Southwest Regional Three Gun

September 3-5, 2016 There were three days of compe-tition to finish up the SW Regional with three guns: Sporter, LV, and HV. The weather was excellent; 60F in the morning to 90F late af-ternoon. Overall conditions for Visalia were fair to good. Many shooters got caught. It seemed like many shooters could get 4 shoots in a hole but one was popping out. The occasional cuss words were heard up and down the firing line. We shot all three 100 yard match-es on Saturday and half of Sunday, then moved targets to 200 yards to finish the holiday weekend. We started Saturday with 31 shoot-ers. Gary Ocock, Walt Berger, and Chuck Miller showed up from the Phoenix area. It was nice to see old friends and shooters warming up for the Group Nationals in Oc-tober. Dennis Thornbury throws a great shoot, with some of his local boys providing BBQ lunch for those that care to partake. I must say the food was excellent this weekend, the boys went above and beyond. The Sporter Grand was won by Jack Childers who came from way

back at 100 yards (11th place) to take first in the 200 with a grand agg of .245. Second was Don Niel-son with a .248 and third was Gary Ocock with a .261. Mirage was bad and flags were flipping around a lot. Monday afternoon during the 200, it was tough on many of us. The Light Varmint Grand saw Don Nielson back into his old form fir-ing a .230, Duke Rovarino was sec-ond with a .233 and third was Walt Berger with a great .235. Heavy Varmint Grand was won by George Lozano, who has been shooting “lights out” at Visalia this year with a .217. Second went to Gary Ocock with a .239 and third to Dennis Thornbury with a fine .246. We offer many thanks to Scott, his lovely wife and granddaughter for a seamless weekend of shooting. Congratulations to George Lozano for winning the Four Gun SW Re-gional trophy! Great fun was had by all. 8 Precision Rifleman

The Yellowstone Rifle Club host-ed its final benchrest match for the 2016 season August 27-28. Light and Heavy Varmint classes were contested at 100 and 200 yards with 13 competitors in at-tendance. It was a nice weekend for a shoot with temperatures in the 70’s and 80’s, clear skies and moderate winds. Larry White got things going by winning the LV100 match on Sat-urday morning with a .2860 agg. Ryan Lienemann came in second with a .2902 agg and Richard Lynn took third with a .2930. Richard Debick claimed the LV100 small group award with a nice .142 on his first target out of the gate. The LV200 match was up next and the same three shooters ended up in the top three spots again only this time around Ryan edged out Larry and Richard for first with a .3540 agg. Richard’s .3772 earned him the second place trophy and Larry took third with a .3822. The 200 yard small group award went to Ryan Lienemann with a .287 he fired in match 3. After the dust settled and the numbers were crunched, the LV grand aggs were posted and Ryan Lienemann came out on top with a .3221. Larry White’s .3341 took second place and Richard Lynn followed up in third with a .3351. The top five was rounded out by Justin Young, who shot a .3719 and Rodney Brown with a .3871.

On Sunday morning it was time to bring out the heavy guns and see what they could do at 200 yards. Larry White was on his game once again and put a good whoopin’ on the rest of us with a .2180 agg including a .304 group in the 5th match that earned him the small group award. Justin Young came in second place with a .2841 and Ryan Lienemann took third with a .2895. The grand finale for the weekend was the HV100 match and Mr. “White Hot” Larry con-tinued his winning streak and fin-ished with a .2220 agg that put him solidly in first place. Justin Young was also shooting very well again and took home the second place trophy for his .2666 and Ryan Lienemann was in third with a .2892. The HV100 small group award went to Ryan for a .113 group he fired on the first target. In the HV grand, the top three shooters were Larry, Justin, and Ryan with .2200, .2753, and .2894 aggs respectively. Finishing out the top five were Jeff Anderson with a .3161 and Richard Debick with a .3291. The winner of the two-gun was once again Mr. “White Hot” Lar-ry with a very respectable .2770 agg. He was followed up by Ryan Lienemann in second with a .3057 and Justin Young in third with a .3236…and thus ended the Yel-lowstone Rifle Club’s 2016 season. Thanks to everyone who came to

the matches and a big thanks to my wife Ginger for scoring the targets and providing some great lunches and snacks. A June breeze and warm tem-peratures greeted shooters at the Okie Shooters matchon June 11-12, 2016. We had our lowest atten-dance in a number of years; there were 12 shooters attending the first day and 11 the second. A number of regulars were missing for various reasons. We started off with Sport-er class, which was the last leg of the Oklahoma 3 Gun. Justin Steffy, this is his second match, started off with a .192 to lead the way on the first match. Mark Harpenau fol-lowed on the second match with a .266, third match was a .197 by Jim Robison, fourth match was a .188 and small group by DeWayne Stafford and we finished the yard-age with Glenn Burditt shooting a .209. As you can tell, with only three groups in the ones out of 60 groups, it was a little breezy. We changed to HV as the wind started to pick up. Kurtis Brown started off with a .166 and basi-cally said, “beat that”. Second match was a .274 by Richard Brens-ing, did I say it was getting windy? Third match was a .139 by Mark Harpenau. Mark was asked, “where did that come from?” Fourth

match was a .201 by Justin “sec-ond match” Steffy and fifth match was a .240 by Mark “where did that come from” Harpenau. All the target frames were moved to 200 to start the next morning. We stared with HV and Kurtis Brown pulled out another one of his “beat that” groups with a .287 group on the first target. Second target was a .368 by Glenn Burditt, third target was a .282 and small group of the yardage by Justin “second match” Steffy, fourth target was a .410 by Richard Brensing and finally target number 5 was a .576 by “where did that come from” Harpenau. We then started the 200 in Sport-er class. Kurtis Brown started off with another good group of .498. Mark Harpenau started with a 1.365 and really did say, “where did that come from?” The second target Mark woke up and shot a .437 but Kurtis shot a .364. That made Mark mad so he came back and shot a .314 on target three. Kurtis could not stand the heat and shot a 1.124. On the fourth target, Glenn Burditt got tired of the Kur-tis and Mark show and did his own thing shooting a .554. Target five went back to Mark Harpenau with a .429. by Rex Reneau, Match Director

Following are the results from Boone Valley’s July Group match, which featured Light and Heavy Varmint guns. There were 29 par-ticipants in this match of which 2 shot out of class. Jim Carstensen took the LV 100 and Grand win, while Chris Harris gave him a run for his money and won the LV 200. Doc Peterson won HV 100, Terry Meyer took his turn and won the HV 200 but Bill Storbeck won the HV Grand and the Two Gun as well. Congratulations to the winners and thank you to all our participants. Midland Shooters Assn2016 Buffalo Classic &GC Shooter of the Year

By Scott Haywood As the shooters started to arrive on Friday for practice, the weath-er in Midland was mild by West Texas standards. However, each of us knew from the forecast that there was going to be a big change by morning. Despite all the wish-ful thinking, the Weatherman was

right on the money, around five thirty Saturday morning a large band of thunderstorms rolled across the area bringing with it lots of rain, lightning and strong Easterly winds. Throughout the day, weather played a major fac-tor and the shooters had to con-tend with wind gusts approach-ing thirty miles per hour at times along with occasional sprinkles of rain. The high temperatures of

the day didn’t get much above 66 degrees and the humidity hovered around 80-90%. Not exactly what you would expect or plan on when preparing for a shoot in Midland! The Light Varmint 100 at yards started off promptly at nine am and several shooters demonstrat-ing their skill in dealing with ad-verse conditions with some pretty nice groups. Mike Bryant jumped to the early lead with a flat .200 edging out Mike McWhorter’s .202

in the first match. Second match McWhorter followed up his first group with a .203 to take the lead. Bryant kept the heat on the com-petition and regained the lead in the third match with a nice .166 group. John Horn got everything working right in his gun in the fourth match and shot the small group of the morning with a .144 inch group. John has it working again in the last match and shot a near identical .147. The mornings shoot ended up with a nice win by Mike Bryant .2286, followed by Charles Huckeba’s .2420 and Steve Murphy came in third place .2492. The afternoon shoot was Heavy Varmint at 100 yards and the weather was still going to be a factor for the shoots. Gene Bukys started the afternoon off with a nice group that scored .143, Brad Calhoun shot a .179 group in the second match. Dennis Martin turned up the heat on everyone and shot a .080 screamer letting everyone know that there were some small groups to be had if you can do your part. In the fifth match B G Lott shot the small group of the day with a tiny .059! Mike Conry shot really consistent throughout the afternoon and ended up taking first place in the Heavy Varmint 100 with a .2240 agg, Randy Pumphrey shot really well throughout the afternoon

and took second with a .2638. John Horn also had a good after-noon and sewed up third place with .2656. With the first day of competi-tion completed the 2-Gun ranking through the 100 yard stages had Charles Huckeba in the lead, John Horn in second and Mike Bryant had third place locked up. Sunday was going to be totally different day weather wise from the day before. At some point during the night the wind had completely settled down and when the eight am start time ar-rived, the flag tails hung limply across the range. The tempera-ture was also on the cool side for Midland in August, temps were somewhere about the mid-sixties keeping the humidity in the upper eighties. Heavy Varmint at 200 lead off the day and Mike Bryant started off with a .239. This tiny group was small enough to hold up as the small group of the day for the heavy varmint guns. In the second match, Lubbock shooter, Steve Murphy, shot a nice .262 group in a freshening breeze. In the third match B.G. Lott pulled out a .266 as conditions continued to build through the morning. In the fourth match, Charles Hucke-ba shot a.465 in typical Midland shifty winds. In the last match at 200 yards for the heavy varmints, Scott Haywood shot a .321. In

conclusion of the matches, First place in HV 200 went to Steve Mur-phy with a .2382, Larry Baggett was second with a .2405 agg and Charles Huckeba was third place with .2592. The Light Varmint guns were brought back out for 200 yards. In the first match, once again, Mike Bryant shot small with a .341 to take the early lead. Mike Conry came on strong in the sec-ond match with a .390 group. Third match B. G. Lott recorded a .308. Mike Conry got hot in the fourth match and finished with a nice .260 group. The small group of the match and the day went to Gene Bukys. In the last match of the day, Gene shot great with a tiny .147 that earned a 200 yard, light varmint win for him. Gene finished up with a .2215 agg, Mike Conry was second with a .2424. John Horn rounded out the top three with a .2617. With another Buffalo Classic in the books, the scores were tallied and the Two Gun grand went to Charles Huckeba, John Horn fol-lowed in second and Steve Murphy earned the third place finish. Once all the scores for the week-end were added to the data base, the Gulf Coast Region, Shooter of the year was identified. For the fourth year in a row, Gary Bris-tow was going to be taking home the trophy for first place. Follow-ing Gary in the point’s race was John Horn in second and Charles Huckeba third. Jack Neary wins Ted Manning Challenge

By Steve Lee Roanoke Rifle and Revolver Club hosted the Ted Manning Challenge September 24-25 2016. For those who don’t know Ted, he is a South-east Region Hall of Famer who is famous for his instinctive shooting skills as well as his unconventional loading methods. Ted has been in poor health recently but showed up Saturday to visit with everyone. Saturday morning in Light Varmint 100 Keith Morris started with .143 and never really looked back win-ning with an agg of .1856. Wilbur Harris shooting a new barrel fin-ished second with .2122 and Jack Neary finished third with .2224. Terry Leonard got small group with a nice .107. Saturday afternoon Wayne Camp-bell edged out Keith to win Heavy Varmint 100 with an agg of .2320. Keith Morris finished second with .2344, and there Jack was again taking third with .2512. Tommy McKee took small group with .124. Sunday morning Jack Neary start-ed strong and won Heavy Varmint 200 with .1773, Wayne Campbell was second with .2001 and Wilbur was third with .2173. Allen Arnette

took small group with a .213. In Light Varmint 200 Steve Lee tried to stage a comeback and was in first place after four groups, but crashed and burned on the last group. Wayne and Jack drilled 2's on their last group landing Wayne in first with .1971 and Jack in sec-ond with .2066. Allen Arnette took third with .2079 as well as small group with .208. Jack won Light Varmint Grand, Heavy Varmint Grand and Two Gun. Wayne took second in all three. Al-len Arnette took third in LV Grand, Keith Morris took third in Heavy Varmint Grand as well as Two Gun. Dennis Adams of Dennis Adams Custom Rifles made some beauti-ful commemorative loading blocks (see page 21), which were present-ed to Jack Neary and Gil Gross as well as given away in a drawing at the end of the shoot. Dennis (who also does work for Harrell’s Pre-cision) also secured a number of very nice prizes, scope rings, pow-der measure, tuners, barrel brakes and discount certificates from Brux Barrels and Bruno Shooter Supply which were given away in a draw-ing at the end of the shoot. Gil Gross, Mike Jennings and the rest of the crew at Roanoke did a fine job. Roanoke is planning to

make additional improvements to the camping facilities and we are looking forward to shooting there next year.

The floating design of our neck turner and the universal floating case driver allows the case mouth (bore) to run on the arbor absolutely concentric. Therefore allowing O.D. to be turned concentric with I.D. The tail-stock creates a horizontal inline support for the base of the case. Also allows the operator to keep both hands on the power screw driver or drill. This makes it very easy to control feed rate of the cutting operation, generating a very fine turned finish. September 3-4, 2016 We held the Kansas State Light and Heavy Varmint Champion-ships over this weekend with 28 participants ready to compete. The weather was pre-fall condi-tions; cool mornings and pleasant throughout the day. The conditions picked up on Sunday afternoon and made good groups very tough to complete. Russell Tuckel made his first trip to our range. This was his second bench rest match and we are glad to have him. Rand Conrad from Riley Kan-sas was the LV100 winner with a

Prairie Dog Target ClubNorth Central Regional & Butch Kimmell Memorial

September 3-4, 2016 Eighteen shooters were present for the North Central Regional and Butch Kimmell Memorial Light and Heavy Varmint competition. The temperature reached 90F on Sat-urday while Sunday was cooler and cloudy. Those of us who showed up early had perfect weather for practice on Thursday and Friday, winds from the South at about 15 mph with gusts over 25 mph. Saturday the winds were South West to West. Dave Tunbridge took

the LV 100 with a 0.1766 aggregate and shot a 0.081 for small group. Rod Brown was second and Dan Dowling third. For the 200 yard LV Bud Schalles took the honors with a 0.3119 aggregate followed by Justin Young in second and Dave Tunbridge in third. Small group was a 0.214 shot by Justin Young. The LV grand aggregate was taken by Dave Tunbridge with ta 0.2666, Bud Schalles was second and Justin Young third. On Saturday evening we enjoyed Don Deckert’s famous Cream Can Stew which he always serves at the last match of the summer. On Sunday we started with the HV

200. The winds had come back to the South and it was a little cooler with cloud cover increasing during the day. The HV 200 winner was Terry Hettich with a 0.3075 aggre-gate. Mel Klasi was second and Bud Schalles third. The small group was a 0.367 by Terry Hettich. At 100 yards Dan Dowling took first place with 0.2310 aggregate followed by Justin Young in second and Rod Brown third. Small group was a 0.099 shot by JD Goulet. The HV grand aggregate winner was Terry Hettich with a 0.2783 aggregate. Bud Schalles was second and Dan Dowling third. The two-gun win-ner for the weekend and Butch Kimmell Memorial winner was Bud Schalles with a 0.2990 aggregate. Dave Tunbridge was second and Terry Hettich third. The three-gun for the year at Prairie Dog Target Club was won by Terry Hettich with a 0.2620 ag-gregate, Bud Schalles was second and Mel Klasi third. The four-gun winner for the year was Terry Het-tich with a 0.3192 aggregate, with Bud Schalles second and Dave Tun-bridge third. After we had finished shooting and gathered up our flags the rains came. I had to take the winner’s pictures under cover of the bench-es and we had grand fun trekking out of PDTC. Don Deckert was range officer and did the scoring and along with Ver-een Forster also ran targets. Dave Tunbridge ran the computer. Group World Records Report: Gene Bukys

Mr Bukys said things are progress-ing well at this time. Mr Libby in-quired whether unsuccessful can-didates for world records received notification from the World Record Committee. Mr Bukys responded that when their measurements were close, the candidate was no-tified as such. If the measurements were not close, this information was not provided. Mr Bukys said that if the measurement is re-quested, to just let him know and he will accommodate this request.Presently, the NBRSA addresses what are termed, “world records” in group, score and long range dis-ciplines. Page 20 of the Rule Book under Section D Tournament Rules, 13 Courses of Fire says in part, “NBRSA will recognize meters as a course of fire and for records for the European Region only.” As it pertains to European sanc-

tioned NBRSA matches and World Record submissions, I would like the Board to consider the following items: 1. Will this encourage new inter-national clubs or members to join NBRSA?2. Should there be a committee es-tablished to for NBRSA recognized metric world records?3. Should the NBRSA recognize metric world records in all three disciplines?4. Who would be responsible for keeping these new metric world re-cords? (Submitted by Gene Bukys) Mr Hunter made a motion to ap-prove the formation of a European World Record Committee whose Chairman will report to the US Measuring Committee Chairman. This Committee will begin with group measurements and later to expand to other disciplines. Sec-ond by Mr Fjoser and unanimously passed. Discussion ensued regarding NBRSA recognition and publish-ing. These world records must be shot at Registered Clubs and only NBRSA current members are eligi-ble. NBRSA rules must be followed and receipt of match fee payment will apply to have European world record recognition. It was decided that Mr Campbell and Mr Bukys will discuss this further with the European Region. This Committee name may be changed in the fu-ture to “International” to include other outside-US regions.

Score World Records Committee: Dan Zaccanti for Rich Carpenter,

Committee Chairman Mr Zaccanti presented a report from Rich Carpenter, Score World Record Chairman updating the Board regarding the status of Score World Records.

World Team Report: Wayne Campbell Mr Campbell made available the WBC financials to the Board.

Mr Fjoser made a motion to ap-prove this financial report which was seconded by Mr Libby and ap-proved unanimously. For WBC qualifiers moving for-ward, if attendance is low at quali-fiers, Mr Campbell inquired wheth-er the Board wants to consider a handicap. How should a low-atten-dance qualifier be handled? Mr Fjoser said he thought there may be better attendance if the qualifier is moved to the Memorial Day match at Raton, NM instead of the Rattlesnake (traditionally near the Labor Day holiday).

Long Range World Records & Rules Report: Don Nielson

Mr Nielson received a report from Bill Johnston, NBRSA Long Range Committee Chairman. This report was shared with the Board. Mr Nielson said Mr Bill Johnston is do-ing a very good job and there have been no complaints. Mr Nielson recommended the Board approve and make perma-nent Bill Johnston’s position as Long Range Measuring Committee Chairman & Long Range Commit-tee Chairman. MrZaccanti made this motion to the Board which was seconded by Mr Libby and unani-mously approved.

Target Committee Report:Terry Meyer:

Discussion ensued regarding tar-get paper quality from NBRSA’s new vendor and options available for change. Mr Campbell said there is inconsistency with the new ven-dor’s paper. Mr Mundy said he uses ALCO for his targets and has been happy with their quality and ser-vice. The formation of an ad-hoc committee to review the target pa-per quality was made by Mr Libby. Mr Mundy will form his committee of participants to review the paper from Alco. Mr Neary made a motion for Mr Mundy to discuss with ALCO to in-vestigate possible alternatives to

the target paper currently used by NBRSA. Motion seconded by Mr Hunter and unanimously approved. Mr Zaccanti inquired whether a printer in his region, Mr Jeff Lewis from Tacoma, could provide a sam-ple to the Board to consider for target printer as well. The Board concurred.

Financial Report: Scott Hunter for John Horn, Financial Officer

Mr Hunter presented the NBRSA 2016 Financial Information for John Horn. Mr Libby made a motion to accept the financials as is. Second by Mr Meyer and unanimously approved. Mr Libby inquired as to the selec-tion of a new NBRSA Financial Of-ficer. Mr Hunter made a motion to appoint Larry Costa as the new Fi-nancial Officer to replace Mr John Horn in this capacity. Motion sec-ond by Mr Libby and unanimously approved.

Business Manager Report: Audrey Brown

Mrs Brown discussed the Business aspects of the organization as well as statistics pertinent to Precision Rifleman magazine with the Board. Mr Neary proposed to send ques-tions for the magazine specifically related to benchrest in the style of “The Benchrest Primer” and see if this increases readership and zest for the magazine. He says content will change the dynamics of the magazine. Mr Hunter made a motion to have Mr Neary take charge of article production and if sufficient articles are generated, that the magazine may increase beyond 40 pages per month, if necessary. Second by Mr Libby and unanimously approved. Mrs Brown will also provide a list of names/companies with which Precision Rifleman magazine does not currently have an advertising relationship. Mr Neary will assist in this endeavor in an effort to in-

crease advertising revenue.Unfinished Business:

1. Mr Brown continues to work on an application interface. He has good design specs and a good working model. This is progressing but is not yet complete. He will continue to work on this after the shooting season concludes. 2. Mr Neary inquired whether a section on mentoring volunteers can be added to the www.nbrsa.org website and/or Precision Ri-fleman magazine. The website is beginning to be used by new-to-benchrest persons wishing more information on the sport. Mr Neary mentioned he has had success with emails initiated from the website to assist prospective benchrest shooters. Mr Libby recommended to add a notice in the magazine to direct new shooters or those needing as-sistance to contact certain NBRSA expert shooters in each region to field public inquiries. Once the Re-gional Experts are identified by the respective Regional Directors, this information can be added both to the magazine and online. 3. Mr Mundy said he has made several inquiries as to the cost of refurbishing the trophies enshrined in display cases at Bench Rest Rifle Club of St Louis and it is cost pro-hibitive for NBRSA to pursue this any further. He said the process is labor intensive and very pricey. Mr Mundy suggested to leave the tro-phies as they are or make the re-furbishments by ourselves. 4. Mr Brown has not had sufficient time to proceed further with NBR-SA branding, but will begin work on this after the conclusion of the 2016 shooting season.

New Business:Eastern Region Agenda Items:

1. If you are assigned to a bench rotation at the NBRSA Nationals that has a full complete set of flags for that rotation you are not allowed to set or insert other flags

or devices without the permission of the sponsor of the flag rotation. (submitted by Harley Baker) Item Withdrawn by Mr Neary. Mr Fjoser made a motion to re-quire the Host Club to assign the flag rotation 6 months ahead of the all National events. When the Nationals Match Director sends out the Registration Form, it should in-clude all the flag rotation sponsors and it is the Host Range’s responsi-bility to organize and manage the flag rotation. Second by Mr Neary and Unanimously approved.Ad-Hoc Item: Flag Setting & Removal. Mr Neary made a motion that prior to a match (during practice), no shooter may remove another shooters flags on a given bench or force a shooter to move from their bench (official flag setting may not begin until the range announces it.) Second by Mr Zaccanti and unanimously approved.

Ad-Hoc Item: Rubber Backing. Mr Neary made a motion to change the rubber backing material used for the Group Nationals after the 100-yard Unlimited and once again after the 100-yard bag guns course of fire (Wednesday). Motion died for lack of a second.Ad-Hoc Item: UNL Course of Fire. Mr Neary made a motion to change the Unlimited course of fire at the NBRSA Group Nationals from 8 tar-gets to 5. Second by Mr Libby. Those For: Mr Neary, Mr Meyer, Mr Libby. Opposed: Mr Hunter, Mr Zac-canti, Mr Campbell, Mr Mundy & Mr Fjoser. Motion failed.

Ad-Hoc Item: Three Relay Mini-mum for Group Nationals.

Mr Neary made a motion to have a minimum of 3 relays for NBRSA Group Nationals. Second by Mr Campbell and unanimously passed. The Board recessed for lunch at 12:43pm then reconvened at 2:47pm.

Gulf Coast Agenda Items: 1. Discuss with Board regarding 5 NBRSA original trophies from the

December, 2016 Precision Rifleman 31Gulf Coast region, which hosted the first Nationals event. These trophies are in need of refurbish-ment and also in need of a perma-nent home. Request a solution be determined quickly to save these trophies. (submitted by Scott Hunter) Mr Mundy said he needs pictures and measurements from Mr Hunter before he can commit to adding them to the trophies enshrined at Bench Rest Rifle Club of St Louis. If needed, there is the possibility to add a new shelf unit for these Gulf Coast trophies at St Louis. 2. RULEBOOK: (see items 1-4)(a) Scott Hunter to update details to Board listing changes needing to the rulebook since the last printing. The following rule book changes were all passed unanimously by the Board: Page 9 (j) Sandbags: i. The front sandbag. Delete sentence, “The bag must be able to be deflected horizontally at least ¼” with finger pressure at any point.” ii. The rear sandbag. Delete sen-tence, “The bag must be able to be deflected horizontally at least ¼” with finger pressure at any point except for the bottom 1” of the bag which may be hard.” Page 10 (k) Guiding Means: Re-move last sentence, “Recoil springs, rubber bands, etc. may be used to restrain recoil provid-ing the rifle may be lifted 6” free of rests with attachment in place.”Page 19, 9. Varmint & Sporter Rests: Delete second to last sen-tence, “The rifle must be able to be lifted freely from the sandbag in a vertical direction with all at-tachments in place.” Page 41, 6. Inspection of Equip-ment: Delete sentence, “When computer software is used to draw benches, 1 Referee must be pres-ent to view the event.” (b) There are Board-approved rulebook changes in the last few years that have not yet been added

to a print revision due to expense of printing and the few number of changes. This is causing confusion, ie: trophy/national fee charges are different from what is printed. I suggest the Board make a “cur-rent” rulebook available online at www.nbrsa.org for members to print off as needed which is main-tained up-to-date, regardless of printing schedules, so that mem-bers/match directors can always have access to an up-to-date rule-book without the need to query the annual minutes. Changes made since the last printing can be col-ored to identify these to the user and until these are incorporated in the next printing cycle. Mr Hunter will provide Mrs Brown with the changes to be made to the rule book to get it up to date from January, 2015 revision. The chang-es need to be made beginning with Revised Edition #38-A (January, 2015). (c) Rulebook copies have been dis-tributed by many different methods over the last few years and it is not possible to send updates to each person needing one. I suggest the Business Manager publish a notice to the membership through Preci-sion Rifleman to broadcast revision availability to our membership. Mr Meyer made a motion to change to online only format for the NBRSA rulebook so that mem-bers can download and print the current rules at any time and NBR-SA would not incur printing expens-es. Second by Mr Libby. In favor: Mr Neary, Mr Campbell, Mr Libby, Mr Fjoser, Mr Meyer, Mr Zaccanti and Mr Mundy. Against: Mr Hunter. Mo-tion carries. (d) Establish Guidelines for the Score & Long Range Membership Meetings Held at National Events: Establish a contact person who is elected or appointed for Score and Long Range Shooting. This person will take minutes at their National events annually and report (either

in person or in writing via their respective Regional Director) said changes (if any) to the Board of Di-rectors for action. Mr Nielson said the Long Range Committee Chairman will take care of items presented at the Long Range Nationals pertaining to long range rule changes for NBRSA Board consideration. Mr Zaccanti made motion that the Match Director is responsible to take minutes at the Score Na-tionals (both Long Range and Short Range) and submit these to their Regional Director for Board consid-eration. Second by Mr Neary and unanimously approved. 3. Proposed Rule for Varmint For Score: If the first shot during the first record match of an aggregate strikes outside the sighter box and lands in the record portion of the target, and the competitor imme-diately notifies the range officer for verification, that shot will not be scored as a record shot. Any subsequent shots in the record por-tion of the target in the remainder of the Aggregate shall be scored as record shots. This rule will ap-ply at tournaments where there is a 10 minute time limit for the first match of the aggregate. At tourna-ments where there is a warm-up match, any shot landing outside the sighter box and onto the record portion of the first and subsequent record targets of that aggregate will be scored as a record shot.” (Submitted by Jackie Schmidt) Mr Hunter motioned to approve #3 as written. If accepted, a group of score shooters will provide a traveling trophy and shipping crate similar to the ones for Hunter Class and would suggest we call it the “Gulf Coast VFS 100 yard team trophy”. If a range is already registered with the NBRSA, and if a registered member was to attend a clay-break shoot, and the member range paid the $3/shooter/day, would the Board allow publication in Preci-sion Rifleman magazine? Walker Co Benchrest would be willing to incorporate membership fees to NBRSA into the cost of the first match to increase NBRSA member-ship. (submitted by Larry Deese.) The Board determined this can be accommodated through advertising space for non-registered matches. If ranges holding non-registered benchrest matches wish coverage in Precision Rifleman magazine, this can be accommodated through the purchase of advertising space.6. On Page 6, (f) Rests: i Varmint & Sporter Rests: Clarify the use of a front stop on a varmint and sport-er front rest. (submitted by Scott Hunter.) Motion by Mr Hunter that a block across the front of the bench is al-lowed (wood plastic or metal) that is parallel with the front edge of the bench. This block cannot be contoured in any way as to contain the rest or the superfeet. Second by Mr Zaccanti. In favor: Mr Zac-canti, Mr Mundy, Mr Fjoser, Mr Mey-er, Mr Campbell, Mr Neary and Mr Hunter. North Central Agenda Items: 1. Board to consider changing Eu-ropean and International member-ships (excluding Canadian) to $60/year and email magazine subscrip-tions to these members instead of print copies to save on postage costs. (submitted by Terry Meyer) Mr Meyer made a motion to ac-cept agenda item #1 as written. Second by Mr Fjoser and passed unanimously. 2. Create an open-book test for a member to pass in order to per-form the functions of a Referee. (submitted by Terry Meyer) Motion died due to lack of a sec-ond. 3. Logo Usage: Member requests to make items available for sale with the NBRSA logo and wants to know what he would have to pay the NBRSA to do this, (as a per-centage or by piece). He doesn't yet have a plan for what he would engrave but wanted your input on pricing NBRSA would charge. (sub-mitted by Wilbur Harris) The Board decided that as items

for consideration are created and submitted to the Board, the Board will consider pricing/percentage strategies and approval at that time. 3. Screamer Patch: The require-ment that there be moving backers for screamer patch awards doesn't seem right. Records, yes, but a screamer patch? Please review. (submitted by Wilbur Harris) Item died due to lack of a motion. 4. Ad-Hoc: Mr Steve Lee presented papers to the Board. NBRSA needs to specify to the members as to how the data is presented at each shoot. Also there is not a central receptacle to locate results for the organization. He wants to be able to look at past results and doesn’t have a way to do so via NBRSA. The Board will review these be-fore the Membership meeting at Phoenix on Wednesday.

Mid-Continent Region Items: 1. Consider a screamer sticker that could be placed on a shoot-ing box. A person could even write their group size on a sticker with a permanent marker. A sticker would be less expensive than a patch. (submitted by Jim Shipley) Mr Fjoser and Mr Meyer asked Mrs Brown to inquire with the NBRSA’s Technical Expert, Mr Rod Brown and see whether a proof of stickers entitled, “Small Group per Match” and “Screamer” could be placed on the website for download. Item tabled until Mrs Brown can discuss this with the Technical Expert.

Southwest Region: 1. Remove the bench rotation from the Group Nationals. It’s more important to shoot than to move equipment all day. (submit-ted by Bob Dorton) Mr Libby proposed to rotate at the end of the day or the end of each class (if more than one discipline is shot in one day) instead of match. Mr Libby made a motion to rotate in this method as a trial basis. Mo-tion died due to lack of a second.

REGIONAL UN-LIMITED CHAMPIONSHIP TOURNA-MENTS. Change verbiage to allow 5-Shot Groups at Club discretion. (Dan Lutke). The Board determined that this is already in the Rule Book. 4. Clarification in Rule Book (page 41). Section F: TOURNAMENT PRO-CEDURES, 5. DRAWING FOR BENCH-ES: “…In lieu of a physical bench drawing, computer software ap-proved by the NBRSA Board of Di-rectors may be used to randomly draw benches. When computer software is used to draw benches, 1 Referee must be present to view the event.” How can Referees be present when benches are pre-drawn at match set-up? No one is present at the Cactus or Nationals for drawing. (Dan Lutke). Mr Zaccanti moved to remove the words “1 referee must be present to view the event.” Second by Mr Hunter and unanimously approved. 5. Also in Rule Book (page 41). Section F: TOURNAMENT PROCE-DURES, 5. DRAWING FOR BENCHES: in re: Bench Rotation. Rotation af-ter each target needs to be elimi-nated. This rule is outdated. It prevents too many shooters from shooting the Nationals. Rotation should be done at yardage or class change. The range should have the option. (Dan Lutke). Mr Libby made a motion to accept this item as is. Motion died due to lack of a second. 6. In Rule Book (page 49). Section H. DUTIES OF TOURNAMENT OFFI-CIALS,1. RANGE OFFICER. Add back

the language, “Check your com-petitor number.” (Dan Lutke). The Board approved this earlier at the meeting. See Southeast Region Agenda item #1. 7. In Rule Book (page 19-20). Sec-tion D. TOURNAMENT RULES. 10. WIND FLAGS: Flag height is irrel-evant as there is no tangible way to measure. It is totally subjective. Referee should not interfere unless two people are sharing a bench. (Dan Lutke). Mr Libby made motion to accept this item as is. Motion died due to lack of a second. 8. In Rule Book (page 6-7). 2. EQUIPMENT, (f) RESTS: i Varmint & Sporter Rests: I cannot find part about front clamp for a bag gun. (Dan Lutke). The Board approved this earlier at the meeting. Northwest Region: 1. Review Junior Shooter Require-ments. Is a Junior Shooter 16 or 18 years or younger? (submitted by Dan Zaccanti) The Board decided that the age of a Junior Shooter will be under 18 years of age. 2. Ad-hoc: Remove the barrel contour requirement from bag guns classes. (submitted by Dan Zaccanti). No motion made. 3. Ad-hoc: The membership seeks information ahead of time for the election of Officers of the NBRSA. The Board responded the rules for Election of Officers is addressed in the NBRSA By-Laws.

President’s Items: 1. Do the Regional Directors want hard-copy minutes or online? Online is acceptable for the Board members. 2. IBS and other non-registered match coverage in Precision Rifle-man magazine. This was addressed earlier in meeting. See Gulf Coast Agenda Item #5.

Dennis Thornbury was nominated by Mr Libby. Mr Mundy nominated Gene Bukys. The Board voted to elect Mr Gene Bukys for the next two-year term.

2016 General Membership Meeting Minutes

The 2016 General Membership meeting was called to order at 12:01pm on Wednesday, October 12, 2016 at Ben Avery Range in Phoenix, Arizona. President Thorn-bury discussed the agenda items and the Board’s decisions as well as the 2017 scheduled National events and locations. He also ad-dressed the Executive Commit-tee Changes. These agenda items were posted for four (4) days pre-ceding the General Membership Meeting. President Thornbury notified the membership of possible changes at the 2017 Group Nationals to be held in Fairchance, PA and alerted them that this may be altered. If this occurs, the membership will be promptly notified. Member Chris Harris thanked President Thornbury for his years of dedication and also welcomed Mr Bukys as incoming President. Mr Harris said he has begun a ben-chrest facebook page beginning with a “did you know” section in order to entice prospective new members into the sport. He en-couraged members to add content to this new social media site. Mr Harris also said some of the rules in the sport are rather tough; ie: hanging targets at an empty bench. He felt this increased the chances of crossfire unfairly. He also mentioned the option of cre-ating a “handicap” process similar to that in golf. President Thornbury then thanked the members for their support over the last 12 years and also Mr Nielson and Mrs Brown. He then thanked Berger Bullets and the Arizona Game & Fish Dept for their smooth running of this Group Nationals event. President-Elect Bukys then ad-dressed the membership and said he truly feels honored to be se-lected for this position.

Last, Mr Murdica asked the mem-bers present to notify Berger Bul-lets and/or Arizona Benchrest Club if they have any questions or concerns about the running of this match. At 12:20pm, member Dean Thom-as made motion to adjourn which was seconded by member Dickie Pustejovsky. Motion passed. Board of Directors Meeting

Continuation: The Board reconvened at 12:25pm at Ben Avery Range im-mediately following the General Membership Meeting. All Regional Directors were present except for Mr Neary and Mr Libby.

Regarding Bench Safety: Mr Hunter said shooters used to be able to walk in front of the bench, which cuts down on congestion. He suggested this be added back to the rule book. President Bukys said this should be at the range’s discretion. Mr Hunter made a motion to add a new paragraph in the rule book under Safety, “At National events, the Match Director will designate whether shooters can walk in front of the bench or not to move equipment.” Mr Zaccanti seconded and unanimously ap-proved.Re: World Team Qualifiers with less than 75 persons attending:

Mr Mundy said some members have expressed the desire that points for world team qualifiers in which attendance is less than 75 persons, that 75 points be awarded all the same. Mr Campbell said he was against this and the item was dropped.Re: Office of Vice President: Mr Meyer said he nominated Wayne Campbell for Vice Presi-dent. Mr Hunter nominated Den-nis Thornbury which was second-ed by Mr Mundy. Mr Thornbury said he would be glad to help Mr Bukys get started.

The Board voted unanimously for Dennis Thornbury as Vice President. Mr Campbell said he was grate-ful for having served 6 years on the Board as Southeast Region Di-rector. He enjoyed his time and thanked everyone. Re: 2018 Long Range Nationals:

Only 4 shooters braved the weath-er for our August Hunter class ben-chrest match. The weather re-port called for 95F and 20 to 30 mph winds. For once they weren't wrong. The wind was switching from right to left about 3 times a match. The mirage was bad enough and switching as often as the wind that the Troll in the hole took the day off figuring we had enough to deal with without him swatting the bullets.

Following are the results from our last match for 2016. This was our VFS match and Sam Small won with a 496-23X. Dick Meyer won the first yardage with a 250/17X but by then Sam Small was warmed up and there was no cooling him down. He won the 200-yardage with a 246-7X and went on to win the VFS Grand with a 496-23X.
