The service to clients will be directly affected, there will be a Health & Safety risk to clients and staff and developments in the service will be curtailed.

There are currently major problems dealing with the direct work undertaken by the SCW (eg project supervision and support) and supervising the 6 staff in 2 separate work locations.

Section 10 reports will be needed on a large number of applications due in November

The SCW has a crucial role in the management of staff who, along with the SCW, have a great deal o f contact with community groups and organisations who have links or receive funding from the Council.

The Senior Community Care Officer is the external manager for six Community Care Units e.g. Monklands House (Residential home for older people) and Hallcraig Resource Centre (Day Centre for people with a learning diability). Without the Senior Community Care Officer it is impossible t o provide adequate external management.

REASONS FOR THIS PARTICULAR EXEMPTION:

The Community Care Units of the Social W o r k Department require first class support and supervision from the managing Area Team. The Senior Community Care Officer post is a vital component of ensuring safe and appropriate services. The Senior Community Care Officer also offers an independent quality check on all Area Team fieldwork services.
