• 2016 VET Funding Contract (Restricted).

• Any previous VTG Service or Funding Agreement where relevant students remain in the training during calendar 2016

Scope:

Corrections to Maximum Fee Concession Contributions and Fee Waiver/Exemption Contributions Subject:

Purpose

• This Contract Notification provides notice of a change to Funds as required under Clause 7.2(c) of the VET Funding Contracts:

7.2 (c) that the Department may at its sole discretion vary any or all parts of the Funds that are to be paid to the RTO in respect of one or more Eligible Individuals under this VET Funding Contract on 10 Business Days written notice, including:

i) for reasons of a change of policy;

for reasons of ensuring the proper and responsible administration of the Funds and of the Department's Victorian Training Guarantee program budget; and

in respect of an Eligible Individual who at the time a variation is made has already enrolled in and commenced an eligible course or qualification with the RTO during the period 1 January 2014 to 31 December 2016 inclusive.

Background

• Where the RTO has granted a fee concession or a fee waiver/exemption to an Eligible Individual the RTO receives a contribution from the Department. Where applicable, the concession contribution is up to a maximum value per hour and the fee waiver contribution is at a fixed value per hour.

• The maximum fee concession contributions per hour and the fee waiver/exemption contribution per hour for each course (where applicable) are listed in the Student Tuition Fee Contribution Report.

• The Department has found that some of these concession and fee waiver/exemptionrates for recently listed courses are incorrect due to an administrative error.

• Further, the Depatment has incorrectly listed a General Concession contribution rate for ten Graduate Diploma courses.

Main Points

• Where the correct rate is greater than the incorrect rate, the Department will pay based on the correct (higher) rate for all 2016 training activity. These corrected rates will be amended accordingly on the Student Tuition Fee Contribution Report.

• Where the correct rate is less than the incorrect rate the Department will continue to pay the currently listed rate for all 2016 training activity, and will make no changes to the Student Tuition Fee Contribution Report for 2016.

• These rules are to ensure that no RTO is disadvantaged by the Department's listing of incorrect rates. • As these changes to the Funds will not disadvantage any RTO, they will be applied retrospectively for all

2016 activity (ie the 10 day business notice will not be applied). • With respect to the 10 Graduate Diploma courses that are incorrectly listeed with a General Concession

contribution rate on the Funded Courses report, these rates will be removed as General Concessions are not applicable to courses at Diploma level or above. There are no current enrolments in these qualifications (AMP80215, BSB80215, BSB80415, BSB80615, CHC81015, CHC81115, CPC80215, FNS80115, ICT80415, and ICT80515).

• The courses and qualifications with revised rates are listed in the Attachment.

Critical Dates

• This Contract Notification is effective immediately.
