Resource analysis
Entrepreneurial culture should be developed so as to enhance the
economy of the Country. For this any economic activity either service or
productive sector should be promoted. The industrial opportunity form the
foundation on which the super structure of a venture/ enterprise rests. The right
activity should be selected carefully taking into consideration all information viz
raw material availability, man power, finance and also the demand in the open
market. Opportunity is the attractive project idea and selected on the basis of
attractive returns on the investments. The economic strength of an area can only
be judged from the availability and proper tapping of various resources of that
area.

Ernakulam district being at Central Kerala has three major rivers namely-
Periyar, Muvattupuzha and Chalakkudy rivers.
Periyar the longest river of length 244 kms has the largest water potential. The
river divides itself into two near Aluva, one flow in the northern-west direction
and the other to the south and falls into the Vembanad Lake near Varapuzha.
With a catchment area of 5398 square kilometres, Periyar is one of the 4 rivers in
Kerala which is charectorised as medium based on the characteristics of

Catchment area. The major reservoirs in Periyar are Mullaperiyar,
Bhoothathankettu, Kundala, Mattupetty, Idukky, Cheruthoni, Kulamavu,
Irattayar, Lower Periyar, Edamalayar, Chenkulam and Anayirangal. The Idukki
Dam constructed across Periyar is the most important source of electrical power
in the state. Other hydro electric projects which use water from Periyar include
Chenkulam, Neriamangalam, Panniar, Pallivasal, Lower Periyar, Edamalayar,
Erattayar and Kallar. The river also provides water for irrigation in large tracts of
land and for domestic consumption. It also supports a rich biodiversity and
fishery. The major industries of the district are on this river basin.
Chalakudypuzha, the fifth largest river located in Central Kerala with a length of
140 km and a catchment area of 1704 sq.km, is one of the most utilised rivers in
the state. The catchment of this inter- state river includes 300 sq.km in Tamil
Nadu. The river is famous for its rich bio-diversity especially riparian species
diversity and fish diversity, diverse ecological niches at different altitudinal
ranges within the catchment, the beautiful Athirappilly and Charpa waterfalls and
Vazhachal rapids along its meandering course and the medicinal quality of its
water.

There are 2 dams are built across Periyar at Edamalayar, Lower Periyar
(near Neriamangalam) and Bhoothathankettu for hydroelectricity
generation and irrigation purposes.
Bhoothathankettu is a major dam and tourist spot in Kerala. It is
situated outside the village of Pindimana, about 10 km away from the town
of Kothamangalam and 50 km away from the main city of Kochi. The
original natural dam has been supplemented by a modern dam impounding
the Bhoothathankettu Reservoir (Thattekad Reservoir).
BHOOTHATHANKETTU DAM
The Edamalayar Dam is a multipurpose concrete gravity
dam located at Ennakkal, near Bhoothathankettu, on the Idamalayar Dam , a
tributary of the Periyar river in Kerala, South India. Completed in 1985, with a
length of 373 metres (1,224 ft), the dam created a
multipurpose reservoir covering 28.3 km2 (10.9 sq mi) in the scenic hills of
the Western Ghats.

The reservoir storage is utilized by a hydro electric power
station which has an installed capacity of 75 MW with two units of 37.5 MW
capacities, producing an annual energy output of 380 KWH.
The large reservoir created by the Edamalayar Dam is operated by
the Kerala State Electricity Board to augment its peak power generation
requirements. The dam will benefit the Edamalayar Irrigation Development
Project by diverting water released from the tail race channel of the Edamalayar
power station.

b ) Irrigation projects :
Ernakulam district has three medium irrigation projects. ie.
Muvattupuzha(1976), Periyar Valley(1956), Edamalayar (1981).
Periyar Valley is the major Irrigation Project in the district with
78325 Ha. The Edamalayar irrigation project is a diversion scheme
intended to irrigate an area of 14394 Ha of wet and dry lands and the
cultivable command area is 13209 Ha. The source of water for irrigation is
the tailrace discharge of Edamalayar Hydro Electric Project. Muvattupuzha
envisages the utilization of the tailrace water from the Idukki Hydro
Electric project to provide irrigation facilities to 19237 Ha.
C )Water falls
Mulamkuzhy water fall is situated at Mulamkuzhi village which is nearly
15kms from Malayattur. The crystal clear medicated water of the river
Mulamkuzhi and the water falls of Venambravady near Malayattur is an
enchanting sight.

2.3) Animal Husbandry:
Livestock plays an important role in contributing to the economy of the
rural population and it is the main source of animal protein for the
population in general. Thus, activities allied to agriculture such as Diary,
Poultry and Fisheries contributes to the sustainable economic development
of the district. The sector facilitates employment generation through cattle
rearing, milk ,egg and meat production . It supports agriculture in the form
of organic manure /biogas and coping mechanism against crop failure. As
such, the Animal Husbandry Department is implementing GOREKHA for
collection of baseline information long term genetic improvement and
GOSAMVARDHINI project for converting stationary artificial
insemination centers' to mobile centers. The demand for milk products
increased especially buttermilk and milk based sweets etc. District
provides lot of scope for Poultry on account of the high demand for meat
and eggs. Due to abundant availability of garbage from hotels and markets
there is good potential for setting up of Piggery Units. Goat-rearing
activity and poultry are encouraged through the local self governments.
There is also good demand for Rabbit meat too.

b) Milk Production
Dairy Development Department was established in 1962 with the aim of
extending profitable dairy farming in Kerala to increase the milk production and
per capita consumption of milk. In the year 2015, State Pollution Control Board
enhanced the number of cows to a maximum of 20 in green category and above
20 in orange category, which was a great support to the farmers.
The growth of dairy farming is significant in the district though natural
resources required for the development of this sector limited. Per capita per day
availability of milk is 218gm which is below the ICMR recommended norms of
280gms.
Total milk production in the district during the year 2016-17 is
41032.391MT. On comparison with State, the milk production in the district
stabilized to 1.5%.

c) Meat Production
Keralites are mostly non-vegetarian in the sense that meat, fish, etc. form
an integral part of the diet of majority of the population. The animals coming
from outside the state like Tamil Nadu mainly meet the egg and meat
requirements of the district. Though Kerala’s cattle and poultry population is
showing a decreasing trend year after year, the meat consumption of the district
is increasing day by day.

2.4. Fisheries
Fisheries sector contributes significantly to the economy providing
livelihood to a large number of people. It has been recognized as a powerful
income and employment generator and stimulates growth of a number of
industries. Fish has been cheap and nutritious food for poor as well as rich people
and has export value.
The Ernakulam Coast line of 46Kms extending from Munambam to
Kumbalangi which is about 7.8% of total coastal area of the state . The
fishermen in the district are mostly dependent on traditional methods of fishing.

The District has very good potential for development of Inland Fisheries in the
State. Main Inland water resources of the District are Parur, Periyar and
Muvatturpuzha rivers. There are 15 Inland fishing villages in the district. That is
Kadamakudi, Ezhikkara, Mulavukadu, Cheranallor, Maradu, Kumbalam,
Udayamperoor, Ernakulam(West), Poonithura, Ernakulam(East), Kumbalangi,
Palluruthi, Vadakkekara, and Puthenvelikkara. Marine fish production in the
district is comparatively good but high value species among the fish catch is less.
There is a better contribution from inland fisheries sector especially prawn. The
skilled workers are available for baseline processing and the Fisheries
Department has cmprehensinve coastal area development plan for covering
infrastructure, inland fish production, better post harvest infrastructure like fish
handling facilities, cold chains, storage facilities etc..

Kerala State is rich with a number of occurrences/deposits of minerals
such as heavy mineral sands , gold, iron ore, bauxite, graphite, different
types of clays etc... However, mining activities are there in large scale
but confined to few minerals, heavy mineral sands, china clay and a
lesser extent to lime shell/limestone, silica sand. There are mineral
based industries in the State such as Kerala Minerals and Metals Ltd,
Indian Rare Earths Ltd etc... The district though not rich in mineral
resources is blessed with small deposits of Graphite and China clay.
These resources are scattered over all taluks as shown in the following

2.7. Human Resources 2011 Census
The human resource is one of the most important aspects on which all
other sources depend. The prospects of the district are determined by its
manpower -both skilled and unskilled labor force. It is the third most populous
district in the state, after Malappuram and Thiruvananthapuram with 9% SC/ST
population and sex ratio favorable to female but in the group of 0 to 6 years
reverse is the case. Literacy rate is 87% and the work participation rate is only
38% to the total workforce. Ernalulam is the district where migrant workers from
other parts of the Country concentrate. The workers' demand are met due to their
presence. Studies reveals that around 3000 children of this group enrolled in the
schools of district . Even though there are social as well as health hazards, these
workers have become the essential part in almost all types of employment
generated in district especially in the industrial world.

The swelling ranks of the educated unemployed in Kerala are
threatening to put the brakes on the State's impressive achievements in human
development. The survey has highlighted a development paradox caused by the
mismatch between the huge supply of educated manpower and limited job
opportunities in the district. The survey carried out in Ernakulam reveals that the
rate of unemployment among educated youth has grown from 24 to 45 per cent
over a five-year period from 1998. This increase was offset the significant
increase in the educated labour supply and improvement in female education. The
rate of unemployment among educated women was found to be two-and-a-half
times that of men.

CHAPTER III
Infrastructure
The importance of infrastructure for sustainable economic
development is well identified. Physical infrastructure covering transportation,
power and communication through its backward and forward linkages facilitates
growth. The presence of quality infrastructure is highly important for the
industrial development of the state. It facilitates the transportation of people and
goods, and provides them access to markets, employment and investment
opportunities.
The transport infrastructure in Kerala consists of roads, railways,
airports and inland/water transport system. It consists of 3.72 lakhs Kms of road,
1257 Kms of Railways, 1687 Kms of inland waterways, 111 statute miles of
Airways and 18 Ports.
Ernakulam district is blessed with all modes of transportation
network and is well designed to support intermodal transportation. Hence the
district possesses an efficient network of connectivity with all other parts of the
State as well as the Country and the World.
3.1 Roads
The district has a planned road infrastructure connecting roads,
railways, airport and water transport. Being the commercial and
industrial hub, people from adjacent district commutes to the
town and this floating population creates uncontrollable traffic

congestion. The growth of vehicles especially goods '
carriers/containers has also resulted in heavy traffic congestion
of both National highways and State highways. The Vyttila
Mobility Hub is an excellent example of junction widening for a
smooth movement of vehicles to rectify traffic blocks. In order
to control the same, there are 9 Regional Transport Offices
functioning in the in the district.

the only international Internet gateway in South Asia for the Far East (SAFE)
Submarine cable project (total length of 28,800 kms) for high-speed Internet
access and communications. If properly used, this facility will be having huge
developmental implications for the district as cities like Banglore and Hyderabad
are close to their carrying capacity and the presence of abundant manpower with
required skills in the district will add to the positive aspects. But proper planning
with a future oriented vision is required to take advantage of this opportunity and
to transform Kochi into the next Information Technology Center in South Asia.
In terms of postal services, Ernakulam enjoys a comparatively better
position with 395 post offices in its territory. In short, Ernakulam is having a
good communication network, which could support the future developmental
projects in the district. Ten major city centres will have public Wi-Fi shortly.

quality at affordable price is one among essentialities of industrial development.
In the state, shortage of power is main obstacle in starting new industrial units
where the power generation is from 4 sources of hydro, thermal, wind and solar.
The hydel energy is the most reliable and dependable source of energy.
Ernakulam being the Industrial capital of Kerala has a good network of electric
power of transmission and distribution system.
Conventional: The Conventional Power system in the district
consists of Hydel & Diesel and thermal sources. Hydel plant
is at Idamalayar and Diesel plant is at Brahmapuram.165 MW
power is generated using Naphtha at The BSES Kerala Ltd at
Eloor. The district is well covered by the Kerala Power Grid
consisting of 220KV, 110KV, 66KV transmission.

conventional sources of energy in the state. The programmes taken by ANERT
include solar photovalvic programmes, solar thermal programmes, wind energy
programmes, biogas programmes etc...
Sun with natural source of energy has got immense potential. As a result,
solar energy is one of the most important non conventional sources of energy that
are utilized in Ernakulam district. The solar cookers are quite economical and
they have been a remarkable invention. These cookers assist in food preparation
nearly without any expenditure. Additionally, many tiny and medium-scale solar
power plants have been intended for the countryside areas in India. Until now,
some of the effective usages of solar energy include water heating, food
preparation, area heating, removal of salt from water, and drying of harvest.
Furthermore, it has been forecasted that solar energy will become the future
source of energy while fossil fuels, specifically oil and coal, would be completely
used up. Solar photovoltaic systems, solar thermal systems, and solar energy
centre are some of the means of generating solar energy. ANERT is the major
Government agency in the field of non conventional energy in Ernakulam
district.

b) Power transmission network;
Electric power is normally generated at 11-25kV in a
power station. To transmit over long distances, it is then stepped-up to 400kV,
220kV or 132kV as necessary. Power is carried through a transmission network
of high voltage lines. Usually, these lines run into hundreds of kilo meters and
deliver the power into a common power pool called the grid. The grid is
connected to load centers (cities) through a sub-transmission network of normally
33kV (or sometimes 66kV) lines. These lines terminate into a 33kV (or 66kV)
substation, where the voltage is stepped-down to 11kV for power distribution to
load points through a distribution network of lines at 11kV and lower.
The power network, which generally concerns the common
man, is the distribution network of 11kV lines or feeders downstream of the
33kV substation. Each 11kV feeder which emanates from the 33kV substation
branches further into several subsidiary 11kV feeders to carry power close to the
load points (localities, industrial areas, villages, etc.,). At these load points, a
transformer further reduces the voltage from 11kV to 415V to provide the last-
mile connection through 415V feeders (also called as Low Tension (LT) feeders)
to individual customers, either at 240V (as single-phase supply) or at 415V (as
three-phase supply). A feeder could be either an overhead line or an underground
cable. In urban areas, owing to the density of customers, the length of an 11kV
feeder is generally up to 3 km. On the other hand, in rural areas, the feeder length

is much larger (up to 20 km). A 415V feeder should normally be restricted to
about 0.5-1.0 km. unduly long feeder’s lead to low voltage at the consumer end.
. The Load Dispatch Station is situated at Kalamassery. Real-
time data from the generating stations and sub-stations are obtained in the Load
Dispatch Station through Power Line Carrier Communication Network (PLCC).
Depending on the load condition, generators in various power stations are
synchronized and loaded to meet the varying load requirements.

IV. Markets registered
The main business as well as commercial hub of Kerala, the district had a
history of markets and trading centers such as spices market at
Mattanchery which is well known internationally for its spices trade,
Broadway the shopping street at the heart of the City besides Ernakulam
market with clothing, consumables and other whole sale business
activities.
The Spice Market:
Though Jew Town has lost much of its earlier glory, it has retained its status as
an important centre of spice trade. The exotic odor of the finest ginger, cloves,
cardamom, turmeric and pepper, also known as black gold, emanate from the
spice warehouses lining the street and fills it. The bustling trade of spices is
evidenced in the trucks going to and away from the warehouses, loads being
taken in and out using pushcarts, and the sight of workers drying, sorting and
packing spices.
And as in the olden days, both Europeans and Arabs still come to Kochi and
leave her shores with precious cargo.
Broadway : The name "Broadway" is ironically a joke of these times, since it is
currently the most narrow street in the town, with one-way traffic enforced.
However, at Broadway, one can find almost everything - ranging from old copper
pots (ready to smelt) and coins to latest fashion in clothing and jewellery.

Mall etc where people enjoy shopping. There are various trading centers at Kochi
and Kerala Chamber of Commerce established in 1951 plays a vital role in the
promotion of trade and industry in Kerala and is represented by the cream of the
trade, commerce and industry segments.
Besides the above there are markets where local products' transactions including
fish, vegetable, cattle, etc takes place in various parts of the district

CHAPTER IV
INDUSTRIAL SCENARIO
The rate of industrial development is highly correlated to the
employment rate as this sector plays important role in sustainable job
creation. The productive activity involved attributes to employment
generating activities. In short the industrial development is essential for the
development of the nation. It is linked to all other sectors viz. primary and
tertiary sectors. Thus, industrialization is linked to modernization of
agriculture, development of science and technology, entrepreneurship, self
reliance in defense production, successful international trade, efficient
utilization of natural resources, alleviation of poverty and unemployment
and increase in per capita income and standard of living of the people.
With all the existing facilities, the state has been taking all its efforts for
industrial development by developing various promotional schemes and
utilizing the central schemes.
Micro, small and medium industries in the state have major role in creating
employment opportunities. The schemes implemented by Ministry of
MSME, Govt. of India for the establishment of new MSMEs and growth of
existing ones to the international level are as follows:
1) Prime Minister's Employment Generation Programme
2) Micro, Small Enterprises- Cluster Development Programme
3)Credit Guarantee Fund Scheme for Micro and Small Enterprises
4)Performance and Credit Rating Scheme
5) Scheme for Fund for Regeneration of Traditional Industries

6) National Manufacturing Competitiveness Programme
The Micro, Small and Medium Enterprises Development Act,2006 framed
by the Government to categorise the industrial units as "enterprises" (a new
term for the activity involved ,viz manufacturing or service) in terms of the
investment in Plant and Machinery in the manufacturing sector and the
value of equipments in the case of service sector. The entrepreneur can file
Entrepreneur's Memorandum ( EM) Part I or Part II accordingly and was
optional for other than medium enterprises.
In 2015, the Ministry notified under said Act that every MSME unit shall
file Udyog Aadhar Memorandum (UAM). UAM replaces the filing of Part
I and II. The Government intends to make registration of units more easier
to the entrepreneurs and the certificate is automatically generated which
needs no authentication by the officials. The entrepreneurs can file UAM
on http://udyogaadhaar.gov.in online in their smart phones itself if they
have an Aadhar Number and will instantly get a unique Udyog Aadhar
Number (UAN) . The entrepreneur can append assisted filing through
District Industries Centres (DICs). The party is supposed to present the
supporting documents as and when the General Manager of DIC call for
the same. This is a path breaking step to promote ease- of- doing business
for MSMEs in India.
The geographic nature of the State, the MSME sector can
contribute the maximum to the process of economic growth, employment
generation and rural development. The potentials are to be identified so as
to emerge as a strong support to the State's economy. The Directorate of
Industries and Commerce of the State Govt act as a facilitator for the
industrial promotion and sustainability of MSME sector and traditional

industrial sector in the State with the help of Directorates of Handloom &
Textiles, Coir.
There are around 3 lakhs MSMEs registered in the State with an
investment of Rs.19751crores employing around 14 lakhs persons. With
the various promotional activities of the Governments, the entire sector has
an exponential growth.
Ernakulam District is the industrial capital of Kerala due to the
presence of more number of large, medium and small scale Industries.
Availability of infrastructure facilities like electricity, fresh water,
transportation-road, water, air and rail and fairly long coastal line, banking
facilities, proximity to Kochi Port, rail facilities up to Kochi Harbor
Terminus, International airport, etc have contributed substantially for the
industrial growth of the district. There are 44,646 registered and
unregistered micro ,small and medium units with a total investment of
Rs9650.37 Crores and employing 375530 persons in the District.
In addition to this, there is an Export Processing Zone at Kakkanad The
Kochi Export Processing Zone where Electronics, garment making,
biotechnology etc units are operational.
There are registered as well as unregistered industrial units in the district.
As per IVth All India Census of MSME reports, the district has only 18371
working MSMEs

scope for making readymade garments.
There are 3 Industrial estates, 2 development plots and 3
development areas. There are 15 mini industrial estates.
There are industrial promotion agencies such as KINFRA, KSIDC,
SIDCO and INKEL who provide infrastructure facilities to entrepreneurs such as
land, financial guidance etc. KINFRA had acquired 220 acres of land and has
industrial park at Kakkanad. Many other private operators have also come forward
for setting up of IT parks in the district.
Even though the State has high potential of trained as well as educated people, the
manufacturing sector leads the Industrial scenario in organised sector. The service
sector may be in unorganised. This may be due to the promotional activities of
various govt departments and NGOs like Kudumbasree, SC/ST development Dept,

As far as sector analysis of the units registered in the district is concerned, agro-
food based industries leads the industry followed by general engineering units
and repairing and service activities. Though the district has a forest cover, the
new wood based industries has a threat due to the lack of raw material
availability. The import of wood from other countries may become the need in
future. The plywood industry in the district faces acute environmental pollution
as the units are not observing the required treatment plants in the respective units.

Agro-food based industries and general engineering units creates more
employment in the district and these two sectors show an increasing trend
recently.
c) Year wise growth of registered MSMEs (last5 years)
Registration of MSME units under MSME Act was increased during 2013-14 and
declined in the subsequent years as the registration become optional for the
industrial units. As mentioned earlier, the registration process changed during
2015-16 to filing of Udyog Aadhar Memorandum and obtaining Udyog Aadhar
Number for the unit. The units can enjoy the Central Government Assistance if
and only if this registration process is done. Lack of awareness this fact and the
Govt schemes is another reason for decrease in the number.

e) Employment growth of MSMEs (last 5 years)
Micro units are employing more persons than that in small and medium
enterprises. This may be due to the mechanization involved in small and medium
units.. There is an issue between the data on registered and unregistered workers.
Mainly the unregistered workers are migrant workers from other parts of the
Country. As 95% of the migrant workers are unskilled and the flow to the State
is Continuous, it is estimated that around 35 lakhs migrant workers are in the
State and majority of them are concentrated in Ernakulam district.

SWOT ANALYSIS
i). Amballoor Electronic Park
The proposed Electronic Park will be the first of its kind in the state. It is being envisaged as an
electronic hub to promote the manufacture and assembly of hardware, as well as the
supporting infrastructure.
WEAKNESS
PROBLEMS FACED
The main problem faced was the negative attitude of various
Grama
Panchayaths / Municipalities of the District towards setting up an
industrial unit. They are not even receiving applications from
Entrepreneurs and on the pretext of a complaint received or that
may arise in the future. In this juncture Town Planning
Department also shows negative attitude towards the industrial
sector. They insist that the applications for layout approval

should be verified and the plan should be attested with
recommendation by the Secretary of Grama Panchayaths/ /
Municipalities.
Another problem is the approach taken by the Financial
Institutions in issuing assistance to MSME Sector. Even under
the Centrally Sponsored PMEGP Scheme , the banks are not
willing to sanction loan amount. Many of them keep on ragging
the applicants till the end of financial year and finally reject the
applications. The applicant is not getting sufficient time to
resubmit the application in another bank .Genuine Entrepreneurs
are suffering a lot by this attitude.

Infrastructure Facilitated Growth of Ernakulam
Today Eranakulam is hailed as the tomorrow’s face of Kerala. The
advantages this district has, is in fact only in the dreams of the other districts in
Kerala. The developmental projects, which are going to be materialized in the
district, are one of the factors that make this dream farther away for other
districts. The container terminal in Puthu Vypin, LNG terminal, Cruise terminal,
Bunkering terminal, Port related special economic zone, the proposed single-
buoy mooring facility, and CIASL’s MRO facility, all these will be having a big
push impact upon the economy in the district. Hundreds of crores of Rupees are
going to be instilled into the district’s economy and the spiraling effect ensuing
will be one that can be dreamed of by any other district in India.
It is a well-known fact that infrastructure facilities of any region are the
main drivers of economic growth and development. Eranakulam, though well
endowed with many other aspects, needed these new facilities desperately, to
march on to the new heights of development. And the time it is being about to get
materialized, it is indeed quintessential that we assess the acceleration
possibilities and ancillarisation opportunities to channelise the resources to its
optimal uses.

SEZ and Trend of Outsourcing of Manufacturing
The Cochin port is establishing a special economic zone focusing the The
SEZ provides opportunity for setting up production units targeted at export
market. The most feasible trend for Cochin can be sourcing the manufacturing
jobs. The port can attempt to create a wider employment-generating scenario in a
phased manner, by sourcing outsourced manufacturing. The trend has been
proved extremely successful in the suburbs of Chennai port.
For Cochin, the success in sourcing the activity, capitalizing on low cost
transportation, storage, relatively lower costs of labor, and communications. The
industries like electronics hardware are ideal for assembly in Cochin because
of the easy separation of production processes, a relatively small input of capital,
and large demands for semiskilled labor. The choice of manufacturing destination
abroad is determined by the transportation cost and logistic facilities.
In order to bring down the cost of transportation the manufacturing
destination should be within the periphery of the port. However the periphery of a
port will be very expensive. Therefore the Vallarpadam based special economic
zone (SEZ) proposed will provide the necessary competitive advantage.
The Government of India has already declared the Puthuvypin and
Vallarpadam areas as special economic Zone. The entrepreneurial opportunity
exists in identifying potential business units that can come up in the area availing
the concessions. The SEZ have contributed to the ushering in of an industrial
culture and environment in the regions .The major economic advantages
created due to the establishing of SEZ in other countries are rapid
employment generation for semiskilled people, affordability of higher pay
levels and transfer of skills and technology from more developed countries.

International Bunkering Terminal
A Bunkering Terminal is a facility to sell fuel to vessels calling at a Port or
passing near to a port. As the number of vessels visiting a Port increases a modern
terminal with large capacity will be required to service the vessels. A terminal
consists of a tank farm in which huge volume of fuel is stored, a set of modern
barges, which carry the fuel from the tank farm to the vessels, which have
demanded fuel and a modern marketing system. The fuel is either imported or
sourced from Indian refineries.
On one hand, with the establishment of International Container
Transshipment Terminal at Vallarpadam, Bunkering Terminal highly benefits
the shipping lines calling at the Port and on the other hand, adds to the Port’s
revenue and employment generation in the vicinity. The position at Vallarpadam
of Cochin port being in the middle zone of long voyages between the East and
West, the convenience of midpoint bunkering can enable the ships to commence
voyages at less than full fuel load and carry more merchandise instead.

International Cruise Terminal
Industrial Potential Survey of Ernakulam District

Prepared & Submitted by District Industries
Centre,Ernakulam
The cruise terminal is a facility to receive large cruise vessel. Cruise is a
highly developing market where large amount of financially up-market tourists
travel in highly luxurious cruise ships around preferred global destinations. There
is increasing tendency for the cruise vessels from North America, Atlantic and
even East Asian countries to visit emerging tourist destinations like Kerala.
Therefore providing adequate infrastructure to receive such large vessels which
carry over 1000 to 2500 passengers will go a long way in enhancing employment
in the tourist service market. As Kerala is maintaining a remarkable growth in
Tourism sector during the last few years, the cruise terminal provide large no of
employment and there is possibility of developing ancillary projects like Food
Court, Marine Park, Transit service to inland along with the cruise terminal.
The cruise season is restricted from November to May i.e., 7 months or at
the most 9 months. Aggressive marketing and promotional campaign coupled
with provision of services of international standards can lead to increasing the
number of cruise arrivals. During the off-season the cruise terminal can find
business utility as a convention centre and a shopping mall. Thus the cruise
terminal can carve a niche in the tourism industry by hosting to the conventions
and conference, which has a tremendous market in Kerala.

LNG Terminal Puthuvypu
Industrial Potential Survey of Ernakulam District
152
Prepared & Submitted by District Industries
Centre,Ernakulam
Eloor, situated 17 km north of the city, is an island of 11.21 km2 and
is the largest industrial belt in Kerala. There are more than 247 industries viz.
Fertilisers and Chemicals Travancore (FACT), Travancore Cochin Chemicals,
Indian Rare Earths Limited, Hindustan Insecticides Limited and many others
manufacturing a range of products like chemical-petrochemical products,
pesticides, rare earth elements, rubber processing chemicals, fertilizers,
zinc/chromium compounds and leather products.
But, the cost of production in such industries has become too high for
competitive manufacture. These industries are now competing against industries
using LNG as a working fuel. LNG prices are 33 per cent less than that of
naphtha today. The ancillary activities depending on the working of major
industries are also adversely affected. In this context the establishing an LNG
terminal at Puthuvypu will be helpful to the industrial development in the
Ernakulam district.
The switching over to the use of LNG must bring in the reduction in the
cost of power. This should help the sustenance of small and medium scale
industries in Kerala where the high cost of power is a major weakness for
entrepreneurship.
Potentials of LNG Terminal
Industrial Potential Survey of Ernakulam District
153
Prepared & Submitted by District Industries

Low
fuel cost
The increasing turnover of FACT can give rise to more demand
for transportation and more turnover for the suppliers to FACT
Medium scale industries especially manufacturing Chemical can
come up with working fuel as LNG
Low
power
cost
Industries handicapped by high cost of power can function with
more cost competitiveness through in house generation of
power/cluster generation of power using LNG
The International Ship Repair Facilities
The ships require mandatory special survey repair work for obtaining sea-
worthiness certificate (classification) every three/ five years under supervision of
the classification societies. This work is extensive and involves 20-30 days to
complete. The older ships require comparatively more time. For the proposed
yard in Cochin, this is perceived as a good market.
Ship repair is labour intensive as it is difficult to automate much of the
work that is done. Major component of the repairing process is skilled work. The
Cochin suburb has reasonably good human skill level- thanks to the proximity of
Cochin ship yard.
As part of development of ICTT, Vallarpadam, setting up of a Ship
Repair Yard for the repairs of Ocean going Vessels capitalizing on advantages
like location near to International Sea route, proximity to the International
Airport, availability of facilities for all official clearances like Customs,
Immigration, and the moderate climate of a natural harbor, will provide immense
opportunities to the industrial sector.

Enhancement of Maritime Service Demand
Industrial Potential Survey of Ernakulam District
155
Prepared & Submitted by District Industries
Centre,Ernakulam
The arrival of large number of LNG vessel can increase demand for
various maritime services and agencies providing these facilities can be
established in Cochin. Some of the potentials related are given below:
Potentials engender from maritime service demand
Seri
al
No
Activity Potentials
1 SHIP CHANDELERING Ship chandelering refers to estimating the demand
of provisions other than fuel for a visiting ship and
providing them at rates so economical that the
agent would be tempted to purchase supplies from
this Port for a long spell of the voyage. Provisions
like grains, sugar, vegetable oil, bread, condensed
milk, egg, meat are likely to be indented from ship
chandlers located in Cochin Port
2 SECURITY A systematic security system will be required for
the ship in berth and the regassification terminal
and tank forms
3 CONDITION
ASSESSMENTS/CERTIFI
CATION
There will be demand for setting up agencies to
certify the carrier worthiness of the tanks and the
seaworthiness of the vessel.
4 MINOR REPAIRS TO
SHIPS/PIPELINES
In view of the high degree of corrosion for metal
parts, there will be demand for minor repairs and
replacement to ships gear, cargo carrying
apparatus and pipelines. Entrepreneurs can set up
small scale or medium scale metal molding

6.10) The Kochi International Marina.
The Kochi International Marina is a marina in the city of Kochi. It is
located in the eastern coast of the Bolgatty Island (one of the islands part of
the city of Kochi), in the premises of the Bolgatty Palace, a 'heritage hotel'.
The Kochi Marina is the only marina in India. It is owned by the Kerala
Tourism Development Corporation. The marina provides berthing facility
for yachts and also offers services like fuel, water, electricity and sewage pump-
outs for boats. The marina is close to the international maritime route at the south
west coast of the Indian Peninsula, with favorable conditions and minimum tidal
variations throughout the year.
The marina will have facilities to repair yachts and for filling fuel and food
items. Facilities like golf course, swimming pool, spa, health club, and restaurant
and beer parlour will also be provided for the sailors.
Floating docks built on concrete beams is the major attraction of the
project. A board walk - wooden structure protruding into the back waters in order
to facilitate other tourists to see the yachts has also been arranged.
industries to meet the demands.

Additional 16 docks would be added in the next phase and additional facilities
would be provided on 2 acres of reclaimed land adjacent to the island. This will
create opportunities in the following fields:
1. Repair and service of yachts
2. Tourism
3. Health Services
Entrepreneurs can set up small or medium scale units related to these
fields.
6.11) Potential related to Cochin International Airport
Cochin International airport at Nedumbassery offers facilities like
200,000 square feet fully air-conditioned domestic and international terminals, a
long runway, taxiways, apron, navigational aids, technical block, control tower,
refuelling facility and sophisticated fire-fighting and other safety facilities
required to accommodate heavy aircraft like Boeing 747. An Aeropoly and
Aircraft Maintenance Station are also being developed by CIAL.
Aeropoly is a state-of-the-art industrial, urban and social
infrastructure project. The project is proposed to be the centre for intensive
businesses and related enterprises, clusters of business parks, logistics parks,
industrial parks and a township centred on a Multi-model hub to link the airport
with five modes of transport such as road, rail, sea, inland waterway and air.
If this project of CIAL comes into reality, there is abundant scope in the
field of Logistics, IT& ITEs, aviation and aeronautical engineering. There is
scope for starting ancillary industrial units related to aviation and aeronautical
engineering.

Cochin International Avation Services Ltd (CIASL) is a wholly owned
subsidiary of Cochin International Airport Authority (CIAL) envisions creating
and developing a full -fledged Aircraft Maintenance, Repair and Overhaul
facility in Cochin to provide high quality services at most competitive cost.
The aviation industry in Cochin is one of the most dynamic sectors.
The rising number of low-cost airlines has unlocked new opportunities for MRO
services in the country. This will provide new opportunities to the MSME sector,
in the fields –
1. Electrical & Electronics
2. Information Technology
3. General Engineering
Infrastructure facilitated growth owing to new operations in ICTT,
Vallarpadam SEZ related to this, International Bunkering Terminal, LNG
terminal, and ship repair facilities, The Kochi Marina, The International Airport,
can generate to a greater extent both forward and backward linkages. This would
help in opening up new avenues for MSME sector inter alia helps to increase the
competitive efficiency of this sector. Definitely this will pave the way for
reduction in sickness and closure among the MSMEs.
The multiplier and accelerator impact of this growth process in terms of
industrial growth, employment and income growth is very difficult visualize in
the short run. But the amplitude of such a growth process is very wide and
dynamic.

Ernakulam is a fast developing district with high potential for an amplified
growth in almost every field. The new developmental projects, which are being
materialized in the district, will give a new form for the growth of the district.
Along with the above mentioned projects the authorities and investors need
to tap the complementarities in the district. There is enough scope for promoting
agro-based industries for both domestic and foreign markets. The facilities in the
various industrial parks, special economic zone and air-cargo division shall be
exploited to promote exports. The linkage should be extended to agro-processing
and agro-business activities. It is important to capitalize the complementarities
between agriculture and industry.
A) Food Processing Industries
Food processing industry gels very well with the conditions in Ernakulam
because of its intrinsic characteristics. First of all it helps in striking the balance
between agriculture and industry. Secondly the low capital intensity and low
working capital requirement makes it accessible to people belong to every social
class. As a corollary to the above argument, it neatly fits with the large pool of
human capital resource in the district.

Another sector with lot of potential in the MSME sector in Ernakulam is
Garment manufacturing. Ernakulam has got a substantial number of tailoring
units in the MSME sector. In the world economy the changes taking place are in
favour of this sector. So if we looking at the demand for garment products at the
international markets and prudently use our resources, which will usher in a new
era in the garment manufacturing sector.

Ernakulam has a considerable number of metal-based industries in its
geographical area. But somehow these industries do not succeed in
diversification and often perils with the arrival of new innovative products. With
the arrival of the container terminal the availability of raw materials will become
more easy and cost effective. This coupled with the traditional knowledge can do
wonders in this sector. But identifying the suitable products and making it to
perfection, all these processes require a good deal of patience and vigilance.

Kerala accounts for more than 90% of the total rubber production in the
country. In the long term also if we look at the future prospects, the need to
encourage industries using rubber to manufacture new products will become
more imperative as that is the only way to attain a balanced position in terms of
the fluctuating market prices. The existence of a sound network of intermediate
rubber units engaged in rubber compounding, crumb rubber manufacture etc.,
facilitates favourable investment in this sector.

for further growth. Lot of new products are coming up day by day based on
leather in the markets, but the MSME sector in Ernakulam is in a standstill in
terms of the innovation and diversification process in this sector. The local know

Eranakulam is home to a number of chemical based factories. FACT is a
good example for this. But even with the presence of a large number of chemical
based factories in this region, proper ancillarisation activities have not yet taken
place in the SME sector. There are large number of opportunities exist with
regard to these linkages. In addition to this, new opportunities also exist in this
field.

SUGGESTIONS
Having identified the potential sectors with competitive advantages and
adaptability, in order to promote them, the policy interventions should be
carefully planned. An important point to be emphasized is that industrial
development is a synergic process and therefore requires participation of
government, non-governmental development agencies, financial intermediaries
and entrepreneurs themselves.
Maintenance of the quality of road connectivity and allied
transportation infrastructure – comes under government policy.
Measures to improve the Credit Deposit ratio – government policies
with the co-operation of financial institutions.
Training, technological advancement and minimization of transaction
costs – technology bank / institutionalize the process of technology
transfer – should be materialized fruitfully by the Industries Department
through various programmes like Industry -university Linkage
Programme including Technology Incubation Centers
Promotion of cluster culture and inter-industry co-operation.
Preference to the identified priority sectors
Considering the scope of leather industry, a Corporation such as
Leather Industries Development Corporation of Kerala can be formed

for the upliftment and development of artisans working in leather
Industry.
More Incubation Centers in different sectors are to be developed to
support the new upcoming entrepreneurs.
Student Entrepreneurship to be promoted.
