(1) The Board of commissioners, in and for the county of Scott, Minnesota, met in the courthouse Board Room in the city of Shakopee, Minnesota, and convened at 9:00 a.m., with the following members present: commissioner Wolf, presiding, commissioner Wagner, commissioner Menden, commissioner Marschall, and commissioner Ulrich.

(2) On a motion by commissioner Ulrich, seconded by commissioner Marschall, the Minutes of October 23, 2012 were approved.

(3) Recognition of Interested citizens:

Thom Boncher, Jordan, referenced the website www.areavibes.com and noted the negative ratings given to the city of Jordan for air qual-ity. Mr. Boncher also referred to the Environmental Protection Agency (EPA) website and the negative rat-ings given to Scott county for water quality.

(4) consent Agenda:commissioner Wagner requested

that agenda item 5.13 to authorize the appointment of Judith Brumfield as Human Services Director be pulled from the consent agenda for separate discussion and consideration.

I. Approve the acceptance of the Minnesota Department of Human Services Adoption and Foster care Recruitment Grant in the amount of $2,088.00 effective October 12, 2012 through June 30, 2013.

J. Approve the purchase of 46 Dell laptop computers and 152 Dell desk-top computers from Insight Public Sector in the amount of $172,093.

K. Separation of employment for Layne Wiborg, FT Field Probation Officer, Health and Human Services Division, effective 11/07/12. PT (80% FTE) employment for Thomas Sinkula, Unclassified Principal Analyst, Office of Management and Budget, effective 11/05/12. Intermittent (10% FTE) employ-ment for Robert Rooff, Unclassified corrections Officer, Sheriff’s Office, effective 11/05/12.
