VCAA SPORTS ETHICS

Delegation officials, coaches and chaperons are key officials in ensuring productive

outcomes. The knowledge and skills as well as their efforts, sacrifices and dedication shared

to the athletes are valuable in achieving successful sports participation, thus everyone is

bound to observe these simple yet important sports ethics.

Coaches and officials must:

1. Be present and visible at all times during the Palarong Pampook, most especially

during trainings and actual games of athletes. Leaving the delegation will only be

allowed for emergency cases as approved by the management.

2. Be responsible to his/her athletes and the whole team, should look into the welfare

and safety for his/her athletes, team and colleagues.

3. Maintain proper decorum and moral disposition at all times.

4. Observe professional relationship with athletes, fellow coaches and officials.

5. Observe guidelines and rules of Palarong Pampook as stipulated by the Department

of Education and other laws/mandates/orders and memorandum relevant to the

conduct of Palarong Pampook.

All violations pertaining to these guidelines will be given immediate and appropriate

sanctions.

Specific Violations and Corresponding Sanctions:

A. Neglect of Duty

- Leaving his/her team and delegation - Forfeitures

1st Offense- Verbal Reprimand by the Ethics Committee

2nd Offense- Verbal Reprimand by the Ethics Committee with a written agreement signed by both parties (Promissory Note)

B. Misconduct

- Unsportsmanship (Misbehavior/Unruliness)

1st Offense- Automatic removal from the delegation/suspension of participation in any sports events for one (1) year with an official documents signed by the SDS upon endorsement from the Ethics Committee.

- Grave Misconduct Drunkiness and other forms of Substance Abuse.

1st Offense- Verbal Reprimand from the Ethics Committee with a written agreement. 2nd Offense- Automatic removal from the delegation and banning for one year.

C. Indecency

1. Indecent Acts “Peeping Toms” Verbal Defamation Seduction (malicious gestures/moves

2. Acts of Lasciviousness Physical and Sexual Assault/ Harassment (touching, kissing, etc.) Rape and Attempted Rape

1st Offense- Verbal Reprimand from the Ethics Committee 2nd Offense- Automatic removal from the delegation and banning for one year. 1st Offense- Automatic removal from the delegation and banning forever, followed by formal complaints and filing of administrative and legal cases as stipulated under the Phil. The Ethics Committee holds the right to determine the gravity of the offenses committed

entertained only through formal writing.

Valencia City to Tangub City December 9, 2016 Assembly Area: Division Office Time: 4:30 AM Departure: 5:00AM

- Transportation committee to provide 12 buses to transport the delegation to Tangub City - One (1) team manager and bus in charge for every bus. A separate list of bus assignment shall be posted. - One (1) medic for every bus to monitor the condition of athletes along the way to Tangub City

- Private vehicles of parents who shall send off their children. - Private vehicles of delegation officials. - Bus in-charge to check his passengers sitting capacity. No more, no less, extra load must be unloaded. - Bus-in-charge of the second bus as

alternate medic.

2. SECURITY AND SAFETY MEASURE

All athletes are directed under the control of their respective coaches and chaperons. - Money and other valuables shall be entrusted to the coaches and chaperons for safekeeping. - Buddy-buddy system shall be adopted when athletes are permitted to go out from the bus during stopover along the way to Camiguin Island. - Whereabouts of athletes shall be monitored by their respective coaches especially in restricted areas.

- Any other officials shall supervise all athletes in all occasions. - Any official shall exercise his/her authority to accept any valuable things for safekeeping. - Apprehend and reprimand athletes roaming around without companion. - Coaches and officials shall apprehend athletes staying restricted areas. - Coaches and officials must always consider the safety of athletes.

- Safety first of athletes shall be the primary concern of the coaches and chaperons at all times.

3. MEDICAL SERVICES

- Give instruction to proper food intake during meals before departure and not to buy street foods while on travel. - Prepare vomiting medicines for those who have vomiting sickness during travel.

- Warn athletes not to take acidic foods and drinks while on travel. - Medicines to be used during the travel must be ready.

4. FOOD SERVICES

(to and fro)

Packed snacks and lunch shall be given and must be withdrawn before departure from Valencia City. - It is presumed that everybody has eaten their breakfast before departure from Valencia City. - Packed snacks and dinner shall be given before departure in going home to Valencia City. It must withdrawn by the coaches.

Packed lunch and additional snacks prepared by the parents are allowed during travel time. - During the Palaro proper all teams must have food containers for rice and viands for lunch considering that the playing venues are scattered.

5. TRANSPORTATION DURING THE REGIONAL MEET (DECEMBER 16-20, 2018)

Vans will be provided for the different games.

Vans will be provided for games in nearby playing venues.

6. ACCOMODATION/ BILLETING

Camp Directorate to prepare the room assignments for every event at Maquilao IS. - Camp Directorate in coordination with the host and advance party shall orient the camp rules and regulations upon arrival. - Non-member of the delegation (VCAA) is not permitted to stay and sleep in the quarters. Proper identification of the same shall be noted when entering the camp/school to visit. Must log property.

- Each room must be labelled by the advance party to determine the occupants. - If possible, house rules must be posted in a place in the quarters for everybody to be reminded. - Advise parents, friends, relatives to find a place to stay in nearby residences or hotels.

7. SECURITY INSIDE/ OUTSIDE THE BILLETING QUARTER

Camp directorate must assign officer of the day to attend to the whereabouts of the team. Everybody must fill-up the locator’s logbook when going out from the quarters and in coming home. - Camp directorate shall coordinate and request the following: Mayor/Barangay Captain of the community of the services of the tanods/law enforcers. Local Police assigned to secure our delegation and to give briefing during the orientation. Strict compliance of the provisions of our camp rules and regulations particularly on curfew hours.

Strengthen camp staff visibility especially during night time.

8. CLEANLINESS AND ORDERLINESS – Buses, Quarters – Playing Venues

There shall be a committee to check the cleanliness and orderliness of the buses, billeting quarters (mess hall, comfort rooms and bath rooms)

The committee shall design an award system to declare the cleanest quarter.

CAMP HOUSE RULES

1. Observe self-discipline.

2. Implement zero waste management.

3. Adhere to child protection policies.

4. Always maintain a courteous, obedient, polite and cooperative conduct inside the camp and playing venues.

5. Vandalism, smoking, gambling and drinking liquor is strictly prohibited inside the camp.

6. Maintain cleanliness inside and outside the camp as well as in the playing venues. Garbage must be placed in the proper receptacles.

7. Observe curfew hours (8:00 PM – 4:00 AM). Coaches/chaperons/athletes are prohibited from going out the camp during this time.

8. Socializing among athletes and officials is strictly prohibited.

9. No parents or visitors are allowed to sleep in the quarters.

10. Observe gender sensitivity. Male coaches/trainers will sleep with the boys and female coaches with the girls.

11. Coaches/chaperons must manage the use of cell phones of athletes especially during night time and account all athletes before sleeping.

12. Coaches/chaperons must observe scheduled meal time and eat together with their athletes. Wearing of sleeveless shirts in the mess hall especially during meal time is strictly prohibited.

13. Use comfort rooms, bathrooms, urinals, sinks and wash stations properly.

14. Close quarters properly, put off lights, faucets, fans and other devices before leaving the quarters.

15. Don’t leave valuables such as watches, money, jewelries, cell phones, etc. In the quarters.

16. In circumstances that athletes leave the camp other than playing venues, coaches/chaperons must accompany the athlete/s and log in the logbook.

17. In case of problems that may arise in some circumstances, see the Ethics Committee or the Camp Management as the case maybe.

18. Coaches/chaperons and officials must organize their quarters to promote orderliness and wholesome atmosphere.

19. Coaches/chaperons and officials are advised are advised to refrain in doing errands with the athletes especially nighttime and outside the camp. Everybody must wear IDs in going to the playing venues and in the community.

20. All athletes and officials are expected to follow all provisions of DepEd orders governing this Palaro.

Note: Violation of any of these HOUSE RULES is subject to disciplinary action.
