a. Transfer and Promotions. Most members are not opposed to transfers and understand that they cannot bearea-bound,howevertheyareconcernedthatthemanner inwhichtheprocessof transferswithintheSANDFoccurs, doesnot take intoconsideration thesocio-economiccircumstancesof themembers, in relation to thewell-beingofthetheirfamilies.Themembersarenotinformedaheadoftimeabouttheirtransfers,inordertogivethemopportunitytoplanproperlyfortherelocationofthefamily,whichincludessecuringschoolsfortheirchildren.Membersmentioned that theyareoften transferredwithoutproperly arrangedand securedmilitaryaccommodation to the areawhere theywill be stationed, and are left to rent accommodation that putmoreeconomicstraininthemember’sbudget.Prospectsoftransfersarenotcommunicatedaheadoftime,andimpactsnegativelyonthepossibilityofgettingformalemploymentforspouseswhentransferred.TheCommissionwasinformed that somemembers could not handle the socio-economic strain of transfers, which often result inmembersexperiencing instabilitywithintheir families, anddivorce, notseeingthechildrengrowup, andevenresortingtosubstanceabuseasawayofdealingwithstress.

l. Structure.
