president’smessageHow has your Hamptons Homeowners Association en-gaged over the potential re-zoning/development of parts of the Hamptons Golf Course?

Your Board would like to share with you some high-level details of what we have been busy with in our on-going effort to maintain our great neighbourhood. We are try-ing to keep the current zoning and configuration of the Hamptons Golf Course.

We believe that the changes proposed by Quantum Place Developments on behalf of Windmill Golf will, if they are approved by the City of Calgary, irreversibly change our neighbourhood and negatively impact the lifestyle, property values of all residence and the very fabric of the entire Hamptons neighbourhood. If this leads to re-development of the entire golf course, these negative impacts will be even greater.

What we have been busy with:

1. June 2, 2015 certain residents of properties on the two parcels of land identified as parcels ‘A’ (existing holes 14 and 15) and ‘B’ (existing practice area) were no-tified by a letter from the owner of Hamptons Golf Club, Windmill Golf, of their intent to re-zone parcels ‘A’ and ‘B’ for residential development and re-configure numerous existing holes of the current course.

2. Volunteers from our community put together a team to assess the plan of re-configuration and make the resi-dents of the Hamptons aware of what was being pro-posed by the Golf Club & how it would affect us all.

3. June 19, 2015 Windmill, through Quantum Place De-velopment, held an open house to share their plan. At this open house the managing partner of Windmill Golf stated in conversation that this re-configuration was necessary to sustain the rest of the golf course, however, at the same open house senior personnel from Quan-tum Place stated that development of the balance of the course was not out of the question.

4. March 2016 a second open house was held by Quan-tum Place.

5. June 2016 Quantum Place submitted application to City.

6. July 11, 2016 a letter from Hamptons Home Own-ers Association (HHOA) /Hamptons Community Asso-

ciation (HCA) was issued and advised the City, among other things, that at the recent HHOA/HCA Annual General Meeting over 400 residents unanimously ex-pressed their opposition to the application.

7. August 4, 2016 City of Calgary issued a Detailed Team Review in response to the application. The review out-lined 81 issues they wanted addressed within the appli-cation.

8. October 24, 2016 Quantum resubmitted the applica-tion, answering five of the issues, but leaving 76 issues unanswered. Notwithstanding this, City Planners still approved it.

9. During the process described above, the volunteer teams and your Board tried to work with Quantum Place and the City of Calgary to come to a compromise that would work for all parties. Community Members took Quantum Place representatives on tour of alternate locations to build. Quantum Place rejected every site and then refused to deal any further with the com-munity. Community Members continued to work the remaining 76 outstanding issues, provided over 3,500 letters and e-mails of opposition written by concerned citizens from around the city against rezoning recre-ational property to residential. In various open houses held by the course owner and the City, residents ex-pressed their desire to see alternative sites considered for the re-development. The residents group offered to the City that we would fund a third-party planning firm to develop alternatives sites, ones that wouldn’t alter our purpose designed storm water system and in-terfere with premium-paid views / property values. The City advised that they wouldn’t consider such a submis-sion from the community as they could only review the application presented by Quantum/Windmill.

10. June 28, 2016 the City held an open house for residents. There was such a strong response from the residents that the City ran out of comment sheets.

11. February 15, 2017 Second Open house by City. This was only an information session, no feedback from resi-dents was entertained.

13. Community members have spoken with and writ-ten to various governmental leaders for their input. These included: AB PC leader, Rick McIvor; AB Liberal leader, Dr. David Swann; Wildrose MLA, Prasad Panda; City Councillor, Joe Magliocca; and AB Premier Rachel Notley.

14. February 13, 2017 HHOA / HCA wrote again to the City and the members of the Calgary Planning Commis-sion numerous points of opposition by this community.

15. February 16, 2017 Calgary Planning Commission hearing held to consider the application. The CPC asked for secondary suites to be included in the application.

16. February 24, 2017 an offer to purchase was sent to the lawyers representing Windmill Golf Group as well by the law firm Bennett Jones on behalf of a Calgary pio-neer family. The family’s intent is to keep the golf course recreational-zoned green space for this community and future generations of the City of Calgary.

17. February 27, 2017 Windmill Golf lawyers responded that Windmill Golf were not interested in selling. There was no counter to the offer and no further explanation.

18. March, 2017 At the time of submission of this update, the HHOA / HCA and resident volunteers are preparing to again fully inform the City of our grave concerns with numerous aspects of the proposal by Windmill Golf, the processes utilized by the City to eval-uate the application, the continuing desire of several thousand Hamptons residents to have their voice heard and recognized.

At the time of the submission of this article, a Public Hearing at City Council is scheduled for April 10 for residents to make their opinions known to City Coun-cil. Anyone interested in speaking at the Public Hearing is allocated five minutes maximum speaking time. The Council will then vote whether or not to grant Windmill Golf and Quantum Place Developments re-zoning of this piece of the golf course.

We will keep you informed as the matter continues.

Here is some of what we were up to in February and March, and some upcoming events in April.

Our district covers the communities of: Edgemont, Evanston, Hamptons, Hidden Valley, Hanson Ranch, Kincora, Nolan Hill, Sherwood and Sage Hill. We have units for all age groups – Sparks (ages 5-6), Brownies (ages 7-8), Guides (ages 9-12), Pathfinders (ages 12-15) and Rangers (ages 15-17).

**When does registration start for next year? You can register online through www.girlguides.ca - open registration starts the first week of June (re-registration for current members starts in April/May).

SparksThe 170th Spark (Thursday nights) unit went on a c-train ride to Tim Horton’s for hot chocolate! It was a fun experience for the girls and a great way to learn about the community around us. We are extending our community focus by visiting a bakery in the area to make some scones. We are excited about eating some tasty treats!

The 70th and 145th Spark units have been busy earning their “Being Healthy” keeper by learning about Canada’s food guide, eating healthy, why it is important to stay healthy and learned how to put on a Band-Aid on their favorite stuffy! To complete our keeper, the girls enjoyed an evening of Zumba and danced all night.

We had a very fun night making a tent craft for our memory books and even had our meeting in a tent in our pajamas singing songs and eating popcorn. As we all have a birthday every year, we celebrated with an “Unbirthday Party” all on one night at the Coventry Hills Superstore making pizza and decorating a birthday cake. The firehall visit was awesome and had a fun time with the firemen, learning all about what a fire-fighter does. We even got to sit up in the fire truck and use the fire hose! A very fun sleepover at the Telus Spark Science center where the Sparks played through the exhibits, watched a dome show about the planets and constellations and even got to see real science hot and cold science experiments. The girls learned about Lord and Lady Baden Powell and celebrat-ed Thinking Day! The girls are busy working on their keepers and earning lots of fun crests! Our units have more fun meet-ings planned for the remaining of our Guiding year!

The 165th Sparks (Monday nights) have been busy little bees! We went to visit our local fire house, and 20 minutes into the

tour, the Fire Hall got an emergency call. We all had to rush out so the firemen could leave to do their job. It was very exciting.

We have also been working on our Being Healthy keeper and learned all about the eating well with the Canada Food guide and attended a Zumba class! We had the exciting opportunity to spend the night at Telus Spark were we learned all kinds scientific facts and got to build our own colouring robot!

Coming up soon we are going to go to District Camp for a day as well as our own one night Spark Camp. We will also be con-tinuing to work on our In Our Neighborhood keeper by visit-ing a grocery store and a Gelato Shop. Of course we will also be selling cookies!

Brownies229th Brownies (Monday nights) - In January we had a career night and attended Healthy Aisles at Loblaw’s City Market. We had fun at our Flip Factory sleepover where we bridged with the 4th brownies. We have a Pathfinder leading a meeting for us for thinking day. We are also getting ready for our AARCS service project with the Sparks. We will be collecting pet sup-plies and making homemade treat for the dogs. We will also be bridging with the 145th Sparks and teaching them some fun Brownie activities!

151st Brownies (Thursday nights) - we did on the 9th Feb Val-entines Day Hearts for each other, and painted wooden boxes for those valentine secrets! 23rd Feb we did crafts and games for thinking day including international uniform paper dolls, making awesome British soldiers using clothes pegs, role play-ing the Baden Powells, and a pretty friendship ribbon craft with yellow and blue. In March we plan Home Depot visit to work on our woodworking key, badge testing and our heri-tage on the 9th and then 16th a sewing workshop

4th Brownies (Tuesday nights) – we had a great time at the Flip Factory sleepover (trampolines) with the 229th Brownies. In February, we also celebrated Valentine’s Day, had an art show fundraiser for CWFF (Canadian World Friendship Fund), and celebrated Thinking Day, the birthdays of Lord Baden-Powell (founder of Scouts) and his wife, Lady Baden-Powell. In March, we are planning a trip to the Fire Hall, and bridging with Guides in preparation for advancement in May. We are also looking forward to our upcoming District camp in April, where all of our units in our entire district will be participating!!

Trex9th Trex - In the last month or so, the Trex unit has done some planning for the last part of the year. We have finished the Explore Canada Challenge, gone to an Archery night with an-other Trex unit, planned a night for the Guides and will be run-ning their program/fun night and talking about the Trex unit to them. Our upcoming events are skating at the Oval, Izzy dolls Service Project (Health Partners International of Canada comfort dolls for their humanitarian medical kits) and plan-ning for a couple camps we have coming up in May and June.

DO YOU HaVE a cONcErN aBOUt aN iLLEGaL sUitE iN OUr NEiGHBOUrHOOD?If you do, please access the complaint process by contacting 311 and supplying the address of the suspected illegal suite. As part of this process you will need to provide your name, address, phone number # and a password so only you can have access to the complaint file. A file number will be provided for any required follow-up.

Within 5 days a bylaw officer will contact you, usually by phone, to verify he/she has the com-plaint and will be investigating it. The investi-gation requires the bylaw officer to inspect the interior of the suspected illegal secondary suite home to determine if an actual illegal suite exists. Usually that is a 30 day or more process but the bylaw officer will get back to you, usually again by phone, to let you know the result.

If you have filed a complaint, you may wish to advise the Hamptons Community Association ([email protected]) and Council-lor Joe Magliocca in the event you may require their assistance.

What we call the sky is merely the limit of our vision into the atmosphere. The sky, like the horizon, is always as far away as one can see.

The Hamptons School is ready for the last three months of learning and there are many plans in place for this month already. We have the gymnastic equipment here for three weeks so students will be using the equipment and creating their own routines. We will have gymnastic instructors to teach proper techniques so that every-thing is done safely. We are also offering Hip Hop dance for a week. We bring in many specialists to enhance our school program. Most of the programs and specialists are hired with the casino funds raised by the parents. This means we offer a greatly enhanced program here at The Hamptons School. We will also have a visit from Father Troy Junior High School Band. These students in-spire our students to take up musical instruments. All of these experiences provide the students with opportu-nities to see and to understand the world and to make direct links to their curriculum topics. We enjoy learning so much at The Hamptons School.

The City annually invests in infrastructure and upgrades to ensure levels of service and address both capacity and lifecycle needs. The storm water quality retrofit pro-gram adds more wet ponds to long-established areas of the city. Wet ponds protect the quality of river water by slowing the flow, allowing sediment to settle. Plants help to remove pollutants. In all, there are 200-flood related projects requiring repairs or restoration. There are riverbank stabilization and erosion sites, the storm drainage system, and lift or pump stations. Construction projects include water main and pipe repairs, as well as new projects and upgrades to improve water and wastewater systems.

The North Calgary Water Servicing Project is underway. This is part of a long-term plan to sustain the water sup-ply system. A new water supply line (feeder main) is required to service future area development A consul-tant will design and construct a new water main from Big Hill Pump Station to the Beddington Reservoir. The preferred alignment will cross Nose Hill Park, using geo-technical tunnelling up to 90 metres or 300 feet deep. A rare plant and bird survey to ensure conservation of protected species will be done before phase 1 soil sam-pling to test the proposed route. The optimum time to drill 21 test holes (each 6 inches in diameter) is mid-winter when the ground is frozen, which minimizes the impact on the surface environment. However, the areas

adjacent to these test locations will be rehabilitated prior to crew leaving the site.

The City promises that there will be only minor surface disruption in the SW and NE corners of Nose Hill at the entrance and exit of the proposed tunnel. No other sur-face work would be required in the park. Phase 2 con-struction will occur in Summer 2017 to summer 2018. Drilling and survey equipment and personnel will be visible on the hill but away from the paths by mid-Feb-early April 2017. In addition, there will be signs at Nose Hill parking lots and an information brochure at www.calgary.ca/nosehill. You are invited to my town hall meeting on April 24. It will be held at the Symons Valley United Church, located at 38 Kincora Rise NW at 7PM. I look forward to hearing your views on any and all topics, including legislation passed in the fall session and new bills that are being debated in this current session. I also want your opinion on the recently introduced 2017/18 Alberta budget and the im-pact you feel it will have on your family’s future.

In late February I was attending a conference in Ottawa and took the opportunity to meet many federal MPs and policy advisors from both the government and official opposition sides. I was particularly interested in speaking with ministerial staff and opposition critics in the natural resources and economic development portfolios. I had many respectful discussions about market access for Al-berta’s petroleum products.

I also visited the Ontario legislature at Queen’s Park in Toronto where I had informative meetings with Patrick Brown, the leader of the Official Opposition, and Minister Dipika Damerla from the Ontario government. I think it is important to make and maintain connections with my elected counterparts in other provinces so that we can gain a greater understanding of ways to cooperate and to deal with the challenges we both face.

In the current session, I am pleased that I will be intro-ducing my first private member’s motion. While a motion doesn’t carry any legal obligation for the government to act, if it passes, it would give the government tacit permis-sion to explore their options for future policy in this area.

The wording of my motion is as follows: “Motion 505 - Be it resolved that the Legislative Assembly urge the federal government to introduce legislation to phase in a ban on the import of oil from countries with a poor human rights or environmental record and develop strategies to facilitate the building of pipelines within Canada to ensure better prices for Alberta oil and security of supply to Canadian markets.”

The purpose of this bill is self-explanatory. I expect rigor-ous debate in the house on its merits and I also welcome you to contact myself and other MLAs with your input on this topic.

From April 7 to May 28, all three City landfills will waive fees for residential spring yard waste. Bring your leaves, branches, plants (no sod – it can’t be composted) and other yard waste to any City landfill for free compost-ing. Please use paper yard waste bags, leave the mate-rial loose or bring it in plastic bags (plastic bags must be emptied onsite). This program is only for residential customers and charges will apply if your load contains other items. Free mulch is available for pick up at all City landfills for both residents and businesses. Bring your shovels as you are required to load your own vehicle.
