Objective:
To support the member statesin the development,strengthening, monitoring, andevaluation of policies, strategies, and programs thathelp to improve the quality,efficiency, and scope of
services offered tochildren from birth to 8 yearsof age (IV and V Ministerials)

Objective:
To complement the efforts by the member states in coordination with international organizations and institutions of the hemisphere to achieve universal literacy and provide ongoing educational opportunities for adults and youth
Activities:
1. Report Commissioned: “Public policies, strategies and programs for Literacy and Adult Education in Nations of the Caribbean” (2003-2008)
2. Collaboration on Regional Conference on Literacy: "From Literacy to Life-long Learning: Challenges for Literacy and Adult Education towards CONFINTEA VI (World Conference for Adult Education)", September 10- 13, 2008 in Mexico.

Challenges
• Recognize diversity of policy priorities in 34 countries while developing consensus on a priority agenda in a few key areas:
– Many mandates / limited resources (subfund non-renewable)– Emphasize the multilateral and regional advantage of OAS – Don’t duplicate efforts by other organizations– Mobilize resources, promote collaboration, partnerships across
sectors and organizations
• Sustained active participation in following-up on commitments – Challenge of government turnover and changing priorities
• Linking various political processes-Summit of the Americas, Ministerial Meetings, CIE, OAS General Assemblies, etc.
