Scarborough residents are invited to take part in public meetings over the next few days to discuss proposed changes in the city’s ward boundaries.

The ward boundary review will take a look at the city’s 44 wards, with the fi rst round of consultation taking place from December until February.

The first meeting is set for tonight at Cedarbrook Community Centre, 91 Eastpark Blvd., from 6 to 9 p.m.

On Saturday, there is a meeting at Malvern Recreation Centre, 30 Sewells Rd., from 9 a.m. to noon.

On Monday, there is a meeting at Gracepoint Baptist Church, 3142 Sheppard Ave. E., from 6 to 9 p.m.

Ward 37 Scarborough Centre Councillor Michael Thompson believes the wards should be reviewed, in particular wards that run along Hwy. 401 that are inconsistent.

For example, in Ward 40 a small portion of the boundary is situated south of the highway with most of the ward resting north of the 401.

“We found a lot of people from Ward 40 on a daily basis contact us,” Thompson said.

A Scarborough-born global financier wants to “close the opportunity gap” through education.

Glenn Hadden, founder of the Hadden Family Foundation, pre-sented a donation of $150,000 to the Toronto Foundation for Student Success (TFSS) at Charles Gordon Senior Public School Friday.

Funds will be directed to Beyond 3:30, an after-school program started by TFSS that gives at-risk students aged 11 to 14 a space for physical fitness, nutritious meals and home-work support. It will also support six student nutrition programs in Scarborough schools.

“There are numerous studies that show there is an improvement in test scores, improved level of behaviour and attendance of those children that have adequate nutrition,” Hadden said.

“We try to create programs with local, on-the-ground organizations and partner with them as a source of funding. We focus on education and youth development.”

After playing a quick game of bas-ketball with Beyond 3:30 students, Hadden and his family signed and presented the cheque in the gym.

Hadden started the foundation in 2002 with his family when, after transferring to London, England, he noticed a gradual “fraying of the social fabric” in Scarborough upon his return. The combination of homelessness, increased violence and poverty prompted the family to find solutions through education.

Since its founding, the foundation has donated more than $750,000 to Toronto student nutrition pro-grams. TFSS has collaborated with

the foundation to create programs like Beyond 3:30.

“TFSS works to eliminate bar-riers to kids succeeding in school. Sometimes it’s because they’re hungry, sometimes they need a safe place to be or help with their homework or a place to exercise,” said TFSS executive director and CEO Catherine Parsonage.

“The kids that are in this program get less than 45 minutes of exercise a week, outside of school. When they come to Beyond 3:30 they get an hour and fifteen minutes every day.”

The after-school program starts with students doing their homework with assistance from teachers. After homework, they engage in a variety of sports. Following physical activity, students learn about creating inex-pensive, yet nutritious meals.

In return for last week’s donation, students cooked a healthy dinner for the Hadden family and TFSS members.

The combination of healthy eating, exercise and homework assistance as part of Beyond 3:30 has resulted in an “increase in fitness and nutri-

tional knowledge” of students. These were intended results of the program; the unintended results seem to be improvements in mental health and confidence of students.

“We found a lot of mental health benefits, their self-confidence, self-esteem,” Parsonage said. “We’re seeing a whole new range of benefits. This is a very vulnerable age, but this (Beyond 3:30) makes them much more confident.”

Though TFSS receives partial gov-ernment funding, it’s not enough to provide enough “enrichment activi-ties,” Parsonage said.

Funding from Hadden’s foun-dation allowed the program to hire a certified teacher for homework help, have all food groups present in student meals and provide activities to attract more children.

Midland Park and Bendale residents don’t want more concrete and asphalt in their community – they want to “add assets.”

That was the central point of discussion at Thursday’s inaugu-ral meeting of the Greater Bendale Advocacy Team (GBAT). More than 40 residents attended.

Gathered in the committee rooms of the Scarborough Civic Centre, residents held a lengthy discussion about the fate of the lands of Bendale Business Technical Institute (BBTI) and David and Mary Thomson Collegiate Institute (DMT).

The schools are set to be demol-ished by the Toronto District School Board (TDSB) making way for the new Bendale Thomson Secondary School.

But it’s not the new school that’s got residents in an uproar. It’s the board’s decision to sell the remaining lands to developers.

“We supported the new school and townhouses on Midland based on the fact that DMT was sold to the French school board,” said Midland Park Community Association president and GBAT member Mark Weiser.

“But now we want a ‘ground zero’ approach, we want a stop and we want community consultations.”

At meetings over the past two years, residents say they were assured that though a portion of BBTI land was to be sold to developer Bousfields Inc., the remaining portion of the Thomson Collegiate land was to be sold to a French school board.

In the last few months, the board has made a decision to sell the Thomson lands to developers, citing the French board’s withdrawal from the purchase. The new deal includes the construction of up to 500 townhouses.

Earlier this year, Scarborough Community Council voted to freeze the sale or development of lands on the Thomson-Bendale site until com-munity consultation was done.

In response to the decision, the TDSB has appealed to the Ontario Municipal Board.

The school board’s decision has left residents frustrated and angered.

“I’ve gone to quite a few of the meetings and I’m tired of being lied to,” said resident Rose Cuoppolo.

“This is my community, for them to go behind our back, circumvent the law and go to the OMB, what does that tell us? That tells us they’re not listening to us and they don’t respect us as a community.”

GBAT was created by members of five community associations to tackle TDSB’s decision.

Strategies were discussed in last week’s meeting, with residents suggesting a sign campaign to raise awareness and contacting MPPs.

In his presentation, Weiser included an illustration of the Thomson-Bendale site that labelled DMT as “French school board.”

Weiser told The Mirror he received the illustration and accompanying slides from Haley Chow on behalf of Jeff Latto, TDSB senior manager for major capital projects and build-ing partnerships. The slides were originally presented in a Local School Community Design Team meeting in early 2013, Weiser said.

TDSB denies that it had confirmed DMT lands were sold to the French board.

“In April 2014, the French board formally withdrew its bid due to lack of provincial approval,” said TDSB spokesperson Ryan Bird, in an email. “TDSB is awaiting an OMB hearing date with respect to the new school site. At this time, TDSB is continu-ing to prepare for the sale of surplus components of DMT lands.”

It’s premature to start criticizing Mayor John Tory’s appointments – he’s only been on the job for four days, and having four deputy mayors is surely better than one. Right?

At first blush, the selection of his second-in-command, North York’s Denzil Minnan-Wong, and the other three deputy mayors – Scarborough’s Glenn De Baeremaeker (east), Etobicoke’s Vincent Crisanti (west) and downtown councillor Pam McConnell (south) – seems balanced, however, a large swath of the city appears to be left without the ear of Toronto’s freshly minted mayor.

It looks like the status quo is how Tory is approach-ing the start of the 2104 to 2018 Toronto City Council.

Looking for experience was the key to the appoint-ments, he said. This is not a bad thing; it’s shrewd taking into consideration most councillors are the same ones who held those seats before the election. The mayor is different, but most of council has remained the same – how will Tory handle this when last term was often difficult?

Despite words to the contrary, the left on council seems to be out of the mayor’s inner circle. Granted, De Baeremaeker is by no means on the right and McConnell is a dyed-in-the-wool NDPer, but they have been tasked with bringing issues from large parts of the city to the mayor.

How can De Baeremaeker and McConnell bring the many issues of Scarborough and the downtown, respectively, to the fore? Scarborough is a huge area and the downtown core is a complicated part of the city. Tory’s executive committee seems a bit better, with more progressive-voting voices. We ask that Tory regulary revisit his choices as council progresses – see who is doing a great job, not just a passable job. Perhaps there is room for more names in his inner circle? His door should always be open to councillors who are not directly meeting with him on a regular basis. They deserve an ear (or two) – and through them their constituents – in order to be able to pro-vide our freshly minted mayor a true understanding of the diverse city he is now responsible for ‘uniting’.

Open door policy needed for mayor

It may not be begin-ning to look a lot like Christmas outside, but

it’s sure sounding like it inside.

The moment the clock strikes December, when-ever you flip on a station or go through a door and you hear music being played, it’s likely going to be a familiar holiday tune. All the other genres seem to be placed on hold.

Turn on the radio and you could be walking through a winter wonder-land. Head out for your daily coffee fix – already being served in a festive cup – and chances are it’s the most wonderful time of the year.

Walk into an office and you’ll likely discover Frosty The Snowman. Hit the mall and from the time you arrive to the time you leave it’s jingle bells, jingle bells, jingle all the way.

Even if you just drop in for a dental appointment, over the sound system it’s a safe bet you’ll be

reminded that all you want for Christmas is your two front teeth.

It’s not just stations and stores providing the tunes, either. The public noticeably begins hum-ming away this early in December, too.

I’m part of that chorus. I’ve always found the carols quite catchy and I do more than my share of singing along.

But as much as I enjoy the songs, I have a confes-sion to make: I haven’t actually experienced many of the things I’m crooning so emotionally about.

Take those chestnuts roasting over the open fire, for example. Truth be told, all these years I’ve never seen any chestnuts roast-ing over an open fire. Or a closed fire, for that matter. Fact is, I’ve never seen chestnuts roasting, period.

What’s more, I’ve never

even eaten a chestnut. But if I do have a chestnut one day I’d like one at room temperature, thank you very much.

I wouldn’t know when a roasted chestnut fresh off an open fire is ready for consumption. I don’t want to risk scalding my fingers picking it out of a shell or burning my lips trying to chew on one. Also on the list of things you may hear me singing about this month that I’ve never come across? A hall decked with boughs of holly. Nor would I know where to go to find such a hall or even recognize such a scene inside one if I did see it. I’m not so sure I even know what holly is, to be perfectly honest. Or what a bough is, it embar-rasses me to say.

I wouldn’t recognize a partridge if it was sitting next to me, for that matter, let alone one in a pear tree. Which I’ve also never seen, by the way. Ditto for turtle doves. Whether

they’re sitting next to me or wherever they hang out.

I’ve also never crossed paths with one lord a leap-ing, let alone 10. Nor did I know lords even have a tendency to leap when the spirit moves them.

Yeah, there’s much I don’t know about what I’m singing about this time of year, but that’s not going to stop me.

Nor is the weather. Which reminds me, I feel like a double double right now and though it’s eve-ning, dark outside and a little foggy to boot, I’m not the least but concerned I’ll be able to get it. All I have to is flip on my favourite music station.

I have a strong feeling the moment I do, I’ll get Rudolph with his nose so bright to help guide me there tonight.

The Toronto Zoo should work for the next five years to be

a place whose main goal is “saving animals from extinction.”

And the zoo may not want to call itself a zoo any-more, members of the zoo’s management board heard at its recent meeting.

The zoo’s latest strategic plan, still a draft, sets its sights on becoming “the leader in wildlife conserva-tion,” with “a shift towards more of a Canadian focus,” though the zoo will also continue overseas con-servation initiatives, Ted Silberberg of Lord Cultural Resources told the board.

Re-branding itself as a “zoo-based conservation centre of excellence,” as the plan proposes, is a step many zoos have taken, Silberberg said.

The World Wildlife Fund said the planet’s fish, bird, mammal and reptile popu-lations plunged 52 per cent from 1970 to 2010.

Hobbled by low budgets, the zoo has done con-servation work – such as re-introducing Vancouver Island marmots, Blanding’s turtles and other threat-ened species to the wild – but supporters and staff

want to do much more, while educating Canadians about environmental issues.

Part of this proposed re-branding – the strategic plan should be finalized and released to the public in a month – could be a name change.

“We’re venturing into a historical moment,” said Giorgio Mammoliti, a board member who said some zoos, moving to a conserva-tion focus, renamed them-selves.

Mammoliti, a North York councillor, proposed CEO John Tracogna report a month from now whether the board should change “the name of Toronto Zoo.”

Some other members, however, said this was too controversial a move to contemplate at the last meeting of the current board, which will be recon-stituted soon. Mammoliti’s motion was defeated.

He was narrowly able, however, to persuade the board to call for a “strategy for achieving (the zoo’s) financial independence” from the city in 10 years.

“There are some of us

who believe we can do a better job without the interference of govern-ment,” said Mammoliti, arguing the zoo should “finally break free from the hands of an organization that takes our profits.”

He meant Toronto city council, which, he added, always sees the zoo as a low priority.

There were other reasons board members found to ask why the city has to “be in the zoo business,” as one, Cal Bricker, put it.

In 2011, council voted to send the zoo’s three remaining elephants to a California sanctuary, set-ting off a long and public dispute with the zoo board, whose own direc-tions for the elephants were overruled. That led to the Association of Zoos and Aquariums pulling its accreditation, a blow, zoo staff have said, to both their institution’s status and con-

servation efforts.The way to get AZA’s seal

of approval back, zoo man-agement has suggested, is to have council guarantee “the zoo makes decisions relating to animal matters.”

The strategic plan does call for an “update” of legal agreements with the city to define responsibilities of the board, but many board members would go further, as demonstrated by its proposal in 2012 to turn the zoo over to an indepen-dent body of “prominent corporate, community and business leaders.”

Both Silberberg and Glenn De Baeremaeker, a Scarborough councillor who supported the ele-phant’s move to California, said the zoo was unlikely to gain its financial indepen-dence anytime soon.

There was a big fight

over where the elephants would go, but the zoo’s elephant facilities “were unacceptable,” and not up to today’s standards, said De Baeremaeker.

The city, in the late 1980s, paid 60 per cent of the zoo’s operating costs; that’s down to 20 per cent, but zoo would still be unwise to say, “We don’t want your money.”

The zoo, recognizing the need to reinvest in its aging facilities, also plans to create an independent fundraising body.

Board member Sabrina Fiorellino, however, said potential donors have refused to give money until the zoo’s operations are clearly separated from those of the city.

“Being connected to them is actually hurting our ability to raise private funds,” she said.

The plan sees much potential in a partnership with the Rouge National Urban Park – emerging around the zoo’s 700 acres in Scarborough – includ-ing joint opportunities for education, marketing and advocacy.

The board, during its meeting, approved a $16-million contract for a new Wildlife Health Centre.

The current hospital and recovery area for zoo animals “evolved within the original Zoo animal holding building,” and inspecting agencies, including the AZA in 2008, said it failed to meet current standards.

Just over a month ago, John Tory was elected mayor of Toronto, and just days ago, he took an oath to become amalgamated Toronto’s fourth mayor.

In the weeks following the election, The Scarborough Mirror compiled a survey, of a year’s worth of promises, and

presented them along with a vow to hold Tory to both commitments he made, and needs he acknowledged.

Over the term, we’ll be talking with Tory and others from time to time, to see how he’s doing, in four broad areas:

Leadership (On repairing a council – and city – divided); Diversity (On building a city ‘where no one is left behind’);

Inter-governmental Relations (chief salesperson, head shamer); Transportation: (On becoming unstuck).

On Monday, hours after Tory took his oath of office, the mayor sat down with reporters David Nickle and Mike Adler, for the first of those conversations.

wDiversity: On BuilDing a City Where nO One is left BehinD

It is early days, and Tory hasn’t had the opportunity to turn his mind to the issues that were raised during debates by newcomer entrepreneurs who said they felt shut out from the city’s procurement policies.

Tory said he would rely on city staff to help

rectify that.“The best way to get for example minority-

led businesses involved in procurement is you indicate to the staff that it’s a priority,” said Tory. “But I think it’s a more complicated process than to sit here and give some glib answer. In competition for jobs, you make sure people who have given characteristics haven’t been short-changed.”

winter-gOvernmental relatiOns: Chief salespersOn, heaD shamer

As Tory himself pointed out, his first act as Mayor of Toronto was to visit Queen’s Park and sit down with Ontario Premier Kathleen Wynne.

Tory said in the interview that he intends to meet with Prime Minister Stephen Harper before the end of the year.

For now, Tory is characterizing both rela-tionships as cordial – and while it may come time to “shame” other levels of government

into making good on funding for transit and housing infrastructure, the time is not now.

He said the meeting with Wynne led to some agreement on principle, but no prom-ises.

“Did we move the yardsticks of her say-ing she’ll give me a cheque for X amount of money? No. Did we have a discussion where she sees it as something we have to do with no threats of shaming necessary? Yes. For our first meeting I was thrilled we were able to immediately have discussions about things we will do.”

wtranspOrtatiOn: On BeCOming unstuCk

Early after the election, Tory made it clear he intends to deliver tangible results on reliev-ing gridlock in the early weeks of 2015.

In the interview, he had no further details to offer on that other than “stay tuned” for an announcement very soon.

He did talk about his other plans, to get moving quickly on his ambitious promise to have his SmartTrack surface rail transit line up

and running seven years from now.Tory said he will likely be asking for prelimi-

nary reports on the plan before the holiday break.

“If you want to stick to the seven-year time-table you have to get preliminary work done – things where you have to have the facts,” he said. “The province and we agreed this morn-ing you have to have a common understand-ing. They’ve identified the two sets of officials who need to work on it… then we can move it forward.”

wleaDership: On repairing a COunCil –anD City –DiviDeD

Tory made his first step toward repairing the fractured politics on the floor of Toronto Council by selecting his executive committee and recommending key posts.

He has taken criticism already from the left on council for creating an inner circle that lists heavily toward the right and the suburbs, with prominent right-of-centre councillors hold-ing the majority of positions on the executive committee and left-wing councillors left on the outside.

Tory disputed that take on his move.“I took people like Ana Bailão and Mary-

Margaret McMahon. They’re both from downtown Toronto and they are both seen as opposed to being on the centre-right – the centre left if you look at their voting records.

If you look at who I nominated to be deputy speaker (Don Valley East Councillor Shelley Carroll) she certainly isn’t on the right,” he said.

“If we look at my nominations – Pam McConnell being nominated as a deputy mayor – in that little group I’m going to meet with. I view it all as very important,” he said.

Tory said he will be running an inclusive administration, irrespective of who sits on his executive, which he points out has only 12 spaces for a 44-member council. And he said that he would take a ‘healing’ approach to bringing the city together.

“This is not a marriage broker and not a divorce lawyer – this is a marriage councillor,” said Tory. “If you asked me how could you reduce the feeling of isolation people might have, well, get results on things bothering people in those areas helps a lot.”

We are at a peculiar moment in history, and we should all take a moment to savour it. For the first time this century, and in this province, the Red Tories are in power.

It’s been a long time; properly, the until-now extinct breed of Progressive Conservative government last saw power in 1985, when former premier Bill Davis left Queen’s Park and eventually Mike Harris’ hard-right Tories changed the conversation on the right, seemingly for good.

Well, that’s all changed. On Tuesday afternoon at

City Hall, John Tory made it clear that the Red Tories are back, and will be running things in Toronto for the next four years. Just to make it clear, he brought along his old friend and one-time boss Bill Davis – still demonstrably capable of delivering the kind of blistering charm offensive that kept Ontario in the hands of the Tories for four decades last century.

Davis and his predecessors maintained power by care-fully balancing the needs of

a post-war Ontario with its limitations, running as per-fectly as they might up the middle of the political road: socially progressive and fis-cally conservative. Also, as Davis put it afterwards to reporters, it doesn’t hurt to be a bit “bland.”

Tory went to some lengths to make it clear he’s taking more than a page from Davis’ playbook. In a lengthy inaugu-ral address, Tory made brief mention of the need to find efficiencies in the budget and spent a lot of time speaking passionately about the need to mitigate the poisonous effects of income inequality, racial divisions and other ills that have divided the city.

“None of us can be satisfied with the snapshot that has emerged in recent years, of a city unfairly and unjustly divided by income, class and geography. None of us can rest easy knowing that 150,000 Toronto kids are growing up

in poverty, or that 15 neigh-bourhoods have poverty rates of 40 per cent or more,” Tory said.

Listening to Tory speak, after hearing from anti-vio-lence advocate Louise Russo talk from her wheelchair, about the importance of bringing council together, it was impossible not to con-trast the event with former mayor Rob Ford’s inaugural, where he snickered while Don Cherry told “pinkos” on coun-cil how they’d better watch out because there was a new guy in town.

The new guy this time went out of his way to avoid such provocations, even as he laid out some challenges, to work together to deal with Toronto’s problems in a clear-headed and non-ideological way.

It remains to be seen whether this old-fashioned approach to politics will yield anything other than more of the same. But it’s an optimis-tic note on which to begin things.

wgroup airs concerns about air rail link

A coalition of airport work-ers and transit advocates will meet today with a high-ranking Metrolinx officials to discuss concerns for the Union Pearson Express (UPX) air rail link.

UPX president Kathy Haley has agreed to sit down with representatives from the coalition, which includes the Toronto Airport Council of Unions, the Clean Train Coalition and TTCriders, a spokesperson for the group confirmed late last week.

In addition to demand-ing fares comparable with the TTC for the service, the coalition wants to see UPX electrified and expanded beyond its initial four-stop route. It’s scheduled to launch in the spring.

TTCriders has launched its latest social media cam-paign, calling on fed-up transit users to post grumpy “selfies” in reaction to the latest delay in service.

“Next time you’re feeling

grumpy on the TTC snap and send a #grumpyrider selfie to us and our elected officials at City Hall and Queen’s Park,” says the group in a press release.

“Our elected officials need to understand the col-lective frustration Toronto’s 1.7 million riders feel when we face overcrowding, delays, breakdowns, long wait times and more on the TTC.”

Another four transit stations have wireless internet, the TTC announced last week.

Dundas, Queen, King and Union stations are now part of the burgeoning TConnect network, which is accessible from subway platforms for free after viewing an adver-tisement.

The stations join Bloor-Yonge, St. George, Bay, Wellesley and College, with

more downtown stations scheduled to go online before the 2015 Pan Am/Parapan Am Games.

WiFi provider BAI Canada has pledged to have the entire TTC subway network hooked up with the service by 2017.

Presto is now available on new TTC streetcars.

The preloaded fare card allows riders to pay by “tapping on” at specially-designed access portals.

It launched on two of the TTC’s sleek new street-cars last Sunday, the only vehicles operated by the transit commission to offer the service.

A third TTC streetcar, which recently began run-ning on the 510 Spadina tracks, will also offer Presto in the near future, although it will still be several more years before Presto is fully available on all TTC vehicles.

An agreement between the province’s 24 com-munity colleges (including Scarborough’s Centennial College) means students can transfer their business diploma credits if they switch colleges.

The agreement, announced late last month, applies to students in accounting, business administration, human resources and marketing programs. It means business students who transfer at the end of their first or second year will receive full credit for their completed courses.

According to a release from Seneca College, more than 21,500 students trans-fer within Ontario yearly.

Businesses along Kennedy Road have donated more than 200 toys and hundreds of dollars to this year’s police holiday toy drive that supports 3,000 Scarborough

youth.“We want to support the community,

just like we hope the community sup-ports us by shopping local,” said Sharilene Rowland of the Kennedy Road Business Improvement Association, which repre-sents 344 businesses on Kennedy between

Lawrence Avenue and Hwy. 401. “All the businesses within this area

are part of this community so...it’s about building a sense of community and giving back.”

Rowland got involved in the toy drive last year when she heard that it was running

low on donations. “So we went out and spoke to each of the businesses

to get people to donate toys,” she said. “It was sort of a last-minute thing.”

The BIA has since decided to take part in the initia-tive every year.

“We’re hoping to get more businesses involved and be able to come up with more and more donations and get more of the community involved, not just the businesses,” Rowland said.

Sgt. Lou Gibb of 41 Division said the partnership is “wonderful and much, much appreciated.”

The toy drive, run by auxiliary officers, has been held for the last 20 years.

Shortbread CookiesMakes about 4 dozen cookies

1 cup (250 mL) unsalted butter, at room tem-perature½ cup (125 mL) icing sugar, sifted1 tsp (5 mL) vanilla extract2 cups (500 mL) all-purpose flour1/3 cup (75 mL) cornstarch½ tsp (2 mL) salt¾ cup (175 mL) Hershey’s Skor bits

Using electric beaters (or a mixer), beat the butter for a minute, then add the icing sugar and beat until incorporated and fluffy, about 1 minute. Beat in the vanilla, then add the flour, cornstarch and salt and beat on low speed. Once incorporated, beat on medium-high speed (or more vigorously by hand) until the dough comes together.

Shape the dough into 2 logs about 10 inches (25 cm) long (1 ½-inches/3.5 cm across) and wrap tightly in plastic wrap and chill for at least 2 hours until firm.

Preheat the oven to 325(F (160 (C) and grease or line 2 baking trays with parchment paper.

Unwrap and slice the dough into cookies ¼-inch (5 mm) thick and arrange them on the baking trays leaving at least ½-inch (1 cm) be-tween them. Bake for about 16 minutes, until the cookie barely start to show a little colour at

the edges. Cool the cookies completely on the baking tray before removing. The cookies can be stored in an airtight container for up to a week.

John Tory received the symbol of his office on one knee, and he called on his new council – and all city residents – to join him in building “a Toronto we can be truly proud of.”

Torontonians don’t want miracles from their city government, but they do want results, Tory said at the inaugural meeting of his term Tuesday.

“It is now up to all of us, in this chamber, to deliver them.”

A former radio host and Ontario Progressive Conservative Party leader, who a day before admitted he’d never been in a Toronto council meeting, let alone run one, Tory did exactly that.

He said the city he now leads is “unfairly and unjustly” divided by geography and income.

Far too many residents, including newcomers to Canada and people with “skin colours other than my own” do not share Toronto’s prosperity, and “just want the chance to prove themselves,” said Tory.

No Torontonian can rest easy when 15 city neighbour-hoods have poverty rates of 40 per cent or higher, added Tory, who promised a Toronto poverty-reduction strategy with measurable deadlines and targets.

He said he’d use transit projects to bring opportu-nities to corners of the city where they don’t exist, and argue to federal and provincial politicians Toronto, an engine of Canadian growth, must remain strong, economically and socially.

He praised city employees, but said the processes of city government “are generations behind, in some cases, what is done elsewhere.”

The city must to be open to change, including new technology, if it wants to “lead from the front of the pack,” Tory said.

“Our role is not to fight the future. It is to be the future.”

Tory’s special guest at the meeting was Louise Russo, a North York resident struck and paralyzed from the waist down by a stray bullet in 2004.

Russo, after her long, pain-

ful recovery started WAVE (Working Against Violence Everyday), a charity dedicated to helping youth make posi-tive choices.

She “fought back from unspeakable adversity,” and “was and is one of my heroes,” said Tory, who knelt so Russo, from her wheelchair, could put the chain of office around his neck.

The moment brought the crowd in the chamber to its feet, applauding.

“I believe in Toronto the Good,” Russo said, adding her friend Tory “genuinely cares about Toronto, its people, its safety and especially the youth.”

The new mayor also made an extraordinary ges-ture toward Rob Ford, now Toronto’s former mayor and the man who ran against him until a cancer diagno-sis forced him to settle for a council candidacy in his old Etobicoke North ward.

Ford won that seat easily while undergoing rounds of chemotherapy, and returned to the chamber as just another of the members Tuesday.

Like other councillors, Ford rose in turn to take the framed declaration of his office from Tory, and to shake the mayor’s hand for a photograph.

Tory, however, later singled Ford out, recalling he missed jostling with Ford at cam-paign debates and – as Ford’s brother Doug, who took over the mayoralty bid, watched from the top of the chamber – called on all councillors to thank Ford “for his continuing public service” and to wish

him a full recovery.The two men shook hands

again, and for a second, Ford waved to the crowd.

“Mayor Tory wants to get along with everybody,” Denzil Minnan-Wong, a North York councillor Tory has made his deputy mayor, said after-wards.

Ford, “for good or ill, was a mayor of this city and made a contribution,” Minnan-Wong said.

Tory also made special mention of Norm Kelly, who basically became an acting mayor last year after Ford was stripped of certain powers, thanking the senior Scarborough councillor “for your unique contribution.”

With gratitude, Tory had mentioned his mother Liz, his late father John Senior – “I know that he’s here, and I’m wearing his tie to prove it.” – and his wife Barbara Hackett, without whom, he said, he “wouldn’t be here.”

Also on hand for the new mayor was Bill Davis, Ontario’s premier from 1971 to 1985 and Tory’s political mentor and friend.

It was Davis, Tory said in a press conference later, who told him “bland works” and that politicians shouldn’t be in show business.

Davis said he had no advice for Tory, who had worked in his Queen’s Park office and wrote some of his speeches.

“Some days, I thought I was working for him,” the former premier quipped.
