DoN: Three Pillars of Energy Security

Reliability

The percentage of time energy

delivery systems (utilities) can

serve customers at acceptable

regulatory standards.

Resiliency

The ability of a system to anticipate,

resist, absorb, respond, adapt,

and recover from a

disturbance.

Efficiency

The use of the minimal energy

required to achieve the

desired level of service.

Holistic Energy Security Approach

Islanding microgrid capabilities

Potential community microgriding capabilities

Critical assets powered by dedicated base energy sources

ESPCs / UESCs make buildings and utilities more efficient producing long-term cost savings

Long-term PPAs can provide cost stability for the DON and help to incentivize the diversification of regional energy sources

Power Matters for the Warfighter

8

The Department of Defense “should explore alternate and renewable

energy sources that are reliable, cost effective, and can relieve the

dependence of deployed forces on vulnerable fuel supply chains. …The purpose of such efforts should be to increase the readiness and reach of

our forces.”

- Secretary of Defense James Mattis

Marine Corps Air Station (MCAS) Yuma Microgrid

In December 2016, The Department of the Navy, U.S. Marine Corps and Arizona Public Service (APS) announced the completion of a 25-megawatt microgrid built on MCAS Yuma.

10

• The microgrid makes MCAS Yuma 100 percent resilient to external grid failures

• It also provides enough backup power to cover the entire base's current and projected energy requirements, ensuring no disruptions to the base's mission.

Marine Corps Air Station (MCAS) Yuma Microgrid

This created a smooth transition from grid power to

the base's own microgrid power, and prevented MCAS Yuma from experiencing any losses in their mission during

an outage.

MCAS Yuma was able to avoid the extensive time and effort associated with mandatory

maintenance checks of mechanical and electrical

systems (e.g. boilers, pumps, fire alarms, and cooling

towers) after a power outage.

In March 2017, a fault on the commercial electric grid caused areas of Yuma to lose power. • The microgrid automatically detected this fault, started up, and fed

enough power to meet the base's load while correcting the frequency to the grid.

An approximately 7 MW solar system and 6 MW, 18 MWh battery system on the local grid • Cutting edge battery system

– Extremely high energy density– Long life-span– 100% recyclability– Long and short term generation asset

NB Ventura County: Solar and Battery Storage

• The project will provide both the DON and Ventura County community with energy resiliency and storage reliability

• The system can cover over 65% of the base’s peak loads for hours at a time
