E-Tender Notice INVITING EVENT MANAGEMENT COMPANY FOR

CHANDIGARH ROSE FEATIVAL-2016

Tourism Department, Chandigarh Administration invites E-tender

(two bids systems) from the Reputed Event Management Companies/Corporate

having experience in the relevant fields for providing eminent artists/singers may

submit their rates for the following live performances:-

1. Entertainment Show on 19th February 2016

2. Bollywood Musical Evening on 20th February 2016

3. Punjabi Musical Evening on 21st February 2016

During the ROSE FESTIVAL-2016 at Leisure Valley Sector 10, Chandigarh along with

earnest money of Rs. 1,00,000/- Demand Draft in favor of Director Tourism,

Chandigarh Administration. The detailed terms and conditions may be

downloaded from website of Chandigarh i.e.

http://etenders.chd.nic.in/nicgep/app. The last date to download/upload the e-

tender is 22nd January, 2016 by 2.00 PM. The technical bid shall be opened on

22.01.2016 at 3.30 P.M.

TERMS & CONDITIONS

1. Department of Tourism, UT, Chandigarh proposes to invite e-tenders under

two bid systems from the Event Management companies/corporate providing

eminent artists/singers for the live performances of three Musical Nites from

19th February, 2016 to 21st February, 2016 during ROSE FESTIVAL-2016 at

Leisure Valley, Sector-10, Chandigarh. The e-tender shall be submitted in two

separate bid, one for the technical bid (as per Annexure ‘A’ & ‘A-1’ enclosed)

and one for the financial bid (as per Annexure ‘B’ enclosed).

2. Tender shall be submitted in official tender form only. If submitted in any

other form the same shall be rejected.

3. No paper shall be detached from the tender.

4. The name and address of the tenderer shall be clearly written in the space

provided and no overwriting, correction, insertion shall be permitted in any

part of the tender unless duly countersigned by the tenderer. The tender

should be filled in and submitted in strict accordance with the instruction laid

down herein: otherwise the tender is liable to be rejected.

5. The tender is liable to be rejected if complete information is not given therein,

or if the particulars and data (if any) asked for in the Schedule to the tender

are not filled in.

6. The tender must be addressed to the Director Tourism, Chandigarh

Administration , 4th floor Paryavaran Building, Sector 19 B, Madhya Marg,

Chandigarh and should be uploaded before the closing date 22.01.2016 by

2.00 PM. The Technical bid will be opened by the technical committee on the

same days i.e. 22.01.2016 at 3.30 PM hrs at the office of the Director Tourism

in the presence of tenderer who may wish to be present, either by themselves

or through their authorized representatives.

7. Tourism Department, Chandigarh shall in no way be responsible for any

default with regard to any statutory obligation and the vendor/contractor will

indemnify Tourism Department in case of any damage or liability, which may

arise on account of action of any reason.

8. Dispute, if any arising out of providing the said service shall be settled

mutually or arbitration by sole Arbitrator to be appointed by the Director

Tourism as per the provisions of the Indian arbitration and Conciliation Act,

1996 and the Rules framed there under.

9. All firms are required to submit Earnest Money Deposit (EMD) of Rs.1,00,000/-

in form of Demand Draft in favour of Director Tourism Chandigarh

Administration in physical form before the opening of the technical bid.

10. Offers received without earnest money (EMD) or with earnest money less

than the amount specified above shall be summarily rejected.

11. The Earnest Money deposit of unsuccessful bidders will be returned

within 4 weeks from the date of opening of bids.

12. Tenderer must have at least three year experience in the relevant fields and

atleast one show of State/Central Government Department.

13. Tender shall be accompanied by the relevant documents including list of

organizations where the agency has currently provided/has rendered the

similar services.

14. The final payment shall be made after providing the necessary

services based on certification by the concerned department.

15. The Event Management Company may be given 25% Advance for

booking of the artists if it is necessary against the collateral security.

16. The Event Management Service provider shall ensure that he himself or his

authorized representative is available for any discussion at the venue.

17. The agreement will be valid for the above said services as incorporated in

the tender document. This should be strictly adhered to. 18. Director Tourism reserves the right to accept or reject any or all the offer

either fully or partly without assigning any reasons and is not bound to

accept the lowest bid since due weightage shall be given to several factors

besides the financial bid.

19. The schedule of items/services are required as per Annexure ‘B’ and the

evaluation of bid will be on the basis rates quoted for the artist/singer for

each Musical Nites which includes the sound & light, genset,

accommodation and travelling expenses. The Firms must clearly indicate in

the offers the different taxes and duties which they propose to charge

mentioning clearly the present rate(s) thereof. Vague offer like “duties as

applicable” shall not be considered.

20. The rates quoted should be on FIRM & FIXED basis.

21. Price may be quoted at Annexure ‘B’ only for the services as mentioned.

The required services to be provided on three different dates i.e. on 19th to

21st February, 2016.

22. The Work Order shall be issued by Director Tourism, Chandigarh

Administration and service shall be arranged by the agency.

23. The agency should be registered with VAT, CST, SST, Income Tax, service

tax authorities etc. and to enclose the copies of the relevant certificate

along with the technical bids.

24. All other arrangements such as tentage & sitting, hoardings/banners in the

city shall be arranged by the Tourism Department.

25. The sponsorship rights and 5 nos. of stall area of size 10x10 each shall be

given to the successful Event Management Company. The logo of sponsors

shall only be placed at venue strictly.

26. The Media/Radio/Online Partners shall be arranged by the Tourism

Department and their logos will be placed as required.

27. The rates quoted for singer/artist shall includes expenses such as

accommodation, travelling, sound and light, genset, backdrop of the

selected by the competent authority shall be compared. The L-I Event

Management Agency will be asked after the opening of the financial bid

have to submit the confirmation of the selected Singer/Artist to be

performed within two days.

28. After the submission of the confirmation of the selected Singers/Artists, the

work order shall be given to the L-I agency and the agency have to submit

the Bank Guarantee of the contract value within five days failing which the

EMD shall be forfeited and proceedings for black listing shall be initiated.

29. The sound and light, genset, transportation and accommodation

arrangement, backdrop will be of the Event Management Companies and

included in the rates quoted for each Artist/Singer. 30. Each documents of the tender shall be signed & duly stamped by the Event

Management Proprietors/ Representatives before the uploading of the

tender.

31. The Event Management Company shall submit the declaration that their

firm/proprietor/partner has not been blacklisted.

32. The designs of the backdrop shall be with the approval of the Tourism

Department.

33. The sponsorship amount shall clearly be indicated in the Annexure ‘B’.

34. The tenderer shall be allotted to the Agency who will charge minimum of

the three Musical Nites/Event and offer maximum sponsorship. The overall

lowest rates shall be adjudged.

35. In case of default at any part, the firm shall be black listed.
