forewordH o Chi Minh City is a special metropolis, a major center of economics, culture, education and

training, science, technology, a communication hub and international integration point, as the leading ship playing as a significant influencer in the Southern principal economic zone, having a critical political position in Vietnam and Southeast Asia.

With a total area of 2,095 km2, accounting for 0.63% of Vietnam’s entire area, and the population of approximately 8 million people, making up to 8.7% of the population of Vietnam, Ho Chi Minh City is contributing 21.3% of the country’s GDP, 31.7% of the state budget; 21.7% of total exports, 52% of international tourists to Vietnam and 25,3% of total foreign direct investment (FDI) capital in Vietnam. In the recent years, Ho Chi Minh City has focused on promoting trade and investment in order to support enterprises searching for market expansion. With its strengths in infrastructure, human resources and service facilities, rated as the best of the country, Ho Chi Minh City is able to meet the needs of investors.

In fact, the city is considered the best infrastructure city in the country, with impressive transportation construction which are completed or being implemented. For example, everyday, Tan Son Nhat Airport serves an average number of over 350 flights of than 40 airlines. It is expected that by 2015, this international airport will serve the 23.5 million passengers and more than 600 thousand tons of cargo each year. The port areas of Ho Chi Minh City performs as the gateway to the South with the capacity of operating approximately 80 million tons of exported and imported goods per year and is expected to reach 200 million tons per year by 2020, capable of serving not only multiple cargo ships but also passenger ships with large tonnage of over 30 thousand tons. Besides, Hiep Phuoc port area is being developed to meet the city’s needs of development and trading.

Currently Ho Chi Minh City has got 17 industrical zones with a total area of 4,063 hectares, of which there are two high-tech zones. It is expected that there will be seven new industrial zones to be establised with a total area of 2,089 ha. In addition, Ho Chi Minh City has abundant human resources with high technical skills, advanced education system with 75 universities and colleges and 700,000 students (including universities that offer the cirriculum in cooperation with developed countries such as the US, Australia, UK, France…Ho Chi Minh City is on the way to improve the quality of the higher education system to meet the needs of investors.

Political and social stability is an outstanding characteristic of Ho Chi Minh city. In addition, the city is famous for its residents’ hospitality. According to statistics, the number of people having university degrees and above in Ho Chi Minh city accounts for 1/3 of that in the whole country.

With the leading role to increase the economic – society development of Vietnam, Ho Chi Minh City has a policy to maximize the involvement of non-budget capital to invest in developing infrastructure projects. Appendix

T o maintain the steady growth at high level and success in the process of social and economic transformation of the country, the Government of Vietnam has proposed a strategic plan for socio-economic development by 2020, according to which, the total demanded investment for infrastructure development is expected to be approximately 160 billion USD. However, the limited

state budget cannot respond fully and promptly to this invesment demand. Thus, the mobilization of all resources other than the state budget is an urgent and the form of public-private partnership is a model given the highest priority by the Government.

To execute the intention and promote the private participation in investment of providing public services and developing infrastructure systems, especially the transportation infrastructure systems, power plants, water and other economic –social infrastructure, on 14/02/2015, the Government has issued Decree No. 15/2015/ND-CP on Public-Private Partnerships (PPP)investment. This has provided a solid legal framework for investors to enhance their confidence in cooperating with the Government.

Previously, in order to enhance efficiency in the development of PPP model, the Government has established the Central Steering Committee of PPP under Decision No. 1624 /QD-TTg dated 29/10/2012. This committee is headed by one Deputy Prime Minister and acts as a replacement for the former ineffective and superficial interdisciplinary PPP Group. Besides, the PPP Office of the Ministry of Planning and Investment is also a powerful agent of the Central steering committee of PPP. Moreover, a 20,000 billion VND budget has been approved for the preparatory tasks of developing PPP projects.

Along with the central actions, as to prepare for the implementation of the Government’s intention, the People's Committee of Ho Chi Minh City has actively establish the professional staff of project management such as Project Management Division of the Office of the People’s Committee. In addition, in order to execute effectively and promote the development of public-private partnership model, the Department of Planning and Investment also established the Public Private Partnership Division (under Decision No. 173 /QD-SKHDT dated 06/27/2013). This is the principal unit for PPP investment in Ho Chi Minh City, which is in charge of advising the People’s Committee in terms of developing the list of projects calling for investment; investment promotion and instruction as well as project management.
