1.0. INTRODUCTIONThe department of Rural Development and Regional Planning is one among five academic departments at Institute of Rural Development Planning (IRDP), Dodoma. Other academic departments are Environmental Planning, Population Studies, Development Finance and Management Studies and Research and consultancy. From the inception of IRDP in 1980 to date, this department is the core and the largest performing different functions for attainment of the Institute’s vision and mission.

The vision of the Institute is to be a centre of excellence for both academic and practical work in rural development planning for poverty reduction and sustainable development. The mission statement of IRDP is to facilitate the process of rural development planning and management in Tanzania by providing top quality training, research and consultancy to different practitioners of development in the government sector, Non-Government Organizations, Community Based Organizations and the Private sector at all levels.

2.0. FUNCTIONS OF THE DEPARTMENT

2.1. Main Functions

Being an integral part of IRDP Dodoma, the department in conjunction with other departments performs the following functions:-

Conducts long and short term training courses in the principles, techniques and practical application in all aspects of development planning. It also provides advisory, consultancy and other services to the government, organizations, individuals at all levels in matters related to development planning. Other functions include collection, publishing and disseminating data and other information related to rural development.

2.2. Long Term Training CoursesThe department offers relevant courses which meet the demand of the current situation in areas of rural development and regional planning. The training programmes offered by the department are categorized into four major academic levels. These include; Certificate in Rural Development Planning (CRP), Diploma in Development Planning (DDP), Bachelor Degree in Regional Development Planning (BDR) and Postgraduate Diploma in Regional Planning (PGR). Our programmes are continuously updated to meet the need of recipients and labour market in Tanzania and outside the country. The detail explanation of each programme is offered below:-

2.2.1. Certificate in Rural Development Planning (CRP)

Objective: The general objective of this programme is to impart knowledge and skills to students on implementation, monitoring and evaluation of development activities particularly at lower levels.

Target Group: The programme is intended for in-service and pre–service officers in government departments, parastatals, private and Non Governmental Organizations,

concerned with development planning and management.

Duration: One year, divided into three trimesters.

Entry Qualification: A good form IV pass with at least 5 passes in any subjects Or a good basic certificate from any recognized institution by the government Or at least one principal pass in form VI in any relevant subject.

2.2.2 Diploma in Development Planning (DDP)

Objective: The general objective of this programme is to impart knowledge and skills to students on coordinating planning activities, designing and preparation of development plans, monitoring and evaluation of plan implementation at micro and meso levels.

Target Group: People, who coordinate, design, prepare, implement, monitor and evaluate development plans; and conduct researches from different sectors.

Duration: Two years, divided into four semesters

Entry Qualification: Form VI leavers with at least one principal (two points) passed in Mathematics, Economics, Geography, History and English

Or

Candidates possessing relevant certificate (second class) from any Institution recognized by the government or other recognized bodies of the country of study.

2.2.3 Bachelor Degree In Regional Development Planning (BDR)

Objective: The general objective of this programme is to impart students with knowledge and skills on regional planning. Specifically, the programme intends to equip students with skills of conducting researches on regional development issues; enable students to facilitate preparation of regional development plans; equip students with skills of coordination and implementation of regional development plans; enable students to monitor plan implementation and enable students to correlate practice with policy tenets pertaining to sustainable regional development and poverty reduction strategies.

Target Group: People concerned with or intend to involve in development planning, at micro, meso and macro levels.

Duration: Three years, divided into six semesters

Entry Qualification: Form VI leavers with at least two principals with 4.5 points

passed in Mathematics, Economics, Geography, History and English.

2.3 Short Course Programmes

The academic staff in the department in collaboration with staff from other departments conduct various short courses in areas of Development Planning, Management and Administration.

Target Group: Functional Officers, community, public leaders and individuals from government and Non Governmental Organizations.

Duration: One to six weeks

Short Courses offered: Short courses offered by the department include Strategic Planning and Management of Local Government Economies Establishment and Management of Income Generating Activities, Participatory Development Planning for Grassroots Leaders, Participatory Rural Appraisal (PRA), Entrepreneurship and Business Planning Skills, Rural Development Strategies and Infrastructure Planning, Development Planning at District level by using O and OD planning methodology, Urban Services Development Planning, Result Based Management, Participatory Project Planning and Impact Assessment and Rural Extension Planning and Management.

2.4 Research and Consultancy Services

The staff at department in collaboration with other departments of IRDP conduct various research projects on socio-economic issues in the country. Current priority areas include poverty reduction, participatory development planning, good governance and impact of HIV/AIDS on development.

In order to ensure top quality service to clients and all stakeholders, the department abides Research, Publication, Consultancy and Short Courses’ policy developed by Institute. The policy provides guide for smooth operationalization of major functions such as research, publication, consultancy and short course activities offered at IRDP in accordance to NACTE guidelines.

2.5 Professional Competences of Graduates at the Department

2.5.1 Certificate in Rural Development Planning (CRP)

Competence Description and Abilities

The holder of this qualification is able to use skills and knowledge in assisting rural communities in formulation of plans, implementation, monitoring and evaluation of development activities.

Specific Abilities

The holder of Certificate in Development Planning has the following capabilities:- (i) Assist rural communities in developing viable economic plans through participatory development planning methodology (O & OD), (ii) Assist people at grass root level in identifying development opportunities and obstacles and come up with interventions and (iv) Assist rural communities in implementation, monitoring and evaluation of development projects

2.5.2 Diploma in Development Planning (DDP)

Competence Description and Abilities

The holder of this qualification is able to use skills and knowledge in conducting research, coordinate planning activities, formulation of development plans, monitoring and evaluation of projects and/or programmes

Specific Abilities

The holder of Diploma in Regional Planning has the following capabilities:- (i) Mobilizing and organizing communities to identify development opportunities and obstacles and suggest interventions, (ii) Prioritizing development activities and mobilizing local resources, (iii) Formulating viable rural economic plans through participatory development planning methodology (O & OD), (iv) Establishing and managing income generating projects for the purpose to reduce poverty, (v) Writing business plans for local and foreign funding and (vi) Participating in implementation, monitoring and evaluation of development projects.

2.5.3 Bachelor Degree in Regional Development Planning (BDR)

Competence description and abilities

The holder of this qualification is able to apply knowledge, skills and understanding in a wide and unpredictable variety of development planning contexts with substantial personal responsibility, responsibility for the work of others and responsibility for the allocation of resources, policy formulation, planning execution and evaluation.

Specific Abilities

The holder of Bachelor Degree in Regional Development Planning has the following capabilities:- (i) Organizing communities to embark on identifying their socio- economic development obstacles and opportunities to help solve development problems; (ii) Analyzing opportunities for development and come up with intervention proposals; (iii) Formulating viable economic plans through, participatory development planning methodology (O & OD), (iv) Supervising implementation of development projects/programmes and plans by designing action plans, (v) Writing project proposal for local and foreign funding, (vi) Develops budgets for LGA, departments and ministries and (vii) Developing monitoring and evaluation systems of projects/programmes

2.5.4 Post Graduate in Diploma in Regional Planning (PGR)

Competence Description and Abilities

The holder of this qualification is able to display a masterly of a complex and specialized area of knowledge and skills; can conduct research or an advanced or professional activity independently and is able to work autonomously and in complex and unpredictable situations.

Specific Abilities

The holder of Postgraduate Diploma in Regional Planning has the following capabilities:- (i) Administering and managing different operations and decisions for achieving the set objectives in a more and efficient way, (ii) Conducting research for social and economic development, (iii) Undertaking infrastructure development planning at various spatial and administrative levels, (iv) Preparing integrated Development Planning (Local and Regional Development Plans), (v) Writing project proposals for funding, coordinating and managing community development programmes and projects, (vi) Formulating viable plans through participatory development planning (O & OD) methodology, (vii) Supervising implementation of development projects/programmes by designing action plans and (viii) Coordinating implementation and evaluation of planned activities for development in a district, region, ministry or department.

3.0. TEACHING STAFF PROFILE

The department has adequate and qualified members of staff capable of providing service to their clients in a required standard. The number and qualification of academic staff is shown in Table 1:

Currently, the department has 4 lecturers with PhD qualification (equivalent to 17.4%), 14 lecturers with Master’s degree (equivalent to 60.9%), and 5 lecturers with Postgraduate Diploma or Bachelor degree qualification (equivalent to 21.7%). In addition, 4 lecturers are enrolled in PhD programme in local and foreign universities; and one member of academic staff is pursuing Master Degree Programme. 4.0 DEPARTMENTAL MODULE PANELS

The department has two modules’ panels, namely, (i) Development Planning Modules’ Panel, and (ii) Economics Modules’ panel. The module panels perform the following functions:- (i) identifying needs/requirements in respect of reading materials and resource persons for smooth running of the modules offered by the panel, (ii) facilitating the process of developing training manuals for all modules within the panel, (iii) facilitating the process of curricula review and development particularly the modules offered at the panel, (iv) ensuring availability of lecturers for all modules within the panel, (v) facilitating dissemination of relevant information about the panel modules and (vi) advising the Head of the Department and reporting various issues related to the panel. 5.0 LEARNING ENVIRONMENT AND TEACHING METHODSCurrently IRDP has adequate number of classrooms and lecture theaters equipped with modern desks and chairs for each individual student to work on without disturbing his/her fellow/colleague. Apart from that, the class rooms are designed in such a way that, they can be quite easily and conveniently converted into seminar rooms. Also the Institute is well equipped with leaning facilities like books, journals and computers (See plate 1a and 1b)

Irrespective of learning environment, for quite a long time now the lecturers of IRDP employ several teaching methods in conducting training sessions, these methods are basically aimed at assisting students to learn more effectively. Often lectures are supplemented with other training methods such as small and plenary group discussions, case studies, role play, simulations, demonstrations and field trips as can be seen in Plate 2a and Plate 2b.

Mostly students are trained to be part of the learning process by effectively participating in doing all vital activities in the field and thereafter presenting field reports to stakeholders and lecturers (see Plate 3a and Plate 3b).
