3 Welcome!

Delta Head Start/Early Head Start is pleased and excited about having your

family in our program. We are a comprehensive child development program

designed to prepare your child for Kindergarten. We offer a variety of services

to children and their families in Garvin, McClain and Stephens Counties. Our

program is designed for pregnant women and children 0 to 5. Services include

developmentally appropriate early childhood education, health and dental care,

nutrition, mental health, parent engagement.

Early Head Start provides services to infants, toddlers and pregnant women.

Our goals include promoting healthy prenatal outcomes for pregnant women,

to enhance the development of very young children and promote healthy fam-

ily functioning. Early Head Start has both a home based program for pregnant

mothers and children 0-3 and a four center based options which include a faith

based partnership where we serve children ages 0-3.

Head Start has three and four year old children in centers throughout our ser-

vice areas. Through collaborations with public schools we offer Head Start ser-

vices in preschool classrooms at nine public schools, one private child care in

Marlow and two of our own facilities that are committed to the philosophy of

Head Start/Early Head Start.

Delta Community Action is a private, non profit foundation organized for the

purpose of executing, coordinating and planning programs authorized to allevi-

ate and attempt to eradicate poverty. Some of their other programs include

Foster Grandparents, Senior Nutrition Program, Emergency Services, Hous-

ing/Weatherization, Transportation, Community Service & Sentencing, and the

RX for Oklahoma. Head Start/Early Head Start is sponsored by Delta Commu-

nity Action Foundation, Inc., our Executive Director is Karen Nichols.

What is Head Start?

The Head Start Model, developed over the decades has been built on evi-

dence-based practices and is constantly adapting– using the best available

science and teaching techniques to meet the needs of local communities.

Head Start’s comprehensive approach to meeting the needs of young chil-

dren. Include four major components.

Education: Providing a variety of learning experiences to help children grow

intellectually, socially and emotionally.

Health: Providing health services such as immunizations, dental, medical and

mental health, and nutritional services, and early identification of health prob-

lems.

Parent Involvement: Involving parents in the planning and implementation of

activities. Parents serve on Policy Council and Parent Committees that make

administrative decisions; participate in classes and workshops on child devel-

opment and volunteer in the program.

Social Services: Provide outreach to families to determine and set goals for

their families success.

7 Program Options

Head Start Center Based Program The Head Start Center Based model supports preparing children for a lifetime of learn-

ing. The children attend either a partial day or full day program in a variety of settings,

most within local public school buildings. Through these collaborations we are able to of-

fer a comprehensive system for children and families. All classrooms have two teaching

staff and accommodate 17 to 20 children depending on age. Curriculum is implemented

based on the children’s needs and interest. Learning centers are set up in the classrooms

for children to explore and discover at their own pace. Teacher directed activities are also

planned for the children daily.

EHS Center Based Program The Early Head Start center based model supports families where adults are working

and/or attending school. These classrooms implement a curriculum along with a series of

well-planned units. Teacher to child ratio is maintained at 1:4 for Early Head Start class-

rooms. Families participate in home visits and have opportunities to participate in the par-

ent committee for their children’s center.

Early Head Start Home Based/Pregnancy Program Delta Early Head Start (EHS) program is for low-income infants, toddlers, pregnant

women and their families. This programs enhance children's physical, social, emotional,

and intellectual development; assist pregnant women to access comprehensive prenatal

and postpartum care; support parents' efforts to fulfill their parental roles; and help par-

ents move toward self-sufficiency.

The link between a pregnant woman's health and the health of her child is a well-

established fact. Early and regular prenatal care, a healthy diet, exercise, and avoidance

of stress, alcohol, and other harmful substances are a few things all mothers can do to

ensure that their child will be born healthy. Early Head Start programs are in a unique po-

sition to support pregnant women and can offer this support through a combination of

systems and services

Home Base Program This program consists of weekly home visits to you and your child

in the comfort and familiar surroundings of the family’s home, these meetings will happen weekly for ap-

proximately 1 1/2 hours per visit. Socializations occur twice a month where you and your child

interact with other parents and children in a classroom environment. A Group Socialization

will take place each month outside the home. Parents are required to participate in all visits. Pregnant

mothers are contacted once monthly unless more visits are deemed necessary.

Prenatal Program This program consists of home visits during your pregnancy to pro-

vide education and support.

Education Head Start's goal is to provide an environment that stimulates each child's curiosity and

learning. We encourage each child to develop his/her unique pattern of interests, talents

and skills. We know that children learn best through interaction with people and objects.

We also know that it is through play and experiences that children gain knowledge. We

will incorporate the communities ethnic and cultural characteristic into the staff curriculum.

We utilize Teaching Strategies Gold for lesson planning and individualization of the learn-

ing process. Children participate in daily indoor and outdoor play, field trips around the

community. Children are encouraged to express their feelings, develop a good feeling

about themselves, and get along with other children.

Children are free to choose activities from a variety of learning interest centers located in each classroom. Development of good health and nutritional habits, personal safety habits and self-help skills are also individualized. A lesson plan is posted in each classroom for your benefit. Parents are encouraged to have input into the daily planning and ideas for learning are appreciated. While we recognize that each child grows and develops at differ-ent rates, their individual goals will focus on the following: Parents can use this framework throughout their children’s lives by Increase their under-standing of developmentally appropriate expectations for young children, including the im-portance of reciprocal interactions and conversations starting in infancy Guide focused communication and discussion with teachers about early learning and de-velopment and expected outcomes for children Work together with program staff to pro-mote their child’s development and learning through positive interactions and effective learning experiences

9 Assessing Your Child’s Progress

Every child in our program is an individual, with different interests, skills, strengths, and needs. Our goal is to get to know as much as possible about each and every child so that we can guide learning and plan experiences that are just right. To do this, we use an authentic, ongoing, observation-based assessment system to gather information on each child’s devel-opment and learning. What is “authentic, ongoing, observation-based assessment”? This kind of assessment simply means that we will:

observe your child during regular, everyday activities on a continuous basis;

document what we see and hear;

take notes, collect samples of your child’s drawings and writing attempts, or take photos or video clips;

compare the information collected to research-based, widely held expectations for chil-dren of similar ages or grades; and use the information to support your child’s learning and meet his or her individual needs.

What tool will be used to assess your child’s development and learning? We use a valid and reliable assessment tool called Teaching Strategies GOLD

® in most

centers. Some centers utilize the public school curriculum, you can ask your child’s teacher for more information. In Teaching Strategies Gold (TSG) : the starting point for the assess-ment is 38 research-based objectives, including many predictors of future school success. Teaching Strategies GOLD® describes the pathway, or progression, of how children develop and learn. We use the documentation collected to determine your child’s progress related to these objectives. What information will be shared with me about my child’s development and learning? Rather than send you a report card or checklist, Teaching Strategies GOLD® offers a va-riety of tools for sharing information with you which we will utilize at home visits and parent teacher conferences. These include reports, online portfolios containing samples of chil-dren’s work, and suggested activities. We also invite you to share your own observations about your child’s development and learning. We will discuss the ways to support your child’s development and learning in the classroom and share information about what you can do at home to help. We can work together to ensure that your child has the skills needed to be successful.

All parents have access to Teaching Strategies GOLD . At their website in the Par-ent Center which is a resource for parents and their children. It has individualized ac-

tivities specific to meet your child’s needs and to assist them in their progress. These ac-tivities can be accessed and implemented in the HOME! Contact Shannon England at 405-756-1100 to get a user name and password.

Attendance Regular attendance at HS/EHS supports your child’s development and kindergarten readiness.

Notify the center if your child will be absent. If a child is unexpectedly absent and a parent has not

contacted the program within one hour of program start time, the program must attempt to contact

the parent to ensure the child’s well-being. If your child is absent for 4 consecutive days or spo-

radically, staff will attempt to contact you or do a home visit. Excessive or irregular absences may

result in your child being dropped from the program.

EHS/Home-based Attendance Regular attendance in the Home Base program is critical in order for families to receive the maximum benefit from their Head Start experience. Home visits and group socialization activities are planned for each home base family. Families are expected to attend all planned activities. In the event an emergency situation arises that prevents parents/children from attending an activity, parents are expected to notify the home visitor. No contact will constitute an unexcused absence. If a child/parent has two unexcused absences for either home visits or classroom activities, staff may recommend to the Family Engagement Manager that the child be dropped from the pro-gram. If there are repeated absences, which the home visitor feels are forming a chronic pattern, staff will help the parent/guardian to resolve the problem preventing regular attendance. If poor atten-dance persists, staff may recommend to the Family Engagement Manager that the child be dropped from the program.

Accidents & Injuries Unfortunately accidents happen, being prepared to deal with them is half the battle. We do this

by having a designated First Aid area, trained teaching staff in first aid and CPR procedures each

year and injury prevention techniques. Any child injured will be treated immediately and an acci-

dent report will be filled out, signed by the parent and maintained in your child’s file. If an injury

requires immediate medical attention, an ambulance will transport the child to the nearest medical

treatment center. Parents are notified as soon as possible of all injuries to the head and should

report to the site to assess the situation. you cannot be reached, we will call the next person des-

ignated on the Emergency Data Form that you have completed.

Center Closings/Weather Decisions about the cancellation or delay of center openings will rest with Delta HS/EHS ad-

ministration and the local public school/child care administrations. Closure decisions will be broad-

cast on local radio and television stations, as soon as possible. If you local public school is

closed, or opening late due to weather, Delta HS/EHS is closed.

Child Abuse It is the policy of Delta HS/EHS that the physical, mental health and welfare of all children are

to be ensured at all times. We will utilize the definitions of abuse and neglect as set forth by the

Department of Human Services Division of Oklahoma. All facilities must utilize appropriate report-

ing procedures so as to provide for the safety and well being of all children. Staff and volunteers

are responsible for reporting any incident of suspected child abuse or neglect to the appropriate

authorities. It is not the responsibility of Delta staff members to investigate suspected incidents of

abuse or neglect. Staff/volunteers are expected to fully cooperate with the investigators and are to

adhere to the Head Start agency policy regarding confidentiality. Oklahoma State Law # 304,

Crimes and Punishments, Section #846 Performance Standard 1304.52(k)(3)(I), 1304.22(a)(5)

Communication with Program Staff/Information There are many ways for you to contact your child’s teacher; in person, by phone, texting and email.

However during the time the children are in attendance we request that all non emergency phone calls be

held to a minimum. Teachers will be glad to schedule a time to talk with you at your convenience when the

children are not in class. We will be sending notes and newsletters on a regular basis please be sure to

check your child’s backpack. Parents can email the center, our email addresses are on page 5 of this

handbook.

Confidentiality Confidentiality must be maintained in and out of the classroom. Staff will not disclose any infor-

mation that is of a confidential nature about children, families or employees, to unauthorized per-

son. All volunteers are bound by the same confidentiality policy. If a volunteer observes behavior

or has a concern, discuss it with the teacher or center director. We must have written permission

or be under a court order to send any records to other agencies or individuals.

Court Orders & Custody Custody is a serious legal matter that requires communication and cooperation between staff and

parents/guardians. We strongly encourage families to work out their differences and refrain from

putting the Head Start staff in the middle of disagreements for the sake of the child. A child’s birth

certificate determines maternity and paternity, as required by law we will release children to non-

custodial parents if no current court orders are on file.

In situations involving child custody disputes or restraining orders, a copy of the court order

MUST be in the child’s file. We cannot prohibit contact with either parent without current court or-

ders.

Drug/Smoke Free Environment Delta Head Start operate a healthy environment that is free from alcohol, illicit drugs, and smoke.

This includes field trips, walks, and other off site activities. Volunteers/Parents, who need a

break, notify the staff in charge. Collaboration sites will abide by host regulations in regards to

smoking, usually no where on school properties. State and Federal law regarding these policies

are strictly enforced elsewhere.

Drop off/Pick up Your Child Head Start/Early Head Start stand alone centers require parents to come inside the building and sign

their child out of the classroom. . Children will only be released to authorized persons listed on their emer-

gency contact. Any names not appearing on the list must have a written notice from the parent/guardian

prior to pick-up. A verbal notification from you or someone on the child’s pick up list MUST be made to your

child’s teacher before time to pick them up. A phone call in the event of an emergency will be acceptable.

Head Start employees will complete a verbal pick-up authorization form upon receiving verbal notification.

Picture identification of the person picking the child up will be required for safety purposes.

Our “late policy” is as follows and will be strictly enforced:

1) Staff will contact parents if the child is still in the center past pick up time.

2) If parents cannot be reached within 15 minutes after scheduled pick up time then all

other numbers on the emergency contact sheet will be called.

3) If no one can be reached within 45 minutes after scheduled pick up time then the local

law enforcement agency and Child Protective Services will be contacted.

In the event Head Start is in collaboration with local schools we will abide by the hosts procedures for

pick up and drop off, teacher/driver will document child’s time of departure.

A non-custodial parent will be allowed to pick up their child unless a copy of the legal document stating oth-

erwise is in the child’s folder. If you feel your child’s safety is in danger for any reason in regards to pick up

please keep them home and notify the center director

Parents must pick up their children on time each day. Teachers use this time to prepare for class and are

not available to provide care for your child. Our “late policy” will be strictly enforced:

Head Start/Early Head Start stand alone require parents to accompany their child into the classroom

where a member of the teaching staff will greet them each day and perform a “health check” on the child.

The parent/guardian must sign the child in daily with their signature and parent contact information.

In the event Head Start is in collaboration with local schools we will abide by the hosts procedures for

drop off, teacher will document child’s time of arrival. A child becomes Head Start responsibility when they

enter the classroom door in public school settings.

Emergency Procedures Natural disasters are situations that we can not prevent. Emergency Procedures are in place for

each site where there is a EHS/HS classroom. Teachers and children are required to do drills at

the designated intervals so that the children are prepared in advance of the emergency. Please

make yourself aware of the procedures for each building in the event of a natural disaster. In pub-

lic school locations we will follow the provisions made by the local education agency. Evacuation

routes are posted in each classroom. Other procedures are available upon request and are

available on site.

During emergencies, we ask for your help in the following areas:

Head Lice Policy Children will be checked regularly for signs of head lice. During the health check, if a child is

found to have head lice or nits the center director will contact the parent to make them aware. The

child will not go home but is required to be treated that night. When the child returns the parent

and the teacher will recheck to ensure there are no live bugs. If live bugs are present the child will

go home and may return after they are treated. It will be required that no live bugs are present be-

fore returning to the classroom. In the event of an infestation the child will need a note from the

health department or physician to return to school. A copy of the Head Lice Policy is available

upon request.

Home Visits/Parent Conferences Home visits are valuable in building respectful relationships with parents and in developing a

broad understanding of every child in the program. Teachers/Staff are required to make two visits

to the home of each child. Every effort is made to conduct the visit in the home. Teacher home

visits are an in-depth opportunity for parents and teachers to:

Parent/Teacher Conferences are also offered a minimum of twice annually by teaching staff. Con-

ferences are generally held at the center/classroom. Parents are asked to share information about

their child’s progress, ask questions, give input into the curriculum and learn more about their

child’s educational progress from the teacher’s observations. This is typically when teachers

share screening results. These conferences are highly encouraged so teachers and parents as a

team can enhance learning both at school and in the home.

Parents as well as teachers are encouraged to keep scheduled appointments to ensure that all

home visits and conferences are completed in a timely manner.

Services in the home-based option must be provided in the family's home, because the home set-

ting is integral to the success of this option.

Hygiene It is our intent to reinforce healthy hygiene practices in children to develop lifelong healthy habits.

To this end, we practice good hand washing techniques routinely and frequently with the children.

Dental hygiene is also practiced as children brush their teeth on a daily basis.

Meal time In Early Head Start the infants who are 12 months and younger will be fed on demand. Staff will hold the

infant during all feeding times and feeding is at the child’s leisure. Formula and baby food will be provided

at no cost to the parent. Parents will receive a report daily about their child’s feeding, elimination and other

items about the child’s progress from their teacher. Breast milk must be labeled with the infant’s name,

date of milk expression and be refrigerated immediately upon receipt at the center. If the parent wants to

take their child off of formula before age one (12 months) or change the formula, a Medical Statement

Form must be signed/dated by the child’s doctor.

Meals at the centers are casual and relaxed in order for adults and children to interact and engage in

stimulating conversations while eating. We will encourage children to taste new foods and offer new foods

continually. Hands will be washed before all meals with soap and water.

Special Diet Guidelines Some children have special dietary needs that require their diet to be modified due to allergies or relig-

ion. A written order from your child’s medical provider/clergy stating what foods your child should avoid

and recommendations for substitutions is required.

Newsletters Each month the agency newsletter will be available and be distributed upon request to Head

Start/Early Head Start enrolled families. These will be available on the Delta Community Action

web page at deltacommunityaction.org. If you would like a hard copy please let your child’s

teacher know and we will be glad to print you one. They are available in English and Spanish at

this time. We can also email you a copy if you would like to receive it in that format, please con-

tact the Parent Engagement Manager, Angie Burk at 405-756-1100 for this service. A classroom

newsletter with information from your child’s teacher will also be distributed. If you would like to

assist with a newsletter we are always looking for volunteers for this process. We will need them

translated as well into Spanish so please contact your child’s teacher or your center director for

more information.

Unattended Vehicles When you drop off or pickup children from the center, young children should not be left unat-

tended in vehicles in the any parking lot. Under Department of Human Service standards this is

considered child neglect and is a required call to the Child Abuse/Neglect Hotline or local police

dept. If this creates a problem for you during drop off or pickup please discuss with the Site Su-

pervisor.

Center Closings Decisions about cancellations or delays of openings will rest with the Delta administration and local edu-

cation agencies. Closure decisions will be broadcast on local radio and TV stations, as soon as possible. If

a local public school is closed, open late, or closing Delta will also.

Medication Policy Whenever possible, arrangements should be made with the family and the child's physician to

schedule administration of medication during times when the child is most likely to be under pa-

rental supervision. When medication must be administered in the classroom, we must follow the

following procedures:

Parents must give the first dose of medication at home prior to it being administered at Head Start.

The medication is for a chronic health problem.

Documentation from the physician must be provided.

The physician may sign a medication authorization for up to a six (6) month period for prescribed medi-

cation to be given when symptoms occur.

If the medication cannot be given at home before and after school hours due to the physician’s require-

ments.

The prescription medication must be part of a prescribed therapeutic treatment.

Dates on prescriptions must match the medication authorization.

When over the counter medication is ordered the bottle must be labeled with the child’s name, name of

medication, dosage amount and time, physician name, and expiration date.

Before the center can administer any medicine the parent/legal guardian & physician must sign an au-

thorization.

The centers that collaborate with the public schools will utilize the services of the school nurse

when available.

When to Keep Your Child Home Please do not send your child to school if your child is ill. Remember to notify the center whenever

your child is going to be absent for illness. We are unable to care for a child who becomes ill at

Head Start due to illness, parents will be notified and requested to pick up their child immediately.

Children who attend class should be physically capable of participating in all the activities includ-

ing outdoor activities.

When To Keep Your Child At Home

The child does not feel well enough to participate in routine activities.

The child requires more care than staff is able to provide without compromising the health and

safety of the other children.

The child has any of the following conditions :

Temperature: Oral temperature 101 or greater

Signs of Severe Illness: including unusual lethargy, irritability, persistent crying, difficulty breath-

ing, and uncontrolled coughing-until medical evaluation indicates return to facility is safe.

Uncontrolled Diarrhea: Defined as an increased number of stools compared with the child’s nor-

mal pattern

Vomiting: two or more times in the previous 24 hours unless the vomiting is determined to be

due to a non-communicable

Rash: with fever or behavior change until a physician has determined the illness not to be a com-

municable disease.

Pink Eye: with white or yellow eye discharge, often with matted eyelids after sleep, and including

a child with eye pain or redness of the eyelids or skin surrounding the eye, until 24 hours after

treatment has begun.

Scabies/Impetigo/Ringworm: until 24 hours after treatment has begun.

Strep Throat: until 24 hours after antibiotic injection or 48 hours after oral dose.

Varicella/Chicken Pox: until 6 days after onset of rash or lesions have dried up and crusted.

Tuberculosis: until the child’s physician or local health dept. states child/adult is noninfectious.

Shingles: only if the sores cannot be covered by clothes or dressing, until all the lesions have

crusted.

Mumps: until 9 days after onset of swelling.

Hepatitis A: until 1 week after onset of illness or until immune serum globulin has been given to

appropriate children and staff in the program as directed by responsible health dept.

Measles/Rubella: until 6 days after rash appears.

Pertussis: 14 days after having face to face contact with a laboratory confirmed case of pertussis

in a household or classroom, until 5 days of appropriately chemoprophylaxis has been completed.

Aseptic and Bacterial Meningitis: Until child’s physician states person is noninfectious and able

to function in the classroom setting.

Immunizations: Failure to comply with the state immunization guides will result in the possibility

of exclusion

Outside Play Requirement Outdoor play is required as part of the daily activities . Children that are too ill or cannot go out-

doors are not able to participate in the daily activities and should be excluded from care. All chil-

dren must be able to participate in ALL the daily activities. If a child is not well enough to go out-

side, the child is not well enough to be at the center. All children including infants are required to

be taken outdoors daily.

If weather is too bad the center must provide vigorous activities for inside.

Registered Sex Offenders NO person who is registered as a sex offender is allowed to enter or loiter within 500 feet of any

Head Start center. Furthermore, a registered sex offender who is a parent/guardian of a child en-

rolled in the program will NOT be permitted to attend Head Start activities or programs held off-

site.

Behavior and Guidance Policy Young children can present challenging behaviors as they learn to behave appropriately in the educational setting.

Delta Head Start/Early Head Start is committed to using positive behavioral strategies when teaching young chil-

dren how to manage their own behavior. Child guidance and classroom management decisions will promote posi-

tive social skills, foster mutual respect, strengthen self-esteem, and support a safe environment.

Praise and positive reinforcement are effective methods for the behavior management of children. Based on the

belief of how children learn and develop values, our centers will practice a positive discipline. Teachers are respon-

sible for discipline in the educational setting. Corporal punishment will not be allowed during any Head Start/ Early

Head Start times and or activities by staff or parents.

There are several methods used to address inappropriate behavior including redirection, cause and logical con-

sequences. Children sometimes need times of reflection in order to get their emotions in control before returning to

a group setting. This time is not intended to be a punishment but a time to reflect on their actions to help them make

better choices.

Positive behavioral strategies will typically include the following list. All Head Start/Early Head Start Staff, Substi-tute teachers, Volunteers and Parent Participants, will use strategies such as these in guiding and managing be-havior of children in classrooms:

1. Using praise, encouragement and other means of recognizing appropriate behavior;

2. Clearly stating expectations for appropriate behavior;

Providing children alternative choices and redirection away from inappropriate behavior; Avoid power struggles with children whenever possible; Using the classroom rules that are established at the beginning of the program year. Implement the social emotional curriculum including practicing the techniques and Encourage parents to implement techniques at home.

Occasionally, young children present dangerous behavior in the educational setting, with the potential to injure

themselves or others. In such circumstances, substitutes, volunteers and/or parent participants are to communi-

cate immediately with the permanent Head Start Classroom staff.

Staff must use positive child guidance when responding to undesired child behaviors rather than corporal punish-

ment, emotional or physical abuse, unnecessary restraint, humiliation, isolation, or denial of food, water, recess or

bathroom privileges.

Permanent removal of a child from the program due undesirable behaviors is prohibited. Short term exclusion, in-

cluding being sent home for the rest of the program day is limited to only severe incidents in which a child cannot

regain composure in a timely manner and continues to be a danger to himself or others. If short term exclusion war-

ranted on a regular basis, a behavior plan must be implemented by the multi-disciplinary team which will include the

parent.

Confidentiality Confidentiality must be maintained in and outside of the classroom. Staff, parents, and volunteers will not discuss

any information that is of a confidential nature about children, families, or employees, to unauthorized persons. All

volunteers are bound by the same confidentiality policy. If a volunteer observes behavior or has a concern it should

be discussed with the center director. We must have written permission or be under a court order to send any re-

cords to other agencies or individuals.

Field Trip Policy Delta’s fieldtrip policy states that classrooms/centers may take field trips periodically if the appropriate transpor-

tation can be provided. Appropriate transportation is a school bus for four-year olds or each child riding with their

parents. Three year old’s are not allowed to ride a public school bus at any time. All children will be required to

have a field trip permission form signed by the parents to attend the trip.

All parents are encouraged to attend all activities/field trips. We must maintain the adult/child ratio of 1 adult for

every 3 children. If you are planning on taking other children with you, you will be responsible for them and will

only be allowed to supervise your own child. Early Head Start will not be going on field trips. Copies of this policy

are available upon request.

13 Special Occasions We are committed to providing safe, healthy meals and snacks for children. On special occasions parents may

want to bring snacks. These times need to be arranged with the teacher in advance, we encourage parents to

bring nutritional snacks, such as banana muffins, fruit yogurt, oatmeal raisin cookies, fruit, or trail mix. NO

CANDY ALLOWED. All food brought in from outside the center must be from a licensed facility and/or individually

wrapped hermetically sealed packages. Be aware that some foods are considered a choking hazard and Day

Care licensing prohibit it from being served in a licensed facility. Examples include: Peanuts, grapes, raisins, pop

corn, marshmallows, hotdogs or other small food pieces.

What to Bring and What Not to Bring Please send your child with:

Play clothes! Clothes should be easily washable and preferably without complicated fastenings. Shoes should

be protective of toes, heels and soles of little feet.

At least one set of labeled, extra clothing – to be used in the event of a bathroom accident, paint spill, etc.

Remember to send replacement extra clothing when your child wears his/hers home and/or when the

weather changes. Jacket/coat, hat, and gloves when weather is cold. We will go outside everyday as required

by DHS Licensing standards.

A backpack or bag for belongings (prefer no rolling backpacks)

Please do not send your child with:

Any toys from home unless requested by the teacher for an activity.

Snack or lunch foods unless approved

Any item that will not fit in the child’s backpack or bag.

Facility Security Classrooms located in collaboration centers are sometimes monitored by various security systems

including a system that will require the doors remain locked during the school day and visitors, includ-

ing parents, will only have access to the building by office personnel. Some may have buzzers at desig-

nated entrances. Monitors are installed in the building for staff to view and allow visitors access to the

center. This security system is utilized to enhance the safety and security of everyone including Head

Start students and staff. We would ask that our parents respect the systems at their location and re-

spond appropriately. Head Start does have an open door policy and encourages volunteers however

we must abide by these procedures for the safety of all.

Cell Phone Usage In order to assure children are the first priority in classrooms we ask all cell phones to be placed on

vibrate while adults are in the classroom. IF you need to make or receive a call and you are volunteer-

ing please step out of the room after you notify your teacher. All staff will refrain from using cell phones

while in the classroom setting. This policy applies to volunteers who are in the classroom settings.

Solicitation Policy

Parents are asked to not solicit funds, supplies or anything of value from local businesses and or the

community for use by participants of the program. Approval or questions regarding this process should

be directed to the Parent Engagement Manager or Program Director.

Early Head Start

EHS Group Socializations Socialization is designed to help your child learn social skills, provide a time for you to interact

with other parents and allow the program to provide you with additional training that is of inter-

est to you. The Home Visitor works with her assigned families to plan a time and date for the

Group Socialization Meeting. The vistor will get input from each family to seek suggestions.

Families are expected to attend all planned activities. In the event an emergency situation

arises that prevents parents/children from attending an activity, parents are expected to notify

the home visitor. No contact will constitute an unexcused absence. Absences can accumulate

and a person can be dropped from the program due to excessive unexcused absences.

Diapering/Toileting Policy Delta will assist all children with their elimination needs including diapering and toilet training.

Staff are trained in proper procedures to reduce the risk of cross contamination. Delta will pro-

vide diapers to those children enrolled in the Early Head Start, during their hours of atten-

dance. If a family wishes to bring their own specific brand of diapers for their child, the staff

will keep them separate from the agency diapers. Delta will also assist all families with toilet

training their child. Working together we can provide an atmosphere of acceptance and sup-

port for the child. Per Day Care licensing standards we will abide by the following policies:

Creams/Ointments: These will only be used at the written request of parents/guardians and

written direction of the infant's physician. Supplies must be clearly labeled with child's name

and stored at the diaper changing area, but out of reach of children.

Powders: Will not be used as they may be inhaled and cause respiratory issues.

Field Trip Policy Early Head Start will not be going on field trips.

Infant Safe Sleep Environment It is the policy of Delta HS/EHS that infants sleep in cribs that meet the requirements per OAC

340:110-3-302(b), with the sides fully raised and secured. Infants sleep directly on a tight-

fitting sheet covering the mattress. Only pacifiers without attachments to them are in rest

equipment with infants, when used. Infants are protected from overheating by adjusting room

temperature and clothing. Infants’ birth through three months of age may be swaddled with an

infant-sized, thin fabric, such as a receiving blanket, only when requested by the parents and

permission is maintained per OAC 340:110-3-281.4(b), and the infant is not mobile enough to

move the fabric over his or her face.

Delta Early Head Start rest time is based on individual student needs and parent’s schedule.

Documentation is maintained daily.

Delta Head Start children 1-4 years old will be provided a rest time, a cot/mat to rest on, a

sheet to cover resting surface, and a cover within reach. Equipment will be cleaned daily. Chil-

dren’s faces and heads are not allowed to be covered at any time. Once awake a child may

chose a quiet activity until rest time is over.

15 Special Needs Delta HS/EHS is committed to serving children with disabilities, even those with severe disabilities, and their

families. We serve children that either have been diagnosed by a professional before beginning the program or

are discovered thru the screening process. A minimum of 10% of the total enrollment opportunities is reserved

for children with special needs. The program is designed to bring children with various strengths and needs to-

gether, to foster an understanding of individual differences for all children. The child is the focus, not the differ-

ences in abilities. Every child will have opportunities to grow and develop in the best possible inclusive environ-

ment.

HS/EHS staff will follow the child’s progress thru a process of observation and assessment. Parents and teach-

ers will meet to plan for activities in the home and school setting to meet the individual needs of the child. We

strive to empower families to obtain the services that they are entitled to from community resources and to help

each child get a “Head Start” in life.

Parents Role The parents role is to help maintain a current record of the child’s services which relate to the

child’s special needs. All records will be kept confidential in the child’s folder. Parents have the

right to review their child’s records upon request. Delta Head Start offers opportunities for parents

to learn how to advocate for their children’s needs thru training and modeling while supporting par-

ents thru the IEP process.

Nutrition Food service is being administered by your local public schools and at some sites by Delta HS/EHS.

Children will be provided with 2/3 of the recommended daily requirements. Breakfast and lunch are

served in all centers daily. Full day programs will serve snacks in the afternoon. Infants and toddlers

will have snack on demand. Our agency contracts with a Registered Dietician who will be available for

assistance that deal with nutritional concerns.

Parent Engagement Delta HS/EHS provides for the engagement of the child’s parent and other family members in the

learning experiences by giving them many opportunities for a richer appreciation of the young child’s

needs and how to satisfy them. Opportunities to become involved include membership in the Parent

Committee, Policy Council, Teaching Strategies Gold Home Activities, Raising a Reader, Fatherhood

Activities, and Volunteering, etc. We have a open door policy for parents at anytime during program

hours. However please realize our teachers have responsibilities outside of just teaching and the time

before an d after the children’s hours come few and far between to do cleaning, planning and docu-

mentation. We would prefer if you or your child have questions that you make arrangements with your

child's teacher to discuss them in private. Matters directly concerning your child

are best not discussed in a child’s presence.

Parent Committees Each center has a Parent Committee comprised of parents of enrolled

Early Head Start and Head Start children. This group works together to

provide parents an opportunity to work together with staff as a team for

the children's’ educational benefit. Every parent of a Head Start child is a

member of this group. A parent is defined as a EHS/HS child’s primary

caregiver, foster parent, guardian or the person with whom the child has been placed for pur-

poses of adoption pending a final adoption decree. Parent Committees meet at least four

times a year. Each committee has officers which are elected at the first meeting. The three

main functions of the Parent Committee are:

1) Advise staff in developing and implementing local program policies, activities and services

to ensure they meet the needs of children and families. (2) Communicate with Policy Council,

and within the guidelines (3) participate in recruitment and screening of all employees.

17 Policy Council

The Policy Council is made up of one elected parent

representative from each center, one Early Head Start

parent, one home based parent and area community

representatives selected by the Board of Directors and

Policy Council members. Policy Council members are

elected at the first meeting of each program year. Cen-

ter representatives serve for a year or until their child

drops from the program. Membership has a lifetime

limit of five years. Delta employees and members of

their immediate families may not serve on Policy Coun-

cil except for parents who occasionally substitute for

regular staff. Policy Council meetings are held in Au-

gust, September, November, January, & March,

The direct functions of the Policy Council are: Activities to support the active involvement of parents in program operations, including policies to

ensure that the Head Start is responsive to community and parent needs.

Approve the process for recruitment, selection and enrollment priorities.

Approve funding applications and amendments prior to submission.

Budget planning for program expenditures, including reimbursement and participation in Policy

Council Policies.

Program Personnel Policies and decisions regarding the employment of program staff, including

standards of conduct and criteria for employment and dismissal of program staff.

Developing procedures for how members of the Policy Council are elected.

Family Literacy Activities

Family literacy is a term used to describe parents and children - or more broadly - adults and chil-

dren - learning together. Parents are children's first teachers; much learning occurs beyond school

settings, and that learning is a life long process. Delta has a made a commitment to having a pro-

gram that elicits parents as partners in their child’s learning. We will be hosting two events annu-

ally to encourage/support parents with a comprehensive, holistic approaches to education in which

parents and children learn and grow together. We will provide opportunities for both parent-

initiated and child-initiated activities to support development of the parent/child relationship and to

increase the motivation to learn for both parent and child. Parents and their children will come to

the center and work together on literacy, math and science activities in the educational setting.

Delta will also offer an opportunity for parents to engage in a parenting class utilizing the Con-

scious Discipline curriculum.

Suggestions for Home Literacy Activities 1. Read your child’s favorite story to him/her in a comfortable, quiet place. Ask your child to pre-

dict what will happen next.

2. Start the day by reading the newspaper. Point out interesting pictures to your child and read

the captions together.

3. Read a story with your child, such as Is Your Mama a Llama? Pick a word from the book and

make a rhyme with each consonant in the alphabet—“bat, cat, dat…”

4. Boost your child’s word power by taking a “naming walk” indoors or outdoors, naming each

item you come to—dog, chair, car, tree, etc.

5. Art day: Think of ways to expand vocabulary with description words—color names (as found on

crayons) and words like “oozing” and “dripping.”

6. Make a photo album by pasting photos or magazine pictures on construction paper. Write cap-

tions or record your child’s story about the pictures.

7. Dance the ABCs! Sing through the alphabet and move about, clapping and making up dance

steps.

8. Visit the library together. Let your child pick out a book to read, and let her turn the pages for

you.

9. Ask your child to help you “cook” today by reading a recipe together or carefully cutting out

coupons in the newspaper.

10. With your child, look for things in your home that begin with the first letter of your child’s name:

“J is for Jack—what else starts with J? Jelly, jar, juice…”

11. Teach your child a song or nursery rhyme you remember from your childhood. Sing it, chant it,

and clap it!

12. Ask your child about her day using open-ended questions: “What did you have for breakfast?

What was your favorite part of the day?”

13. Try a new book. Take a “picture walk” through the book, looking at and talking about the pic-

tures with your child.

14. Play with magnetic letters or big letters cut out from a magazine. Show your child how you can

add or take away letters to make new words.

15. Make up words that rhyme with your child’s name—it’s okay if they’re silly! Make up rhymes

for other family members’ names.

WAYS YOU CAN HELP AT HEAD START

There are many ways that parents and the communities can contribute to ensuring our pro-

gram has a federal match for in-kind. We are required to meet 20% o our grant in order to

have a program. Ask your center director/teacher for ideas of things you could do to help

out! Volunteers help us obtain this goal.

All volunteers must be at least 16 years of age.

Regular Volunteers will be screened for communicable disease in accordance with state,

tribal or local laws. In the absence of state, tribal or local law, Health Services Advisory

Committee will give input in the need for such screenings.

Children are never left alone with volunteers.

Volunteers who knowingly have the following restrictions may not be on the child care prem-

ises or have contact with children in care: Has pending criminal charges, has entered a plea

of guilty or nolo contendere (no contest), or been convicted of:

1. Any criminal activity involving violence against a person;

2. Child abuse or neglect;

3. Possession, sale, or distribution of illegal drugs;

4. Sexual misconduct; or

5. An act of gross irresponsibility or disregard for the safety of others or a pattern of criminal

activity;

6. Is required to register pursuant to the Sex Offender Registration Act. (50 O.S.581 et seq.)

If you plan on volunteering regularly please contact the center director in order to arrange

for orientation. All permanent volunteers (those who volunteer more than six hours a day at

least three times weekly) will be required to have an criminal background report, based on

need; a current TB screening as determined by the Oklahoma State Department of Health

recommendations, and must be orientated and trained when entering the program. Each

volunteer should complete a volunteer time sheet monthly. In infant and toddlers rooms all

non staff members who volunteer in the classrooms must remove their shoes and wear pro-

tective coverings to enter the classroom.

Withdrawal/Termination from Program A parent/guardian planning to drop their child from the Head Start Program must notify

staff and sign a drop form. If you are moving to another area that we service, we will

make every effort to transfer your child when an opening becomes available.

Outcomes

DELTA’S AWESOME DADS Delta will strive to strengthen the relationship between Head Start/Early Head

Start children and their positive male role models

in their lives, by encouraging them to become ac-

tive participants in the educational setting.

Once a year we will encourage parents to im-

plement a fatherhood activity of some sort at each

center/site. Additional events may be scheduled

as needed. Each center will design a fatherhood

initiative that meets the needs of the children and

families they serve in their communities. Some

suggestions are Bagels with Buddies, My Favor-

ite Man Quilt, Game Day, and Fly A Kite with Dad. Some of these activities are

done at the centers and some are completed at home with the Head Start and

Early Head Start families.

The home based fatherhood program is called Father’s First. Home visitors

will have activities for positive male role models to implement at home with their

child and/or pregnant mothers. These include a volunteer sheet that Delta will

utilize to track volunteer time after the activities are completed.

21 TEXT 4 BABY App There are a lot of things to remember when

you're pregnant or a new mom. Text4baby makes it easy to get impor-

tant information, and it's free.

Women who text BABY (or BEBE for Spanish) to 511411 receive free

text messages three times per week, timed to their due date or their baby's

birth date, through pregnancy and up

until the baby's first birthday. Text4baby sends personalized

messages directly to you, and the texts have information you

can trust be cause they are developed by experts from all over the country. There is also an

app that provides additional information about baby's development, pregnancy, childcare tips,

and more. Text STOP to discontinue messages or HELP for help at any time.

Appointments You have a lot going on- let Text4baby help you remember your upcoming appointments. Set

up a text-based reminder for your doctor’s appointments for you or your baby. It’s easy- you

can use the app or set up a reminder through your text messages.

Here’s how you can set up an appointment by text message:

Text remind to 511411

When asked, enter the appointment date with no spaces or words in MMDDYY format (e.g.

101215).

You will then be asked to enter a short description of the appointment (e.g. Dr. Smith 9AM).

You will receive two text reminders: the first reminder 3 days before and the second reminder

the morning of your appointment.

Family Services The primary role of the Family and Community Partnership staff is to support

families in their growth and development. Families and staff work together to

build mutual trust and identify family goals, strengths as well as necessary

services and supports. The Family Partnership Agreement establishes our

commitment to assist the children and families with the resources which can

improve the quality of life. Building on strengths, Head Start staff work with

families to support them in meeting goals that they have identified. Informa-

tion, referrals, and resources will be provided in response to the goal(s) cho-

sen by the parent. This will reinforce the gains made by your child at Head Start and support

your own personal goals and self-sufficiency.

The Head Start program serves as a link between families and the community.

Support your family in setting and reaching goals and overcoming challenges.

Inform you of community resources and how to access them.

Encourage you to volunteer in the program.

Help you in crisis or emergency situations – please call in times of crisis.

Help you obtain special Head Start services, such as helping families learn about nutrition, good health, ap-

propriate childhood development & more.

Head Start Family Advocates Family Advocates are available in each county to help with information and resources for families. When your family has a need you may contact them for resources within your com-munity. A resource manual is also available in the parent area to assist you .

Health Your child’s state of health impacts upon their total development and ability to benefit from Head

Start experiences. Our program emphasizes the importance of prevention, early diagnosis and

treatment of health problems. We will work with families to provide every child with a comprehen-

sive health program. Head Start requires for each child a complete physical exam, an immuniza-

tion record, a TB screening, a blood lead test with results, a hemoglobin screening and a yearly

dental exam. Head Start will provide vision and hearing screening for every child attending Head

Start, and the results will be provided to parents. Screenings that need to be completed include:

Physicals– All children will need to have a Early Periodic Screenings Diagnostic Treatment

physical within 90 days. Forms are available at the centers for parents to take to their medical

provider. Completed physical forms need to be returned to child’s teacher and placed in the

child’s file. Assistance will be provided on a case by case basis.

Audiology- Our program uses the OTO Acoustic Emissions screener. This screener is used in

neonatal units and hospitals to screen newborns within the first 24 hours after birth. EHS parents

will provide us with the child’s results from the hospital or doctor.

Dental- A current (within the last 12 months) dental exam/screening is required for all children

enrolled in the HS/EHS programs within 90 days. If treatment is indicated, follow up with the

child’s dental provider is essential for good oral health. Parents are encouraged to continue to

take their child for "well baby dental visits" every six months.

Vision– A Spot Vision Screening are used to screen children for vision issues. The screener

takes a photo of the inside of both eyes at the same time, analyzes the eyes and a prints out the

result. This takes less than a couple of seconds.

Speech– Children are screened for speech utilizing local education agencies tools. This tool

uses common household items that most children can identify and name demonstrating that they

are developing age-appropriate speech sound and language skills.

Developmental– Using the ASQ-3 Ages and Stages Screening Tool. With this tool children are

asked basic questions and play games which assess the child’s thinking ability, small and large

motor skills, and provide additional information on their speech and language ability.

Behavioral– Screening used by teachers is the ASQ: SE, which is also a parent questionnaire,

for social emotional development. That includes questions about the child’s personality and tem-

perament, how well they interact with others, and any special concerns the parent may have.

Growth Assessment– Uses the child’s height and weight to calculate the child’s Body Mass In-

dex (BMI). This calculation is used to determine if your child is growing appropriately.

Lead– The state of Oklahoma requires all children have a blood lead screening at 12mths and

18mths.

Follow ups Delta HS/EHS and the parents will work together to ensure proper medical follow-up is done on any con-

cerns found during screenings. Parents must accompany children on follow-up appointments. Parents will

be notified if a problem is found or suspected during the screening process. You will be expected to take

your child to their physician/dentist for follow-up treatment and to provide documentation of treatment within

30 days. We will be glad to assist you with this process.

Immunizations Oklahoma Day Care Licensing laws require that all children be properly inoculated before they can at-tend any preschool program. We require a copy of your child’s immunization upon their admission. At each update of immunizations please bring us a copy for your child’s file. The short term exclusion policy will be

enacted for those children who are not current on their immunizations.

Medical Homes Our staff will work with the parent to make sure that each child has a medical home. This ensures that

needed services aren’t delayed when attention is needed.

Medical Conditions At times, we have children enrolled in our program that require special attention due to a medical or physi-

cal condition. If your child has any limitations, medications, or special conditions at time of enrollment or

throughout the year, you must provide a medical plan ion from a physician. These plans can be obtained

from your family advocate. In the best interest of your child we will require this documentation prior to your

child attending the program.

Whenever the limitation or treatment is discontinued, parents should again provide written documentation

from the child’s physician stating the limitations have been lifted.

Transition Tips During transitions, children often need a little extra time, attention and support from

their parents. School transitions also signal a new stage of life for everyone.

Here are some things you can do for a smooth transition.

If the school has scheduled an open house be sure to attend.

Take the time to talk. Ask your child what he would like to know about the new school.

Write down the questions and find out the answers.

Take the time to visit the school. Call ahead to get an appointment or get permission for you

and your child to take a self-tour of the building.

Practice the walk to school, or the walk to the bus stop.

Talk about what will happen during a typical day.

Mental Health We recognize the importance of mental health services to children when we encourage healthy

emotional and social development. A mental health professional is available to help teachers and

parents encourage behaviors which move children in the direction of cooperation, making friends

and appropriate choices, developing a strong sense of self-esteem and coping with life's chal-

lenges.

Head Start will provide information, consultations, and upon request on-site trainings for fami-

lies on relevant mental health issues. We also assist parents in guiding the referral process when

necessary. If it seems your child could benefit from individual attention, your signed permission will

be requested before any further services are offered.

Program Improvement/Suggestions/Complaints If you have a concern or a suggestion about the program, concerns should be first brought to that

staff person. If the community member is dissatisfied with the recommended resolution of the is-

sue, they should contact the immediate supervisor. If resolution of the problem is not reached, he

or she should contact the HS/EHS Program Director.

27 Pedestrian & Bus Safety

Do not cross the street alone if you’re younger than 10 years

Stop at the curb before crossing the street.

Walk, don’t run, across the street.

Cross at corners, using traffic signals and crosswalks.

Look left, right, and left again before crossing.

Walk facing traffic.

Make sure drivers see you before crossing in front of them.

Do not play in driveways, streets, parking lots or unfenced yards by the

street.

Wear white clothing or reflectors when walking at night.

Bus Loading and Exiting Safety Tips The danger zone is the area on all sides of the bus where children are in

the most danger of being hit.

Children should stay ten feet away from the bus (or as far away as they can) and never go behind

it. They should take five giant steps in front of the bus before crossing, so they can be seen by the

driver.

When getting on the bus, stay away from the danger zone and wait for the driver’s signal. Board

the bus one at a time.

When getting out of the vehicle, look before stepping out of the vehicle to be sure no cars are pass-

ing on the shoulder (side of the road). Move away from the vehicle.

Look left-right-left when coming to the edge of the vehicle to make sure traffic is stopped.

Keep watching traffic while crossing.

Safety Steps Supervise children to make sure they get to the stop in time, wait far away from the road, and avoid

rough play.

Teach your child to ask the driver for help if he/she drops something near the vehicle. If a child

bends down to pick up something, the driver cannot see him/her, and the child may be hit by the

bus. Have your child use a backpack or book bag to keep loose items together.

Make sure clothing and backpacks have no loose drawstrings or long straps, to get caught in the

handrail or bus door.

Encourage safe school bus loading and unloading.

IMPORTANT:

In order to assure the safety of all children we would ask anyone picking up a child

to remain alert and cautious. Please be aware of children leaving and coming, hold your

child’s or children's hands when exiting into a busy parking lot.

Do not leave other children in vehicles that are not supervised by an adult. Children

reported left alone will be reported to authorities.
