Working poverty isa regional problem,although it doesn’t appearas severe in Delta.

That’s according to astudy released last monthby the Canadian Centre forPolicy Alternatives, whichis recommending B.C.adopt a comprehensivepoverty reduction plan.

The report highlightshow the so-called “work-ing poor” are not justconcentrated in Vancouverand Surrey but are spreadout across the region.

The study examinesMetro Vancouver workingpoverty trends by neigh-bourhood pre- and post-2008 recession.

“We are often told thatthe solution to poverty isfor the poor to ‘get a job’or for various sectors tocreate more jobs. But thisstudy finds that a job isnot a guaranteed path outof poverty. Over 100,000working-age people inMetro Vancouver wereworking but stuck belowthe poverty line in 2012,not counting studentsand young adults livingat home with their par-

ents,” states the report,also a co-publication ofthe United Way of theLower Mainland and theB.C. Poverty ReductionCoalition.

The report finds thatnot only are deep povertyand homelessness highlyvisible on the streets ofVancouver, hidden povertyand economic insecu-rity are serious problemsacross the region.

“Deep poverty is pri-marily a story of inade-

quate welfare rates, whichremain stuck at levels farbelow what people needto survive. But the major-ity of British Columbiansliving in poverty do notrely on welfare. Fewer thanfour per cent of BritishColumbians receive socialassistance at any giventime, a small share of themore than 14 per cent ofpeople living in poverty,”the report adds.

It notes a recent studypublished by the Metcalf

Foundation found thatMetro Vancouver had thesecond-highest rate ofworking poverty of anymajor city in Canada in2012, with a rate onlyslightly lower than GreaterToronto.

The latest report goesfurther by mapping theextent of working povertyand its growth by neigh-bourhoods.

Municipalities withthe lowest rates in 2012included Delta (5.7 per

cent), Pitt Meadows (5.4per cent), Port Moody (5.5per cent) and Maple Ridge(5.7 per cent)

A map showed a cou-ple of stretches in NorthDelta by Scott Road thatwere higher than the restof Delta. Those higherrate clusters merged intoa large cluster of central-northern Surrey that has arate of 10 to 15 per cent.

The report adds workingpoverty can be reducedand eventually eliminatedwith a combination oflabour market reforms,more generous incomesupports and better publicservices. The report madea number of policy recom-mendations, includingthe province investing insocial housing.

Delta this year hireda social planner who iscurrently undertakinga review of social issuesin the municipality. Therequest to hire a socialplanner first came beforeDelta council a coupleof years earlier from theCanadian Federationof University Womenof South Delta, whichwarned about hidden andchildhood poverty in thecommunity.

Vancouver Fraser PortAuthority president andCEO Robin Silvester gaveDelta council an updateon the Terminal 2 proposalthis week.

The application is now

formally in the panelphase of the environ-mental process, he saidMonday.

“We expect it be a14-month review pro-cess,” Silvester said, add-ing there’s a four-monthpublic comment periodunderway now.

After the three-memberpanel conducts its envi-ronmental assessment,it will submit a report tothe federal minister ofenvironment and climatechange who will thenmake a decision on wheth-er the project can moveforward.

T2 is a proposed three-berth terminal that wouldprovide 2.4 million TEUsof capacity adjacent to thethree-berth Deltaport ter-minal at Roberts Bank.

TSAWWASSEN• July 5, 9:42 p.m., 500-

block of Ferry Causeway:Police attended the areaat the request of theDepartment of Fisherieswhile they seized 1,300pounds of crab. Policestood by and the seizurewas made without inci-dent.

• July 7, 7:49 p.m., PointRoberts border crossing:Border officer reported avehicle with an Ontario

license plate did a U-turnprior to entering theU.S. Police located andpulled the vehicle overat Highway 17 and 48thStreet. In discussion withthe border officer, it wasdetermined it was a mis-understanding and thatthe male was lost and tooka wrong turn. The suspectwas released from thescene without charges.

• July 10, 1 a.m., 56thStreet and Highway 17:Police observed a personcycling across both lanesof the highway after darkwithout lights. Policestopped the suspect andfound the bike was stolenand that the suspect alsohad an arrest warrantfor break and enter. Thesuspect was arrested andtransported to cells in rela-tion to the arrest warrant.He was served a violationticket for cycling after darkwithout lights and wasreleased on a promise toappear in court at a futuredate in relation to the sto-len bike.

• July 10, 3:42 p.m.,Ferry Causeway: A ferryemployee left his back-pack in an area on the top

vehicle deck and whenhe went to retrieve thebackpack it was gone. Thecomplainant suspectedtwo intoxicated passengerswith a Rottweiler and fol-lowed them to the parkinglot. When he located thesuspects, he spotted hisbackpack over the shoul-der of the male and a con-frontation ensued. Withthe assistance of othercrewmembers the sus-pects were apprehendedand held for police. Policeattended and arrested thesuspects for theft, utteringthreats and assault.

LADNER• July 4, 9:28 p.m., 7400-

block of Vantage Way: Abusiness reported thatover the weekend threeboats in the enclosed yardwere broken into andrummaged throughout.Approximately $700 worthof items were stolen andthe boats suffered approxi-mately $700 in damage.Forensic identificationofficers attended to finger-print and photograph thescene.

• July 4, 2:06 a.m.,Harvest Drive and Ladner

Trunk Road: Police founda male sleeping at the busstop and determined hewas intoxicated and una-ble to care for himself. Thesuspect was transported tocells and held until sober.

• July 6, 12:37 p.m.,5700-block of DeltaportWay: Police received areport that a truck wasblocking both lanes of thehighway. Police attendedand located a tractor trail-er unit that had attemptedto make a U-turn andgot the unit stuck. A tow-ing company removedthe truck. The driver wasissued a ticket for drivingwithout consideration.

• July 6, 10 a.m., 4800-block of 48th Street: Policeattended the area follow-ing a report of loud ham-mering coming from ahouse. A truck was locatedin front of the residencewith stolen license plates.A male entered the vehicleand when police request-ed he leave the vehicle, herefused and attempted toput the vehicle in gear. Aphysical confrontation wasinitiated by the suspectwho subsequently fled thescene in the vehicle.

Gertrude came to the shelter after she was spotted hopping arounda Tsawwassen neighbourhood for two days before we were ableto trap her. We don’t know where Gertrude came from but she waslooking a little rough when she arrived at the shelter. With that saidGertrude is tolerant of handling but is currently a little nervous ofpeople. Gertrude needs to be spayed before she’ll be available foradoption. We aren’t sure how Gertrude is with other rabbits yet andshe’s just starting to figure out her litter box.

These are just some ofthe inspirations behinda former South DeltaSecondary grad’s idea toedit the new book: In TheSurprising Lives of Small-Town Doctors.

Paul Dhillon was classvaledictorian when hegraduated from SDSS in1999. Little did he knowthen he would be a prac-ticing doctor in rural andremote Saskatchewan—much less researchingand editing a book on thesubject.In The Surprising Lives

of Small-Town Doctors,physicians put down theirstethoscopes and pick uptheir pens to share someof the most frighteningand pivotal moments of

their careers. Frommakingigloo house calls to band-aging animal bites to per-forming surgeries they areill-equipped to do, doctorstell of the many rewardsof practicing medicine insmall communities.

They also detail thefears, failures and chal-lenges of providing healthcare in northern andremote areas — wherethe need for doctors is thegreatest. Collectively, thesestories capture the spirit,innovation and resilienceof these rural doctors andthe communities theyserve.

“There are physiciansacross the country silentlysitting and listening totheir patients’ stories,empathizing with theirpain, and then smilingat the successes of theirquiet daily work,” Dhillonwrites in the preface of thebook. “Unnoted beyondtheir communities, theycontinue silently. GENDEREQUALITYNOT AN ISSUE IN DELTA

As the rest of the country strug-gles to achieve a gender balance inpolitical circles, Delta has no suchconcerns.

With all three of the top politi-cians (Mayor Lois Jackson, MLAVicki Huntington and MP CarlaQualtrough) female, and all oftheir predecessors women as well,there’s been no shortage of femalepolitical leaders in this area foryears.

Three of the six Delta councillors-- Sylvia Bishop, Jeannie Kanakosand Heather King --are female too, whileboth the chair of theDelta school board,Laura Dixon, andthe vice chair, ValWindsor, are women.The school boardalso includes trusteeRhiannon Bennett.

Qualtrough said having diversityat any government table is a goodthing and allows for better discus-sions, a better exchange of ideasand, ultimately, better decisions.

“It certainly is interesting herein Delta,” she said. “I, of course,have come into Delta politics at theend of this wave, but I moved intoa community where I had a lot ofstrong female role models and itdoes inspire you to think big whenyou are surrounded by womenleaders already.”

Qualtrough, who was namedminister of sport and persons withdisabilities in Prime Minister JustinTrudeau’s gender equal cabinet,was elected for the first time lastfall.

“I’m not sure what started it all,but I can tell you now that we gotit, you wouldn’t think it is out of thenorm,” she said. “I think Delta isquite forward thinking and I cansay without a doubt I have nevercome across any discriminationof women in this community. I’mcertainly proud to be a part of sucha diverse group of female politicalleaders in this community.”

While Delta has been fertileground for female politicians, thesame cannot be said for the rest ofthe country.

According to Equal Voice, anational, bilingual, multi-partisanorganization dedicated to electingmore women to all levels of politicaloffice in Canada, women currentlymake up only 26 per cent of MPsin the House of Commons.

In response to that lack of afemale voice, Equal Voice launchedits Daughters of the Vote Youth En-gagement Strategy and a new videoon Parliament Hill last month. Thestrategy is designed to increaseyoung women’s engagement in

politics in order toaddress the gendergap.

B.C. leads the country in termsof women elected to provinciallegislatures, but at 37.6 per cent,there’s still a gender disparity.

Huntington, who is nearing theend of her second term in Victoriaas Delta SouthMLA, said she hasbeen thinking aboutthe issue for manyyears because shecalls what is hap-pening in Delta po-litical circles “quiteremarkable.”

“I think it’s a combination ofthe cohesiveness of the commu-nity and perhaps the candidateshave been good. The womenhave presented themselves well,”she said. “But honestly when

I’m asked by people from othercommunities about this issue, Isay I don’t know what it is aboutmy wonderful community, but forwhatever the reason the issue ofmale/female leadership has notarisen.

“Not once have I ever felt a gen-der disparity whiledoing business inDelta and that is aremarkable thing tosay. It’s refreshing.It gives you a senseof freedom as awoman.”

Jackson, whobroke the local political genderbarrier by becoming the firstwoman elected to Delta councilback in the early 1970s, saidin some respects Delta may bemore forward thinking when it

comes to the gender equity issue,but there are many factors whysome women choose not to enterpolitics.

“I don’t think it is quite theproblem that some see it to be,”Jackson said. “If you are a momand you have children, it’s verydifficult to balance political lifeand your family. Your family isturned upside down when you arein politics. Perhaps some womenfeel it just might not be worth itbecause you have to put every-thing — everything ahead of yourfamily. You miss out on many,many things. I think there are alot of women who just choose notto put politics before family.”

Jackson said it really is all aboutachieving a balance.

“It depends on individualcircumstances as well as lifechoices,” she added. “You haveto have the passion and you leavealmost everything else behind.There is a whole story here fornot only women, but also withmen. You have to be very toughskinned, you can’t misstep be-cause people will crucify you, soyou have to have a huge passionand some ability, but it’s not justabout the numbers — you have tohave the right people.”

Jackson, who is in her sixthterm as mayor, was first electedto the top post in 1999, replacingBeth Johnson, who retired afterthree terms.

Huntington, who made historyin 2013 by becoming the firstindependent MLA ever to be re-elected in Victoria, has represent-ed Delta South since 2009. Shereplaced Val Roddick who servedfrom 1999 to 2009.

Federally, Delta has had twofemale MPs since John Cum-mins retired after an 18-year run.Kerry-Lynne Findlay held theseat from 2011 to 2015 but wasdefeated by Qualtrough last fall.

A new national consul-tation process has beenannounced to develop leg-islation to address accessi-bility issues acrossthe country.

Delta MP andMinister of Sportand Personswith DisabilitiesCarla Qualtroughannounced theconsultation pro-cess last month.

Qualtrough high-lighted the importance ofaccessibility and hopesthat once this legislationgets in place it will ensureall Canadians are able toparticipate equally in theircommunities and work-places.

“It’s pretty exciting. Wehave never had a nationalconsultation on disabilityissues before, so it’s justraising the profile of dis-ability issues broadly,” saidQualtrough.

She said manyCanadians continue toface barriers that affecttheir ability to participatein daily activities that mostpeople take for granted.

The federal govern-ment is seeking input for

this planned legislation,including: feedback on theoverall goal and approach;to whom it would apply;what accessibility issuesand barriers it couldaddress; how it could be

monitored andenforced; andwhat else thegovernmentcould do toimprove acces-sibility.

in the consultation pro-cess, either by attendingan in-person engagementsession or by participatingin the online consultation,which will be launchedin the coming weeks.In-person consultations,including roundtables andtown halls, will start inSeptember across Canada.

“This will be a reallyrobust consultation andwill probably be one ofthe most comprehensiveconsultations of themall,” she said. “MPs acrossthe country will have theability to host town hallsessions. This could makehistory, especially if we doit right, which I certainlyintend to do.”

Firefighters respondedto a call in the 3100-blockof River Road West July 3and found a vehicle firehad spread to a barn.

“It was a great save,”he said. “We were reallylimited with water supply

It’s a strange feeling to see thewords “final approval” and“Southlands” in the same sen-tence.

The soap opera that has beenTsawwassen’s most controversialpiece of real estate, and the acrimonyit engendered in the community fordecades, made it seem like we wouldnever, at least not in my lifetime, find apalatable resolution. Yet lo and behold,there were members of Delta councilgiving fourth and final reading Mondaynight to a development applicationput forward by the Century Group, thecompany that has owned the acreage inquestion for the last quarter-century.

When you look back on what’s tran-spired over the years, and where we’reat today, I can’t help but think a middleground was reached and an issue thathad divided neighbours and generallyplagued the community has finally —thankfully — been put to rest.

I realize there’s a contingent outthere that wanted the entire site toremain as farmland, but to transfer 80per cent of it into public hands, alongwith millions to upgrade drainage andirrigation, has to be considered a coupfor the municipality.

That’s not to suggest Century lost inthe deal as the long-time South deltadevelopment company will make outquite nicely thanks to approval for 950housing units and associated com-mercial space. In addition to liningCentury’s pockets, hopefully those unitswill address the lack of options facingfirst-time buyers and empty nesters.

Final approval means work can actu-ally start on the site, which also meansa new round of complaining can begin,although technically we’ve got a jumpon that with concerns already beingvoiced over fill coming from a quarryacross the line in Point Roberts.

However, once the housing is occu-pied, the Market Square becomes adestination and the farm starts produc-ing, the Southlands’ contentious pastwill be forgotten and Tsawwassen’snewest neighbourhood will simplybecome another part of an enviablecommunity.

There will be no more divisiveness,no more uncertainty, no more propos-als, no more public hearings, no morepetitions and no more letters to theeditor. There’s a lot to like about theSouthlands development, but what itbrings to an end might be even moreworthwhile.

It’sendoflongroad

Here we are a coupleof weeks in to thesummer break and Imust say that I havebeen enjoying the

odd day of rain and cooler thanseasonal normal temperatures.

At this time last year we were inStage 3 watering restrictions andall of the Project Pickle schoolfarms were in danger of losingcrops the kids had worked sohard to grow. These challengeson small lots are micro snapshotsof real world problems faced byfarmers here in Delta and eve-rywhere else. It is important thekids understand these things.

This year I have somemorehelp, which is great, and we areoff to a successful start to sum-mer. We will soon be harvestinglots of lettuce, kale, chard andspuds, and our first deliveryto the food bank will be nextWednesday. In a few weeks wewill begin to see the first cucum-bers from the hundreds of vinesthat are flourishing on DeltaSchool District school farms.

I have been really pleased tosee the progress we have beenmaking and it has been especiallyrewarding to see so many chil-dren embracing the understand-ing of what it takes to grow theirown food.

Another aspect of food that wewill be spending more time onnext school year is the broaderfood economy and what it takesto put food on the shelves in a

retail environment. I call this“seed to burger” and it chroniclesthe path of farming, processing,logistics and retail.

These lessons will dovetail withcurrent curricula for grades 4 to6 where social studies addressesissues such as trade and under-standing of the supply chain andprimary industry.

I was fortunate to attend a Portof Vancouver educational sessionwith a class of Grade 5 kids fromVancouver a couple of weeks backat their new Discovery Centre atCanada Place. The centre has amassive interactive touch screendisplay and the hour-long sessionteaches kids many aspects of portfunction that are very interestingindeed.

A highlight for me, and thekids, was an exercise where sixstudents would put on costumesrepresenting areas of the supplychain. The rest of the class had toassemble the supply chain so that

in this case, a mandarin orange,would make it from farmer toconsumer. It didn’t take longfor the youngsters to line up thefarmer, ship captain, longshore-man, truck driver, grocery storeretailer and consumer.

In the 2015/2016 school year,147 presentations were made to157 classes at 96 schools, reachinga total of 4,055 students. Of thosepresentations, 25 were made inDelta to 666 students. There wasincreased participation in Deltathis year over last (2014/2015:389 students from seven schools;2015/2016: 666 students from 13schools).

Port of Vancouver is support-ing Project Pickle and I am happyto say that we will be collaborat-ing on lessons tailor-made to tellthe story of food production andlogistics here in Delta.

These exciting initiatives inour school district would nothave been possible without thesupport of our board of educa-tion and superintendent DianneTurner, whom you may haveheard is leaving the district to takeon the role of chief educator withthe Ministry of Education. Massey Tunnel not a viableoption, letter to the editor,

July 6At last we have the ink-

lings of a reasoned debateon the “tunnel vs. bridge”Massey crossing replace-ment issue. Thank you,Dylan Kruger.

So, Todd Stone said theexisting tunnel’s services(not the structure) hasabout 10 years of usefullife remaining and that thetunnel could be damaged(by an earthquake, pre-sumably) if there weren’tfurther seismic upgradescarried out. I wouldn’tnecessarily trust the publicstatement of a minister oftransportation desperateto justify his government’sdecision made in secretjust before an election.

But even taking hisassertions at face value, a

new six-lane tunnel along-side the existing 50-year-old tube would allow alltraffic to be switched overto the new tunnel ini-tially — with a 50 per centcapacity increase — whilethe work to upgrade theexisting tunnel’s servicesand seismic standardscould be completedunhindered by trafficflows.

Why, even the side wallscould be brightened with

the shiny white surfacingwe see on newer tun-nels around the world,which should keep Krugerhappy. And I agree withhim on this.

And all of this work —the construction of a newtunnel, the upgrading ofthe existing one and com-missioning of both in tip-top condition for 10 lanesof traffic — could verycomfortably be completedwithin the time it would

take to build a 10-lanebridge and reconfigurethe north and south inter-changes necessary to feedit.

What Kruger fails toaddress, and I would bevery interested in hisviews, are the more com-plex traffic requirementsand the longer construc-tion time of the bridgeoption, along with theassociated cost premium.

We now read that MetroVancouver has had tobecomemore vocifer-ous in its opposition tothe bridge in order to beheard in Victoria. Only onemayor, that being our ownLois Jackson, is in favourof the bridge. Perhapsshe is preparing the pathto a political position inVictoria when she retiresat the next municipal elec-tion?

There is no argumentthat something has tobe done soon. There aregood comments pub-lished in the Optimistoffering alternative view-points, and your recentlypublished opinion pieceby Ian Robertson on thistopic was timely.

I can tell my friend thata professional engineer,who lives and workedhere for many years, con-

tinues the dialogue onthis topic for good reason,not out of ignorance orfor some other nefariousagenda.

His article tells methe bridge idea was sim-mering on the provincialLiberal backburner foryears until it was pro-nounced done and readyto be served up on asilver platter to the pub-lic and their respectivemunicipalities, whetherthey like it or not.

Democracy is alive andwell when people speakloudly about their vestedinterests in quality of lifeissues if the wrong peo-ple are in power makingwrong decisions. That’swhy we have elections.

Bridgecritics aren’tjust blowing smoke

Columbians still hold asmall flicker of hope thatPremier Christy Clark andthe B.C. Liberals will, foronce, put the welfare of itscitizens ahead of big busi-ness. Yet time and timeagain, this small flickeris extinguished by theactions of this supposedly(ahem) “liberal” govern-ment.

Once more, Clark hasshown who she repre-sents and, unfortunately,it is not average BritishColumbians.

Thinly veiled as aninitiative to address ourtraffic problems, the gov-ernment has committed

to build the largest bridgeever constructed in B.C.However, a very superficialanalysis of this mega pro-ject reveals that not onlyis the bridge economicallyand ecologically unwise,but it also will not addressour traffic issues.

What will it accomplish?The $3.5 billion, 10-lane,tolled replacement for theGeorge Massey Tunnelwould accommodate U.S.thermal coal freightersand liquefied natural gas(LNG) supertankers on thesouth arm of the FraserRiver. The old adage “fol-low the money” has neverseemedmore appropriate.

Notwithstanding, how-ever, there is, admittedly,

little doubt the trafficcongestion in this corridorof Highway 99 must beaddressed. We do needto transport people andgoods in a more efficientmanner.

However, without anoverall cohesive regionalplan to reduce traffic grid-lock and improve transitin Greater Vancouver, thisnew bridge will simplymove the bottleneck fromone area to another.

Corporate interests shouldnot rule

Editor:After completing my

civic duties by paying myproperty taxes, I thoughtI could voice my issue toMayor Lois Jackson andDelta council in this for-mat.

When the HamptonCove development inMarina Gardens wasapproved, I can under-stand the euphoria of thetax dollars coming to Deltawith 84 high density units.My question is was thereever anybody from coun-cil or in the engineeringdepartment that put up ahand and asked: “How arewe going to get these peo-ple in and out of Ladnerefficiently?”

On a recent Sundaywhen the Ladner VillageMarket was on, I decided

to use WestminsterAvenue and 57th Streetto get out of town. At 4:15p.m., it took three traf-fic lights to turn left ontoLadner Trunk Road.

That was a lightbulbmoment: I thought notone person is living inHampton Cove develop-ment yet. Scary.

A note to the crossingguards at Neilson GroveElementary: It will be alot busier for you in thefuture. Never mind turn-ing onto Trunk Road from57th Street.

I’m not against develop-ment, but ask that Deltacouncil members pleaseshow somemoral ethicsand think about movingpeople before approvingprojects.

ICBC invested over$100,000 in 11 roadimprovement projects inDelta last year in an effortto make roads safer.

“Since 1990, we’veinvested more than $138million in road improve-ment projects and studiesacross B.C. to help reducedeath and injury on ourroads,” said Mark Blucher,ICBC’s president and CEO.

Of the 11 Delta projects,all but one were partner-ships with the Corporationof Delta; the other wasin conjunction withthe province’s Ministryof Transportation andInfrastructure.

“Drivers make errors fora large number of reasons,and in a complex roadsystemmany things cango wrong,” said Minister ofPublic Safety and SolicitorGeneral Mike Morris.“ICBC’s road improvementprogram ensures that goodroad design helps driversavoid mistakes.”

The South Delta pro-jects included:

• Wallace Avenue from52A Street to Wallace Place—Corridor upgrade withsidewalk, curb and gutterinstallation (north side),and street lighting.

• 72nd Street from southof Progress Way to RiverRoad — Corridor upgradewith sidewalk installation.

• Ladner Trunk Roadand 88th Street —Widening at the intersec-tion to accommodateturning heavy single unitfarm vehicles as well asbus bay improvements,street lighting and a fulltraffic signal.

• 12th Avenue andMorris Crescent —Upgraded marked cross-walk with overhead pedes-trian activated flashinglights.

• 47A Avenue andDelta Street — Upgradedmarked crosswalk withoverhead pedestrian acti-vated flashing lights.

With summer now uponus, it’s great to see morepeople out cycling. AtDelta HUB, we’re alwayslooking to hear about yourride.

As a volunteer cyclingcommittee, we try to put avoice to the concerns andgoals of the community.In so doing, we representthe full spectrum of cyclist— from the curious to therecreational to the dailycommuter.

Much like any citizen-led initiative, progressrequires a combinationof patience, collaborationand polite prodding.

As we’ve discovered,transportation decision-

making involves manydifferent groups. Thisincludes two local gov-ernments (Delta, TFN),the province (Ministryof Transportation andInfrastructure) and theregion (Metro Vancouver,TransLink). It can alsoinvolve the private sector— such as developers —who, with vision, can helprealize key improvements.

In our committee’s firstyear we focused on under-standing the lay-of-the-land. Together we assessedthe travel corridors anddocumented the deficien-cies, which we continue totrack with engineering andoperations staff.

During the past year,our focus has grown toinclude understanding the

decision making processand, in particular, how tocontribute the “cyclingperspective.”

Whether for theHighway 17 widening,George Massey Tunnelreplacement or local road-way improvements, we’vegained insight into prioritysetting, coordinated plan-ning and the road stand-ards that govern mostdecisions.

We’ve also tried toshare these learnings byencouraging communitymembers to attend ourmonthly meetings, sign upfor our distribution list orcheck out our findings (athttps://bikehub.ca/delta).

Now that we “speak thelanguage,” we’d like to seemore progress in the yearsahead. One good startmight be the creation ofdedicated greenways tosafely connect the placeswe want to go— whetherit’s the town centres, thewaterfront, schools or theemerging job centres atBoundary Bay Airport,Tilbury and TFN.

Our mandate isn’trevolutionary; but rather,evolutionary. As citizens,

we simply wish to embedcycling as a safe and real-istic option for as manycommunity members aspossible.

Delta council approvedthis week awarding a$523,650 contract for con-struction managementservices for a new fire hallat Boundary Bay Airport.

A report to councilexplained that construc-tion management differsfrom a general contrac-

tor approach because“instead of designing theentire job and tenderingit to a single general con-tractor, the constructionmanager is engaged earlyin the process to act as theowner’s representativein ensuring the design iscost-efficient and build-

able, to assist with tender-ing and award of multipletrade contracts and to co-ordinate and supervise thework.”

The project has a budgetof just over $8 million.

The report noted eachcomponent related to con-struction will be tendered

separately and brought tocouncil for approval.

The 3.5 per cent proper-ty tax hike for 2016 includ-ed 1.5 per cent towards thefire hall project.

TheOptimist previouslyreported construction isscheduled to begin nextyear.

this week that its Ladnerand Tsawwassen officeswill join together andmove to a much largerspace in Ladner Villageon July 29.

The address of the newoffice is 202–5000 BridgeSt. The Ladner phone

To facilitate the move,the Tsawwassen officewill be closed as of July 26and the Ladner office willbe closed as of July 28.

A UBC research study iscreating a lot of buzz with-in the Delta Farmland andWildlife Trust’s HedgerowStewardship Program.

Martina Clausen is lead-ing a team of volunteersin their second summerof research to identifywhich wild bee species livein Delta’s farmlands andwhich habitat supportsbees best.

“Within the past decadewe have seen the bee pop-ulation declining — notjust honey bees, but alsowild bees,” Clausen said.“People seem to be veryaware of the honey beecolony collapse, but notthat many people knowabout wild bees, howmany wild bee speciesthere are and what impor-tance wild bees play tohuman food production.Hopefully we can find outabout the plants that sup-port wild bees and cancounteract their decline.”

With the addition offour new sites identifiedthis summer by the trust,Clausen and her team arenow collecting data fromeight sites.

“The primary objectiveof this study is to developa set of basic data for acomparison between eachof these three semi-naturalhabitats (planted hedge-

rows, remnant hedgerowsand grass margins) thatwill enable a better under-standing of their capabilityto support bee popula-tions by providing floralresources,” Clausen said.

By mid-August, Clausenplans to wrap up theresearch and begin analyz-ing the data, which sheexpects will take her untilthe end of the year. Shewill then write her thesisand defend her thesis inearly spring of next year.

Clausen movedto Vancouver fromSwitzerland with a bach-elor’s degree in environ-mental engineering anda vague idea of pursuingresearch in the field ofagriculture and biodiver-sity.

When she started hergraduate studies at UBCwith the sustainable agri-cultural landscapes labin January, she knew verylittle about bees. Luckilythe UBC lab had beensuccessfully collaboratingwith the trust on severalprojects, so she becamefamiliar with their work.

When she began herresearch little was knownabout the status and effectof hedgerow conservationefforts on local bee com-munities.

“Long-termmonitoringof pollinators is urgentlyrequired to provide infor-mation on status and

trends for most species,”she said.

Christine Terpsma, thetrust’s program coordina-tor, said Clausen’s workmight help the organiza-tion boost the pollinatorcarrying capacity of localfarmland hedgerows,which is very exciting.

“Farmers have plantednative trees and shrubswithin the Delta FarmlandandWildlife Trust’sHedgerow StewardshipProgram for over 20 years,”said Terpsma.

“In the past we’veevaluated many habitatelements and benefitsprovided by our hedge-rows, including bird spe-cies inventories and soilcarbon storage. Martina’swork will assist our organi-zation in refining the man-agement of the programin order to increase nativepollinator benefits. If weknow what type of pollina-tors are currently usingagricultural hedgerowsand which plant speciesthey prefer, we can tailorour plant list for futureprojects.”

Clausen said sharing herfindings with the publichas been very enjoyable.

“Most people are sur-prised when they see howdiverse and incrediblybeautiful bees can be,” shesaid.

“I hope as peoplebecome aware of those

other pollinators and theimportant work they’redoing, this will be a firststep in people’s appre-ciation and willingness tohelp protect those littlecreatures.”

Have you ever hadone of those connectionswith someone that lasts alifetime even though youdon’t see them or speakregularly? There’s just aclick between you thatsays, “I’ll always be therefor you.”

Well, 30 years ago I hada church youth group thatmet regularly on Saturdayevenings. David was amember of that group, afaithful young man wholoved outdoor sports, hisfamily and church family.David called me this weekand said, “Hi, it’s David,do you remember me?”

Wow, do I ever remem-ber David. David alwayshad a place in my heart,not because of anythinghe did, but because of who

he was. He was gentle inheart and had a generousand thankful spirit thatknew God’s love carriedhim through life.

“I needed to talk tosomeone,” he said. “I was

in Afghanistan for ninemonths serving in themilitary, and as a soldier, Itook two lives… I’m havinga hard time.”

I am incredibly thankfulfor many things, but twothings stand out for me –the Rev. Jim Short is myneighbour and I lean onhim and his wisdom whenI am confronted with suchgrief (David will be call-ing Jim). Secondly, andperhaps more profoundly,I am thankful that I couldtell David that God stillloved him, and God alsoloved those who died inbattle that day.

It’s true for all of us…God loves us always andwill never abandon us.That’s a connection youcan count on.

Tiara Thorley will berepresenting Delta at theMiss Teenage Canada pag-eant in Toronto.

“I’m really excited,” shesaid, noting the pageantstarts Sunday and runsover the course of sevendays, including three“competition nights.”

The 18-year-old fromTsawwassen received thetitle of Miss Teenage Delta2016 after finishing amongthe top finalists at a pro-vincial pageant in April.

She said it was her firsttime being in a pageant.

“I did go into it with no

expectations,” the LittleFlower Academy grad said,adding her acting back-ground in plays and musi-cals really helped.

As part of being MissTeenage Delta, Thorley istrying to raise awarenessabout eating disorders.She said she’s been work-ing with Looking Glass, aVancouver foundation thathelps people, and theirfamilies, struggling witheating disorders.

Thorley said she’ll studyat Queens University inOntario in September. Shesaid she wants to majorin psychology and worktowards becoming a con-stitutional lawyer.

Office operation uses, retail sales and outside storagewould be permitted ancillary to a primary use; however, containerstorage would be restricted. Comprehensive Development Zone No. 474would also restrict uses that have a higher potential for emissions of aircontaminants or spills of hazardous materials.

Agricultural Land Reserve Exclusion

The owner has applied to exclude the 62.7 ha (155 ac) subject propertyfrom the Agricultural Land Reserve which requires approval from theProvincial Agricultural Land Commission. A resolution of Council is requiredin order for the Provincial Agricultural Land Commission to consider theAgricultural Land Reserve exclusion application.

Agricultural Land Reserve Inclusion

The owner has applied to include a 78.1 ha (193 ac) property (Lot B), intothe Agricultural Land Reserve which requires approval from the ProvincialAgricultural Land Commission. A resolution of Council is required inorder for the Provincial Agricultural Land Commission to consider theAgricultural Land Reserve inclusion application.

Regional Growth Strategy Amendment

The applicant is requesting an amendment to Metro Vancouver’s RegionalGrowth Strategy by changing the regional land use designation fromAgricultural to Industrial and to include the subject property in the UrbanContainment Boundary. A resolution of Council is required in order forMetro Vancouver to consider a Regional Growth Strategy amendment.

Beach GroveElementary’s Me to Wegroup has raised nearly$7,000 through a spell-a-thon to benefit a lunchprogram for Ugandan stu-dents.

“I’m just so impressedwith the compassion,empathy and hard workof this year’s Grade 7 Wegroup,” said teacher spon-sor Joanne Calder. “Theyhave been so dedicated allyear, and their caring andcompassion for others hasleft me speechless.”

The group put togethera presentation along withlists of nutrition-themedwords for students tolearn. Students then askedfriends and family forpledges.

The proceeds willhelp feed students atthe Tekera PrimarySchool, which is part ofa project overseen by theInternational CommunityEmpowermentFoundation, a locally initi-ated organization formed

by two Tsawwassen sisters.“Some of the kids come

to school without havinghad anything [to eat],” saidICEF’s Brenda Casey.

The lunch programcosts about $3,000 annu-ally, she noted.

Casey said she talks tostudents each year as partof a Schools For Schoolsinitiative and said thisparticular group of kidshad already read a rangeof books on children indeveloping nations.

“Somehow the teachers

have encouraged the kidsto actually take a look out-side Beach Grove and lookat the global communityto which they belong,” shesaid.

Calder added she wouldlike to thank the wholeBeach Grove communityfor getting behind the kidsand helping this cause.

She said their focus thisyear, in social studies andlanguage arts, has beenon global issues and theUnited Nations’ globalgoals.

Artists willbe racing inLadner VillageSunday as partof the second

Grand Prix of Art Delta.“We’re expecting to

have a full house,” saysArtists in the Village presi-dent/founder Mary AnnBurrows, noting thereshould be 100 artists tak-ing part in the plein airpainting race.

She says last year’s inau-gural event was successfulthanks in large part to theamount of communitysupport, starting from theCorporation of Delta tothe many volunteers whohelped out.

“I think it went really,really well in the first year,”says Burrows, adding thatwinning a Delta Chamberof Commerce Hats Off toExcellence award for theevent was “icing on thecake.”

Artists will be paint-ing at various spots, 25 intotal, throughout the vil-lage from 10 a.m. to 1 p.m.Sunday.

They will be judged onbasically three criteriaareas — capturing thespirit of the location, thecreativity of the artworkand the technical han-dling of the medium theychoose to work in.

Due to the road con-struction on Delta Street,there will be more paint-ing sites along the Ladnerwaterfront, including thepark area near the SevenSeas building and downtowards Speed’s Pub, sheexplains.

Burrows also notes thatif the weather holds out,a few antique cars will bebrought into the village socompetitors can incorpo-rate them into their paint-ings.

Adding to the atmos-phere of the event will belive music.

“There’s going to bemusic throughout the vil-lage,” Burrows says.

A1 provincial championship in associationhistory.

The Islanders capped a historic campaignwith 9-5 win over the Ridge Meadows Burrardsin Sunday’s goal medal game in Coquitlam.Delta went undefeated over the five-day tour-nament that featured the top six teams in B.C.

The breakthrough achievement is nothingnew for an outstanding group of second-year(2000 born) players who also reached the topof the podium two years ago at the Bantam A1championships.

These boys almost delivered a provincialfield title back February, falling to NewWest inthe U15 gold medal game.

Coached by Darron Alexander, ChrisMcCluskie, Tanner Taylor, Garret Holmes andStephen Alexander, the Islanders showed a bitof rust coming off a 10-day layoff and battledCoquitlam to a 6-6 tie in their opening game.The locals then served notice on Thursday

with a big 10-8 victory over No. 1 seed PortCoquitlam.

Delta jumped out to an early 5-1 lead beforethe Saints stormed back to pull even at 6-6.It set the stage for an exciting finish and theIslanders picking up two valuable points. Itprovided momentum for a 10-7 triumph overVancouver Island champions Saanich Tigersand a 16-4 romp of Okanagan rep PentictonHeat.

The Islanders concluded round-robin playSaturday morning with a 10-6 win over RidgeMeadows to clinch first place and a semi-finalberth. That set the stage for a rematch withCoquitlam. Continuing with their quick ballmovement and disciplined play, they rolled toan impressive 15-9 victory to book their spotin Sunday’s final.

The Burrards were hungry to avenge theironly loss of the championships but Deltaopened the scoring just 10 seconds in andwould never look back.

Outstanding play by all the boys with round-robin GameMVPs going to Haiden Dickson,Braden Maskell (G), Mark Yingling (A), ArjunSingh andMitch Sandberg. The semi-finaland final gameMVPs were awarded to OwenBorthwick and Jarvis Dashkewytch(G).

During the recognition ceremonies, Dicksonwas named to the provincial all-star teamand tournament gameMVP. Dashkewytchreceived the Warrior Fair Play Award, whileJake Cantlon (A) earned a $500 Subway Zone 5Lacrosse player scholarship award.

Rounding out the roster are captainDean Kishuichi, assistant captain JaredMoloci, Jackson McCleod, Max Stalling, JonGrieg, James Grieg, John Woodward, MitchGodlonton, Zack Kyriacethys.

Bantam A1 call ups for provincials wereRhys Porteous, while Midget A2 goalie AshtonLeClair rounded out the tournament roster.

It will be an action-packed weekend of play-off lacrosse at the Ladner Leisure Centre

A busy stretch begins Saturday at 5 p.m.when the Ladner Pioneers open up the WestCoast Senior Lacrosse Association playoffsagainst the Victoria Wolves. The best-of-threeseries continues Sunday in the provincial capi-tal and will return to Ladner next Tuesday, ifnecessary.

The Pioneers (9-4-0-1) settled for third placeafter dropping an 8-7 decision to the LangleyWarriors on Tuesday in what was a showdownfor first place. The loss left Ladner tied for sec-

ond with Nanaimo but the Timbermen earneda first round bye thanks to sweeping the regu-lar season series.

The Delta Islanders are in search of theirfirst berth in the Provincial Intermediate “A”Championships in recent memory but need toget past the Victoria Shamrocks first.

The teams open the best-of-three qualify-ing series on Saturday in Victoria, then returnto Ladner for game two Sunday at 1:30 p.m.The Shamrocks (13-5) finished fourth and theIslanders (12-6) were right behind them.

B.C. Day Weekend in Langley.The boxla playoff weekend will conclude

Ladner Red Sox opened the Midgetall-star baseball season in fine fashion bywinning the Diane Cook Tournament inNewton.

The weekend started off with a 14-4victory over the host Newton Canadians.That was followed up with an 11-0 routagainst the Abbotsford Angels. Onceagain, the defence was stingy with manygreat plays and the bats were strong asthe team pounded 18 hits.

The final round-robin game wasagainst Kamloops, which was also sport-ing a 2-0 record. The battle for first placein the division went to Ladner with animpressive 4-1 victory. The pitcher’s duelresulted in only four hits for Ladner andthree for Kamloops.

Ladner topped the Campbell River

Tyees 12-8 in the semi-finals to set upa showdown with the Prince GeorgeKnights in the championship game.

Ladner came out with one of its stron-gest efforts of the tournament and shutdown an extremely good hitting team onthe way to a 7-1 victory. The defense wasas strong as it had been all weekend andthe pitching remained outstanding.

The Mullan family regrets to announce the death ofGordon James in Calgary on July 8th, followingcomplications from a heart attack. Gordon was acomplicated man with many talents and a kindheart for people, animals and nature. His sense ofhumour was unique and he was quick with a quipor witticism.Wewill miss him.

He is survived by his son Richard, his parents Donnaand Archie, brother Steve and sister HeatherSebastian and their families. She will be lovinglyremembered as a supportive wife, mother,grandmother and friend, as well as an avid traveler,skat player, and enthusiastic tennis fan.
