über Urheberrechtsfragen führte zu der Entschließung, daß in Anbetracht der

Wichtigkeit der Copyrightgesetze für die Ausleihe von Spielmaterial und Schallplatten die Commission

publique an den Gesprächen über eine Neuordnung der Urheberrechtsgesetze teilnimmt. Zu diesem

Zweck wurde eine kleine Arbeitskommission gegründet, der Johannes Bygstad — Bergen, Herbert

Schermall — Berlin und Dieter Bloch — Bochum angehören. Bei der zweiten Zusammenkunft der Kommission am Freitag, dem 17. August, erstatteten die an

wesenden Mitglieder kurze Arbeitsberichte über die Tätigkeit ihrer Institute und ihrer Ländergruppen: Mercedes Pequeno — Rio de Janeiro, Phyllis Hamilton — Edinbourgh, Walter Stock — Harrow, Law

rence Lovell — Rotherham, Johannes Bygstad — Bergen, Britten Eichinger — Stockholm, Hans Ruppe — Salzburg, Barbara Schmidt — Stockholm, Gisela Tilly — Düsseldorf, Dieter Bloch — Bochum, Frieda

Hoddick — Remscheid und Uta Strobel — München. Erkel Kavanto — Helsinki hat einen schriftlichen

Bericht in Aussicht gestellt. Die einzelnen Berichte gaben Gelegenheit zu ausführlichen Diskussionen, in denen zwar die lokale Verschiedenheit der Arbeit, aber auch die Gemeinsamkeit der Zielsetzung zum Ausdruck kamen.

Das Thema des 4. Symposiums vom Donnerstag, dem 16. August, in der Universität Uppsala behan delte die Frage des Verhältnisses zwischen Musikbibliothekar und Benutzerschaft. Für die wissen

schaftlichen Bibliotheken sprach Kurt Dorfmüller — München. Sein Referat wurde von Brooks Shepard — New Haven (USA) und von Alf Annegarn — Utrecht ergänzt und kommentiert. Über das Problem der öffentlichen Musikbüchereien referierte Alfons Ott — München, assistiert von Leonhard Duck, Manchester (England). Über die verschiedenen Aspekte wurde eine rege Diskussion geführt, deren

Endergebnis der Chairman Alfons Ott in der Feststellung zusammenfaßte, daß bei allen Verschieden heiten der Berufsarbeit in den einzelnen Bibliotheksformen ein gemeinsames Ziel der Bildungsarbeit gegeben sei und daß die Bibliotheksform der Zukunft sich immer sichtbarer als Einheitsbibliothek abzeidmet-

Report of the meeting on 15th August 1962

Since Dr. Albert van der Linden has expressed the wish to retire as President and member of the

Committee, the Board has asked the writer of this report to undertake the presidency. It was decided

that during the absence of Mr. Maby, Mr. A. Annegarn of the Institute of Musicology at Utrecht

(Rijnkade la) would act as the Committee's secretary.

Various problems and ideas were discussed, but the Committee agreed to concentrate its activity for the time being only on the main project: the International Inventory of Music Research

Libraries. A working programme was established by which an inquiry will be made in the different

countries in co-operation with the national committees of R. I. S. M. During the coming year a question naire in three languages will be drafted. From this the Committee expects to collect the necessary information concerning the world's music research libraries. All data will be collected in Utrecht. As to the publication of the inventory, the Committee thought it desirable that this should also have some

Third Meeting of Music Information Centres (M.I.C.)

(Stockholm, 16th to 18th August, 1962)

The third meeting of Music Information Centres brought together 15 representatives coming from

12 countries. Eight of these countries had met previously and have already been able to establish a

vital Music Information Centre, namely: Canada, Czechoslovakia, Denmark, France, Germany, Hol

land, Sweden and Switzerland. Four countries were new to this third meeting and hope to form a

working Music Information Centre in the near future: Austria, Finland, Great Britain and Norway. As a matter of fact Norway can already be considered to have such a Music Information Centre.

We have had three sessions during this third meeting, two at the Royal Swedish Academy of Music

and one in the office of STIM, the Swedish Performing Rights Society. Finally we had a fourth session

at the Swedish Broadcasting Corporation's new building, in conjunction with the International Com

mission of Radio Libraries of the I. A. M. L. As you know the Music Information Centres up till

recently have not been members of I.A.M.L. as a group. Therefore we are extremely grateful for

the hospitality extended to us by the I. A. M. L. during this Stockholm meeting. We also have appreci ated very much the co-operation both of STIM and of the Swedish Broadcasting Corporation.

As a result of our sessions we arrived at the following resolutions :

1. It was decided, after some discussion, to constitute ourselves as an international commission within

the framework of the I.A.M.L. The board of this new international commission will consist of

André Jurres (Holland), president, John Adaskin (Canada), secretary, and Jaroslav Oplt (Czecho

slovakia), treasurer.

2. We feel that our project of international exchange in the field of contemporary chamber music,

which was decided upon two years ago, has proved satisfactory and should be continued and if

possible intensified along the previously adopted lines. The procedure is this: each participating

country chooses a small and very selected collection of contemporary chamber music of its own

country and sends this collection to all the other participating countries. The collections consist

of scores and parts, if possible biographies and analyses, and —most important —tapes or discs.

Moreover each country tries to have at least two compositions performed out of the total amount

of works sent in by the other countries.

3. A new project was launched at the suggestion of the Canadian representative, this time in the field

of orchestra! music. In accordance with this project each participating country is going to submit

three carefully selected orchestral works to an international jury, consisting of conductors and

elected by the international commission of Music Information Centres.

This jury would be invited to choose one composition from each country and the Music Information

Centres would see to it that the final selection is performed as widely as possible. I will not finish this report without most emphatically thanking Mr. Vladimir Fédorov, who did us

the honour to open our sessions with a speech of welcome in his capacity as vice-president of the

International Music Council. It should also be remembered that the International Music Council has

been highly co-operative since the very beginning of the Music Information Centres' activities.
