“Installations have to be decommissioned at the end of production. So, it is a must, not a choice for decommissioning”

TongchaiTonsuwunnarat, Senior Facilities Engineer, Chevron Thailand

In the Asia Pacific region there are an estimated 617 offshore platforms over 25 years old, all of which will need to be decommissioned in the near future. So when we say decommissioning activity is set to accelerate rapidly in the Asia Pacific region, it’s no market prediction, it’s a fact. If you are a decommissioning service provider this is an opportunity you can’t ignore. If you are an operator you have a choice – you can get your decommissioning strategy locked in now or you can risk wasting a lot of time, money and resources.

The2nd Annual Asia Pacific Offshore Decommissioning Summit (13th – 14th October, 2010, Singapore) has been created to provide the latest region specific business intelligence that smart operators need to get their decommissioning plan in place, and that service providers need to make the most of this growth opportunity.

WHY THIS SUMMIT IS SO ESSENTIALDecomWorld'sGulfofMexicoOffshoreDecommissioningReport2010hasuncoveredthat the average cost of a well P&A project is $750k USD, for a complete platform removal project it is $2.5m USD. But these estimates are for a region with a well established network of providers with decommissioning experience and where government regulations are known and understood. Decommissioning in the Asia Pacific presents new challenges and bigger risks.Withthecostsinvolvedbeingso substantial it is essential that operators do everything they can to keep expenses down and get accurate estimates for decommissioning projects.

REGION SPECIFIC ANSWERS YOU NEED

Themainbodyofthesummitdelvesdeepintothe Asia Pacific’s decommissioning challenges.

• REGIONSPECIFICREGULATIONS– regulators and industry bodies from across the Asia Pacific will give you insight into activity in their territories so you can identify the areas where decommissioning projects are going to happen first.

• ENVIRONMENTALRESPONSIBILITIES – discover what environmental options future decommissioning projects should implement as well as the ins and outs of the rigs to reef programmes in the Asia Pacific region.

• COSTESTIMATIONS– get to grips with international costing standards and accuracy benchmarks and learn how to avoid costly project overruns.

• REAL-WORLDCASESTUDIES– hear case studies from the Iwaki Platform in Japan, LufengintheSouthChinaSeaaswellasexamples from the North Sea and Gulf of Mexico.

• LOCALTECHNOLOGIESANDSERVICES– find out what technologies are available in the Asia Pacific region and how using locally sourced companies and products will saveyoumoney.HearacomparisonofwellP&A, heavy lift and various cutting options and discover which are best suited to Asia Pacific decommissioning.

• PROJECTMANAGEMENT– understand the full cost savings that improved organization, staffing and training can have for decommissioning projects and what can be done to manage projects more effectively.
