11.0 Data Inter-Exchange Carrier (DIXC)

Data Inter-Exchange Carrier (DIXC) is a process designed to facilitate the reciprocal exchange of voicetraffic load data between Pacific Bell and CLECs interconnecting with its network. This reciprocalexchange of data enables Pacific Bell and each CLEC to have a complete view of traffic loads on bothends of two-way trunk groups. The knowledge of call attempt and overflow data counts on both ends of atwo-way trunk group enables each company to more accurately estimate the offered load, and therebybetter estimate the required quantities of trunks.

When mutually agreeable, Pacific Bell and the CLECs may also elect to exchange traffic data on one-waygroups.

11.1 Establishing DIXC Reciprocal Data Interexchange

CLECs desiring to establish the DIXC process of reciprocal data exchange with Pacific Bell must makethis request through their Account Managers. The Account Managers facilitate coordination between theTrunk Planning And Engineering and the Information Services organizations at Pacific Bell, and theirrespective counterparts in the CLEC’s organization.

The voice traffic data measurements to be exchanged are:

• Usage (USG): Total usage, measured in centum call seconds (CCS).

• Peg Count (PC): Peg count of originating call attempts, including overflow.

• Overflow (OVF): Peg count of originating call attempts failing to find an idle trunk.

• Either of the following measurements:

• Maintenance Usage (MTU): Total maintenance usage, measured in CCS.

• Maintenance Busy Counts (MBC): Total count of trunks made MaintenanceBusy.

The frequency of data collection, except when modified by mutual consent of the CLEC and Pacific Bell,is:

• Hourly, on the clock hour.• 24 hours per day, 0000-2400 recommended; 0800-2400 minimum requirement.• 7 days per week, including holidays.• 52 weeks per year.

The following file transfer mechanisms are supported:

• Network Data Mover (NDM).• File Transfer Protocol (FTP).

11.2 Maintenance Of DIXC Reciprocal Data Exchange

When a DIXC reciprocal data exchange process problem arises, CLECs must contact their AccountManagers, who facilitate coordination with the responsible internal Pacific Bell organizations.

11.3 Timely Receipt of Traffic Data

Timely receipt of traffic data is critical to facilitate the merging of traffic data from the distant end intodata processing routines. Receipt of file transfers at the designated Pacific Bell data center by 9:00 A.M.PST each Thursday for the preceding week’s data collection is required.

11.4 Layout of DIXC Records

The CLEC may choose from two different layouts of how DIXC records will look when they arriveat the CLEC’s computer systems. The differences between the two layouts are:

• the header and body records of the file have dates with 2 digit years in layout #1 but havedates with 4 digit years in layout #2

• the TSS-HDR-LOWVAL field in layout #1 was changed to TSS-HDR-ZEROS in layout #2• the TSS-NBR-COMP, TSS-DATA VALUE and TSS-TRLR-RECORD-COUNT fields are

packed decimal in layout #1 and are numeric in layout #2• the TSS-DATA-COUNT field is binary in layout #1 and is numeric in layout #2• the TSS-TRLR-ALL-NINES field is 42 bytes in layout #1 and is 47 bytes in layout #2• the TSS-TRLR-BIN-ONE field and TSS-TRLR-THREE-NINES fields have been deleted

When data is sent to a CLEC’s computer that runs with an EBCDIC character set, the data canbe formatted in either layout #1 or layout #2. These layouts are illustrated and described inpages 3 through 7. If, however, the data is sent to a CLEC and their computer uses the ASCIIcharacter set, the data can be formatted as described in layout #2 only.

The Summary Page Header The study period is the time frame the data is collected, and is comprised of three to twentybusiness days. The study period is a rolling average and does not reflect a calendar month.

Blocking Exceeds Measured Blocking Threshold The number of Common Transport trunk groups, and the percentage of the total measured trunkgroups reported, during the study month with the percent blocking exceeding the tariff threshold.

Blocking is Less Than Threshold The number of Common Transport trunk groups and the percentage of the total measured trunkgroups reported, during the study month with the percent blocking less than tariff threshold.

Total Measured Trunk Groups Total number of Common Transport trunk groups measured during the study month. Trunk Groups with Invalid Measurements The number of Common Transport trunk groups, and the percentage of the total trunk groups

reported, with invalid measurements during the study month. The date is unreliable due to incorrect information in the database such as: incorrect number oftrunks in service; incorrect “data collection devices” assigned, etc.

Trunk Groups with No Data The number of Common Transport trunk groups, and the percentage of the total trunk groupsreported, that were not measured during the study month.

Total Trunk Groups The total number of Common Transport trunk groups. The Detail Page Header The study period is the time frame the data is collected. The study period is comprised of three to

twenty business days. A-LOCATION CLLI, Z-LOCATION CLLI,DESCRIPTION

The Common language description on the trunk groups in the category. This includes the A and ZLocation, the Pulsing, Traffic Class, Office Class Traffic Use and Modifier.

PCT BLKG The percentage of calls blocked during the highest consistent load hour of the study period.Whenever possible, the actual overflows are used by TSS (Trunk Servicing System), to calculatethe percentage.

DSN OBJ Designed objective for blocking. M-BLKG THRESH The tariff threshold (from FCC 128) which applies to each trunk group. Number of trunks in

service, number of days of valid data, and design objective are three factors that influence thetariff threshold.

BUSY HR The administrative hour is the Busy Hour, or the consistent hour with the highest average loadduring the study period.

VALID DAYS The number of days data was collected during the study period. The minimum is three days andthe maximum is twenty days.

TRK SVC The number of trunks in service for this trunk group. REMARKS The action taken or the remarks explaining the percent blocking on the report. CONTACT NAME AND TELEPHONE NUMBER The CPAC (Circuit Provisioning and Assignment Center) Engineer with responsibility for the trunk

group, and the telephone number of the CPAC Engineer. TIMES The number of consecutive times this trunk group has appeared in this category on the report.

Address Signaling Code(s), formerly Pulsing is a 2-character field located between the "A" location and the "Z" location. It describes the signals usedto direct a call to its destination. Supervisory, trunk conditioning, and automatic number identification signals are excluded. The first characterrepresents the type of signal outgoing from A to Z location. The second character represents the type of signal outgoing from the Z to A location.

Typical entries are: M - or 7 - This means this is a one-way trunk group. It uses multi-frequency or SS7 Signaling trunks from the 'A' end to the 'Z' end and is not

arranged for two-way operation. MM or 77 Means the trunk group is, or has the capability to be, arranged for two-way operation. It uses multi-frequency or SS7 Signaling trunks. LOC_Z The Location Z end of the trunk group. This is the terminating end of the trunk group for a one-way trunk group and the highest alphabetical office

for a two-way group. TTD TRAFFIC TYPE DESCRIPTION This 13-character field is composed of Traffic Class, Office Class, Traffic Use, and Modifier that are described below. TRAFFIC CLASS Typical entries are: AF -- DF -- FG These codes identify the trunk groups as “Final” trunk groups. When all circuits are busy in a final trunk group, a call offered to the

trunk group will be blocked. These calls will receive an overflow tone from an end office (120 IPM) or an announcement from atandem.

PH -- IH These codes identify the trunk groups as "High Usage" trunk groups. When all circuits are busy in a high usage trunk group, a calloffered to the trunk group will be "overflowed" (alternate- routed) to another trunk group, usually a final, through which they canreach their destination.

OFFICE CLASS This consists of a two-character code. The first character is the ‘A’ Location's Office Class, and the second character is the ‘Z’ Location's office class.POPs are usually "-". The office class codes are not particularly important to understanding this report. TRAFFIC USE This field is a two-character code. Modifier is a seven-character field. There were very few rules or standards for Modifier entries prior to the TIRKS implementation in Pacific Bell.The Modifier codes may be provided for the following reasons:

1) Uniqueness: The Modifier field provides a way to distinguish one trunk group from another when the Location A, Pulsing, Location Z, Traffic

Class, Office Class, and Traffic Use codes are identical. Pacific Bell’s record-keeping system requires that no two trunk groups be named with thesame 37-Character string. An example of a Modifier would be G1, G2, or G3.

2) Define the Group: The Modifier code is used to fully define the group along with the associated Traffic Use Code. For example, an Access

Customer( AC)or CLEC may order a "two-way" trunk group, and asked for it to be arranged as "terminating only". Pacific Bell might then input"TERM" in the Modifier.

A stand-alone Universal Modifier Code, KD, is used for Switched 56 Product, and KE is used for 64 KB Clear Channel product. A ‘J’ in the modifier identifies CLECs TGSN This is the Trunk Group Serial Number associated with this trunk group for data collection, forecasting, and servicing. IEC or CLC CKT ID

This is just a blank column on the report. It was provided as a place for an AC / CLEC to identify their trunk group name compared to the Pacific Belltrunk group name. There is no place in the Pacific Bell database to make use of this information.

ECCS/DSN BLKG This column indicates the: ECCS (Economic CCS): The Pacific Bell system uses ECCS to evaluate the number of trunks required for a High Usage trunk group. The

AC / CLEC should supply the ECCS when they order a high usage trunk group. When an AC / CLEC does not provide an ECCS Pacific Bellwill determine a value to use due to system requirements. An AC / CLEC can request a change to the ECCs from Pacific Bell at any time.

Designed Blocking: The Pacific Bell system uses Design Blocking to evaluate the number of trunks required for a Final trunk group.

Usually a final trunk group between end office and POP is engineered at 1% blocking (010), and a final group between the Access Tandemand POP is engineered at .5% blocking (005).

BUSY HOUR This is the Time-Consistent hour during the study period that experienced the highest load. It is in 24-hour time. For example: 10 = 10:00 am to 11:00 am. 19 = 7:00 pm to 8:00 pm. %OFL OR %BLKG This is the percent overflow (percent of alternate-routed calls) for high usage trunk groups, and the percent blocking on final trunk groups for this

study period. TRKS IN SVC This is the number of Trunks In-Service (working trunks) in each trunk group for the study period. TRKS REQD This is the number of trunks required to satisfy the grade of service indicated by the probability of blocking or the ECCS on the Trunk Group. It is

based on the traffic load during the study period and the design criteria as calculated by the Pacific Bell servicing system. NO DATA THIS STDY

An asterisk (*) will appear in this column if a trunk which is "in service" receives no data through the servicing system. When this happens, thefollowing fields contain blanks or zeros:

BH - Busy hour - selected high traffic day and hour from which monthly data is reported.

BH Mous - minutes of use collected during the busy hour/busy day traveling from A to Z locations.

Tot Mous - total A-Z minutes of use for selected busy day.

BHT Cur - Current number of trunks required on an Erlang B algorithm from A-Z location during the busy hour/busy day.

90 Day Avg. Trunks - 90-day average for busy-hour trunks. Busy-hour trunks for the most recent 3 month period are averaged to preventskewing of the data.

90 Day Di - 90-day average trunks rounded up to multiples of 24.In Trn - In-service trunks - number of direct trunks currently in service between end office A and end office Z
