By Gordon Certain Read about the “Beltline Project” in the AJC? Think it doesn’t affect North Buckhead because it is miles away? Read on... The Beltline, as you might know, is an exciting pro-ject which promises to convert “under-utilized land”, including some vacant railroad right-of-way, into a reinvigorated and redeveloped loop around the core of Atlanta. The closest the Beltline gets to North Buckhead is several miles away at the Lindbergh MARTA station on Piedmont. But that doesn’t mean the Beltline won’t affect us. The Beltline involves a special tax allocation district or TAD. The TAD approach was established by the State of Georgia as a way to redevelop slums and other challenged properties. However, in the case of the Beltline, many of the properties included are already well utilized. A key characteristic of the Beltline TAD is that for the next 25 years, within the TAD, all in-creases in property taxes (both due to Beltline investments and from normal increases in prop-erty values due to inflation that would happen anyway) go to pay for construction of Beltline im-provements. Should a tax revenue shortfall re-sult, property owners outside the TAD (including each of us) will have to pay somewhat more to fund day-to-day operations of the City. The proponents of the Beltline are pushing to au-thorize the TAD before year’s end, yet many im-portant details are unresolved. Does all this mean the Beltline is a bad idea? Not necessarily. It could be wonderful. The Beltline promises to cre-ate acres of new parks and to shift the focus of development to parts of the City which really need it. (See www.atlantada.com.) A successful Beltline project could result in a greatly strengthened At-lanta. A new transportation system, yet to be de-

President’s Opinion: Learn About the Beltline Project fined but probably involving trolleys or light rail, is intended to connect the Beltline’s new population centers, parks and businesses to MARTA in a way that hopefully will avoid overloading existing arte-rial streets crisscrossing the City. I don’t have all the facts about the Beltline Pro-ject and, as far as I can tell, nobody else does ei-ther. This week, I sent my own e-mail to our Councilman Howard Shook stating my personal opinion (not necessarily the association’s) that the City should consider a phased approach to the Beltline so that we can, in so many words, avoid biting off more than we can chew. I think this is especially important, at least until the transporta-tion concept is nailed down by MARTA and its funding is assured. It is in your interest to pay close attention to the media reports about the Beltline and learn all you can. Share your thoughts with the Coun-cil and the Mayor. The Beltline could be miles away or as close as your checkbook.

Note: As this newsletter goes to press, a variety of players are suggesting changes to address the Beltline project’s scope and risks. It appears that the City Council could act on Beltline legisla-tion on November 7. So, the Beltline may either be a “done deal” when you read this or still be a vital, ongoing issue.

Hyatt Employees Volunteer for Wieuca Road Clean-Up By Sue Certain

While driving down Wieuca Road one late October morning, I noticed trash and litter along the sides of the road. That eve-ning, the trash was gone. What happened? Where did it go, and who was re-sponsible?

Michelle Oberst, who lives off Wieuca, has lived in North Buckhead for three years. She is origi-nally from Louisville, Ken-tucky. I spoke with her the morning of October 26 at the Grand Hyatt Atlanta, Buckhead, where she is Director of Sales and Marketing.

She spoke enthusiastically about the Hyatt “Wieuca Road Clean-up Project”,

which she was coordinating, taking place later that day. She had noticed, while driving to work, hubcaps, fast food bags, beer cans, and so forth,

littering the road. She thought: why not clean this up? She proposed the idea at work, Hyatt management supported her concept, and 15 volun-teers from the hotel signed up. The hotel sup-plied trash bags and work gloves. The volunteers supplied their time off. One group started at the Roswell Road end of Wieuca, one group started at the Peachtree end, and they met in the middle. The Hyatt Com-pany asks employees to

required of managers and encouraged for other employees. Hyatt employees, Michelle told me, have worked to benefit Habitat for Humanity, Big Brothers and Big Sisters, community parks, Ronald McDonald House, and other projects (such as the one this day). The hotel, in North Buck-head on Peachtree Road near Piedmont Road, started out as the Hotel Nikko, in 1990. In 1997, it became the Grand Hyatt Atlanta, Buckhead.

About Michelle Michelle has lived in five cities—Louisville, Chi-cago, Dallas, Charlotte, and now Atlanta. She’s enjoyed knowing these “really great” cities. She loves Atlanta for its diversity, all kinds of people, shopping and restaurants, and many other things to do. Michelle appreciates art and is a member of the High Museum. She enjoys reading exciting page-turner novels such as those by Dan Brown and John Grisham, and enjoys travel and getting to know new places. She’s single and is the oldest of five kids. She has “seven adorable nephews”.

(Continued from page 4) In addition, when she first moved to Atlanta, she stayed with her good friend, Erika Sarkissian, and Erika’s husband Robert. (The Sarkissians live on Old Ivy Road; Robert is chair of our Traffic Com-mittee — see his article on page 8. ) The Sarkis-sians had just had a new baby named Annabelle, and Michelle spent time with her, sometimes watching her while her parents worked. Anna-belle is now three years old, and Michelle is “Aunt Chelle” to her. Michelle has moved to her own home and Robert helps her with projects such as installing lights and other maintenance assistance. Michelle feels that, with the Sarkissians, she has an adopted family here and is at home in North Buckhead. North Buckhead, of course, is fortu-nate to have such a dynamic, civic-minded neighbor.

Of those with an opinion, 54% wanted some traffic calming on Wieuca, 52% on Peachtree-Dunwoody. All-way stops were recommend most often at Peachtree-Dunwoody’s intersections with N. Stratford and Stovall Blvd., and for Wieuca’s intersections with Ivy, Loridans, N. Stratford and W. Wieuca. These results are based upon 154 survey forms representing the opinions of 215 individuals. We will provide the results of this survey to the City Council.

Several hundred neighbors turned out for our Fall Fling on October 22. We had inflatable slides for the kids and lots of food — we had so many visitors we ran out of food. With the help of local Scouts, great new things are happening at the Blue Heron Nature Pre-serve. In October, members of Girl Scout Troop 3668 and Boy Scout Troop 370 came out to help complete work on the “worm” fence at the front of the meadow, and to blaze the trail on the west side of Nancy Creek. Maxine Wat-kins, Susan Fleck, and Tom Taylor lead the scout troops on these projects.

The trail will eventually join up with the newest part of the preserve on Roswell Road at the Nancy Creek Tunnel site. Work is wrapping up on the tunnel, and the site will be restored to a more natural state to become part of the na-ture preserve. When completed, the trail will provide a continuous path from Roswell Road to Rickenbacker Drive, thereby linking the new area to the original preserve.

The second Saturday of each month, from 9AM until noon, is our preserve workday. Come on out and join us! We meet at the corner of Rickenbacker Drive and Rickenbacker Way. Wear long pants and bring work gloves. We’ll provide the tools and refreshments.

Scouts Help Preserve Tunnel Shaft Greenspace In December the Nancy Creek Sewer Tunnel in North Buckhead will be operational. The tunnel shaft site will close down construction and the crews, equipment, etc. will be off the Roswell road site in January. This three-to-four acre tract is promised greenspace for our neighbor-hood. The City will hold title to the property and Blue Heron Nature Preserve will manage the greenspace for our community. Restoration money has been allocated for re-forestation of the site. The Nature Preserve will be directly involved in the landscaping plans and will create a new entrance for the preserve fronting on Roswell Road. Blue Heron Preserve is growing! With the addi-tion of the new acreage, the preserve is now is 20 acres strong, comprising the original pre-serve along Nancy Creek, a wetlands accessed through Emma Lane and the new site on Roswell Road. There are plenty of opportunities for scouts, community groups, businesses and neighborhood volunteers to become involved with donations and service work. The only wildlife report we have gotten lately is about a Pileated Woodpecker reported by Fran and Ed Harrell of Stovall Boulevard. Fran sent some of Ed’s photos of the bird. Thanks, Ed and Fran, for thinking about us at the Newslet-ter.

The term “cut-through” refers to any neighbor-hood street or series of streets that are being used to circumvent the direct high-volume route. These cut-throughs turn neighborhood streets into mainline commuting routes.

So it’s no surprise that the majority of streets that we hear about as candidates for speed-calming measures and enforcement are those being abused as cut-throughs. Some streets have speed humps in place. Others have new stop signs placed to meter traffic. Still others have at least some natural use deterrents such as the width of the street, condition of the pavement, line of sight and road curvature, etc. that help slow traffic down and make them more difficult to navigate. But some streets, particularly Old Ivy Road, have none of these. Old Ivy offers an attractive means to go be-tween Roswell Road and Wieuca Road and is the most heavily used neighborhood street for business purposes with the exception of Wieuca Road.

Traffic Report For years we have tried to explore means of keeping Old Ivy a neighborhood street. First we reduced the speed limit from 30 MPH to 25 MPH. Then we worked with the police to place “smart signs” (those that alert drivers as to their speed compared to the posted speed limit). We also encouraged the police to step up more visible enforcement.

So far, none of our efforts have provided any long term relief — cars and trucks continue to ignore the posted speed limits in spite of the risk to the kids. Suggestions have been made to the city to strategically place two more stop signs near the school to reduce the traffic’s momentum. We have discussed adding speed humps near the school since 2000.

The most problematic part of Old Ivy is near Sarah Smith Elementary School. I have tried to reason with the city traffic planning depart-ment that for elementary schools, speed limits within 500 feet should be reduced to 15 MPH when children are present. The current “school hours” limit is 25 MPH, the same as the rest of the street — which means cars are “safe” from

Blue Heron Preserve By Nancy Jones

We have had many improvements to the Nature Preserve this fall.

• Terry May with Horticulture, Inc. has spruced up the entrance with new plantings and mulch.

• Blue Heron board member Kevin McCauley has built a beautiful split rail fence to bor-der the property on the Rickenbacker Way side.

These improvements were funded by three lo-cal garden clubs which support the preserve and they are: the Riveridge Garden Club, the Pine Forest Garden Club and the North Buck-head Garden Club. Thanks to the financial dona-tions from these groups, we are able to keep the preserve looking beautiful! Thanks also to John Harrison, who donates his time to mow and trim areas of the preserve to keep it neat and tidy.

As this area becomes more densely populated with all of the new construction nearby, new traffic just adds to our dilemma. We can hope that being proactive on traffic calming on indi-vidual streets will yield results, but realisti-cally, these efforts can only get us so far.

The most effective way to address many of these issues is to remove the cause of cut-throughs in the first place. We have to insist that when the city increases traffic burdens by approving new building projects, it ensures that infrastructure improvements are imple-mented concurrently. With appropriate im-provements, the roads which are intended for high volume traffic will become the most effi-cient means of travel and commuters will not seek alternatives. Unfortunately, the city seems to be far more interested in approving tax-generating construction than they are in effectively managing our transportation infra-structure.

We are looking for more community participa-tion in our newsletter. The more varied our contributors, the better our publication. So…if you have something you think your neighbors might enjoy or need to know, we’d love to hear from you. It could be a restaurant review…or a poem…or about a dog you adopted from AARF…or a solution you have found (or want to pro-pose) to a problem: something relevant to your neighbors or neighborhood. If you have an idea, or something you have written, please con-tact Gordon Certain at [email protected] or 404-231-1192, and your proposed submission will be considered for publication. (Okay, we can’t print everything. But everything proposed to us will receive serious consideration.)

There are other ways you can help your neighborhood. You could organize a pre-school playgroup…or be a volunteer coordinator…or or-ganize a clean-up effort on your street. You could (fill in your idea here). Please contact Gordon if you want to help.

By Walda Lavroff The Land Use/Zoning Committee is experienc-ing an application lull after a storm. Our storm was not named Katrina but Pope and Land /Wieuca Road Baptist Church project.

To the limited extent that the NBCA L/Z Com-mittee was involved in the complex application process of this multifaceted project we worked diligently and, with the cooperation of the ap-plicants, sought alternatives which could miti-gate overpowering impacts on the surrounding residential areas.

Traffic issues are bound to evolve over the years of the construction of this project and beyond. Atlanta and North Buckhead are not likely to remain where they are in terms of population and traffic. We will have to deal with further growth whether we like it or not.

The Zoning Review Board will consider the pro-ject at 6PM on November 10 at City Hall. (This ZRB review was originally set for October 13.) The City Council should vote on it shortly thereafter. Pope and Land expects to break ground next July. Should that work coincide with the Peachtree Corridor improvement work we may encounter a real “traffic calming de-vice”.

By then Buckhead motorists may have become used to roller skates. We have just been in-formed that Hardin Construction has been

Land Use / Zoning Report granted a variance by the City from Noise Or-dinance requirements for their work on the Cousins project at Peachtree and Piedmont (still within North Buckhead). Hardin and the City have devised a plan to have the numerous ce-ment trucks needed to access the site do so during night hours to avoid traffic tie ups.

When you are tempted to fuss, remember that in the end we will have several towering experi-ences to look up to in North Buckhead. Atlanta is a developing city; and we all have made it so.

Report: Fall Park Work Day Our fall park workday took place on October 15. The turnout was light, although it was a beautiful day. We planted, mulched, and wa-tered snapdragons, daisies, and pansies. We laid out pine straw. Pike’s Nursery on Roswell Road provided free delivery of a load of pine straw that we pur-chased. This is the second time they have helped us out at a savings of about $100 —especially generous of them, given the price of gas.
