1.1 Purpose

Spotless has a duty of care under OH&S law to provide a safe workplace for all workers and others (contractors, visitors, volunteers, passers-by, customers and clients) affected by that business or undertaking to ensure their safety and wellbeing.

This handbook gives an overview of the Estate Maintenance and Operations Services (EMOS) contract and your specific responsibilities when working on Defence sites. The information contained within this handbook underpins your orientation and induction process’ and forms part of your mandatory Spotless Site Induction.

To meet our obligations in the areas stated in this document, this Handbook forms the basis of an ‘Induction Training Program’ for all Spotless workers, Miscellaneous Service Packages (MSP) workers, and contractors engaged in works under the Defence EMOS contract.

Completion of EMOS induction training is a condition of entry to defence sites, which includes an annual review of this Induction Handbook.

1.2 Communication

Information elaborating on this handbook will be communicated to Spotless workers and will be distributed by one or more of the following methods:

Pre-start meetings

Designated Work Group (DWG), and/or Safety Toolbox meetings

Information boards and other written communication channels, including SMS and email.

Refresher inductions shall be undertaken annually, as this handbook is a working document and subject to change.

Periodically, Spotless holds Designated Workgroup (DWG) meetings, and Toolbox training sessions are run as part of these meetings. Attendance at these meetings is mandatory for all workers, as all new Security, Safety, Environmental and pertinent EMOS contract information will be communicated.

1.3 Introduction to the Defence EMOS Contract

This handbook will give you an overview of the contract as well as specific Defence site rules and regulations which you must adhere to. It is intended to supplement your contract of employment and any collective agreement, your online Spotless induction, as well as other company related documents. It is imperative that you take the time to read it carefully in conjunction with the terms and conditions of your employment, which are specific to you.

EMOS Overview Defence is a large organisation; there are around 78,000 people in the Australian Defence Force (ADF) which consists of Royal Australian Navy, Australian Army and Royal Australian Air Force personnel including reservists. The Department of Defence occupies numerous sites and offices in the SNSW and QLD regions. It is within these areas that the Department of Defence carries out a diverse range of activities from student accommodation, laboratories, intelligence, administrative works and Military training. As the lead EMOS contractor for SNSW and QLD regions, Spotless has been engaged to deliver the following services to the Department of Defence:

Management, Integration and Coordination (MIC)

Base Services Support Centre

Estate Upkeep

Estate Appraisal

Range and Training Area Management

Cleaning, Housekeeping and Accommodation

Land Management

Transport and Airfield Support

Sports and Recreation

Pest and Vermin

Laundry and Dry Cleaning

Reprographics

The service outcomes for the EMOS contract are to:

Deliver the EMOS Bundle Service Packages

Establish and maintain effective working relationships with all stakeholders, including Miscellaneous Services Contractors and other Defence contractors(Communicate with all Defence and Contracted stakeholders)

Collaborate with Miscellaneous Services Contractors and other Defence contractors to ensure integrated management and delivery of Base Services

Improve service delivery efficiency and effectiveness and the overall value proposition to Defence through continuous improvement and innovation.

The EMOS contract covers various areas throughout the SNSW and QLD regions. A summary of these areas can be found in Attachment J - Defence Locations by Region.

As the lead Contractor, Spotless shall deliver the EMOS contract and coordinate and integrate the entire suite of Base Services, including the Miscellaneous Service Packages (MSP): These MSPs include;

Hospitality and Catering

Fire Fighting and Aircraft Refuelling Services

National Program Management

Project Delivery

Stores Management, including Petrol, Oils and Lubricants

Waste Management.

1.4 Induction Process

Induction Requirements The cornerstone of our induction process is ‘no site induction, no start’. The induction process varies dependant on your level of engagement with Spotless and the specific sites that will be accessed. There may be further inductions for specific areas, tasks, service provisions or required directly by Defence. The general induction requirements and frequencies are outlined below and summarised in Table 1.

1. Spotless Workers

All Spotless workers must begin the Spotless Workplace Welcome Checklist on their first day on site. The components that must be completed on day 1 of employment with Spotless are: First Impressions, safety@spotless, and EMOS Induction. This EMOS Handbook forms part of the EMOS Induction, which is intended to introduce you to specific information about the Defence EMOS contract for your region of work and the requirements for delivery of services on those defence sites. Further to this Spotless workers are required to understand Defence site specific inductions, where necessary attending onsite at those bases requiring it. Where a site specific induction is not available, please seek advice from your Spotless representative before working at that site. There are further Spotless mandatory training units on Spotless Learning Spot that must be completed as soon as reasonably practicable thereafter to mitigate risks. Spotless Contractor & Third Party Contractors (Contractors) The induction of all contractors consists of three parts: Spotless Online Contractor induction, Electrical Safety Induction (if necessary) and the EMOS Induction.

1.5 Training and Competency

Requirement Spotless has a duty of care to provide a safe workplace for all employees and others (contractors, visitors, volunteers, passers-by, customers and clients) affected by that business or undertaking to ensure their safety and wellbeing. This includes ensuring the availability of appropriate information and skills to perform their job efficiently and safely that may be required to supplement any pre-requisite role specific qualifications. To meet this need, employees and subcontractors will be required to ensure they successfully complete and maintain all training and refresher courses as appropriate to their role within Spotless.

Spotless may prevent allocation of work to employees and Subcontractors who do not hold the appropriate credentials to perform the work.

1.6 General Conduct on Defence Sites

Work within Occupied Premises

As the work will be carried out within outside occupied premises, the Contractor shall ensure that the work is carried out with a minimum of inconvenience to the occupants of the premises. All installed Defence assets such as equipment and furnishings are to be protected against damage by dust, dirt, shock or other cause.

The Contractor shall not carry out work at any time in the building, without the full knowledge and approval of the relevant Spotless Representative. The Contractor shall liaise with the relevant Spotless Representative and obtain permission to proceed before any existing plant is shutdown.

Identification

All workers and contractor workers under the EMOS contract shall clearly display their Defence Security Pass at all times while on any Defence controlled site.

Authority to Give Instructions The contractor shall not accept instructions relative to their contracted works other than those issued by the relevant Spotless Representative and under no circumstance by the users of the building.

Security and Safety instructions – All workers and contractors engaged by Spotless will obey any lawful instruction issued by a Base Security, Regimental or Military Police Officer. This may include, for example, building evacuations, ceasing work immediately in a dangerous environment or moving a vehicle.

Vehicle Use & Parking

Marching troops have right of way at all times.

The speed limit varies on all sites. Generally the speed limit is 40km/hr, however be aware the speed limit drops further in some areas. Follow signposting for the work area.

Where a Shared Zone exists, pedestrians and cyclists always have right of way.

Parking or driving across footpaths and grassed or landscaped areas is prohibited. If these areas need to be accessed then arrangements should be made through the relevant Spotless Representative.

All repairs to damaged landscape will be charged to the Contractor. In some cases unauthorised parking or driving may be deemed a security breach with serious consequence.

Fire Alarms

Many areas of Defence Sites are covered by automatic detection and alarm systems linked to the fire brigade. If works could involve the generation of dust, moisture, aerosol sprays, fumes or mechanical damage to detection equipment, you shall ensure that fire alarms are temporarily isolated through the relevant Spotless Representative.

Barricades & Fencing

To ensure the safety of all persons on the work site, or passing by, contractors and staff must erect any necessary barricades and fencing appropriate to the work they are doing.

To prevent unauthorised access, particular care must be taken to check and secure the barricades and fences, so that the area is secure when not manned by responsible personnel.

Interruption of Services

Where work involves a requirement to isolate energy services (electricity, gas, telephone, communication or water supply) to all or part of a building, appropriate notice of at least five working days must be given to the Spotless Representative. The Spotless Representative will then organise the shut down and inform the appropriate Defence staff.

Work to electrical, fire and mechanical services must be programmed and carried out so that normal operation of Defence services are not affected or interrupted.

Should services be shutdown accidentally the Spotless Representative should immediately be advised or, if unavailable, the Base Services Support Centre Help Desk.

Smoke Free Workplace

Defence non-smoking policy prohibits smoking inside Defence buildings and vehicles or within 15 metres of an entrance or air intake. Smoking is only permitted during break periods designated by your line manager.

Dress Standard

Workers and contractors shall be of a neat and tidy appearance at all times. Correct uniform as required by the Spotless specific work area must be worn at all times.

Contractors not observing the dress and footwear standards appropriate to works being undertaken will be asked to leave the site of works. Contractors are obliged to provide, and correctly use, their own appropriate safety equipment.

Fit For Work Workers and contractors shall be fit-for-work in terms of physical/mental fitness, and not under the influence of drugs and alcohol or fatigue. Spotless reserve the right to stop workers or contractors if an unacceptable fit-for-work risk is perceived.

1.7 Behaviour

Spotless is committed to fostering a workplace environment where workers treat others with courtesy, dignity and respect, where unacceptable behaviour by individuals or groups towards others is not tolerated. In addition;

• You must not provide public comment, or official information or images unless you have been authorised to do so. Wherever approached to air opinion do not get drawn into conversation, use the standard response “No comment”

• You must not post material that is offensive toward any group or person based upon any personal traits, attributes, beliefs or practices that exploit, objectify or are derogatory of gender, ethnicity or religion.

• Web security & Social Media: Nothing is private on the internet, be aware of what you post, it could release Defence information and you could be criminally prosecuted.

Harassment & Inappropriate Language

Offensive language (e.g. swearing), offensive behaviour and harassment are not accepted under any circumstances at Defence Sites.

Behaviour such as whistling and unsolicited remarks of a sexual nature is specifically prohibited. For further information on our Professional Behaviours Policy please contact your Spotless Representative.

Fraud & Ethics

Fraud and corruption is unacceptable behaviour and in the workplace must be addressed. It is unethical.

If you suspect fraud or corruption in your workplace you should report it through your Spotless representative, where this may be inappropriate or difficult (due to the involvement of management) a whistle-blower hotline is available.

Drugs & Alcohol The Spotless Drug and Alcohol Policy states both Spotless and workers have “Duty of Care” responsibilities in relation to the use of alcohol and drugs.

Duty of the Employer

Under both OH&S legislation and Common Law, Spotless is obliged to provide a safe work place so that workers are not subject to unnecessary hazards, which includes ensuring workers are in a fit state to work safely.

Duty of the Worker

Workers and contractors have a duty to attend the workplace free from any impairment caused by the use of alcohol and drugs so as not to expose themselves, fellow workers or other people at the workplace to unnecessary risks.

As a result of the duty of care, Spotless is required to conduct random drug and alcohol testing under this Contract. Workers must not be under the influence of drugs or alcohol when working for Spotless on Defence sites.

Loud Radios

Some sites contain residential areas and educational facilities, so noise must be kept to a minimum near buildings. Radios and other loud outdoor music are not permitted.

Dogs & Pets

Dogs & pets are not to be brought onto Defence sites. Dogs accompanying people with disabilities are the only exception.

1.8 EMOS contract delivery

Contractor General Response Times

Response Time is the period of time between notification of a defect, breakdown or fault to the Base Services Support Centre and the time the Contractor is required to attend and rectify the problem. The Contractor is to ensure that work is actioned in accordance with the following defined Response Times:

a. Emergency requirement: Initial response – attend within 30 minutes and make safe or secure. In some cases the distances between the Contractor and the problem may be greater than 30 minutes so a best effort approach will be required. Completion of work or notice of alternative proposal within 24 hours. An example of an Emergency requirement is a fallen electrical power line.

b. Immediate requirement: Initial response – attend within two hours and make safe or secure. Completion of work or notice of alternative proposal within 24 hours. An example of an immediate requirement is where there is a security or high risk safety hazard created as a result of the defect, breakdown or fault.

c. Urgent requirement: Initial response – attend within one day and make safe or secure. Completion of work or notice of alternative proposal within two days. An example of an Urgent requirement is a broken window, blocked plumbing, or where there is an impact on business continuity.

d. Routine requirement: Completion of work or notice of alternative proposal within 28 days of request. An example of a Routine requirement is carpentry repairs, light globe replacement not causing a direct impact on business continuity.

e. Specified requirement: Completion of work or notice of alternative proposal within a specified period, as approved by the Defence Contract Authority. An example of a Specified requirement is Minor Workplace Adjustments, bundled works, specific access required works.

1.9 Spotless ‘MyWork’ Application & Web Portal (for Spotless sub-contractors)

The Spotless MyWork Portal is a web application available to Spotless’ customers, sub-contractors and workers. It provides a consistent view of information across the MyWork mobile application, with data sourced from the live Spotless Work Management System (WMS), feedback from field workers and updates and work assignment from work supervisors. The portal provides information to users based on their role so that only relevant data is displayed to each user. User guides are available and specifically address all functions of the MyWork web portal.

The MyWork Portal provides the following features to contractors:

Live and Historical Service Order Details that the contractor is engaged on

2. Security

2.1 Security Requirements Defence sites and premises require high level security access and in some cases workers and contractors may need to be escorted. Please check with a Spotless Representative/manager prior to commencing works, on any security requirements and attend any required security briefing.

Safe Base (Security)

Please be aware that there are security levels displayed at Defence sites. These levels (Alpha, Bravo, Charlie, Delta and Echo) refer to the security level on that site, and further information on how those levels impact on worker activities will be provided at those individual sites.

Security Passes All employees and contractors working on behalf of Spotless in Defence premises must hold the required

security clearance suitable to the work being undertaken. If the work they are performing is a one off then being escorted by someone with a Defence pass that has escort authority is sufficient.

The identification, i.e. Defence pass supplied by the Defence Pass Office, must be worn at all times on the site. The Pass must be worn in a prominent position above the waist and in front of their body. Contractors shall show Company logo on uniforms worn on site. It may be necessary for Contractors to be escorted through secure areas.

It is the responsibility of the worker or contractor to renew their pass prior to its expiry date. The Security Officer (SO) or Assistant Security Officer (A/SO) at Spotless has renewal forms which need to be completed and returned prior to expiry. Failure to renew a Defence pass in a timely manner may result in being without a pass until the next processing date.

Note also that Defence passes will automatically be deactivated if they are not used at least once within a 120 day period. If a card becomes deactivated workers need to advise the Spotless SO or A/SO so that the pass can be reactivated.

If you need to access a base and your defence pass has been forgotten, you will need to attend at the Guard House or Pass Office so that a PI (Positive Identification) pass can be issued. PI passes are one (1) day passes and MUST be handed back upon leaving the building/base. ID such as a drivers licence will need to be shown at the time of the request as well as verification from a manager/supervisor that you need to work in that area.

If a pass is stolen or lost the Spotless SO or A/SO must be notified as soon as possible so that an XP188 Incident Report form can be completed and sent to Defence for processing. Workers will not be granted another pass until this process has been followed.

What to do if you leave your employment

Anyone leaving the employ of a contractor or subcontractor that holds a Defence pass must return their pass back to the Pass Office (as per the Conditions of Use of a Defence Common Access Pass and Entry to Defence Buildings that you signed when collecting a Defence Pass).

The Spotless SO or A/SO must be notified so that the Defence pass can be cancelled.

An SVA015 Cessation of Existing Security Clearance and Cancellation of Security Clearance Assessment Request Form must be completed by the worker and then returned to the Spotless SO or A/SO.

Security Briefings

The moment that a clearance is obtained from the Australian Government Security Vetting Agency (“AGSVA”) workers are expected to adhere to the following:

The clearance level and corresponding Defence pass allows entry onto Defence sites and into certain buildings to conduct business related activities. If workers find themselves in a situation whereby they may come into contact with information higher in classification than their clearance level they MUST inform that person immediately of their clearance level.

If accessing electronic information that is classified (DRN), that information can only be actioned on a classified system and not transferred or copied on an unclassified system (including photocopiers).

Need to know basis – just because a clearance is held with AGSVA doesn’t mean you have access to all or any official information. When performing duties workers are expected to limit questions or requests for information to that which there is a genuine need to know. That also applies to anyone the worker passes classified information; i.e. workers need to ensure they hold the appropriate level of Defence clearance and that they have a legitimate need to know that information.

If a worker is contacted by anyone who shows an abnormal curiosity in relation to what they do for work, and who they work for, that worker must report to this information to the Spotless SO or A/SO.

Workers who hold a clearance of baseline or above are required to advise the Spotless SO or A/SO of their intention to travel overseas at least 4 weeks prior to travel. The Spotless SO or A/SO will then conduct a briefing before they depart and a debriefing on their return.

Travelling overseas may present risks to your personal safety or national security if you are targeted for espionage purposes. It is important to meet with the Spotless Security Officer 4 weeks before travel so they can advise you how to protect yourself from this. The Smart traveller website is also a good place to check for up to the minute travel advice. It is important you meet up with the Spotless security Officer again on return to report how your visit went and any suspicious contact made.

Life events can affect workers security status so it is important that they inform the Spotless SO or A/SO if they experience any changes in personal circumstances including:

(i) Change of name, marital status, change of address, significant change in financial circumstances.

Read the Security Standing Orders (SSO) annually (Spotless employees only).

Social Media and Mobile Phone usage If workers access a social media site like Facebook or LinkedIn they must ensure that they keep their profile

generic in terms of where they work and for whom.

Mobile phones, especially smart phones are mobile computers. Workers should protect and secure their phone just as they would their computer or tablet. For further information see www.staysmartonline.gov.au.

Never take photos on any Defence Bases without the approval of the Security Officer or the appropriate BSM.

Computer Usage Using a computer connected to Company information can present a risk to security therefore it is important to • Always lock your screen every time you leave your workstation, no matter how long it might be – this

includes tablets and other work mobile devices • You must not provide public comment, or official information or images via the computer unless you have

been authorised to do so. • You must not post material that is offensive toward any group or person based upon any personal traits,

attributes, beliefs or practices that exploit, objectify or are derogatory of gender, ethnicity or religion. • You must not post information relating to Defence or its activities. • Ensure your password contains upper case, lowercase and non-alphabetic characters. Never disclose your

password to anyone.

Site Security

Security patrols Defence sites 7 days a week, 24 hours a day, year round.

When entering Defence sites, workers may be required to undergo a consensual search and seizure process conducted by the AFP or Defence. If the worker does not consent to a search, they may be denied access to site.

The Duty Rooms should be contacted for any security problems, e.g. fire, damage or theft.

No toolboxes, items or equipment are to be left unattended on Commonwealth sites; as such items may be perceived as a suspicious item and raise security concerns.

Never give the security keys to your work colleague to return for you.

If workers identify an item near, at or within a Commonwealth site that has raised suspicion as to its origin and/or contents, they should take the following action:

Remain as calm as possible;

DO NOT REMOVE OR TAMPER WITH THE ITEM IN ANY WAY;

Without drawing attention to the item, either contact site security directly and/or contact their Spotless Representative for instruction.

Security Incidents You MUST report to your Spotless Representative if you witness any actual or suspected

• Sabotage or espionage • Loss or compromise of Defence material, information or equipment • Fraud • Criminal Activity • Actual or attempted break-ins • Damage • Trespass • Actual or attempted theft • Suspicious contact – if you see an imminent Security threat to personal safety, protect yourself from that

3. Safety

Spotless aims to achieve zero harm in the workplace. Spotless’ primary responsibility is to minimise the risk of harm or injury to any person while conducting its business. This is achieved by making risk-based safety management a priority, which drives desired behaviours outcomes. Spotless underpins its commitment to safety with Five Core Safety Beliefs:

• All injuries can be prevented

• Everyone is responsible for injury prevention

• Working safely is a condition of employment

• No site induction, no start

• If it isn’t safe, don’t do it

This responsibility is based on National Legislation and Spotless Policies. Details of this legislation and policies can be found in Attachment A – Relevant Legislation and Spotless Policies.

Responsibilities of Workers and subcontractors All workers, contractors and sub-contractors have a responsibility to

Take reasonable care for their own safety and for anyone else affected by their acts or omissions.

Comply with all reasonable instructions, policies and procedures, including emergency procedures.

Use appropriate personal protective required for the task

Use operational equipment in accordance with Safe Work Procedures

Attend relevant training, and toolbox meetings;

Report any Hazard, Risk, Incident or Near Miss to their Spotless representative as soon as possible

Spotless representatives such as supervisors, safety team members, service delivery managers have an important role to play. Each service line will have a regular designated work group meeting. The purpose of this is to provide a forum for the work group to be communicated and consulted on safety and operational information. Workplace inspections are carried out monthly as are safety interactions (also known as observations) which help check for blind spots and draw attention to any corrections or positive task acknowledgments. Contractors should also expect to participate in these safety interactions to share potential continual improvement opportunities in safety culture performance.

3.1 Incident & Hazard Reporting Spotless and the Department of Defence take the safety of workers and the environment seriously, and as such there are consequences for instances of negligence.

Any incident, near miss or identified hazard must be reported to your Spotless Representative immediately.

They will record the incident in IRIM either directly via Knowledge Spot OR by calling the toll free number 1300-304-931; an operator will prompt for the required information (location, injury details, incident date, your manager’s name, etc.)

Spotless workers can record hazards via the Orange Hazard Book or by calling the BSSC on 1300 304 931 (available 24 hours 7 days a week).

Definitions:

Definition of a hazard: A hazard is anything that could cause injury to a person or damage to property.

Definition of risk: Risk can be defined as the possibility of something happening that impacts on objectives. Risk is measured by determining the likelihood of something happening and then the consequences if the event does happen.

Definition of an incident: Any event that results in an injury, illness or damage; even if it is a minor injury, illness or minor damage.

Definition of a near miss: An event that did not result in any injury, illness or disease; but had the potential to do so.

3.2 First Aid

Spotless First Aid Officers are identified at entry points to Spotless Offices and on noticeboards.

Contractors are responsible for the first aid needs of their staff when on site.

Should emergency treatment be needed, an ambulance should be called for the patient to be taken to the emergency section of the nearest Hospital.

Any incident requiring first aid must be reported to the Spotless Representative.

3.3 Electrical

Any worker or contractor engaged to carry out electrical work for Spotless or on a Spotless controlled site must complete the Electrical Safety Management Plan (ESMP) induction. No ESMP induction - No start.

Only appropriately qualified and inducted workers are to engage in electrical works. If there is an electrical hazard recognised, the worker or contractor should cease works and immediately contact their Spotless Supervisor.

3.4 Spotless Sub-Contractors Working on Site

Further to the requirements set out within this handbook, contractors and third party contractors are required to provide specific WHS information in relation to their delivery of service. (i.e., SWMS, JSA’s Risk Assessments, High Risk Work Permits etc.)

Site Attendance After arriving on site, contractors must:

• Sign in at the Spotless Office (Where applicable) • Complete a Risk Assessment for all jobs (RA/ JSA/ SWP) • Obtain a Permit for High Risk work (where required) • Complete the Job safely • Sign out Location specific inductions may be required. In all cases report to the building point of contact, sign

in and complete induction (where required).

Work Method Statements For all contracted works, Spotless’ minimum requirement is that a Risk Assessment/Job Safety Analysis is performed and documented. Any works that is deemed as ‘High Risk’ will require a Safe Work Method Statement to be submitted to Spotless for authorisation prior to the works being carried out. Some High risk tasks may require

If a work area has signage and requirements listed all workers are obliged to comply. If a risk assessment raises questions around a workspace, this must be escalated to a Spotless Representative.

3.6 Hazardous Areas

There are numerous potentially hazardous areas located on Defence sites. Specific hazardous areas which may require an induction are attached in Attachment D – Hazardous Areas.

Hazardous also link to restricted areas. Restricted areas workers may be exposed to on Defence sites are listed in Attachment F - Restricted Areas.

Air Operations Work alongside airfields is restricted and site specific protocols exist.

Generally, no works on the airfield is permitted until a series of requirements are met, which may include:

• Depending on duties being carried out, attend either the Airside Awareness or Airside Access training (Defence run courses).

• EOD (Explosive Ordnance Depot) storage and Laser testing are also covered under these courses.

• Portable hand held UHF radio set to Defence frequencies.

• Vehicle’s to be fitted with amber flashing light.

• Safety vests and hearing protection must be worn at all times when working on the airfield, as well as

receiving clearance from Air Traffic Control. This also applies to persons under escort.

• Foreign Object Debris (FOD) is any foreign matter that can be transported to the Airfield. All vehicles must be physically inspected for FOD prior to entering any designated airside area and loose items secured.

Refer to local instructions for relevant sites.

Defence Fuel Installations (DFI) Work within DFIs is restricted and site specific protocols exist.

Generally, no works in DFIs is permitted until a series of requirements are met, which may include:

• Mobile phones must be switched off and left in the office when you sign the visitor’s log.

• Follow all instructions from your Spotless representative, which may require a permit for works process be followed

• All cigarette lighters or matches must be left in the vehicle glove box or placed in the office collection tray.

• If an emergency arises at the Fuel Farm, move to the Emergency Form Up Point and await further instructions

• Do not touch any pipe work or valves.

• Ask the Fuel Farm staff for assistance or any questions.

High Voltage Substations

No substations should be accessed without approval of High Voltage/Low Voltage (HV/LV) Operating authority. Consult with your Spotless Representative prior to any access.

Live Firing Ranges

Some areas within Live Firing Ranges contain unexploded ordinance (UXOs) and should not be accessed until having received an induction by the Range Controller.

Plant Rooms

Only persons authorised by Spotless or the Department of Defence (or visitors in the company of an authorised person) may enter a plant room. Persons entering a plant room must follow this protocol.

Plant rooms across the site are generally deemed to be normal places of work, but note that some areas within some plant rooms have been designated as confined spaces. Further information on relevant areas may be located within the attachments, and further training is to be provided on an as needs basis.

Given this, a generic risk assessment has been carried out to ensure a safe work environment and provide safe access. If there is any doubt regarding personal safety, upon entry to or when working within a plant room then the plant room should be vacated, locked and a hazard notice fixed to the door. Contractors should then seek assistance from their nominated Spotless Representative.

Plant rooms have been categorised as a Medium Risk

Plant Room Risk Control Procedures (i) Appropriate personal protective equipment must be worn at all times. (ii) Where fitted, warning lights relating to the natural gas detection systems should be checked

before entering the plant room. When an alarm is raised then the plant room emergency procedure should be initiated.

(iii) Where no warning alarms are fitted and the plant room has equipment connected to natural gas, on the detection of a gas smell personnel should immediately evacuate the plant room and initiate the plant room emergency procedure.

(iv) When working in a plant room containing air conditioning chiller equipment and refrigerant is dispersed into the plant room, you should evacuate the plant room immediately and initiate the plant room emergency procedure.

(v) All belt guards and rotating equipment covers are to be kept in good repair and replaced after removal.

(vi) Prior to carrying out HOT WORKS, a risk assessment must be carried out and an authorised permit issued to personnel carrying out the hot work. Hot work signage must be displayed on the site.

(vii) Any lighting not working should be reported to the Maintenance Help Desk for repair.

Plant Room Emergency Procedures

Should an emergency occur, upon evacuating the plant room, contact the BSSC Help Desk. Advise the staff of the nature of the incident and what assistance is required. The nominated Spotless Representative is also to be advised of the incident.

The person contacted will then contact the applicable people who will take the appropriate course of action.

If in the event that there is a leak on the gas system, then the situation should be treated as a major gas leak and follow the emergency procedures.

3.7 High Risk Permits

Spotless has a Duty of Care to ensure there is a formal written system used to control certain types of potentially hazardous work at a contract/site/project level and establish a means of effective communication between all affected parties.

To ensure that OH&S risks associated with Spotless operations are appropriately controlled when undertaking potentially hazardous work, any Contractor conducting services to Spotless must approach their Spotless Representative and comply with the permit process.

Working at Heights permit

A ‘Working at Heights’ permit must be obtained from a Spotless Representative prior to engaging in any works at heights, on roofs or structures where free fall can occur.

All access to roof areas have dedicated procedures that are available from a Spotless representative or manager. Contractors should not access any roof area without approval of Spotless.

Confined Space Entry Permit to Work

Entry to Confined Space is restricted to suitably qualified and competent personnel after the completion of a Confined Space Entry Risk Assessment (including an emergency / rescue plan) and Entry Permit requirements.

Confined Space Entry warning signage to be erected prior to commencement and during work task.

Evidence of Confined Space Entry qualification must be presented to the Spotless Representative/manager prior to commencing work.

Digging Permit to Work

Under no circumstances shall any trenching, excavation, digging and/or installation of star pickets and/or pegs be undertaken without the approval of the Spotless representative and the completion of a digging permit.

Defence Sites have numerous underground services. This means that there is a high risk associated with any type of digging or ground breaking activity. The Contractor will bear all costs of any damage caused through not gaining appropriate approval.

Any variation outside of the original proposal, the Contractor is to reassess and seek approval from the Spotless Representative.

There is a detailed procedure that must be followed for excavation on any site. Before proceeding with any ground breaking, no matter what the size, contact the Spotless Representative to obtain the appropriate permit for completion.

Hot Works Cutting & Welding Permit

Authorisation in the form of a Hot Works Permit must be obtained from the Spotless representative prior to commencing any hot work such as welding, brazing or removal of paint by heat gun or burner. Hot work signage must be displayed and appropriate fire prevention controls are to be at work site i.e. fire extinguisher or bucket of sand.

Where possible, the local fire warden must be alerted before work commences. Generally, all fire wardens are noted on the emergency control boards in each building.

Where the job is to be performed at ground level, welding screens must be used to prevent sparks from flying into adjacent areas and to screen nearby workers from welding flash. No welding or hot work shall be carried out within 10 metres of combustible materials. All flammable materials are to be removed from the immediate area.

All electric welding cables/gas hoses must be inspected weekly and maintained in good condition. There must be no bare wires/connections or loose connections. In the case of electric welding connections shall be solidly made so that no sparking or hot spots will occur.

Permit to Work On or Near Live Equipment Refer to the Electrical Safety Management Plan (ESMP) Induction training

Asbestos Permit

All workers conducting activities that may involve Asbestos containing Material (ACM) must ensure that their works

do not put themselves or others at risk by ensuring compliance with the Defence Asbestos Management Plan.

ACM’s have been identified as a key risk in the delivery of services under this contract. Signage is present where

known asbestos exists either at the entry point to the facility or at the location of the ACM. When work needs to be

undertaken where ACM is present, consult your Spotless representative for further direction as required.

The Defence Asbestos Register is located on the Defence Restricted Network (DRN). Defence maintain an Asbestos

register covering all Defence facilities. This register is controlled by Defence personnel with Spotless personnel

having access through the Defence Restricted Network. Further details and exact locations of ACM can be provided

through the Asbestos Register upon request to your Spotless representative.

The removal of ACM shall only be carried out by appropriately licensed ACM specialist in accordance with the

Defence ACM removal plan.

In the ACT workers who reasonably believe will work with asbestos or asbestos containing materials must be trained

in the VET course Asbestos Awareness Course (10314 NAT).

All incidents involving exposure or potential exposure will need to be notified to your Spotless

Representative immediately.

3.8 Equipment, Plant & Tools

Ladders

No domestic type ladders are to be used on Defence Sites. Industrial ladders must comply with AS1892 and must be regularly inspected and maintained.

Lasers

Only persons who have completed a recognised course may use lasers. Generally, laser equipment used under this contract would include:

Surveying and alignment equipment

Some communications work.

Lasers must be used with the following precautions:

Up to Class 3A only to be used on construction site. Lasers and laser products used in construction work must be in accordance with AS 2397.

Positioned so as not to be at eye height of workers in the area.

Warning signs to be erected.

Explosive Power Tools

All explosive charges for explosive powered tools must be kept in an approved locked box. All operators of explosive powered tools must be qualified as required by statutory authorities. A warning sign must be displayed at each place the tool is being used.

Mobile Mechanical Plant

All mobile plant introduced to site must be accompanied by documented evidence of service records and maintenance history. If there is a possibility of collision with pedestrian or other vehicular traffic then mobile plant to be fitted with appropriate warning device.

All mobile equipment such as front-end loaders, dozers, backhoes and forklifts, must have the keys removed, blades and buckets lowered onto the ground and must be chocked or blocked when not in use.

All mobile plant is to receive a documented pre-start check to ensure the equipment is operating within manufacturer’s specifications.

All trucks/panel vans leaving the site with material or loose debris shall be loaded in a manner that will prevent dropping of materials on road ways and shall have suitable tarpaulins fastened over the load before leaving the site. Vehicles bringing materials to the site shall be similarly loaded and covered.

The Contractor shall ensure that the wheels, track and body surfaces of all vehicles and plant leaving the site are free of mud/dirt and that mud/dirt is not carried on to adjacent paved roadways or other areas.

Adjoining property owners, residents and the public are to be protected against dust, dirt and water nuisance. Dust screens and watering shall be used to reduce dust nuisance. Non potable water shall be used for dust suppression where possible.

Compressed Air Equipment

All pneumatic tools used in the performance of this work shall be fitted with effective acoustic hoods as recommended by the tool manufacturer. Alternatively pneumatic tool sets specially designed for quiet operation may be used. Pneumatic tool sets shall be kept in first class condition at all times.

Care must always be used when working with compressed air. If compressed air enters the blood stream through a break in the skin it can be fatal. Suitable eye protection must be worn when using compressed air to guard against airborne substances; ear protection where excessive noise is likely to occur; respiratory protection where dust is present. Under no circumstances should a jet of air be directed towards the body.

Equipment Noise

Take all practicable precautions to minimise noise resulting from your activities.

All equipment used in the performance of the work shall be fitted with effective silencers of a type as recommended by the equipment manufacturer. All tools and silencers shall be kept in first class condition at all times. Operators of such equipment shall be closely supervised to ensure that the silencers are always in place while the tools are being used. Hours of work should be considered to reduce noisier activities during the quieter times of the day where possible, particularly when operating within or adjacent to residential, educational and office areas.

3.9 General

Salvaged Materials

Unless otherwise specified in the contract, all materials, plant, equipment, fixtures and other things salvaged from the site or from the works shall remain the property of the Department of Defence at all times.

3.10 Emergency Procedures

BERP – Building Emergency Response Plans are located in every building and provides Emergency Procedures for the following instances:

• Chemical Emergency

• Structural or Earthquake Damage

• Civil Unrest and Illegal Occupancy

• Armed Intrusion / Hold-Up

• Bomb Threat or Finding a Suspicious Item

• Fire

• Medical Emergency

A Base Wide Alert System via a PA System situated in each area. In cases of Emergencies this system will be activated by Base Emergency Personnel and is used to pass further instructions to all base personnel, contractors & visitors, during an emergency. Once an evacuation has been enacted, all occupants are required to proceed to the designated congregation area.

Follow the directions of local wardens or security officer in these circumstances. Locations of congregation areas are indicated on the emergency procedures posted in each building and within the BERP. Spotless Worker’s and contractors are required to make themselves familiar with these locations prior to the commencement of works.

Base Threat Emergency Procedure This outlines the procedure and requirements for a site wide lockdown in the event of a perceived risk or actual risk of threat to a Base, its workplace occupants, visitors or property.

Sirens/Base Wide Alert Systems and Security Warden radio network has been implemented on the base. Full procedure can be found in this document in Attachment E – Base Threat Emergency Procedure.

4. Environment

Spotless is committed to the sustainable management of environmental and heritage matters, and has developed an Environmental Management Plan to guide the provision of services in relation to these matters.

Where the word environment or environmental is used, it infers the inclusion of heritage (European & Indigenous) management and also sustainability.

Spotless considers environmental management and sustainability as everyone’s responsibility.

4.1 Sustainability Policy Both Spotless and Defence have an Environment/Sustainability Policy. Both policies require Spotless workers and contractors to act in a manner that is environmentally responsible and ecologically sustainable at all times.

Specifically related to the environment, Spotless is committed to the prevention of pollution; compliance with our environmental regulatory and other obligations; and continuous improvement in our environmental performance. These commitments are achieved through implementation of Spotless’ Environmental Management System (EMS) throughout our business.

Further details of the Spotless Sustainability Policy can be found in the Appendices, on noticeboards and also on the Spotless intranet.

4.2 Your Responsibilities – Due Diligence

Spotless workers, contractors and their representatives must comply with relevant Commonwealth, State and Territory Environmental legislation, regulations, strategies, and Defence environmental instructions, policies, strategies and guidelines.

The main piece of legislation relating to Spotless worker and contractor interaction with the environment is the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act 1999). The EPBC Act 1999 is the overarching Commonwealth Environment and Heritage Legislation on Commonwealth and Defence properties

Section 26 of the Act states that ‘a person must not take on Commonwealth land an action that has, will have or is likely to have a significant impact on the Environment’. For further details and to see a list of other relevant state and Commonwealth environmental legislation refer to Attachment K- Relevant Environmental Legislation.

4.3 Reporting Environmental Incident/Hazard

Immediately report any environmental incident or hazard to the relevant Spotless Representative or, if unavailable, the Spotless Help Desk. Examples of environmental incidents and hazards include, but are not limited to:

Fuel/Chemical spill or leak

Water leak

Fauna injury

Flora damage

Heritage disturbance

Sediment/Erosion

If in doubt report the incident to a Spotless Representative.

4.4 Defence Environmental Requirements (ECC’s, RSO’s)

Depending on the type of task workers or contractors are performing, there may be a requirement to complete an Environmental Clearance Certificate (ECC). An ECC is a Defence procedure to enable the assessment and subsequent management of environmental impacts caused by activities conducted on Defence land and/or by Defence personnel.

In summary an ECC is required when there is potential to:

impact heritage site/area

impact flora and/or fauna

impact bushfire prone areas

impact soil (ANY excavation or disturbance)

impact any water body, coastal area etc.

pollute (e.g. Using new or significant amounts of hazardous goods, disturbing contaminated sites) And/or

Create significant waste generation

Activities to be undertaken that are non-routine

Activities are to be undertaken off Defence land

Emergency works required urgently and after hours do not require an ECC, but we do need to notify the Defence Services Regional Environmental Officer (DS REO) in writing ASAP after undertaking emergency works.

In addition to ECC’s, there may be other documents such as Standard Operating Procedures (SOPs), Standing Instructions (SI) and Range Standing Orders (RSO) that must be adhered to.

If an Environmental Management Plan (EMP), Construction (Environmental) Management Plan (CEMP) or Heritage Management Plan (HMP) is relevant to a project then its requirements must also be adhered to.

If Spotless workers or contractors are unsure of the environmental requirements of the project, they must contact an appropriate Spotless Representative.

4.5 Green Procurement

When possible procure environmentally friendly services/products. Defence and Spotless both encourage green procurement. In practice this means:

Evaluating the equipment/services provided to Defence when work/services are requested.

Recommending and encouraging the use of environmentally friendly products/services and provide some basis as to why the product/service should be preferentially used i.e. uses less electricity (XX kW/hr), therefore saving $$$ over YY years.

Decisions regarding the procurement and use of environmentally friendly products/services are made by Spotless/Defence personnel based on:

1. The environmental benefit gained 2. Availability of the product/service 3. Functional needs 4. Value for money

4.6 Waste Management

Waste which is disposed or treated inappropriately has the potential to pollute the land and water. Spotless is required to manage waste by law. Spotless has committed to minimising waste and preventing pollution. The following figure outlines the hierarchy to follow when considering how to minimise waste production from most preferable to least preferable.

Contractors are expected to establish suitable waste management strategies to reduce the creation of waste/increase the recycling of waste materials, with the aim of reducing the amount that reaches disposal. Spotless and Defence strongly encourage contractors and workers to identify waste minimisation options at the start of each job. Remember; if in doubt please contact your spotless representative.

Keep in mind:

Workers and contractors are legally responsible to ensure waste is disposed of in the correct manner.

Skips are to be covered so that rubbish does not blow away and rainwater does not collect in the bin.

Do not dispose of waste on Defence property.

Do not use general rubbish bins for construction and demolition wastes.

The Waste Management Procedure (SOP) must be followed by all staff and contractors when disposing of

hazardous waste. The SOP defines how spotless will manage waste and provides a consistent and practical process for managing waste. The highlights of the SOP are but not limited to:

Identification of waste reduction opportunities at all stages

Licensing, waste tracking and documentation requirements

Disposal (including recyclable material and green waste) at appropriately licensed/approved facilities

Transport vehicles and storages must be covered or designed to prevent dispersal

Maintain good housekeeping standards around waste storage areas to prevent vermin infestation

Green waste must be recycled or re-used in a manner that does not allow for regrowth: o Tree trimmings mulched on site and reused o Vegetative waste mulched onsite in a manner that kills seeds i.e. at required temperature for an

appropriate time

Stockpiles of green waste are not to be established without approval from the relevant Spotless supervisor.

Any Spotless staff or subcontractors involved in the management of hazardous waste must be trained in identification, handling and emergency procedures.

The following special wastes that should be handled with extra care:

Asbestos: Contact the appropriate Spotless Representative if work activities require asbestos to be removed or asbestos is unexpectedly discovered.

Dangerous Goods/Chemicals – Always consult the product Safety Data Sheet for environmental information

or Spotless Representative if required

Construction & Demolition – contact a waste disposal/ recycling company in accordance with Spotless procedures

Electrical – a licensed contractor must remove electrical cables, fuses & electrical devices

Contaminated – pathological, biological, clinical wastes and sharps must be stored in specifically labelled bright yellow contaminated waste bins

Metals – never dump metal on defence property or surrounding property. Local metal recyclers should be engaged to pick up and recycle metals in accordance with Spotless procedures

Electrical & Transformer Oils - Must be stored in special containers by licenced waste disposal companies and a disposal docket provided to Spotless for collection. (in accordance with Spotless procedures).

Refer to Attachment G – Waste Management or the Waste Management Procedure (located on the Spotless intranet) for further specific recycling and waste disposal requirements.

4.7 Air Pollution

Particulate Matter/Dust

Particulate Matter and Dust can cause nuisance and health problems for workers and others on the site, as well as negatively affecting air quality. If a work site is generating dust:

Use dust suppression methods on site such as watering down exposed areas and covering materials and stockpiles generating dust. Where possible non potable water should be used for this purpose;

Place the sweepings in a bag or box before putting them into a skip to prevent dust becoming airborne when the bin is emptied;

Wear facemasks and respirators to protect the health of workers, as necessary.

Exhaust All fuel run plant must be maintained to ensure that exhaust emissions meet Environment ACT/NSW/VIC/QLD EPA clean air specifications. If you suspect that equipment is not operating efficiently then contact your supervisor for further advice.

The lighting of fires is prohibited on Defence Property.

Refrigerant Gases (CFC’s)

It is against the law to vent CFC’s (chlorofluorocarbons) or HCFC’s (hydro chlorofluorocarbon). Contractors could be fined for deliberately releasing CFC’s.

CFC’s and other refrigerant gases must be collected in specially sealed cylinders by a licensed disposal company, and disposal dockets provided to Spotless.

4.8 Hazardous Materials

All chemicals must be approved by Defence prior to use on site. Contractors must submit a Material Safety Data Sheet (MSDS) to the relevant Spotless Representative for any chemicals that are to be used during their works, including hazardous materials and maintain a copy on site at the point of use or with each employee using the hazardous materials.

All hazardous materials brought onto site must be clearly labelled. The handling and storage instructions that appear on labels must be followed.

Chemicals must be contained in reliable, tightly sealed containers. Containers must be stored indoors on an impervious floor/walls with enough bunding to hold any spill. Alternatively, dangerous goods cabinets may also be required for hazardous material storage.

Bunding capacity is generally defined as being 120% of the net capacity of the largest tank or 133% for flammable liquids. If the material to be bunded is contained in drums (or other small containers), the bunded area should be able to contain at least 25% of the total volume of the stored products. Further guidance on the storage of flammable liquids can be obtained from Australian Standard AS1940–2004 the storage and handling of flammable and combustible liquids, and the Dangerous Substances Act 1979.

If chemical storage is to be for a short period, you must contact your Spotless Representative to get approval for short term storage options.

A spill kit must be stored on site where chemicals hazardous materials are being used which contains clean-up equipment appropriate to the materials being used. Different spill kits are available for chemical and hydrocarbon spills and should be identified as such. If at any time a spill kit is used or it is noticed that a spill kit is lacking contents then this needs to be reported to your supervisor.

In the event of a spill the worker/contractor must ensure that clean up materials are appropriate for the applicable hazardous material/ and that at least one person on the site at any time is trained in spill clean-up procedure (shown below). The MSDS for the hazardous material will also provide guidance on spill clean-up and should be consulted before any clean-up is undertaken.

Workers/contractors shall remove from site, and dispose of all hazardous materials and substances associated with their activities appropriately and if it is safe to do so. Any spillage of hazardous or dangerous material must be contained and collected immediately for disposal at an approved trade waste site, and any soil contaminated by the spill must be treated to meet Environment ACT/NSW/VIC/QLD EPA specifications or removed to an approved trade waste site within one day of the spill, and receipts for its disposal must be presented to the Spotless Representative.

4.9 Heritage

There are a number of heritage listed sites and buildings across Defence sites. If a property is heritage listed a warning will appear on the work request – “HLY Heritage Listed – Yes”. An ECC must be completed and approved by Defence prior to undertaking any works on any heritage building/site if SOP 1.6, Interaction with Heritage – European Heritage Item cannot be complied with. A Defence approved Heritage management plan document should be available for the property which provide information about ongoing routine or regular maintenance works.

Heritage can include European and Indigenous Heritage. Indigenous Heritage values can be defined as the heritage value of the place that is of significance to the Indigenous Persons in accordance with their practices, observances, customs, traditions, beliefs or history. An indigenous site is an area containing physical evidence of Aboriginal activity i.e. flaked stone artefacts, rock engravings or paintings, grinding grooves, earth mounds, burials, shell middens, quarries, stone structures or carved trees. Indigenous places have no physical evidence but are associated with landscapes, stories etc. Defence and Spotless have an obligation under the Environmental Protection and Biodiversity Conservation Act 1999 to protect these places. There are currently no identified Indigenous Heritage Sites or Management Plans for the SNSW area, however if workers or contractors believe they may have discovered an Indigenous Artefact or Place in the process of undertaking work, they must stop work and immediately advise the appropriate Spotless Representative or failing this the Help Desk.

4.10 Flora and Fauna

All native flora and fauna is valued as they contribute to the unique characteristic of Defence estate sites. Spotless Workers and contractors are required to respect the site ecology when on Defence Property.

Please keep in mind:

Fauna has right of way – be aware of kangaroos and reptiles that inhabit several bases

Vehicles should not drive through any areas where known threatened species exist without prior permission.

Only pesticides and herbicides approved by the Spotless Representative, for which MSDSs have been provided, shall be used.

Some Defence sites have large numbers of indigenous species who frequent the sites i.e. Kangaroos. Should workers or contractors identify injured wildlife they should contact the call centre to ensure treatment can be sought ASAP. For more information on Flora and Fauna management refer to Attachment I – Flora & Fauna Management

4.11 Pest Species

Pest plant and animals have a detrimental impact on the landscape and ecology of the region. Defence estates have a broad range of pest plant and animal species that are required to be managed in order to minimise infestations; some of the key management actions include:

Observe vehicle wash-down procedures to reduce risk of spreading seeds

Vehicles should not approach work sites through viable noxious weed infestations • Report to Environmental Advisor any observations of pest plant or animal infestations on the estate.

Report any sightings of pest species to the appropriate Spotless Representative.

Refer to your environmental adviser for further information on vermin and weeds within your work area.

4.12 Energy Efficiency

Defence and Spotless are both committed to saving energy.

Please observe basic energy efficiency measures during works such as:

Turning off lights and air conditioners/heaters when leaving a room if it is no longer occupied

Shutting down computers at the end of each working day

Printing double sided whenever possible

Considering the environment in purchasing decisions e.g. photocopiers and printers with duplex capability. Relevant Energy Efficiency Policies:

Attachment E - Base Threat Emergency Procedure

The following procedure outlines the requirements for a site wide lockdown in the event of a perceived risk or actual risk of threat to a Base, its workplace occupants, visitors or property.

Sirens/Base Wide Alert Systems and Security Warden radio network has been implemented on the base.

A LOCKDOWN may take place where there is a perceived risk or actual risk of threat to a Base, its workplace occupants, visitors or property. LOCKDOWN may be ‘Full’ or ‘Partial’.

A Full LOCKDOWN means that people must stay where they are and may not exit or enter. A full lockdown involves securing all access points to the unit/local area and associated buildings and personnel, barricading all building entry points and sub-areas and maintaining relative silence (except for emergency directions issued quietly).

A Partial LOCKDOWN involves the securing of all unit/local area perimeter gates, where they exist, and external building windows and doors. A partial lockdown may be declared in preparation for a full Lockdown, or as an appropriate response to the level of emergency expected.

LOCKDOWN procedure:

LOCKDOWN: Immediately stop work and follow the CLOSE procedure:

C lose all access gates, windows and doors (including fire doors)

L ock up

O ut of sight and minimise movement. Stay low, keep to internal walls, away from windows

S tay silent and avoid drawing any attention

E ndure. Be aware that you may be in LOCKDOWN for some time

Workplace Occupants in Open: • Take refuge in nearest building • Report presence to building Chief Warden • If unsafe to move to building: • Remain calm • Seek shelter and protection in current location • Minimise movement where possible

STAND DOWN: Emergency is over – return to workplace and/or resume work.

ALWAYS Follow the directions of Emergency Control Personnel

For workers and contractors that are either working outside or within the Base grounds (not within a building) at the time of an initiated lockdown should leave base if it is safe to do so.

Safety: Speed of response is essential to preserving the safety of personnel at immediate risk. An effective response relies upon efficient lines of reporting and implementation. Personnel must stay within the building and unless in immediate danger from fire, building damage or armed intruder, should not attempt to leave a locked down facility until told to do so by Building Chief Wardens (on authority from SADFO/BSM), AFP-PS, or Emergency Services.

Security: Be aware of follow on threats and that a lockdown situation could change quickly to an evacuation up or out if the threat has entered the building.

Attachment G – Waste Management

Recycling

In addition to the recycling of materials used on the work site, a large number of Defence offices have co-mingled recycling. This is for the recycling of items such as:

Rigid plastics, including separated lids

All glass bottles and jars including separated lids

All cartons

All steel cans, aluminium cans, aluminium trays and foil

Coloured paper, envelopes, newspaper.

The wheelie bins with yellow lids represent co-mingled recycling bins on site, as well as cardboard bins with ‘co-mingled’ details in red on the side. Please do not contaminate these bins with unacceptable material e.g. food scraps.

Spotless strongly encourages you to recycle where possible including items such as glass bottles and aluminium containers purchased from food outlets on site. In addition to co-mingled recycling there is also paper recycling on all sites. For further information please contact your Spotless Representative.

Recycling of Lighting Tubes/Globes

A requirement of the Department of Defence’s Environmental Management Plan is to recycle all lighting tubes/globes to reduce the environmental impact caused by the day to day operations of Defence. This recycling will be a mandatory requirement of all works on Defence sites.

If you are involved in the changing of lighting tubes/globes a requirement of your contract will be to recycle all lighting tubes/globes and report on the quantity of tubes/globes changed and the quantity of tubes/globes recycled on a month by month basis. Therefore this information will be required to be supplied by companies responsible for tubes/globes replacement on a monthly basis during the works scheduled time frame. The monthly report including disposal receipts is required to be supplied to your Spotless Representative, monthly, clearly advising which month the report covers, quantities of what was recycled/changed and where and who recycled the tubes/globes including all relevant licensing details.

Contaminated Soils

Spotless, via your Spotless Representative, must be informed about any incidence of soil contamination that may occur, or be discovered during the course of work.

Do not remove any soil from Defence property without prior approval from the appropriate Spotless Representative.

Should you be required to store any contaminated soils on site, please contact your Spotless Representative for information on the appropriate approvals and precautions to be undertaken.

The Majura Training Area (MTA) is a military training facility covering an area of 3,916ha. As a result of previous environmental studies on the site, a number of threatened species have been identified. These include:

There are some species that can be found out the back of Building 47 that are believed to be threatened. There is a small plant called a "Hoary Sunray" (Leucochrysum albicans) and also a threatened ecological community - "White Box-Yellow - Box Blakely's Red Gum grassy woodlands and derived native grasslands" or “Box-Gum grassy woodlands and derived grasslands" for short, previously known as Yellow Box Red Gum Grassy Woodland (YBRGGW). Do not access this area on anything other than on foot, and only if a valid reason to do so. No vehicular access is allowed in these areas without prior approval. If you would like more information on these species, please contact your Spotless Representative.
