� Initiate in District Sirmaur in 2000 and at present all 12 Districts are covered under the Campaign.
� Total Sanitation Campaign advocates shift to greater household involvement and demand responsiveness. Total Sanitation Campaign (TSC) emphasized more on Information, Education and Communication (IEC), Human Resource Development and Capacity Development activities to increase awareness among the rural people and generation of demand for sanitary facilities.
� State has set for it self the target of Nirmal Himachal 2010 wherein it proposes to declare Himachal Open Defecation free.

� Since the coverage of IHHL is the largest component of the TSC in Himachal the IHHL coverage has increased from meager 28% in 2001 to more than 92% in 2010.
� For the last two years Department has taken up TSC in the Campaign mode and at present the number of ODF GPs have increased from 460 in Jan 2008 to more than 2754 in May 2010.
� The number of Nirmal Gram Puraskar Awardees in the State have also increased from 22 in 2007 to 245 in 2008 and 253 in 2009. in 2010 a total of 1268 GPs including 10 Block Panchayats have applied for the NGP.
� In achieving these enormous objectives the Department of RD has focused on extensive IEC, however till date the Districts have received only 36% of the project cost from the GOI.
� Presently Himachal is the leading State in the field of Sanitation and has been so acknowledged by the GOI too.
In order to give boost to the Sanitation Campaign and to make it a peoples
movement, the State Government has instituted Award schemes such as:�Maharishi Valmiki Sampooran Swachta Puraskar.�School Sanitation Award Scheme.�Mahila Mandal Prohatshan Yojna.�Construction of Water Harvesting Structures in Schools and its convergence with the School Sanitation.
Due to these efforts now the ODF Panchayats in the State stand at 2754
against 500 GPs in2008.
� TSC projects provide that IEC Costs including Start up activities would be limited to 15% of the project cost.
� 2007 guidelines provide that TSC being a District specific project, IEC funds shall be sanctioned to the Districts only.
� For the IEC activities at the State level no separate funds have been provided.
� However to undertake the HRD and IEC activities at the State level the old CCDU guidelines provided for separate CCDUs for Sanitation and Water where these two components were dealt with by different Departments.
� In pursuance to these guidelines State of Himachal was sanctioned a separate CCDU ( Sanitation ) by the DDWS in the march 2009 with some initial grant.
� However the GOI in April 2009 again modified their guidelines with respect to the availability of funds for the CCDU activities and now as per the new NRDWP guidelines the funding for both CCDUs would bemade out of 2% (now increased to 5%) support fund available to the
In Himachal the main focus of the TSC is on Human development through
extensive IEC and HRD activities and for this following activities were
undertake in the year 2009:
HRD activities;
▪ TOT under TSC, SLWM, Technological Options.
▪ Online reporting.
▪ Preparation of AIP.
▪ Holding of BDO’s workshop on TSC.
▪ Support to the DRDAs which were short on funds receipts from
GOI for trainings.
▪ Trainings of School and Anganwari staff and,
▪ Masons trainings for the all District and Block level officials.
Preparation and distribution of Literature on TSC;
1. Sampooran Sawachta Abhiyan Ek Parichya (Hindi).
2. Sampooran Swachta Kyon or Kaise (Hindi)
3. Shouchalaya ke vikalp (Hindi)
4. Technical Note on Solid and Liquid Waste Management (English)
5. Technology Options for Toilet Construction (English)
6. Adhyapakon Aivam Chhatron Ke Liye Maarg-Darshika (Hindi)
7. Grameen Kshetron Mein Swachhta Hetu Takniki Margdarshika (Hindi)
8. School Swachta Reward Scheme (Hindi).
IEC Activities;
� Organized Swachta Week in the First week
of April2009 by involving all the line
Departments and Stakeholders.
� Verification/ selection of GPs under MVSSP
for 2009 and distribution of award.
� Verification / nomination of NGP Panchayats.
� Preparation of School Sanitation Reward
Scheme with allocation of funds for its
verification/ trainings.
� Support to the DRDAs.
� Extensive IEC through the use of Mass
media such as Doordarshan, AIR, Print
material and interpersonal contacts.
� Use of Folk Media Joint Campaign (Kala
Jathas) to spread the message of Sanitation
in all the GPs of the State.
HRD Activities;
� Extensive trainings of Education and ICDS staff and other line Departments for the achievement of School and Anganwari sanitation.
� Trainings on the community toilets concept and their use.
� Organization of State level workshop on SLWM for Strategy formulation and its rollout.
� Holding of similar workshops and trainings at District level and in few cases upto Block level.
� Trainings to technical staff including Masons.
� Orientation programme for the PRI representatives with special focus on Sustainability.

• Support to the proposed NGP verification process.
• Organization of School Sanitation Reward scheme, MMPY for the current year.

• Publication and printing of training / IEC material on TSC.
• Development and distribution of Documentaries containing success stories under TSC.
Under CCDU the Department intends to keep following manpower as provided by the latest CCDU guidelines;
