Sealed tenders for the purchase of Machinery / Equipments, except available on DGS&D rates,
(Computer and other accessories / Electrical/ Mechanical/ Civil/ Electronics/ Mining & Drilling/
Metallurgy/ Physics & Chemistry) separately for each package (from Sl No 01-08) are hereby
invited only from the Manufacturers / Dealers on the prescribed form available on the web site
(www.jharkhand.gov.in) of the Department of Science & Technology, Jharkhand. The tender
documents shall be downloaded from the website and the tender cost of Rs.10,000.00 (Rs. Ten
thousand) only for each package (from Sl No 01-08) separately should be paid through bank
demand draft drawn on any Nationalized Bank in favor of The Director, Department of Science
& Technology, Jharkhand, Payable at Ranchi in a separate envelope.
The tender document containing “Technical Bid” (along with soft copy of proforma for
Technical Specification) and “Financial Bid” (along with soft copy of proforma for Financial
Bid), complete in all respect should reach in the office of The Deputy Secretary, Department of
Science & Technology, Jharkhand, Ranchi, Nepal House, Doranda -834002 on or before
10.03.2015 upto 2:00 P.M. which will be opened on 10.03.2015 at 4:00 PM in the
presence of the tenderers or their representatives (with authorization letter) who may like to be
present during opening. The tender document can be downloaded from the website
http://www.jharkhand.gov.in/web/guest/tenders from the date of publication of this tender notice
and will close on the date specified in the tender document.
The interested vendors fulfilling our terms & conditions should quote their minimum rates (rate
should be F.O.R. to destination inclusive of all Taxes, Duties, and Freight) along with Earnest
Money as mentioned in the tender document in sealed cover duly super scribed as “Tender for
the Purchase of package no. Equipments” on the envelope as per the packages given below.
All the vendors should also give a brief resume about their firm/company, their turnover and
institutions / organizations to which they have supplied quoted items should also be mentioned.
Department of Science & Technology, Jharkhand, reserves the right to reject all or any of the
tenders without assigning any reason thereof. The tender that is incomplete/ belated/ without
tender cost & earnest money, will not be entertained. The tenderers or their representatives (with
authorization letter) may attend the Pre-bid meeting on 19.02.2015 at 11:30 A.M. for any
clarification.

Dear Sir/ Madam,
The Department of Science & Technology, Jharkhand, Ranchi intends to purchase Equipments,
other than those available on DGS&D rates, (Computer and other accessories / Electrical/
Mechanical/ Civil/ Electronics/ Mining & Drilling / Metallurgy/ Physics & Chemistry)
separately for each category (Package mentioned above) for its Government Polytechnics /
Government Women's Polytechnics located in Jharkhand, for which sealed tenders are hereby
invited only from Manufacturers / Dealers as per Terms & Conditions, Specifications/
configurations, format for Technical Bid (along with soft copy of proforma for Technical
Specification) & Financial Bid (along with soft copy of proforma for Financial Bid) and check
lists mentioned below.
The tenderers shall have to furnish the offer in two separate envelops, clearly mentioning
Envelope No.1 “Technical Bid for package no. Equipments” on the envelop and Envelope
No.2 “Financial Bid for package no. Equipments” on the envelop. Both sealed envelopes
must indicate the description of the tender and then both should be placed together in one sealed
cover, indicating “Tender for the Purchase of package no. Equipments” and the date of
opening of “Technical Bid”. The tender must be sealed and bear the stamp of the Manufacturers
/ Dealers on the face of the envelope and outer sealed cover. The technical bid and financial bid
will be opened on two different dates. The technical bid will be opened on due date as mentioned
in the tender document. The financial bid will be opened in respect of only those tenderers whose
documents are found in order and who qualify technically. The requirements of technical bid are
as under:
PLEASE NOTE THE FOLLOWING TERMS AND CONDITIONS:
1. The tender is liable to be rejected without any clarification, if not submitted as per the
terms and conditions. The tender form shall be downloaded from website (www.
Jharkhand.gov.in) of the Department of Science & Technology. The tenderer must submit
DD of Rs. 10,000.00 (Ten thousand rupees) only per tender as tender price in favour of
The Director, Department of Science & Technology, Jharkhand, Payable at Ranchi in a
separate envelope stapled with the envelop of Technical Bid, otherwise their tender will
be rejected, assuming tenderer is not serious and does not intend to participate in tender
process.
2. Suggestions put up in Pre-bid meeting shall be subject to acceptance to the Department of
Science & Technology. Clarification, if any, on the basis of pre-bid meeting will be
uploaded on the website mentioned above.
3. The tender will be opened on scheduled date and time as mentioned above and the
desirous tenderer or their authorized representatives may be present during opening of the
tender, absence of desirous tenderer or their authorized representative will not be a cause
for rejection or non validation of tender process.
4. Tender received after due date and time will not be entertained under any circumstances.
5. Tender should be submitted in binded form in two parts, first part containing Technical
Bid (along with soft copy for proforma of Technical Bid, Tender cost and EMD
enclosed) and second part containing Financial Bid (along with soft copy for proforma of
Financial Bid enclosed) properly sealed in separate envelopes. The envelopes must be
sealed and marked with Technical Bid and Financial Bid. The bigger sealed envelope
containing Financial and Technical Bid envelops is to be sent directly by speed
/registered post or by hand and marked with Item and page number in the tender
documents i.e Technical & Financial Bid should be strictly in chronological order with
indexing (mentioning page number).
6. Name of the manufacturer with complete address should be mentioned against each item
or equipment.
7. Printed condition on tender will not be binding unless separately mentioned and agreed
subsequently by the department. Copies of the terms and conditions, if any, should be
furnished in duplicate.
8. The tender must furnish complete detailed specifications preferably supported by printed
literature of the equipment offered, if available. Incomplete specification will result in
rejection of tender. Complete description of the item quoted should be mentioned.
9. The rate should be FOR to destination inclusive of all Taxes, Excise, Cess and Freight
charges admissible.
10. The supplier will have to install the equipment/software and impart necessary training, if
any, up to satisfaction of Head of the institution and then only agreed payment will be
released. The suppliers are advised to dispatch all materials to the respective Institutes on
their own convenience strictly within stipulated time period described in the tender
document / agreed time as per order placed.
11. The manufacturer registered with the Industries Department, Government of Jharkhand
may be given applicable price preference as per prevailing rules while comparing /
considering with the other suppliers. In order to avail these preferences such tenderer
should furnish a certified copy of valid registration (for concerned tenderer) and
relevant Government circular, for claiming price preference & exemption of tender
cost / EMD.
12. There should be no alteration/corrections/overwriting in the quotation and prices should
be quoted in figures and as well as in words.
13. The tenderer is required to deposit @ 3% of the quoted amount or (Minimum Rs. One
Lakh only) whichever is applicable as EMD per package. EMD should be deposited in
the form of Demand Draft of Nationalized Bank drawn in favor of The Director,
Department of Science & Technology, Jharkhand, Payable at Ranchi and will be
refundable after completion of tender process as under:-
i) To those bidders whom work order has not been issued - within reasonable time of
finalisation of bidding process i.e. selection of vendors.
ii)To those bidders whom work order have been issued - after successful supply and
commissioning.
Tender Received without EMD will be rejected. Requests for relaxing EMD will not be
entertained. EMD by cheque or MO will not be accepted.

14. Discount, if offered, should be clearly indicated in the tender both in words and figures
against items or on complete bid. In any case, discount offered for making advance
payment against R/R will not be considered.
15. In case of non-acceptance of the tender, the EMD will be refunded to the tenderer in due
course of time which would be reasonable. The EMD will be treated as security deposit
in case of selected tender. EMD/Security deposit will be forfeited in case of breach of
agreement of supply by the tenderer.
16. The order shall stand cancelled and security forfeited-
I. If supplier expresses his inability to execute the order for the quoted items /
Equipments within the validity period mentioned in the tender agreed upon.
II. If the specified equipment is not supplied within the delivery period mentioned in
the order or within the extended permitted period.
III. If the supplier executes only part of order in stipulated period.
17. Any equipment/hardware/software breakdown must be attended within 72 hours during
the warranty period, free of cost without any travelling expenses.
18. Payment will be released only after the delivery, verification of quality, specification and
successful installation, demonstration and training on equipments and softwares (if any)
at Institute / Headquarter level as case may be.
19. Extension in the delivery period may be granted at the discretion of the Principal
Secretary, Department of Science & Technology, Govt. of Jharkhand. The penalty at rate
of 1% per month of the equipment cost which are not supplied will be charged for the
only one time extension in delivery period. Equipment received after the delivery period
mentioned in the order will also be subjected to this penalty.
20. In case of any failure in execution of order, the undersigned reserves the rights to forfeit
the EMD/Security deposit. The undersigned also reserves the right to cancel the order and
forfeit the EMD/Security deposit in case the tenderer fails to adhere strictly to all terms
and conditions of the order.
21. If any kind of defect in equipment / machine or deviations from the specification are
detected and reported, the supplier should replace or rectify the defects free of cost within
15 days from the date of report, failing which the equipments / machines will not be
accepted. The defective equipment will be collected by the supplier at his own cost and
risk. However the Principal Secretary, Department of Science & Technology may ignore
the delay in exceptional deserving and genuine case where the limit of 15 days is not
adhered.
22. The Department of Science & Technology reserves the rights to select entire or the part
items of the particular package on recommendation of the purchase committee.
23. Tender should be valid for One Year from the date of opening of the tender .The price
will be firm without variations of any kind.
24. The Department of Science & Technology, Govt. of Jharkhand reserves the right to
accept the lowest or any tender and also of rejecting all or any tender without assigning
any reason for the same or to split up the items within two or more suppliers for
placement of order.
25. Request for the supply of any other substituted items other than mentioned in the tender,
will not be entertained.
26. In no case, the delivery period should be more than 75 days for all items. The delivery
period given in the order will be the date of receipt of the equipment in the institute and
not the date of dispatch of the equipment by the supplier.
27. Sealed envelope for the tender should be super–scribed as TENDER NOTICE – ET – 01/2014-15
(name of package applies for) and should be addressed to, The Deputy Secretary,
Department of Science & Technology, Jharkhand, Ranchi, Nepal House Doranda -
834002.
28. The successful tenderer will have to execute an Agreement Bond as approved by the
Government of Jharkhand.
29. Latest income tax clearance, VAT Clearance, Service Tax clearance Certificate from the
competent authority should be attached with the Financial bid of the tender. Tender
received without this certificate will be rejected.
30. The minimum guarantee period for equipment supplied by the supplier will have to be
given which should not be less than one year from the date of installation and requisite
training (free of cost). The tenderer will be required to undertake repair / replacement of
defective part at free of cost in the respective institution.
31. The entire dispute with regard to the contract of purchase of equipment etc. will be
subjected to Legal Jurisdiction of Ranchi only.
32. In the event of the Order the manufacturer of the equipment will be required to furnish a
certificate to the effect that they are manufacture of such and such make and whereas
Dealers will have to furnish a certificate issued by the manufacturer certifying that M/s
such & such is their Dealer under brand name equipment, without this certificate tender
will not be accepted.
33. The equipment/machinery calibrated in SI/metric system need to be quoted. The tenderer
will provide the guarantee for sale & service as and when required.
34. Software should be of Academic/ Educational version. The supplier shall have to make
available up-grade free of cost till one year or guarantee period whichever is higher. The
supplier should also quote yearly up-grade charges additional year onward.
35. Performance guarantee of 1% of the ordered amount in terms of Bank guarantee / DD of
Nationalized Bank drawn in favor of The Director, Department of Science &
Technology, Jharkhand, Payable at Ranchi is to be deposited for the guarantee /
warranty period as applicable by successful bidder.
36. Offers for imported item, if any, for which import license has to be arranged, the tenderer
will have to arrange for the import license and in no case it should be left to the officials/
institution head of Department of Science & Technology. The entire imported items will
have to be delivered in the respective institute by supplier and payment will be made in
rupees only.
37. The company should have the following conditions:
I. Average turnover of Rs. 30.00 crore (Rs. Thirty crores) only in supplying
Equipments in last three consecutive Financial Years i.e. 2011-12, 2012-13, and
2013-14 (Turnover of 03 years / 3).
II. Audit Balance Sheet for last three Financial Years i.e. 2011-12, 2012-13, and
2013-14.
III. Income Tax return in name of organisation / firm for the last three Financial
Years i.e. 2011-12, 2012-13, and 2013-14.
IV. Company TAN No. and or TIN No
V. Company PAN No..
and the supplier should have the experience of supplying material to the Government
Sector for last five years i.e. 2009-10, 2010-11, 2011-12, 2012-13, and 2013-14 and also
the performance certificate of the customers for last successive three years.
38. The tenderer should be an ISO 9001-2008 or latest or applicable certifying body; certified
firm.
39. The tenderer should submit Manufacturer issued Dealership certificate if he is dealer and
in case Manufacturer himself is bidding he should enclose proof of being manufacturer.
40. The tenderer should bear all the transportation & insurance risk till the delivery point.
41. Valid Exemption certificate from Tender Cost and or EMD should be enclosed, if
applicable, along with relevant Government circular, for claiming price preference &
exemption of tender cost / EMD.. Any matter of Exemption will not be entertained after
last date of submission of tender.
42. The tenderer will have to quote tender in the same format and serial order as in the
Tender Document without modifying /tempering the specifications mentioned therein,
however for sake of clarity if he wishes to mention further add-on specification, he can
mention in separate column.
43. Separate purchase orders will be issued by the institutions / headquarters as per their
approved / vetted lists and all financial transactions pertaining to purchase order to supply
and release of fund will be done by concerned institutions / office(s).
44. Intimation about supply of equipments / items by the successful bidders to whom supply
orders have been placed by respective offices, has to be made to the Dept. of Science &
Technology, headquarters.
45. Dept of Science & Technology will have right to add / alter any terms and conditions as
per existing financial/ treasury rules and provisions applicable in the Jharkhand state if it
has not been included/ addressed in the terms and conditions mentioned above. Each and
every page of completed Tender documents are to be signed with seal by authorized
person of manufacturer or dealer.

Test rig consists of a Kaplan turbine designed for laboratory experimental
purposes and to conduct test in metric units. The specifications of the turbine
are as follows:
Normal Speed - 2200 RPM.
Capacity - 1.0 KW
a) The unit should consists of a cast iron casing, a rotor assembly of
shaft, an axial flow gunmetal runner and a brake drum on a suitable sturdy
base. The runner with vanes of aerofoil section. Fixed guide vanes should be
provided in the turbine to regulate the flow into the runner. A conical draught
tube is connected to the turbine outlet by a bend. For observing the flow at the
runner exit a transparent window made of thick Perspex tube to be provided in
between the turbine casing and the draft bend. A rope brake arrangement with
a set of dead weights and spring balance must provided for loading the turbine.
Pressure gauge and vacuum gauge to be fixed at the inlet and outlet to measure
the net supply head to the turbine.
b) Water to the turbine is provided by a centrifugal pump set of 5HP
capacity. The pump to operate on 440Volts, 3 Phase, 50 Hz line.
c) Other standard accessories include a DOL starter, switch, flow control valve,
suitable piping.
d) Flow measuring unit consists of a venturimeter with pressure taps connected
to two pressure gauges mounted on a panel board.
e) The complete test rig must be mounted on a storage tank of suitable capacity.
