• The President of the Panchayat Raj Institutions(PRIs) is the executive authority
• The senior most officials of various departments under the control of PRIs are ex-officio Secretaries for that subject.
Devolution of Powers• Consequent to constitution of LSGIs in 2006, based on Kerala
Panchayat Raj act 1994 and Kerala Municipality Act 1994, Functions, Functionaries and Funds (3F) were transferred to Three tier Panchayats and Urban local bodies

Haritha Keralam -envisages a clean state by taking up various waste management programmes also has schemes for preserving water sources, agriculture development and promotion of organic farming
Aardram for improving quality and facilities at government hospitals and to enable treatment at a reasonable cost;
Life, a mission to provide housing for the homeless and bring quality of life;
Comprehensive Educational Rejuvenation Programme -and mission to preserve public education system by bringing up novel teaching methodologies

State strategy on Waste Management
• Kerala has adopted a different approach ofdecentralized system of waste managementwithout deviating from the provisions in the SolidWaste Management Rules 2016
• Clause 15 (v) of SWM Rules –under Duties &responsibilities of local authorities says preferenceshall be given to decentralized processing tominimize transportation cost and environmentalimpacts

Harithakeralam Mission
• Solid and liquid waste management on a mission mode
• Decentralized systems of waste management at household and community levels
• Bio degradable waste to be managed by the generator at source as far as possible
• Non biodegradable waste to be collected by local bodies through Green Task Force(Kudumbashree ME Group) formed at GPs and ULBs
• Support agencies at cluster level
• Setting up MRFs, Recycling Parks, Swap shops and Eco Shops
• Centralized systems for overflow waste management
• User fee shall be collected for waste management services
• Promoting source level composing and bio-methanation
• 10-15% of total plan fund(General) of the LSGIs set apart for harithakeralam with focus on waste management projects (mandatory)
• Four regional sanitary land fills to be set up
About Suchitwa Mission
• Suchitwa Mission, under Local Self Government Department of Kerala providestechnical as well as financial support to LSGIs in the field of solid and liquid wastemanagement

• Local bodies are establishing Material RecoveryFacility (MRF) at suitable locations for temporarystoring of dry waste. (as per SWM Rules 2016clause 15 (h) under Duties & Responsibilities oflocal authorities)
