THE HARBORS AND WATERCRAFT REVOLVING FUND

2014-15 FISCAL YEAR

SUMMARY

A portion of the California Department of Parks and Recreation (Department) annual baseline operations budget is comprised of motor vehicle fuel tax funds paid by recreational boaters. These funds are used by the Department to help fund operations at state park units that provide boating related services to the public. The Department is required to report annually to the Legislature on the expenditure of the funds from this transfer per Harbors and Navigation Code Section 85.2(b):

“(b) (1) The money in the fund is also available, upon appropriation by the Legislature, for the operation and maintenance of units of the state park system that have boating-related activities. Funds appropriated may also be used for boating safety and enforcement programs.

(2) The Department of Parks and Recreation shall submit to the Legislature, on or before January 1 of each year, a report describing the allocation and expenditure of funds made available to the Department of Parks and Recreation from the Harbors and Watercraft Revolving Fund and from the Motor Vehicle Fuel Account in the Transportation Tax Fund attributable to taxes imposed on the distribution of motor vehicle fuel used or usable in propelling vessels during the previous fiscal year . . .”

In Fiscal Year 2014-15, the Department operated 22 districts containing a total of 279 park units. Of those park units, eight are state vehicle recreation areas (SVRA). The remaining 271 park units are non-SVRA. The non-SVRA park unit classifications within this report include state beaches (SB), state historic parks (SHP), state marine parks (SMP), state natural reserves (SNR), state parks (SP), and state recreation areas (SRA). These park units provide a variety of recreational opportunities, natural and cultural resource experiences, and education and interpretive activities. Many of the park units feature water as the main attraction where boating and boating-related activities take place. These park units include lakes, reservoirs, waterways and coastline. Some of the Department's most heavily-visited and heavily-staffed units are those offering boating activities.

Over one third of all State Park System units provide boating-related equipment, facilities and services. The Department is responsible for the largest number of recreational boating facilities and opportunities in California. It manages the largest staff of law enforcement and other personnel responsible for the health and safety of boaters and other individuals in and near the waters of California. Units within the State Park System offer many types of boating facilities, including docks, launch ramps, parking areas, mooring facilities, underwater parks, water ski areas, boat-in campgrounds, floating restrooms, buoys to mark various water hazards and set speed limits, rental

facilities, and supplies. In addition, the Department provides aquatic safety programs, boat patrol, law enforcement, search-and-rescue activities, and aquatic hazard mitigation. In Fiscal Year 2014-15, the Department received revenue transfers from the Motor Vehicle Fuel Tax Account in the amount of $26,649,000 into the State Parks and Recreation Fund and $24,028,000 into the Harbors and Watercraft Revolving Fund. The revenue transfer to the State Parks and Recreation Fund is requested each year through the Budget Bill, and this funding is used to ensure the fund’s solvency from year to year. In accordance with Revenue and Taxation Code § 8352.4, the revenue transfer to the Harbors and Watercraft Revolving Fund is calculated by the Department of Motor Vehicles annually, based upon a report of registered boats, and represents the boating-related proportion of tax revenue collected by the Motor Vehicle Fuel Tax Account. Each transfer is noted as contributing to the overall fund balance in the respective fund condition statement in the Governor’s Budget. In Fiscal Year 2014-15, the Department received a total appropriation of $24,840,705 from the Harbors and Watercraft Revolving Fund to support boating-related operations across the State Parks System. The Department supplemented $2.24 million from the State Parks and Recreation Fund and General Fund to support boating related needs. Appendix A contains a breakdown of the allocation of funds from the Harbors and Watercraft Revolving Fund. Appendix B contains operating costs for boating related activities throughout the Department. Appendix C lists 102 park units that provide, or are impacted by, boating recreation. Appendix D is a summary of boating recreation services provided by the Department. Appendix E contains a narrative description for each of the 102 State Park System units providing boating related equipment, facilities, and services.

Boating Safety & Law Enforcement Patrol/Rescue Boats: Operation (patrol), repair, and maintenance. Search and Rescue: Personnel and equipment for both shore-based and vessel-based emergency services. Buoys: Installation and maintenance of all buoys, including swim beach and mooring buoys. Wind Warning Lights: Installation and maintenance. Angel Island SP This unit provides a beach boat landing area, one boarding float, 47 wet boat slips, three gangways, one pier, and water trails. Support equipment and facilities include 35 BBQs, 15 interpretive display/panels, five acres of landscaping, lighting, 27 overnight moorings with a capacity of 108 boats, 115 picnic areas (including 100 boat-in), 100 picnic tables, refuse collection and containers, 12 restroom buildings (totaling 34 flushable toilets), signage, four special event areas, one landing craft, one maintenance boat, two patrol boats, two visitor centers, one group campground, and 11 primitive campsites. This unit is partially ADA accessible. In addition, law enforcement is conducted by boat, foot and vehicle. Candlestick Point SRA This unit provides a beach boat launch area and two piers. Support equipment and facilities include eight BBQs, six fire rings, one fish cleaning station, four interpretive display/panels, one acre of landscaping, lighting, 236 paved vehicle parking spaces, 20 picnic areas, 67 picnic tables, refuse collection and containers, nine restroom buildings (totaling 28 flushable toilets), one chemical toilet, one vault toilet, two shower stalls, signage, and one swim area. This unit is partially ADA accessible.

China Camp SP This unit provides two launch ramps for non-motorized boats, one beach boat launch area, one landing area, one dock, and one gangway. Support equipment and facilities include concessionaire-provided food and beverage, 12 paved and 50 unpaved vehicle parking spaces, two picnic areas, 14 picnic tables, refuse collection and containers, six restroom buildings (totaling six flushable toilets), two shower stalls, one swim area, one patrol boat, and one visitor center. This unit is partially ADA accessible. In addition, there is law enforcement conducted on foot and by vehicle, along with search-and-rescue activities.

Tomales Bay SP This unit provides a beach launch and landing area for non-motorized boats. Support equipment and facilities include 38 BBQs, 16 interpretive display/panels, 142 paved vehicle parking spaces, two picnic areas, 36 picnic tables, refuse collection and containers, two restroom buildings (totaling eight flushable toilets), four pit toilets, two shower stalls, one special event area, one swim area, one maintenance vessel, two personal watercraft, and one visitor center. This unit is partially ADA accessible. In addition, law enforcement is conducted on foot and by vehicle.

Bethany Reservoir SRA This unit provides a one-lane launch ramp for motorized boats, along with one boarding float. Support equipment and facilities include five BBQs, 24 buoys, two interpretive display/panels, 140 paved vehicle parking spaces, six picnic areas, six picnic tables, refuse collection and containers, one vault toilet, and 30 signs. This unit is partially Americans with Disability Act (ADA) accessible. In addition, there are aquatic safety education/interpretation programs, law enforcement conducted on foot and by vehicle, and aquatic hazard mitigation.

Caswell Memorial SP This unit provides a primitive launch area for non-motorized boats. Support equipment and facilities include 92 BBQs, 65 fire rings, five interpretive display/panels, five acres of landscaping, 200 paved vehicle parking spaces, three picnic areas, 115 picnic tables, refuse collection and containers, five restroom buildings (totaling 22 flushable toilets), 10 shower stalls, 110 signs, two swim areas, one patrol boat, one campground with 64 family campsites, and one group campsite. This unit is partially ADA accessible. In addition, there are aquatic safety education/interpretation programs, law enforcement conducted on foot and by vehicle, and aquatic hazard mitigation.

George J. Hatfield SRA This unit provides a primitive launch and landing area for non-motorized boats. Support equipment and facilities include 19 BBQs, four acres of landscaping, 118 paved vehicle parking spaces, 26 picnic tables, refuse collection and containers, two restroom buildings (totaling eight flushable toilets), 20 signs, one campground with 15 family campsites, and one group campsite. In addition, law enforcement is conducted on foot and by vehicle. Great Valley Grasslands SP This unit provides a one-lane launch ramp and primitive/beach launch for non-motorized boats. Support equipment and facilities include 18 paved vehicle/trailer parking spaces, refuse collection and containers, two vault toilets, and signage. This unit is partially ADA accessible. In addition, law enforcement is conducted by foot, vehicle, and there are search-and-rescue activities.

McConnell SRA This unit provides a primitive launch and landing area for non-motorized boats. Support equipment and facilities include 21 BBQs, 25 fire rings, two interpretive display/panels, four acres of landscaping, lighting, 58 paved and 50 unpaved vehicle parking spaces, one picnic area, 55 picnic tables, refuse collection and containers, two restroom buildings (totaling 16 flushable toilets), 8 shower stalls, 25 signs, one special event area, one swim area, one campground with 21 family campsites, two group campsites, and one Recreational Vehicle (RV) site with hookup. This unit is partially ADA accessible. In addition, there are aquatic safety education/interpretation programs, and law enforcement is conducted on foot and by vehicle. Millerton Lake SRA

Support equipment and facilities include 9,000 feet of anchor cable, 300 BBQs, 150 fire rings, 100 buoys, channel maintenance, concessionaire-provided marina/rentals/supplies, one dump station/pump-out facility, 20 interpretive display/panels, 10 acres of landscaping, lighting, 1,500 paved and 125 unpaved vehicle/trailer parking spaces, 16 picnic areas, 211 picnic tables, refuse collection and containers, 25 restroom buildings (totaling 63 flushable toilets), 15 chemical toilets, three floating restrooms, one pit toilet, nine vault toilets, 19 shower stalls, 250 signs, two special event areas, one swim area, one maintenance boat, four patrol boats, one personal watercraft with rescue sled, one resource boat, one educational barge, one sewage pump-out boat, six campgrounds (totaling 148 family campsites), one boat-in campground with six sites, two group campsites, 65 primitive campsites, and 27 RV sites with hookups. Support equipment and facilities include 2,650 feet of anchor cable, 138 anchors, 204 BBQs, 205 fire rings, 134 buoys, two dump station/pump-out facilities, two fish cleaning stations, 28 interpretive display/panels, 20 acres of landscaping, 1,803 paved vehicle and 198 paved vehicle/trailer parking spaces, 518 unpaved vehicle and 25 unpaved vehicle/trailer parking spaces, seven picnic areas, 478 picnic tables, refuse collection and containers, 12 restroom buildings (totaling 56 flushable toilets), 32 chemical toilets, two pit toilets, six vault toilets, 10 shower stalls, 212 signs, six special event areas, three swim areas, wind warning lights, one maintenance barge, five patrol boats, one pontoon boat, one personal watercraft, one resource boat, one educational barge, two campgrounds (totaling 131 family campsites), two group campgrounds, two primitive campgrounds (totaling 60 sites), and 52 RV sites with hookups. Turlock Lake SRA This unit provides two launch ramps for motorized boats, one primitive/beach boat launch area, one boarding float, and one water ski area. Support equipment and facilities include 32 BBQs, 63 fire rings, 14 buoys, eight interpretive display/panels, 20 acres of landscaping, 190 paved vehicle and 25 paved vehicle/trailer parking spaces, 70 unpaved vehicle and 70 unpaved vehicle/trailer parking spaces, three picnic areas, 97 picnic tables, refuse collection and containers, six restroom buildings (totaling flushable 24 toilets), one vault toilet, four shower stalls, 129 signs, one swim area, and one campground with 63 family campsites. This unit is partially ADA accessible. In addition, there are aquatic safety education/interpretation programs and aquatic hazard mitigation.

Gold Fields District Auburn SRA This unit provides a two-lane launch ramp for motorized boats, one boarding float, two docks, and one water ski area. Support equipment and facilities include 18 fire rings, eight buoys, concessionaire-provided marina with 51 slips, one interpretive display/panel, lighting, 20 paved vehicle and 25 paved vehicle/trailer parking spaces, three unpaved vehicle and three unpaved vehicle/trailer parking spaces, refuse containers, four floating restrooms, two vault toilets, signage, one swim area, one maintenance boat, one maintenance barge, one patrol boat, and one boat-in campground (totaling 16 campsites). In addition, there is boat patrol, and law enforcement conducted by boat.

Brannan Island SRA This unit provides a 10-lane launch ramp for motorized boats, one launch ramp for non-motorized boats, one primitive/beach launch area for non-motorized boats, five boarding floats, one pier, and one water ski area. Support equipment and facilities include anchors and anchor cable to designate swim area, 37 BBQs, 156 fire rings, two buoys, two dump station/pump-out facilities, two interpretive display/panels, 336 acres of landscaping, lighting, 317 paved vehicle and 177 paved vehicle/trailer parking spaces, 30 unpaved vehicle parking spaces, three picnic areas (including one boat-in), 155 picnic tables, refuse collection and containers, eight restroom buildings (totaling 40 flushable toilets), two vault toilets, 28 shower stalls, signage, one swim area, two patrol boats, one, three campgrounds (totaling 128 family campsites), one group campground with six sites, 12 RV sites with hookups, and one rustic cabin. This unit is partially ADA accessible.

Folsom Lake SRA This unit provides 15 launch ramps (totaling 67 lanes) for motorized boats, two launch ramps for non-motorized boats, one beach launch and landing area for non-motorized boats, 28 boarding floats, two docks, five gangways, one pier, one water ski area, and concessionaire-provided boat rentals/boat slips (674 wet and 175 dry). Support equipment and facilities include 152 BBQs, 300 buoys, concessionaire-provided marina/rentals/supplies, one dump station/pump-out facility, 21 interpretive display/panels, two acres of landscaping, lighting, 1616 paved vehicle and 1441 paved vehicle/trailer parking spaces, 90 unpaved vehicle/trailer parking spaces, nine picnic areas, 325 picnic tables, refuse collection and containers, 16 restroom buildings (totaling 60 flushable toilets),10 chemical toilets, three floating restrooms, eight vault toilets, 124 signs, three special event areas, one spectator area, four swim areas, two maintenance barges, four patrol boats, two personal watercraft with rescue sled, two campgrounds (totaling 138 family campsites), one group campground with three sites, and 20 RV sites with hookups. This unit is partially ADA accessible. Franks Tract SRA

This unit, which is only accessible by water, provides water skiing. Support equipment and facilities include one special event area and two patrol boats. In addition, law enforcement is conducted by boat patrol. Marshall Gold Discovery SHP This unit provides a primitive boat launch area. Support equipment and facilities include one interpretive display/panel, 55 paved vehicle parking spaces, 20 picnic tables, refuse containers, two restroom buildings (totaling 14 flushable toilets), six signs, four special event areas, and one swim area. In addition, there is law enforcement conducted on foot and by vehicle, along with search-and- rescue activities.

Monterey District Asilomar SB This unit provides a beach boat launch and one landing area. Support equipment and facilities include 20 paved and 40 unpaved vehicle parking spaces, refuse containers, one swim area, and two personal watercraft with rescue sleds. In addition, there is boat patrol, law enforcement conducted on foot and by vehicle, search-and-rescue activities, and aquatic hazard mitigation.

Carmel River SB This unit provides one primitive/beach boat launch and landing area. Support equipment and facilities include four interpretive display/panels, 75 unpaved vehicle parking spaces, two restroom buildings (totaling four flushable toilets), 16 signs, one swim area, and two personal watercraft with rescue sleds. In addition, there is boat patrol, law enforcement conducted on foot and by vehicle, search-and-rescue activities, and aquatic hazard mitigation.

Garrapata SP This unit provides a beach boat launch and landing area. Support equipment and facilities include 150 unpaved vehicle parking spaces, refuse containers, 25 signs, one swim area, two chemical toilets, and two personal watercraft with rescue sleds. In addition, there is boat patrol, law enforcement conducted on foot and by vehicle, search-and-rescue activities, and aquatic hazard mitigation. Limekiln SP This unit provides a beach launch area for kayaks. Support equipment and facilities include two interpretive display/panels, two paved vehicle parking spaces, two picnic tables, one shower stall, one vault toilet, and one campground with 24 family campsites. In addition, law enforcement is conducted by foot, and there is aquatic hazard mitigation. Marina SB This unit provides a beach boat launch and one landing area.
