BOMB THREATIf you receive a bomb threat, keep the caller on the line and obtain as much information as possible. Activate the BOMB THREAT CHECKLIST (on page 3). Have someone on another line notify the security forces at telephone 846-7913.
CLASS OF SERVICECLASS A telephones are authorized for transaction of official government business with access to telephone company central office, toll trunks and the Defense Switched Network (DSN).
CLASS C telephones are for on-base official business only with no call out access to off-base numbers. However, incoming calls may be received.
COMMERCIAL SERVICE. Occupants in Kirtland AFB housing areas must obtain commercial service from US West.
DEFENSE SWITCHED NETWORK (DSN)The DSN is the primary provider of long distance communications service for the Defense Communications System (DCS). It provides worldwide voice, secure voice, data, facsimile and video teleconferencing services. DSN calls will not be connected to the Albuquerque local area, nor will local calls be connected to the DSN network without prior approval of the base communications officer. See DIALING PROCEDURES for instructions on how to use the DSN system.
DSN IS RESTRICTED TO: • Essential official calls requiring a timeliness that cannot be obtained by other means. • The minimum time required to accomplishing official business. • The use of precedence level consistent with the subject matter of the call. • The use of graphic or facsimile devices when approved by the chiefs of the military services and heads of DoD agencies or activities.
DSN IS NOT AUTHORIZED FOR: • Direct or indirect use by any non-appropriated fund activity (clubs, exchange or other unofficial activities) except when approved by the Joint Chiefs of Staff. • Calls within an installation, metropolitan area or those confined geographical areas where other existing government-provided local telephone service is adequate. • Unofficial or personal calls. • Contractor use.

CALL PICKUPSingle Line phones- Pick up and dial *11 and you will pick up the first ringing call in your pickup group.
Meridian Phones- If you do not have a CPU button pick up on your line and dial *11. If you have a CPU button, pickup on your line and depress the CPU button.
CUSTOMER ORIGINATED TRACEAfter you receive a malicious call you would like to trace: hang-up, then pick back up on the line and dial *96. You should receive two confirmation beeps. Contact the LE Desk at 846-7913 to inform them of the call, and that you originated a call trace. The LE Desk or OSI will contact the Communication Division to investigate the call.
THREE-WAY CONFERENCE CALLINGSingle Line phones- Depress the hook switch for a second, you will receive secondary dial tone, dial the desired number, depress the hook switch for a second and all parties will be connected.
Meridian Phones- Press the Conf/3WC button, dial the desired number, press the Conf/3WC button and all parties will be connected.

MINIMIZEMINIMIZE can be implemented to significantly reduce the volume of electrical communications during exercises or periods of actual emergency. All Kirtland AFB subscribers are subject to MINIMIZE. MINIMIZE can be imposed on a worldwide or selected area basis. When MINIMIZE is in effect, users of the Kirtland AFB telephone system must: • Determine that the call is required to avoid serious or detrimental impact on mission accomplishment or is necessary for safety or preservation of life. • Assign the lowest precedence that will provide necessary speed of service.
MONITORINGThe Defense Switched Network (DSN) system is for official use only and is subject to management monitoring in accordance with AFI 33-111, Telephone Systems Management.
NUISANCE CALLSIt is unlawful to make a telephone call during which obscene, lewd, or immoral language is used with the intent to offend. Federal law further prohibits interstate telephone calls that are obscene, lewd, lascivious, filthy, indecent, or where the intent (with or without

GENERAL INFORMATIONactual conversation) is to annoy, abuse, threaten or harass any person.
REQUESTING INSTALLATIONS, REMOVALS AND CHANGESContact your unit telephone control officer (TCO) to request telephone services. Requests for changes in service or for new installations will be submitted on an AF Form 3215, C4 Systems Requirements Document, to the Base Network Communications Center (BNCC) (853-3215). Follow procedures outlined in AFI 33-103, Requirements Development and Processing, and AFI 33-111, Telephone Systems Management.
SECURITYThe telephone is a definite security hazard due to the increasing availability of commercial telephone intercept devices. Air Force personnel should be constantly aware that their office or home telephone could be the target for such a device. Do not discuss classified information on the telephone at any time. Under no circumstances should speakerphones be used in a secure area

VOICE MAILContact your telephone control officer (TCO) to have a voicemail box established for your line on the Voice Mail System (VMS).
The VMS can be accessed by dialing 853-6245 (3-MAIL). Calls will be automatically forwarded to voice mail when you are on the line or do not answer.
ACCESSING YOUR MAILBOX FROM YOUR PHONETo access your mailbox from your phone, pickup your line and dial 3-6245, you will be prompted to enter your pass-code. If you have a Nortel Meridian phone and you have a message-waiting indicator you can pick up on your line and press the message waiting indicator button. You will then be prompted to enter your pass-code.
ACCESSING YOUR MAILBOX FROM OFF BASETo access your mailbox from off-base dial 853-6245 or DSN 263-6245, you will be prompted to enter the number of the party you wish to reach. Enter your seven-digit telephone number. When your recording begins to play, press *(star). You will be prompted to enter your pass-code.
ACCESSING YOUR MAILBOX FROM ANOTHER USER PHONE ON BASETo check your mailbox from another base number with voicemail, dial 3-6245 enter 0 (zero) when prompted for the pass-code. Enter your seven-digit telephone number when prompted for number of the party you wish to reach. When your recording begins to play, press * (star). You will be prompted to enter your pass-code.
TUTORIALThe first time you call the VMS (853-6245) an on-line, voice prompted tutorial will help you set up your mailbox. You must complete the tutorial procedure to disable it.
SECURITY CODESThe initial security code is “1234”. Change your security code at any time using the “Change User Options” menu. You may designate a security code up to 8 digits; Security codes are to be 6-8 digits long IAW AFI 33-11 A7.9.

Sandia National Laboratories, located on Kirtland Air Force Base, is one of America’s premier research engineering laboratories. Its primary business is national security. The laboratory is managed by Lockheed Martin Corporation for the U.S. Department of Energy’s National Nuclear Security Administration. For more information, go to www.sandia.gov. Sandia was established in 1945 in Albuquerque, N.M., as part of Los Alamos National Laboratory during the Manhattan Project, which produced the first nuclear weapons. It became an independent laboratory in 1949. The laboratory’s work involves missions in five key areas: • Nuclear weapons ensuring the stockpile is safe, secure, reliable, and can support our nation’s deterrence policy. • Nonproliferation and assessments reducing the proliferation of weapons of mass destruction, the threat of nuclear accidents, and the potential for damage to the environment. • Military technologies and applications helping to maintain superiority of America’s armed forces. • Homeland security helping to protect our nation against terrorism. • Energy and infrastructure assurance keeping America’s resources and information flowing. Sandia currently has about 8,500 employees consisting of highly educated and skilled engineers, scientists, technologists, and administrative support staff. About 18 percent of employees hold doctoral degrees and another 30 percent have master’s degrees. Sandia’s annual budget is about $2.3 billion. Sandia works closely with industry, universities, and other government agencies to bring new technologies to the marketplace. Sandia may negotiate with industry to sign cooperative R&D agreements that permit the labs to collaborate with industry on mutually beneficial research. Other options for pursuing shared interests include licensing agreements, technical assistance, the use of unique Sandia facilities, technical personnel exchanges, and memoranda of understanding. Many technologies developed at Sandia benefit Americans directly or indirectly. A few notable examples include: • The laminar-flow clean room, used worldwide for microelectronics and pharmaceutical manufacturing and hospital surgery.
• Bomb-disablement technologies that have allowed technicians to “render safe” both crude and sophisticated explosive devices without approaching the bombs. • MicroChemLab™ technology, making possible handheld and unmanned vehicle-carried systems for detecting and identifying chemical and biological agents. • Radiation-hardened microchips that ensure defense and space hardware electronics can operate in high- radiation environments. • Synthetic aperture radar (SAR), an all-weather, day/ night imaging technology that have enabled mapping with a precision thousands of times greater than standard maps.

The Auto Skills Center located on Texas Street, Building 20375, has 16 stalls available for customer use. Seven of the stalls have lifts where patrons can do major and minor repairs to their automobiles. The shop provides engine and computer diagnostics, tire repair, wheel balancing and front-end alignment service. Additionally, the shop employs mechanics ready to assist you with your car repair. A paint booth, and paint and body classes are available if patrons want to try their hand at painting their vehicles. The shop provides vehicle care services to DOD civilians not authorized to use the AAFES facilities and oversees the base used car lot for selling your car, truck, recreational vehicle or boat. The Base Exchange is located in Building 20170 on Gibson Blvd. and it operates a variety of activities on Kirtland AFB. It is on the east side of the base next to the Commissary, just inside the Gibson gate, and offers a great selection of clothing, electronics, housewares, hardlines, health and beauty aids, cosmetics (including Lancome, Estee Lauder and Clinique), linens, luggage, outdoor furniture and garden shop. The BX was completely renovated, which provides for improved one-stop shopping, lighting upgrade and new fixtures. This major improvement project has made shopping more convenient for all authorized patrons. Kirtland Lanes provides a pleasant, 12-lane modern bowling and a dining facility, with programs and events that cater to all levels of competition. The facility has new state-of-the art pinsetters to accommodate the new scoring system. Leagues are offered year-round, and a snack bar is a favorite for breakfast, lunch and evening meals. Special programs include Just Kids Bowling, Colorama, no-tap

The Kirtland AFB Youth Center, located at 8001 G Street, Building 20234, on the east side of base, provides programs for base family member youth aged 3-18. The 20,000 square foot facility is comprised of a full-size gymnasium, climbing wall, teen room, computer and study room, games room, kitchen and snack bar with seating area, six school-age care classrooms, a multipurpose room, school-age playground and a skate park. The Youth program offers a variety of programs including; Part Day Enrichment Preschool, Kindergarten care, School Age Care, youth sports leagues, and preteen and teen programs, instructional classes and are affiliated with the Boys & Girls Club and 4H Clubs. Kirtland AFB has one collocated club which is located on the
east side of the base: the Mountain View Club. All ranks dining
is available for all civilian and military base employees. The
Mountain View Club offers lunch, dinner, Sunday Brunch, and
full-service catering for all types of functions. The dining room is
open Sunday, 10 a.m.-1 p.m., for an extravagant Sunday Brunch,
featuring omelets cooked to order, carved beef, stir fry station, and
an extensive array of food for breakfast or lunch. Tuesday-Friday
the Mountain View Club serves lunch from 11 a.m.-1 p.m. from its
fabulous all-you- care-to-eat buffet, featuring a smorgasbord on
Tuesdays, Asian cuisine on Wednesdays, Southwest cuisine on

The Kirtland AFB Commissary is proud of our new 14 cash
registers and 4 self checkout systems. We are opened seven
days a week for full shopping, from 8am-7pm. The Commissary
has over 18,000 items stocked daily, serves approximately 60,000
customers per month and averages $3.4 million a month in sales.
We added a fresh fish case this year and we are selling Bison
products. We have an Organic section in the produce department
and sell additional organic items throughout the store. The
Produce and Meat Departments will be happy to process your
special orders with 24-hour notice. The Deli and Bakery also

The Kirtland Inn, Best in the Air Force (2005) manages Lodging facilities on the East and West sides of the installation. Visiting Airmen Quarters, Business Suites, Visiting Officer Quarters and pet friendly Temporary Living Facilities are all available. Reservations can be made in advance for temporary duty and permanent change of station personnel at anytime. Space available reservations can normally be made 24 hours in advance for up to three days, space permitting.
