A  billion  people,  but  no  labour  force  for    the  plas;c  recycling  industry  ?  

Due  to  one-­‐child  policy,  populaNon  in  China  is  aging  more  rapidly  than  in  other  countries.    Strong  compeNNon  for  labour  force  with  foreign  mulNnaNonals.  

 EducNon  level  is  increasing  and  the  number  of  unemployed  labour  forces  is  decreasing.  

It  will  be  increasingly  difficult  to  find  labour  force  in  China  to  work  in  the  plas;c  recycling  industry

•  Salaries  are  increasing  fast  in  China,  compared  to  other  Asian  countries    

•  Also  other  costs  for  Chinese  recyclers  are  increasing  (import  duNes,  exchange  rate,  ...)

PET  :  locally  collected  PET  will  compete  with  imported  PET    

LDPE  :  industry  will  rely  on  import  of  large  amounts  of  LDPE  

OBSERVATION  3  Local  plasNc  film  contains  a  high  percentage  of  recyclate,    ooen  of  no  superior  quality.    

This  material  is  less  suited  for    a  second  recycling.  Recycling  is  in  compeNNon  with  incineraNon  due  to  high  energy  demand  in  China.

Will  plas;c  recycling  move  out  of  China  ?  

•  Chinese  entrepeneurs  start  business  in  other  Asian  countries  (Malysia,  Thailand,  Indonesia,  …).  

•  Aoer  (parNal)  processing,  the  material  is  re-­‐imported  in  China    for  further  converNng.  

•  WHY  ?    –  lower  salaries  –  less  government  restricNons  –  more  labour  force  –  free  of  import  duNes

From  “push  to  pull  model”  in  Europe  ?  

Future  strong  demand  for  recyclates  :  -­‐  Environmental  image  -­‐  Circulair  economy  and  sustainability  concern  

-­‐  AmbiNous  targets      Reac;on  -­‐  Petrochemical  companies  produce  special  brands,  containing  a  high  percentage  of  post  consumer  recyclate,  combined  with  specifically  engineered  pellets.  

 Demand  will  increase  and  petrochemical  companies  will  produce  engineered  pellets  with  a  high  %  of  PCR,  which  will  s;mulate  demand  of  locally  produced  recyclates.  

“Double  the  use  of  recycled  resin  in  plasFc  packaging  by  2020,  using  2010  as  reference”

 Separate  different  types  of  plasNc  film  by  opNc  sensors  www.wrap.org.uk/content/resources-­‐enable-­‐recycling-­‐household-­‐plasNc-­‐films  

 As  for  rigid  plas;cs,  automa;c  separa;on  of  film  will  produce  homogeneous  quali;es.      Homogeneous/standardised  quali;es  can  be  recycled  in  Europe.

Plas;c  recycling  is  fascina;ng  !  

•  We  need  Chinese  outlets  and  markets  (as  much  as  they  need  us!).  

•  China  will  evolve  into  an  economy  with  less  low-­‐skilled  labour  forces  and  higher  costs.  

•  PlasNc  recycling  business  will  relocate  worldwide,  looking  for  cheap  labour.  

•  Future  increasing  demand  and  technological  development  will  sNmulate  recycling  in  Europe.  

•  This  evoluNon  will  not  be  disrupNve,  but  will  evolve  medium-­‐long  term.
