Thischapterprescribes flight operationsstandardsandprocedures for all aviation activitieswithintheDepartment of theInterior ( DOI). Thestandards andprocedures apply toDOI fleetaircraft, commercial aviationoperations, andprivatelyownedaircraft onofficial business. A. Applicabilityof Pilots OperatingHandbook andFAA- ApprovedFlight Manuals. Information, procedures, andlimitationscontained inpilots’ operating handbooksandFederal AviationAdministration ( FAA)- approved flight manuals ( andsupplements) areapplicabletoall operations; e. g., owner’ smanual, aircraft flightmanual, owner’ shandbook, and aircraft informationmanual. B. Applicability of Federal AviationRegulations ( FAR) toDOI Operations Involving OwnedorOperatedAircraft. Title14of theCodeof FederalRegulations ( CFR),Part 91, includingthoseportionsthat apply tocivil aircraft, appliestoDOI ownedoroperated aircraft operations except asnotedin theDepartmental Manual ( DMs) and/ orOperational Procedures Memoranda ( OPMs). All other FARsareapplicableasdirected by Parts350- 354ofthe Departmental Manual. C. Vendor OperationsSpecifications. Aircraft will beoperated andmaintained under provisions of14CFR91, 121,125,127,133,135, or137, asappropriate, includingthoseportions applicabletocivil aircraft, unlessotherwiseauthorizedbytheAssociateDirector, Aviation Management Directorate ( AMD), National BusinessCenter ( NBC). D. Vendor Certification. Vendors providing commercial services withpilot( s) shall be certificated under 14CFR121,125,127,133,135, or137, asappropriate. E. Pre- flight/ Post- flight Inspections. Eachpilot- in- commandshall, beforebeginning a flight, befamiliarwithallavailable information concerningthat flightinaccordancewith14CFR 91Subpart B. Thepilot- in- command shall conduct avisual, preflight inspectionbeforethefirst flight of eachday. Apostflight inspectionshall bemadeafter thelastflight ofthe day. Deficiencies, whichmight affect safety of flight, shall becorrectedprior tocommencing flight. Pilots shalluseapplicable cockpitchecklists. 07/27/11 # 3899 Replaces 12/26/96 # 3115
