According to the Ministerial Regulation on Organization of Work Units under the Ministry of Public Health B.E. 2552, the major roles and responsibilities of the DMSc dealt with medical sciences-based research and laboratory diagnosis, including study, research and development of medical sciences knowledge and technologies, to resolve the public health concerns within the country as well as improving the quality assurance system and promoting consumer protection, leading to the better health of Thai people. The authorities and functions of the Department are, thus, set as followed. 1. Development and standardization of system and method analytical of foods, drugs, narcotics, psychotropic substances, inhalants, cosmetics, radiological and medical supplies, substances hazardous to health, biological products, medicinal plants, and laboratory diagnosis. 2. Enforcement of Pathogens and Animal Toxins Act and the other related laws.

Medical Sciences Research Every division in DMSc carries out work for research and development as well as Health products consumer protection purposes. There are 3 divisions mainly focusing on research i.e. National Institute of Health and Medicinal Plant Research Institute and Medical Life Science Institute.

National Institute of Health The National Institute of Health [Thai NIH] is a part of the Department of Medical Sciences within the Ministry of Public Health. Two main objectives of the institute are to provide reference laboratory services and to conduct medical science researches. The Thai NIH was established in 1984 with a grant-in-aid from the government of Japan for building and equipment. Right from the beginning, the Thai NIH has been functioning as the national health laboratory and playing an important role in national laboratory-based surveillance of and responses to public health emergencies such as disease outbreaks and disasters.Reference Laboratory The National Institute of Health is Functioning as the national reference laboratory by providing reference testing servicesforconfirmationofpathogensincluding microorganisms, toxic substances and vectors, Providing reference testing services for some special health product and in vitro diagnostics medical devices such as HIV testkits and household insecticides, to support Thai FDA for consumer protection and legislation.

Performing laboratory-based surveillance and health risk assessments on emerging infectious diseases as well as providing laboratory-based data for national planning . Developing of new or higher-order test methods for determinationof pathogens, vectors and various biomarkers, to provide more reliable, accurate and precise results. Serving as the information center for medicalmicrobiologyandrelatedfields Supporting health science service laboratories to establish and maintain “Quality Assurance System” by providing selected proficiencytestingorinterlaboratorycomparisonsprograms for infectious diseases, toxicology and biochemistry. Medical Life Science Institute [MLSI] Medical Life Science Institute [MLSI] aims to integrate new medical technology into research and development of the innovations that will solve health problems and increase the quality of health services in Thailand by means of control, prevent and treatment of diseases. MLSI is divided into 5 centers focusing on 5 key areas of research comprises of Medical Genetics Center [MGC], Medical Biotechnology Center [MBC], Stem Cell and Regenerative Medicine Center, Clinical Research Center [CRC] and National Neonatal Screening Center. 15National Neonatal Screening Program for Congenital Diseases Research and development involved in this program is presently focused on congenital hypothyroidism [CHT], Phenylketonuria [PKU] and congenital adrenal hyperplasia [CAH]. In particular, CHT is a congenital disease highly prevalent in Thailand with an incidence around 1:2,000 – 1:3,000. Before the implementation of the National Neonatal Screening Program, it used to be one of the major causes of mental retardation. The project brings about the early treatment of the affected newborns and prevents cretinism in the young. It has eventually helped the country to save a large number of healthcare budgets. On-going studies have been concentrated on genetic investigations of this defect in Thai populations.

Non-infectious diseasesNational Neonatal Screening Program for congenital diseases Research and development involved in this program is presently focused on congenital hypothyroidism [CHT], phenylketonuria [PKU], and congenital adrenal hyperplasia [CAH], In particular, CHT is a congenital disease highly prevalent in Thailand with an incidence around 1:2,000-1:3,000 Before the implementation of the National Neonatal Screening Program, it used to be one of the major causes of mental retardation. The project brings about the early treatment of the affected newborns and prevents cretinism in the young. It has eventually helped the country save a large number of health care budgets. When successful. The knowledge and technology will be transferred to the Government Pharmaceutical Organization [GPO] or private sectors for Large-scale production to serve the public, GPO is now manufacturing some products resulted from the DMSc research and development.

Environmental health hazard As a research institute of the Ministry of Public Health, DMSc is responsible for identifying toxic substances that cause health hazard to the public. Researchwork in this field isusually carried out in response to emergency incidence.

Consumer products DMScisthegovernmentalcertifiedandauthorized laboratory that provides analytical services on local and imported foods, pharma-ceuticals and biological products, herbal products, cosmetic products, medical devices and hazardous substances use in household products.Thecertificatesofanalysisobtainedare important for the application for licensing pemit form the Thai FDA and import permit from importing countries.

Narcotics DMSc provides analytical testing services on narcotics and psychotropic substances in seized materials, precursors, illegal drugs, and biological specimens that are sent from the police, FDA or other authorized agencies. The analytical results are used for legal purpose as evidence in courts, preventing and suppressing illicitdrugtrafficking.Inaddition,thebiologicalspecimens testing results are also used for supporting drug rehabilitation programs.

Radiological Control DMSc is responsible for monitoring radiological equipment used for clinical or industry purposes.

LABORATORY QUALITY ASSURANCE AND ACCREDITATION In addition to the other duties. DMSc concentrates on laboratory quality assurance [QA] and accreditation of laboratories of both governmentaland private sectors, One of the goals is to promote internal and external laboratory quality assurance in the private sectors. Those accredited laboratories have been monitored for quality system regularly. DMSc have organized training courses on analytical techniques and laboratory diagnostic techniques to enable technology transfer between sector, both nat ionally and internationally. The ultimate objective of this attempt is to uphold the quality standard of the domestic laboratory to the international level. This will facilitate the capacity of the Thai industrialization to better compete in the global market.
