•The DILG-ARMM is mandated to assists the Regional
Governor in the exercise of general supervision over local
government units, promote peace and order, ensure public
safety develop and strengthen Local Government
Capabilities to promote local autonomy, decentralization,
community empowerment aimed towards the effective
delivery of basic services to the inhabitants of the region.

(LogPA) FOR ARMM • A performance oversight tool initiated by DILG-ARMM, which aims to assess the ARMM LGUs with good
governance performance, particularly on five (5) areas, namely: 1) Economic Competitiveness; 2) Disaster Preparedness and Environmental Protection; 3) Law and Order and Public Safety; 4) Social Protection for the Basic Sectors and; 5) Transparent, Accountable and Participatory Governance.

Further, the GGI must conform to the above-mentioned qualification criteria, provided that, the GGI has
not yet been recognized nor awarded by any award-giving institutions.
The good governance initiatives of the LGUs shall be assessed based on the following criteria:
In line with the 24th month-long anniversary of the Autonomous Region in Muslim Mindanao (ARMM) on November 19-December 19, 2013, the DILG-ARMM will formally launch the 1LGU-1GGI project. The event shall showcase LGUs of each five (5) provinces with their innovative good practices in the arena of local governance.
Regional Targets: 5 GGIs (based on the ARMM Convergence Strategy Plan)
Regional Accomplishments: 12 GGIs
As of this date, there were already twelve (12) LGUs who have submitted their documented good governance initiatives in support to the 1LGU-1GGI of the Autonomous Regional Government, subject for review and evaluation.

PAYAPA AT MASAGANANG PAMAYANAN (PAMANA) – PILLAR 2
• CY 2012 – The project fund was directly released from DILG-XII to 20 LGUs (except Lanao del Sur) and
the DILG-ARMM monitor the implementation. An average of 60% physical accomplishment and 80% financial utilization was reported.
– For the province of Lanao del Sur, the fund was already released to 5 LGUs out of 13 LGUs upon MOA signing.
• CY 2013 – The project will be implemented by DPWH-ARMM . A MOA between ORG, DPWH-ARMM and
DILG-ARMM had been executed. 24 LGUs will be benefitted to the project.
– Fund released, amounting to 98.5M to LGUs of Maguindanao and Lanao del Sur who were already complied the documentary requirements.
SECRETARIAT SUPPORT TO LOCAL PEACE AND ORDER
COUNCILS (LPOCS)
• 2nd regular RPOC meeting conducted on January 21, 2013 @ ORG Conference Room
– Updates on peace and order situation, drug abuse situation, insurgency situation and 2013 elections were among the issues discussed during said meeting.
• Special meeting conducted on October 3, 2013 @ ORG Conference Room
– Formal resolutions to prepare: 1) request for COMELEC, deputized law enforcement agencies and other agencies such as DILG, PNP, AFP, RHRC and CSOs to come up with concrete steps to maintain the No Failure of Election Policy in the region and 2) Request for special gun amnesty for ARMM for a period of three (3) months

• DILG National Usec. Austere A. Panadero together with the DILG-ARMM Regional TISP Team conducted an inspection of the different TISP potable water supply projects in the towns of Talayan, Guindulungan, Sultan Mastura and Datu Montawal, all of Maguindanao province.

– Disaster Assessment, Risk and Hazards Identification (for 65 barangays)
– Orientation on DRRM (for 2 Maguindanao LGUs)
DILG-ARMM’S RESPONSE TO THE ZAMBOANGA CRISIS • Upon instruction of RG Hataman, ARMM HEART established its coordinating center at DILG-ARMM Sub-Regional Office in Zamboanga City on September 9, 2013 to response to the needs of the victims and IDPs of the Zamboanga stand-off
• The DILG-ARMM has given the responsibility of heading the ARMM HEART Coordinating Center with the SRO personnel providing secretariat and administrative services on a 24/7 basis.

VISIT TO DILG PROVINCIAL OFFICES • The DILG-ARMM Regional Management
Team spearheaded by Regional Secretary Atty. Anwar A. Malang, visited the five (5) Provincial Offices to hold a consultative meeting cum orientation briefing with their provincial counterparts.
• The activity was done to assess the performance of these field offices in terms of their targets versus accomplishments, identify needs of the personnel, and determine issues and challenges confronting the department.
REGIONAL STRATEGIC PLANNING
WORKSHOP • Held on July 13-14, 2013 at Pagana
Kutawato Restaurant, Cotabato City
• Personnel under the Technical Services and Staff Support Services were participants of the two-day seminar-workshop.
• Discussed operational issues and concerns, sharing of Department’s updates and developments and set policy directions & guidance for more effective and efficient regional operations.
