“ Government customers are as concerned about security threats as corporate customers, if not more so. Every time a security breach features in the news, IT professionals in government agencies are kept awake at night. Dell’s end-to-end portfolio includes security solutions from the endpoint through the data center, many of them software-based, with the scalability and flexibility to meet the needs of today and tomorrow.” Mark Horan Vice President Dell State & Local Government
The Dell differenceThe need for a new approachThe IT infrastructure demands of today are not what they were just a few years ago. The IT department is no longer in the business of managing hardware or software - it now delivers the services that enable the organization to reach its mission, to be more agile, to respond on demand and to control costs. Today the expectation is that IT will not be a cost center but will be the engine of growth, driving an organization-wide transformational agenda by delivering higher levels of efficiency, agility and cost management.
We have a long history of working closely with our state and local government customers and we understand the high-level drivers of change within the environment. This extensive experience has given us unique insights into the challenges our customers face when transforming their organizations. Our strategy is differentiated based on a focus on practical innovation, efficient and affordable solutions and our superior customer relationship model.
To make it easier for our customers to take advantage of this end-to-end capability, we have simplified our solutions to align with four key customer imperatives:
TransformHelping organizations to move from old, underperforming or outdated platforms. Dell transformation services are underpinned by strategic acquisitions like Make and Clerity software, helping to ensure the transformation process is simpler, faster and less disruptive.
ConnectEmpowering a more mobile workforce with anytime, anywhere, any device access and empowering IT to manage the process efficiently. Dell delivers the most manageable devices, centrally controlled by tools like KACE software and Wyse cloud computing.
InformHelping customers turn their data into insights, creating value from the information they create, rather than just storing it. Dell breaks
through the data integration barriers with tools like Dell Boomi that integrate on-premise and off-premise data and by automatically and intelligently optimizing data everywhere by virtualizing servers and storage.
ProtectEnabling our customers to overcome the evolving security threats and ensure compliance by leveraging our security portfolio, including:• SecureWorks security and risk consulting,
threat intelligence and security research• SonicWALL unified threat management• SecureWorks managed security service -
automating malware detection and analysis with real-time protection.
Removing avoidable costsAgainst a landscape in which costly legacy systems remain and where expensive propriety solutions and overtly services-dependent systems are still being sold, the Dell approach delivers significant cost savings. CapEx is driven down through commoditization and standardization across the infrastructure and OpEx is lowered by driving ever-greater levels of automation and manageability across not only Dell solutions, but those of other vendors too.

“If we need to work on a server, we’ll be able to move the workload to the other data center using Dell Compellent Live Volume, and users will never notice. This is important for keeping the city functioning 24x7.” Robert JosephSystems AdministratorCity of Las Vegas
The challengeLegacy applications, particularly those on mainframe and Unix platforms, can be extremely costly to maintain, imposing serious limitations on your organization’s ability to deliver the agility needed for many of today’s important IT opportunities, including virtualization, cloud computing, mobility and big data. However, modernizing applications to meet future-ready government IT reform requirements can be complex, risky and disruptive to operations. Dell can make your journey to unleashing application efficiency and innovation smooth and seamless.
Working with Dell No matter where you are in the technology adoption lifecycle, Dell can help you safely update, overhaul or migrate your agency applications from legacy platforms to more agile and flexible systems.
Our Application Modernization Services help you easily transition your agency’s application portfolio to reduce complexity and lower your IT costs. We offer three services to help you jumpstart your application transition.
Define where you want to goA Dell Portfolio Assessment provides a clear understanding of how you can improve agency services, reduce costs and boost efficiency. We work with your teams to analyze current operational state, strategic mission objectives along with existing workloads, mobility and collaboration needs. Then we help you to design a future application and architecture roadmap to modernize your environment.
Reduce costs and use savings to fund IT transformationOur Application Re-hosting service is the perfect solution to integrate existing legacy mainframe and UNIX systems onto more agile architectures. We move your workloads without complexity to open systems architectures, preserving existing application code, data and end-user interfaces with minimal disruption to ongoing agency operations. Best of all, re-hosting saves annual operating costs on legacy systems by as much as 30 to 70 percent.
Unleash your application environment to do moreOur Application Re-architecture service enables you to redevelop applications to take advantage of modern architectures (Java, .NET) that support cloud, mobile and virtualized deployments. You retain agency functionality without disrupting mission-critical organization operations or service delivery. Re-architected applications are smaller and more manageable to maintain, resulting in significant cost savings. Plus a centrally supported framework allows easier upgrades, migrations, new technology introductions and rapid response to agency change.
Although IT modernization could be a complex and risky undertaking, today’s tools and techniques from Dell actually make the process relatively simple and doable within a reasonable time frame. The far greater risk to the future of your organization is to not modernize and leave the applications on proprietary platforms.

“ Our legacy SAN was an expensive solution. For the Dell Compellent SAN, we expect the total cost of ownership to be 50 percent lower.” Robert Joseph Systems Administrator City of Las Vegas
The challengeIn the state and local government IT environment, customers have never had to face a more demanding range of challenges regarding data usage and management. With the explosion in data creation, resource requirements increase exponentially every year and the demands of ‘big data’ are starting to have a significant impact.
At the same time, compliance and Freedom of Information regulations continue to grow – all this in an environment characterized by increasing storage volumes, a need for long-term data retention and high levels of security.
At Dell we view data management as an end-to-end process rather than just a term for the traditional storage of data. Our view is that data management covers a wide spectrum, incorporating data creation, retention, disposal and security across the entire customer IT environment.
Based on the principle that effective data management starts at the policy level, the Dell approach is to collaborate closely with customers to handle data growth and, more importantly, control the way data is managed across the organization.
We believe it’s time to break the cycle of ‘buy more disc’, to free customers from the high-impact, frame-based cycle of changes to data storage and evolve the model into one that delivers invest-as-required tools and technologies that are fluid and dynamic.
The Dell solutionThe Dell approach, Fluid Data, is based on an architecture designed to automatically optimize data wherever it is held, providing high efficiency and availability without hidden lifecycle costs. Utilising a combination of industry-leading
software technologies, Fluid Data underpins the entire Dell data management portfolio, with management and storage solutions that cover all aspects of the data lifecycle and that can be tailored to fit the needs of any state and local government organization, whether small, mid-sized or at enterprise level. All Dell solutions are based on industry-standard protocols, are scalable both horizontally and vertically and will continue to develop and innovate as data management requirements grow.
The wide portfolio of data storage technology covers the traditional areas of primary storage, back up, archive and de-duplication and is supported by an industry-proven range of data management and security tools.
The Dell approach is based on an understanding of customer data usage over the entire data lifecycle. For customers without a defined data management policy structure, the Dell team provides a collaborative environment in which to build a comprehensive data management strategy using an interactive workshop or a more in-depth Storage Assessment. The output defines unique customer requirements and documents them fully before making any technology decisions.

“ By using Dell Services, we cut our implementation time from two months or more to just two weeks.” Chris Benson IT Director City of Redondo Beach, California
The challengeFaced with spending cuts, many state and local government organizations are exploring the opportunity presented by shared services as a means of providing the innovation necessary to deliver services for less. There are major attractions to the shared services approach, including the ability to find operational cost and resource savings, increase flexibility and deliver improved responsiveness.
However, to create and operate shared services environments, organizations need to cross many traditional boundaries and provide new ways of working, which raises a series of challenges, including how to evaluate the various shared services models:• Centralized approach - in which a CIO
expands services to include and incorporate other organizations into a single shared services IT model, whether at line of business application level or at a resource level
• As-a-service model - where the organization looks beyond its own resources to consider cloud technologies, including private, public and hybrid
• Out tasking – in which operational functions are outsource to private organizations
Having decided on a model, state and local government agencies are faced with the challenges of:• Finding time for this transformational initiative
while dealing with the day-to-day pressures within the organization
• Developing the skills in-house to deliver a new model when IT is already stretched on existing commitments
Working with DellDell has a history of being at the forefront of the evolution of cloud and shared services globally, and with over 25 years’ experience of providing state and local government solutions we are well placed to help organizations to evaluate and develop relevant solutions that meet their needs.
ServicesFor Dell, every successful shared service starts with initial scoping and design. During these important first stages we provide our customers with professional services to provide assessment, scope and design engagements with shared services environments that including impact assessments, feasibility studies and decision support reports. This approach allows senior management to understand the impacts, costs, risks and benefits of a shared service prior to committing.
TechnologyThrough a series of strategic acquisitions and product investments, Dell has developed the key technology building blocks that enable organizations to adopt and efficiently manage shared services.

“ Our officers are now so much more efficient and productive that if each saves just 15 minutes a day, the city gains almost 2,000 more hours a year in additional street time, by using the Dell Latitude E6420 XFR notebooks.” Jeff Hunter Sunnyvale Department of Public Safety Captain City of Sunnyvale, California
The challengeStaff represent both the greatest asset and the largest expense for state and local government. That’s why it’s critical to attract and retain key staff and ensure they have access to the applications and information they need in order to be productive both individually and collaboratively.
In responding to these demands, CIOs face pressure to introduce and deploy secure mobile technologies, cloud computing technologies, workflow management systems and team collaboration environments. However, as changes are made to the office environment and staff are asked to adjust to new ways of working, further challenges can arise, including: • Team dynamics and social aspects of work
change as staff are no longer in the same location every day, possibly working in isolation
• Individuals need training to be successful in the new environment
• Modernising business processes to align with new ways of working
• IT infrastructures have to be able to support a large number of agile employees
• An in-house IT team has to be maintained in order to transition and manage the infrastructure changes needed to support mobile working initiatives
The Dell solution The Dell Flexible WorkStyle solution is designed to enable state and local government to transform offices and work facilities into more mobile, agile and collaborative workplaces that are location independent. Customers can take advantage of the Dell investment in defining technical architectures and repeatable consulting services which enable organizations to take a flexible, modular approach to securing enterprise-wide results.
Leveraging key technologies including unified communications, collaboration, mobility, identity and access management, cloud and virtual desktop, the solution creates a connected workplace that reflects the needs of all stakeholders.
To help accelerate the speed at which you can create a highly mobile, agile workforce, empowered to connect and collaborate in real time, our approach focuses on engaging with cross-function departments like HR, Finance and Facilities early in the process.
Plan your flexible workstyle transformationOur consultants work with you to explore a holistic approach to unified communications and collaboration, to help you better understand your current challenges and develop a realistic path to achieve your goals. In addition, by providing a single point of contact for the entire solution that covers consulting and systems integration around business process, application architecture, infrastructure architecture, operations and management, we ensure that organizations realize tangible near-term benefits.

“ Our people have the flexibility they need to get their jobs done from anywhere in the world with the Dell virtualized infrastructure we’ve put in place. For example, our park rangers can be out in the field, and they have access to their full Windows desktop.”

City of Round Rock
The challengeThe cloud has become the term used across the world to denote an agile, data-rich infrastructure, with many early adopters speaking of a low cost technology, available on demand. However, within the context of state and local government, it often seems hard to see the practical benefits of using the cloud.
Furthermore, organizations also need to consider issues including:• Security• Choice of public or private cloud or a
combination of both• Legislation in regard to where the data is held• Identifying suitable and appropriate applications • Integration with existing infrastructure
Cloud can and will mean many things to many people. With every technology the true test is in how it adapts itself to your organization. What is certain is that cloud allows many organizations to have a new option, a new set of tools. Cloud has certainly demonstrated to organizations a different way to make technology work for them and also shown a capacity to allow a new way for people to create, innovate and engage.
When considering the benefits of cloud in state and local government, we help customers to evaluate:• Is there a cost saving or efficiency gain that
your organization can take advantage of?• Is there a potential improvement in outcomes,
for example in areas such as inclusion?• Is there potential for innovation?
Working with DellDell has been part of the cloud computing evolution from the beginning. Today many of the public and private clouds run on Dell hardware. Our infrastructure delivers digital maps to mobile users, cloud email to lawyers, and more than six billion diagnostic images securely to hospitals and physicians. Backed by a decade of experience building cloud environments, Dell is well placed to help you evaluate the applicability of cloud technology to your organization.
Dell cloud services and cloud products cover many domains. These include:• Consultancy and feasibility consulting• Open source cloud infrastructure• Virtual desktop from the cloud• Cloud backup and data storage services• Cloud security• Identity software for cloud authentication• Multi-cloud management software
The collective experience and knowledge within Dell is yours to access. In most cases we begin by simply discussing the operational issues that you are facing and from this we recommend technology solutions that address these issues. Sometimes these solutions take the form of cloud services or include cloud technologies. While our approach is not predicated on a cloud outcome, if cloud technologies or services are identified as being suitable, then Dell can provide the support, reference architectures and deployment framework necessary to help make you successful.
